ORGANIZATIONAL PROFILE

The Alberta Gaming and LiquorCommission is an agent of theGovernment of Alberta and consists of aBoard and a Corporation.

The Board is responsible for ensuringthat the powers and duties of theCorporation are appropriately carriedout; establishing the policies of theCorporation; and, conducting hearingsand making decisions respecting licencesand registration.

The Corporation consists ofadministrative and operational divisionsresponsible for the day-to-dayfunctioning of the Corporation.

The mission of the Alberta Gaming andLiquor Commission is to maintain theintegrity of gaming and liquor activitiesin Alberta and collect revenues for theprovince.

The Alberta Gaming and LiquorCommission’s mandate, in accordancewith the Gaming and Liquor Act, theCriminal Code (Canada) and within thepolicy framework established bygovernment, includes the following:

• licence, regulate and monitor gamingand liquor activities in Alberta;

• define operating policies andprocedures for gaming and liquoractivities;

• ensure integrity and socialresponsibility in the operation ofgaming and liquor activities;

• collect gaming and liquor revenue;

• ensure business and programoperations are run efficiently andeffectively;

• disburse provincial lottery revenues;• support industry and government

initiatives to address problemgambling and responsible alcoholconsumption;

• communicate to gaming and liquorstakeholders accurate and timelyinformation.

The Commission administers the AlbertaLottery Fund under the provisions of theGaming and Liquor Act.

ALBERTA LOTTERY FUND

The Alberta Lottery Fund is used tosupport over 4,000 community initiativeseach year. These initiatives include thepurchase of advanced medical equipment,health and wellness programs, education,recreation, cultural initiatives, agriculturalinitiatives and many other types ofinitiatives. Funds also are used tosupplement the province’s GeneralRevenue funds.

RETURN TO CHARITIES FROMCHARITABLE GAMING

Return to charities from charitablegaming (i.e. bingo, casinos, raffles andpull tickets) was $128.6 millioncompared to $106.2 million in 1996/97. This was due to increased revenues tocharities from casino operations andbingo events. There was also additionalrevenues from electronic gaming (slotmachine) activities. None of the netproceeds from charitable gaming accrueto Government. The AGLC collects onlylicence fees for charitable gamingactivities.

WAREHOUSING ANDDISTRIBUTION

AGLC had three primary warehousersand distributors: Connect LogisticsServices Inc. for liquor and import beer,and Brewers Distributors Limited and Big Rock for domestic beer. Warehousing and distribution rates are setby warehousers. Effective April 29,1998, the Stroh Brewery was appointed asa warehouser and distributor of StrohBrewery products.

VIDEO LOTTERY TERMINALOPERATIONS

The AGLC has maintained the maximumnumber of video lottery terminals(VLTs) in the Province at 6,000. Theinitiative to phase-out VLTs in multiplelicenced facilities is targeted forcompletion by December 2000. As atMarch 31, 1998, there were 172 multiplelicences in 76 locations, compared to 225multiple licences in 101 locations as ofOctober 8, 1995.

CASINO GAMING TERMINALOPERATIONS

Casino Gaming Terminal activities,principally slot machines, were expandedduring fiscal 1997/98, resulting inincreased financial returns to charitiesand helping to facilitate the AlbertaRacing Renewal Initiative. The increasein revenues to charities from slotmachines and Electronic Race Games incharitable casinos amounted to $8.48million, while $4.8 million of revenuewas earned and distributed to the racingindustry from Casino Gaming Terminaland Sega Race Game activities in theprovince’s two racing entertainmentcentres.

ABORIGINAL GAMING

First Nations interested in developing and operating casinos have met with theCommission for input, planning, andclarification sessions. The Governmentof Alberta has confirmed that thedevelopment of any aboriginal gaminginitiatives must be consistent with theprovince’s charitable gaming model.

GAMING, LIQUOR AND TOBACCOCOMPLIANCE ACTIVITIES

The following compliance activities,undertaken by the AGLC, help ensurethat the provisions of the Gaming andLiquor Act, Tobacco Tax Act, CriminalCode and Commission policies areeffectively enforced.

Gaming

A total of 149 incident reports were filedon gaming related matters during thefiscal year. These incidents concernedviolations of VLT retailer agreements,cheating at play in casinos, illegal gamingactivities, activities of registered gamingworkers as well as the contravention ofBoard policies respecting legal gamingactivities for raffles, pull tickets, bingosand casinos. Of primary concern in theenforcement activities was maintainingthe integrity of legal gaming in Alberta.

In addition to the incident reports filed,there were 154 new gaming investigationfiles opened by the Commission’s SpecialOperations Division. This resulted in 40charges being laid under the Gaming andLiquor Act. Many of the investigationshave resulted in charges being laid underthe Criminal Code. In many cases,Special Operations have been able tohelp charitable organizations recovergaming funds missing from their bankaccount through theft or fraud.

Liquor

A total of 647 incident reports were filedon liquor-related matters (433 in1996/97). These incident reports focuson five key areas of enforcement: illegalliquor, liquor service to minors, over-service, after hours liquor service andprohibited relationships between liquorsuppliers and liquor licensees. The major

increase in incidents can be attributed toafter hours liquor service and prohibitedrelationships.

Tobacco

Under the Tobacco Tax Act, 54 newinvestigation files were opened duringthe fiscal year. This resulted in sevencharges being laid under the TobaccoTax Act. The Commission carried out85 compliance checks with tobaccoretailers to ensure that tobacco beingsold has been legally purchased. Thesmuggling of illegal cigarettes intoAlberta for sale both to tobacco retailersand the general public is a concern of theCommission. These enforcementactivities are undertaken to reduce theprovince’s lost tax revenue fromcigarette sales.

ADDRESSING SOCIAL ISSUES

The AGLC is involved in programs oractivities aimed at addressing problemgambling and encouraging theresponsible use of alcohol products.

Working with the gaming industry, theAGLC disseminates information aboutthe Alberta Alcohol and Drug AbuseCommission’s (AADAC) 24-hourproblem gambling help-line. It willconsult with industry members from timeto time on adopting programs to reduceproblem gambling. The AGLC will beinvolved in implementing variousrecommendations of the Lotteries andGaming Summit ‘98, including workingwith AADAC to increase the visibility ofproblem gambling prevention andeducation programs.

AGLC routinely provides informationaimed at helping Albertans understandthe gaming industry in the province,including the nature, extent and type ofgaming activities. This information isoften requested by groups looking intothe social or economic impacts ofgaming.

The AGLC is represented on the FetalAlcohol Syndrome ProvincialCoordinating Committee, examiningways to reduce the incidence of fetalalcohol syndrome in children. It alsoroutinely encourages liquor licensees andmanufacturers to promote the responsible use of alcohol in theirpromotions or advertising.

AUDITOR’S REPORT

To the Members of theAlberta Gaming and Liquor Commission

I have audited the balance sheet of the Alberta Gaming & LiquorCommission as at March 31, 1998 and the statements of net incomeand changes in financial position for the year then ended. Thesefinancial statements are the responsibility of the Commission’smanagement. My responsibility is the express an opinion on thesefinancial statements based on my audit.

I conducted my audit in accordance with generally accepted auditingstandards. Those standards require that I plan and perform an auditto obtain reasonable assurance whether the financial statements arefree of material misstatement. An audit included examining, on a testbasis, evidence supporting the amounts and disclosures in thefinancial statements. An audit also includes assessing the accountingprinciples used and significant estimates made by management, aswell as evaluating the overall financial statement presentation.

In my opinion, these financial statements present fairly, in all materialsrespects, the financial position of the Commission as at March 31,1998 and the results of its operations and the chances in its financialposition for the year then ended in accordance with generallyaccepted accounting principles.

NOTE 1 AUTHORITY AND PURPOSE

The Alberta Gaming and Liquor Commission (the Commission) operates under theauthority of the Gaming and Liquor Act, Chapter G-0.5, Statutes of Alberta 1996.

The Commission conducts and manages provincial lotteries, carries out functionsrespecting gaming under the Criminal Code of Canada, and controls, in accordance withlegislation, the manufacture, importation, sale and purchase of liquor for theGovernment of Alberta.

The net proceeds arising from the conduct of authorized ticket lottery, video lottery andcasino gaming terminal operations in Alberta are remittable to the Lottery Fund. Thenet proceeds of liquor operations and other income are remittable to the GeneralRevenue Fund.

The Commission is a Crown agent of the Government of Alberta and as such, has atax-exempt status.

NOTE 2 SIGNIFICANT ACCOUNTING POLICIES AND REPORTING PRACTICES

Joint Venture

Alberta’s share of the operations of the Western Canada Lottery Corporation isaccounted for as a joint venture.

Inventories

Supplies inventories are valued at weighted average cost which is not in excess of netreplacement value.

Inventory held on behalf of liquor suppliers or agents, and related duties and taxes, arenot recorded in the financial statements.

Capital Assets

Capital assets are stated at cost less accumulated amortization. Amortization iscalculated on the straight-line method at annual rates which will reduce the original costto estimated residual value over the useful lives of the assets, as follows:

Write-downs of capital assets to estimated net recoverable amount or to net realizablevalue are included in accumulated amortization.

Pension Costs

Pension costs comprise: the cost of pension benefits earned by employees during theyear; interest on the Commission’s share of the unfunded pension liability; theamortization of deferred adjustments over the expected average remaining service life ofemployees which relate to the long term; realized gains and losses; and the effect of thechange in the ratio used to allocate the plan’s total unfunded liability to participatingentities. The net expense or recovery is included as part of salaries and benefits inoperating expenses.

Actuarial valuations were determined using the projected benefit method prorated onservice. Assumptions used in the valuations are based on each Pension Board’s bestestimate of future events. Each plan’s future experience will inevitably vary, perhapssignificantly, from the assumptions. Any differences between the actuarial assumptionsand future experience will emerge as gains or losses in future valuations. Gains andlosses which relate to the long-term are amortized over the expected average remainingservice life of the employee group. Gains or losses for which there is a reasonableassurance regarding their measurement and realization are recognized as incomeimmediately.

Ticket Lottery Revenue

Ticket lottery revenue is recorded as of the date of the draw with the exception ofinstant game revenue, which is recognized at the time of sale to the retailer.

NOTE 4 MORTGAGES RECEIVABLE

During fiscal 1993, the Alberta Liquor Control Board sold the Calgary warehouse for atotal consideration of $9,000,000. The Board entered into a first mortgage agreementwith the purchaser in the amount of $8,490,000 and a second mortgage agreement in theamount of $500,000. Both mortgages were secured by a first charge on the propertyand chattels.

As at March 31, 1997, the mortgages in the amount of $8,357,000 were in default due tomissed mortgage payments and non-payment of property taxes. As a consequence of thedefault, the mortgages were immediately repayable in full. Subsequent to March 31,1998, the Commission recovered the full amount owing on the mortgages receivable.

NOTE 8 PENSION LIABILITY

The Commission participates with other employers in the Public Service Pension Planand the Management Employees Pension Plan. These plans provide pensions for theCommission’s employees based on years of service and earnings.

The Commission had an unfunded pension liability for each plan as at March 31, whichwas as follows:

The total unfunded pension liability for each plan as at March 31, 1998 was determinedby actuarial valuations as at December 31, 1995 for the Public Service Pension Plan andas at December 31, 1996 for the Management Employees Pension Plan, bothextrapolated to March 31, 1998. The 1997 comparatives were determined as above forthe Public Service Pension Plan extrapolated to March 31, 1997 and the ManagementEmployees Pension Plan was determined using an actuarial valuation as at December31, 1994 extrapolated to March 31, 1997.

The Public Sector Pension Plans Act specifies the basis to determine the amount of thetotal unfunded liability for each plan which will be funded by employers. TheCommission’s portion of those employers’ liabilities was based on the Commission’spercentage of the total pensionable payroll of all employers in each Plan.

NOTE 9 APPROPRIATION FOR CAPITAL

Under the Gaming and Liquor Act, Transitional Regulation, the Commission wasallowed to maintain a capital account, until March 31, 1998, to provide funds foracquiring land and buildings and maintaining other assets necessary to the liquoroperations of the Commission. On March 31, 1998, this amount became payable to theGeneral Revenue Fund.

NOTE 10 BUDGET

The Commission, in its annual business plan, includes its annual budget on asummarized basis. The summarized budget receives approval by the Ministerresponsible for the Alberta Gaming and Liquor Commission and becomes part of theestimates of the Government. The Government Estimates are approved by theLegislature.

NOTE 13 CONTINGENT LIABILITY - LEASE COMMITMENTS

The Commission has a number of properties, primarily former retail liquor stores, thatoperate under lease arrangements with terms ranging from one to thirty-four years. Most of these properties have been subleased to third parties. The Commission remainsliable for the leases should the sub-lessor default on their obligations to the Commission. NOTE 16 YEAR 2000

The year 2000 issue is the result of some computer programs being written using twodigits rather than four to define the applicable year. Computer programs that have date-sensitive software may recognize a date using “00" as the year 1900 rather than the year2000, which could result in miscalculations or systems failures. In addition, similarproblems may arise in some systems if certain dates in 1999 are not recognized as avalid date or are recognized to represent something other than a date. The effects of theyear 2000 issue may be experienced before, on, or after January 1, 2000. If notaddressed, the effect on operations and financial reporting may range from minor errorsto significant systems failures that could affect the ability to conduct some operations.

The Commission is currently working to resolve the potential effect of the year 2000 onthe processing of date-sensitive information in a timely manner. The costs of addressingpotential problems by modifying, replacing or retiring significant portions ofcomputerized information systems are not expected to have a material adverse effect onthe Commission’s financial condition. Despite the Commission’s efforts to address thisissue, it is not possible to be certain that all aspects of the year 2000 issue affecting theCommission, including those related to the efforts of customers, suppliers and otherthird parties, will be fully resolved.

LOTTERIES AND GAMING SUMMIT ‘98 A Look to the Future

In March 1998 the provincial government announced it would be holding a Lotteriesand Gaming Summit in Medicine Hat from April 23 to 25. The Summit was inresponse to the Lotteries Review Committee recommendation of 1995 that lotteriesand gaming activity, including allocations from the Alberta Lottery Fund, be reviewed in three years to determine whether further changes are needed to gaming in the province.

Albertans from across the province participated in this summit, including adult citizens chosen at random, as well as those with an expressed interest in gaming andlotteries.

The Government of Alberta has accepted, or accepted in principle, all eight of therecommendations from this Summit.

A summary of the Summit recommendations and the Government response is set out below:

Summit Recommendations

1. That the provincial government dedicate more resources to gaming research inareas like the prevention and treatment of problem gambling, the social impacts

of lotteries and gaming, native gaming issues, and emergent gaming activities.

Government Response: Accepted. A Request for Proposals will be developedfor an independent gambling research institute. This project will be undertakenjointly by the Alberta Alcohol and Drug Abuse Commission (AADAC), theAlberta Gaming and Liquor Commission (AGLC), and Alberta CommunityDevelopment (ACD). The independent gambling research institute is to befunded by the Alberta Lottery Fund.

2. That gambling in all forms be restricted to people 18 years of age and older.

Government Response: Accepted. This recommendation primarily affects bingoand horse racing as all other gaming activities are currently age restricted.

3. That the charitable gaming model for operating casinos and bingos bemaintained.

Government Response: Accepted.

Government Response: Accepted. This project will be undertaken by AADAC in cooperation with the AGLC and the Alberta Racing Corporation.

7. That lottery and gaming regulators and the provincial government improveaccountability and disclosure of gaming activity in the province. This would include keeping citizens in Alberta better informed of the amount, type, costs (social and financial) and benefits of gaming in the province.

Government Response: Accepted. The AGLC, together with ACD, will develop a draft communications strategy for government review.

8. That the guiding principles for lotteries and gaming in Alberta adopted by theprovincial government be updated, upgraded, accepted and adhered to.

Government Response: Accepted in principle. A proposal is to be developed bythe AGLC for government review.

ALBERTA LOTTERY FUND

The Alberta Lottery Fund is the provincial fund of lottery revenues. This fund consists ofrevenue generated from electronic gaming (video lottery terminals and slot machines) andticket lotteries and is managed by the Alberta Gaming and Liquor Commission (AGLC). The AGLC operates all aspects of video lottery and casino gaming terminal operations inthe Province of Alberta. Through the Western Canada Lottery Corporation, the AGLC isalso responsible for all ticket lottery operations in the province.

Alberta’s lottery profits are collected by the AGLC and deposited into the Alberta LotteryFund. Alberta Lottery Fund expenditures are approved by the Provincial Legislature andsubsequently disbursed through the AGLC.

In 1997/98, revenues of $711.1 Million were earned by the Alberta Lottery Fund. Of thisamount, $123 Million was issued in grant disbursements and an additional $130 Millionwas issued to Health Authorities to assist in meeting their Year 2000 compliancerequirements. The balance of the revenues were remitted to the General Revenue Fundand used to fund programs in health, education, infrastructure and other priorities as set bythe Legislature through the budgeting process.

The Alberta Lottery Fund is used to support over 4,000 worthwhile community initiativeseach year such as advanced medical equipment purchases, health and wellness programs,education, recreation, cultural initiatives and funds also supplement the provincial budget.

Objective

To support community-based science and environmental initiatives for the awareness andbenefit of Albertans.

Funding

The Science Alberta Foundation received $750,000 in 1997/98 to increase understandingand awareness of science and technology through projects such as workshops onTechnology in the Classroom, Internet at Home and in the Library. Also by providingmini exhibitions for public or school libraries on themes such as Genetics, SustainableDevelopment, Math-o-Magic, Introduction to Geology, Telecommunications, and the OilIndustry.

ALBERTA LOTTERY FUND COMMITMENTS1998/99

Alberta’s lottery profits are deposited into the Alberta Lottery Fund. Lottery Fundexpenditures are approved annually by the Provincial Legislature.

This fund is used to support over 4,000 worthwhile community initiatives each year. Hospital equipment purchases, health and wellness programs, education, recreation,cultural and funds that supplement the provincial budget are just some of the wayslottery proceeds are used.
