TNREADY SCORES COUNTING ON STUDENT’S FINAL GRADE Due to student score validity questions related to online TNReady assessments for 2018, the Tennessee legislature has passed the following amended language: “SECTION 2. Tennessee Code Annotated, Section 49-1-617, is amended by adding the following language as a new subsection: ( ) Notwithstanding subsection (a), each local board of education may choose the percentage within the range of zero percent (0%) to fifteen percent (15%) that scores from the TNReady assessments administered in the 2017-2018 school year shall count on a student's final grade for the spring semester.” Recommend Approval --- motion to set to zero percent (0%) TNReady student accountability score results administered in the 2017-2018 school year on a student's final grade for the spring semester, unless prohibited by the state.

COURSES OFFERED FOR CREDIT IN GRADES 9-12 FOR THE 2018-2019 SCHOOL YEAR The Instruction Department is requesting permission to offer the courses listed for the 2018-2019 school year under the following guidelines: Board of Education Policy 4.201 states in part, “A listing of courses offered for credit in grades 9-12 will be approved annually by the Board.” Motion made by Mr. Young, seconded by Mr. Hodge, to approve the 2018-2019 course offering list for Rutherford County high schools as presented. 9. FACILITIES

A. Oakland Middle School Annex Change Order #1

The additional cost for Change Order #1 for Oakland Middle School Annex from R.G. Anderson Company is $500,000.00. During the permitting plan with the City of Murfreesboro, one of the requirements is to add a turning lane on Cushing. These funds will be used to replace the contingency that was used to fund that turning lane. This will increase the contract amount from $13,241,000.00 to $13,741,000.00. The funds have been amended at a previous Board meeting by Mr. Sandvig.

B. Oakland Middle School Annex Geothermal Crossing at Cushing Avenue

Rutherford County Schools Engineering and Construction Department has requested permission from the City of Murfreesboro to cross Cushing Avenue with a geo-thermal line so we can relocate the new geo-thermal bore fields for the Oakland Middle Annex on the east side of Cushing Avenue. We have received approval from the City of Murfreesboro to cross Cushing Avenue by boring and sleeving under the road. Rutherford County and the City of Murfreesboro will enter into an agreement to cross Cushing Avenue without disturbing the existing pavement and roadway. The agreement is presented for the Board and Board Attorney’s review.

Motion made by Mr. Estes, seconded by Mr. Blair, to approve entering into an agreement with the City of Murfreesboro for the crossing of Cushing Avenue with our geo-thermal lines.

Vote: All Yes C. Oakland Middle School Annex Laurelstone Sewer Easement

Goodall Homes is developing a subdivision named Laurelstone on the east side of our property in the flood plain across Cushing by the creek. They have worked with Murfreesboro Water and Sewer Department and Rutherford County Schools Engineering Department to develop a sewer connection at the north end of our property on Cushing Avenue. The requested sewer line will be mostly in the unusable flood plain portion of our property on the east side of Cushing Avenue. This sewer line will be installed at no cost to the Rutherford County School Board and will become the property of Murfreesboro Water and Sewer Department when completed. Since the new sewer will be on our property, the Board will need to enter into an easement agreement with the city of Murfreesboro. The easement is presented for the Board’s review.

Motion made by Mr. Holladay, seconded by Mr. Blair, to approve the Laurelstone Sewer Easement Agreement with Murfreesboro Water and Sewer Department as presented. Vote: All Yes

10. BLACKMAN HIGH SCHOOL FOOTBALL FIELD

Blackman High School football is planning a football field enhancement of a turf, instead of grass field. We wish to do this to upgrade our field to increase usage and aesthetics. A rendering of the proposed field, the usage information, field information, and a fundraising plan is presented. The information provided is from Athletic Surface Plus, one company that facilitates turf fields. The total cost of the field is estimated at no more than $685,000 (from our research and talks with various companies). Rutherford County Schools Purchasing will bid for a total package, including a project manager, possible fundraising support, design, engineering, and actual turf and installation. Blackman High School is not requesting any funds from Rutherford County Schools. Since we will be soliciting advertising contributions up front as well as advertising commitments extended over multiple years, we will most likely have to get a loan to cover total costs, which will be fully covered by advance donations and/or commitments - or we will not proceed. We are, therefore, asking the Board of Education to allow Blackman High School to create a narrow and focused school support organization for the purposes of the football field enhancement only. The outside account will be managed by parents and community supporters and will be supervised by the principal of the high school and the Rutherford County Schools Director of Finance. Motion made by Mr. Estes, seconded by Mr. Blair, to approve the establishment of a narrow and focused school support group at Blackman High School for the sole purpose of financing this football field turf enhancement subject to the following restrictions: 1. The upfront advertising payments shall be deposited in the school activity fund. 2. Blackman High School shall only proceed with the project when these upfront

advertising payments are at least 20% (twenty per cent) of the total cost of the project. These funds shall only be used for the down payment on the turf package.

3. The bid proposal shall be approved by the School Board. 4. The school support group shall only be set up after the school has received upfront

advertising payments that cover at least 20% (twenty per cent) of the cost of the project. 5. The field advertising revenues shall flow through the school support group’s bank

account and shall only be used for principal and interest payments for the turf field. 6. The school support group will have to obtain the financing needed for this project and

the school support group shall have total responsibility for paying off the debt. 7. The field advertising revenues shall go to the school’s activity fund when the debt is

paid off. 8. The school has all responsibility for field replacement, maintenance, and repair.

11. STUDENT DISCIPLINE APPEAL The Board has been requested to review the March 13, 2018, decision of the Disciplinary Hearing Authority (DHA) to uphold the remandment of a student from Blackman High School. The student was remanded to Smyrna West Alternative School under Board Policy 6.313 for death threats against teachers.

Motion made by Mr. Blair, seconded by Mrs. Moore, to affirm the decision of the Disciplinary Hearing Authority (DHA).

Vote: All Yes 12. INSURANCE UPDATE

Mr. Sandvig gave an update from the Insurance Committee.

13. DIRECTOR’S UPDATE

Mr. Odom reported the State Board of Education visited David Youree Elementary School April 19, 2018. Mr. Odom shared that it was a good visit and he praised David Youree for their outstanding job!

14. TENNESSEE LEGISLATIVE NETWORK (TLN) UPDATE

Mrs. Moore reported that the state legislature is preparing to finalize the 2018-2019 budget and is expected to end the session soon.

15. FEDERAL RELATIONS NETWORK (FRN) UPDATE

Mr. Holladay reported on criticism toward the U.S. Department of Education for approving certain states’ plans for Every Student Succeeds Act for using ambiguous language to rank and rate schools, while other states use letter grades to measure accountability of schools.

Board Members Present E. J. Jordan, Chairman Jim Estes, Vice Chairman Wayne R. Blair Terry Hodge Aaron H. Holladay Lisa Moore Coy Young Marvin D. Odom, Director of Schools  The Board Chairman called the meeting to order at 5:00 P.M.  Aaron Holladay, Board Member, led the Pledge of Allegiance.  Mr. Odom reviewed the 2018‐2019 possible budget reductions for 2018‐2019 and the items that  are  still  in  the  budget.   Mr.  Sandvig  informed  the  Board  that we  have  a  $14,950,000 shortfall.  The Board requested a breakdown of TSSAA Sanctioned versus Non‐Sanctioned sports.  The Board asked that the following be added back to the budget:  School Psychologist, Behavior Specialists,  and  School  Counselors.   Mr. Odom emphasized  that  he  is  totally  committed  to funding the 2:1 computers.  There was a lengthy discussion on the proposed supplemented pay for inclusion in the 2018‐2019 budget.  There was no action taken.  The supplemented pay will be on the May 14 agenda for a vote.  Blackman High Contracts with Athletic Surfaces Plus for Turf Project  Two  contracts  for  the  Blackman  High  Turf  Project  as  presented.    The  fundraising  contract provides for a $5,000 advance expenses, and a 2.5% fundraising fee  if  the goal  is met.   The second contract is for project design, engineering, RFP assistance, and project management.  The fee for this contract will be 10% of the cost of the project.  These costs were included in the estimate Dr. Justus presented to the Board.

Transportation 

 

Pursuant to Section 16.1 of the Rutherford County Board of Education Bus Contract the transportation 

dept. has received a letter dated 4/25/18 from Melody Estes, contractor of bus #225, requesting 

voluntary termination of her contract with the Board. The transportation dept. is prepared to offer this 

contract to the next available person on the appropriate priority list. 

 

Recommend Approval – motion to approve voluntary termination of the Bus Contract with Melody Estes 

bus #225 effective as soon as possible.
