The Board of Commissioners will convene for a Committee or Special Board Meeting for discussion and action on the following matters:
1. Meeting called to order. The Board of Commissioners or its committee may hold a closed meeting pursuant to Texas Government Code § 551.071-076 for consultation concerning attorney-client matters, real estate, litigation, personnel, and security matters. The Board or committee reserves the right to enter into closed meeting at any time during the course of the meeting.
2. Consideration and appropriate action regarding Resolution 5392, authorizing the award of a contract for
the Purchase and Installation of HON Modular Panel System to Bret Broussard, Inc. dba Broussard Group, through the Texas Multiple Award Schedule (TXMAS), for an amount not to exceed $93,707.27. (Alejandra Villarreal, Chief Administrative Officer; Steven Morando, Director of Procurement).
3. Consideration and appropriate action regarding Resolution 5393, authorizing the award of a contract for Roof Repair and Replacement at Fair Avenue Apartments to QA Construction Services, Inc. 7. Adjournment. Note: Whenever the Texas Open Meetings Act (Section 551.001 et seq. Of the Texas Government Code) provides for a closed meeting in matters concerning legal advice, real estate, contracts, personnel matters, or security issues, the Board may find a closed meeting to be necessary. For convenience of the citizens interested in an item preceded by an asterisk, notice is given that a closed meeting is contemplated. However, the Board reserves the right to go into a closed meeting at any other item, whether it has an asterisk or not, when the Board determines there is a need, and a closed meeting is permitted under Chapter 551 of the Texas Government Code that permits the closed meeting. ** Note: If a quorum of the Board of Commissioners attends the Committee Meeting, this meeting becomes a Special Meeting of the Board, but no Board action will be taken other than recommendations to the full board, unless the full Board is present.

RESOLUTION 5392, AUTHORIZING THE AWARD OF A CONTRACT FOR THE PURCHASE AND INSTALLATION OF HON MODULAR PANEL SYSTEM TO BRET BROUSSARD, INC. DBA BROUSSARD GROUP, THROUGH THE TEXAS MULTIPLE AWARD SCHEDULE (TXMAS), FOR AN AMOUNT NOT TO EXCEED $93,707.27. ______________________ _____________________ ___________________________ Lourdes Castro Ramirez Steven Morando Alejandra I. Villarreal President and CEO Director of Procurement Chief Administrative Officer REQUESTED ACTION: Consideration and appropriate action regarding Resolution 5392, authorizing the award of a contract for the Purchase and Installation of HON Modular Panel System to Bret Broussard, Inc. dba Broussard Group, through the Texas Multiple Award Schedule (TXMAS), for an amount not to exceed $93,707.27. PURPOSE: To purchase and install modular work stations (cubicles) for the second floor and IT Department located at the central office. This project will be comprised of 27 cubicles and three offices for department directors, including Community Development Initiatives (CDI), Information Technology (IT) and Procurement. FINANCIAL IMPACT: The cost for this project is estimated not to exceed $93,707.27, and will be funded through approved FY 2014 department operational budgets. SUMMARY: The U.S. Department of Housing and Urban Development (HUD) encourages housing authorities to pursue intergovernmental and interagency purchasing agreements, to simplify and expedite the procurement process. As a member of the Texas Cooperative Purchasing Program, SAHA is able to utilize the Texas Multiple Award Schedule (TXMAS) Program that adapts existing competitively-awarded government contracts to the procurement needs of the State of Texas. To be considered for the TXMAS Program, an existing contract must be: awarded by the federal government or any other governmental entity in any state; awarded using a competitive process; and adaptable to the laws of the State of Texas. There were several contracts identified within the TXMAS Program for office furniture-modular systems. On October 29, 2013, SAHA issued an “Invitation to Quote” #1310-425-94-4118 for Purchase and Installation of HON Modular Panel System-TXMAS, which closed on November 14, 2013. Six (6) local TXMAS contractors were direct solicited for quotes. (See Advertisement List) A total of two (2) quotes were received in response to the Invitation to Quote: Bret Broussard, Inc. dba Broussard Group and DC Interiors (DBE, HABE, MBE, SBE, WBE). Both quotes were evaluated based on cost, and Bret Broussard, Inc. dba Broussard Group is lowest responsive and responsible bidder, and is therefore recommended for award (See Tabulation).

The company employs 27 full-time staff, operates a 55,000-square-foot warehouse, and has in-house design and installation crews. This company has received no certifications from the SCTRCA and the profile-of-firm form included in their response does not indicate any self-certifications. Their Section 3 Good Faith Effort Compliance Plan includes partnering with SAHA to provide forklift, CPR certification and OSHA training one to two times per year. They have received no prior awards from SAHA. Their response indicates they have performed similar projects for the following: Parsons Corporation, Richardson, Texas; Pulte Homes San Antonio, Texas; and Ft. Broussard Group was established in 1997 and is an office furniture and systems dealer and installer and is owned and operated by Bret Broussard Sr. and Bret Broussard Jr. The firm is located in San Antonio, Texas and employs 27 full time staff and operates a 55,000 square foot warehouse and has in-house design and installation crews. Broussard Group to make a good faith effort to comply with the Section 3 requirements has offered to allow SAHA to send Section 3 individuals to some of the training classes they provide to their staff (Forklift, CPR and OSHA) to enhance their skill sets and to work with SAHA to identify and obtain Section 3 individuals for consideration for future job openings the company may have. The Broussard Group actively seeks out SWMBVE businesses for suppliers and subcontractors.

WHEREAS, HUD encourages Housing Authorities to pursue intergovernmental and interagency purchasing agreements to simplify and expedite the procurement process; and

WHEREAS, Bret Broussard, Inc. dba Broussard Group, the lowest responsive and responsible bidder being recommended for award was established in 1997 and is located in San Antonio, Texas, employs 27 full time staff, operates a 55,000 square foot warehouse and has in-house design and installation crews; and while they have received no prior awards from SAHA, they have performed similar projects for the following: Parsons Corporation, Richardson, Texas; Pulte Homes San Antonio, Texas; and Ft. RESOLUTION 5393, AUTHORIZING THE AWARD OF A CONTRACT FOR ROOF REPAIR AND REPLACEMENT AT FAIR AVENUE APARTMENTS TO QA CONSTRUCTION SERVICES, INC. (HABE), FOR AN AMOUNT NOT TO EXCEED $525,222.00. ______________________ ____________________ ___________________________ Lourdes Castro Ramirez Steven Morando David Nisivoccia President and CEO Director of Procurement Chief Operating Officer REQUESTED ACTION: Consideration and appropriate action regarding Resolution 5393, authorizing the award of a contract for Roof Repair and Replacement at Fair Avenue Apartments to QA Construction Services, Inc. (HABE), for an amount not to exceed $525,222.00. PURPOSE: To provide roof repair and replacement at Fair Avenue Apartments, a high-rise building for elderly and disabled, located at 1215 Fair Ave., on San Antonio’s southeast side. The development consists of 129 efficiencies and 86 one-bedroom apartments, for a total of 216 units, including 11 handicapped-accessible units. This roof repair activity aligns with SAHA’s priority to improve the quality of life for our residents, preserve our existing affordable housing assets, and enhance energy-efficiency.
FINANCIAL IMPACT: The cost for the Roof Repair and Replacement at Fair Avenue Apartments will be funded through the Capital Fund Program (CFP) and is not expected to exceed an amount of $525,222.00, including a base bid of $477,475.00, plus unit prices, plus 10% contingency which would only be used as necessary. SUMMARY: On December 13, 2013, SAHA issued an “Invitation For Bids” (IFB) #1311-910-66-4138 for Roof Repair and Replacement at Fair Avenue Apartments, which closed on January 10, 2014. The IFB was published on the SAHA website, Electronic State Business Daily (ESBD), La Prensa, The Hart Beat, various other venues and staff direct solicited 79 local contractors (See Advertisement List). A total of five (5) bids were received in response to the IFB: ACC Roofing, Veteran Owned Small Business certified by the VA; Advantage USAA, Inc. (HABE) self-certified; Cram Roofing Co., Inc. (SBE) certified by South Central Texas Regional Certification Agency; CS Advantage USAA, (HABE) self-certified; and QA Construction Services, Inc. (HABE) self-certified. All bids were evaluated based on cost, and QA Construction Services (HABE) is the lowest responsive and responsible bidder and is therefore being recommended for award (See attached Tabulation). WHEREAS, the Housing Authority of the City of San Antonio, Texas must provide safe and quality living conditions for its residents; and
WHEREAS, Fair Ave Apartments, built in 1971, is a senior high rise, brick facade, public housing development located in south San Antonio which consists of 129 efficiency, and 86 one bedroom apartments for a total of 216 units, including 11 handicapped-accessible units. This community consists of two, eleven story residential towers, a single story Office and Community Building, and a single story Resident Center, which were all renovated in 2012 using ARRA Funds; and
WHEREAS, the cost for the Roof Repair and Replacement at Fair Avenue Apartments is not expected to exceed an amount of $525,222.00 ($477,475, base bid and unit prices plus 10% contingency), to be used only as necessary. This is a CFP funded project; and

Plan SUMMARY Economic development is a key component of the greater revitalization and long-term success of the Eastpoint community. To spearhead these efforts, SAHA formed an Economic Development Committee, led by Jackie Gorman, Executive Director of San Antonio for Growth on the Eastside (SAGE). The Committee’s purpose was to expand and refine economic development strategies and produce a comprehensive Economic Development Plan for the area. The Committee was formed in June 2013 and was comprised of the following representatives:

The Plan objectives included:
• Provide assistance to existing businesses, so they can remain viable and b ecome stronger community assets.
• Attract a diversity of new businesses, to strengthen the community's economy through job creation, increased flow of capital, and physical presence.
• Create a vibrant commercial corridor that accommodates business activity as well as supports local residents.
• Re-brand the community's image to attract the interest of the greater San Antonio community.
• Promote income diversity

The Economic Development Plan for the Choice Neighborhood Initiative has been completed (attached), and will be updated once the economic benefits of the Promise Zone designation, awarded to the City of San Antonio, is completed.

Geekdom’s successful model of shared office space/resources and incubator services for tech start-ups could easily be
adapted to the needs to the Eastpoint Community.
The Guadalupe Cultural Arts Center is a hugely successful community-based multidisciplinary nonprofit on the
Westside, which has contributed greatly towards the health of the neighborhood and the representation of Latino arts
in the city and nation. It now includes six buildings including a theater, gallery, and coffee house.
A shared-space office building could be the key to attracting the creative class to the Eastpoint Community. Many
young creative class entrepreneurs lack the resources to maintain their own private offices and value the benefits of
collaborative work.

including a proposed partnership with University Health System in Eastpoint.
SUMMARY Progress continues on implementing the Choice Transformation Plan, including activities related to health initiatives. A proposed partnership with the University Health System (UHS) would work to establish a clinic in the Choice Neighborhood footprint, which would focus on women, children, health promotion, and prevention. A couple of site options are under consideration. One option would be in partnership with the San Antonio Independent School District (SAISD). SAISD identified a portable building on the Wheatley Middle School campus for consideration by UHS, which provided SAISD with specifications required for the clinic building. However, the portable would need extensive renovations to meet the specifications, and SAISD has reported that work could not likely be completed by the April 1, 2014 deadline. An alternative site under consideration for the clinic is located near SAHA’s Sutton Oaks development. UHS staff and SAHA staff are scheduled to make a joint site visit, to confirm the site’s feasibility. At this location, UHS could possibly locate a medically-designed portable in the near term, and develop plans to construct a permanent clinic on the site. This particular activity is contingent on UHS receiving funding related to their application for 1115 Waiver Delivery System Reform Incentive Payment (DSRIP) Projects. FINANCIAL IMPACT: Should UHS receive the funding, SAHA’s portion of the investment for the medical portable would be up to $200,000. ATTACHMENTS: None

Services and Neighborhood Revitalization Officer Lori Hall, Special Projects Consultant Subject: Update and discussion regarding the Westside Reinvestment Initiative ____________________________________________________________________________ SUMMARY The Blueridge neighborhood has been the focus of initial efforts of SAHA’s Westside Reinvestment Initiative (WRI). WestEast Design was hired to perform a physical assessment and to estimate the cost of reconstruction of the 38 homes in Blueridge. After analyzing total reconstruction costs vs. demolition costs, a decision was made to demolish those homes. Following that decision, the following steps and activities are underway and planned:
• Staff is preparing a demolition/disposition application to submit to HUD. • Staff is preparing a timeline of for the demolition/build/market/sell phase of the project. • Staff will bid out the demolition process. • WestEast is developing design plans, elevations, etc., for review by SAHA and area
residents. • Staff is assessing development options for new construction of the 38 homes. • WestEast is assessing homes in the other WRI area (Villas de Fortuna, Sunflower, and
Palm Lake) • Staff is developing an MOU with Habitat for Humanity to reuse/recycle materials from the
38 homes prior to demolition. • Initiate new homeownership plan/programming to develop pipeline of ready
homebuyers. • Staff will market new homes for sale in Blueridge.
SAHA contracted with the National Association of Latino Community Asset Builders (NALCAB) to facilitate community meetings with Blueridge residents. Two meetings were held with current property owners who chose to remain in their homes following the legal settlement. The purpose of the meetings was to gain homeowner feedback regarding the pros and cons of their current house designs, learn about neighborhood concerns, and inform residents of the impending rebuild process. Residents also received a marketing presentation regarding anticipated homebuyer interest in their neighborhood, and were asked to be part of future new home marketing efforts.
As part of SAHA’s community investment strategy, an Interlocal Agreement has been developed between SAHA and the Westside Development Corporation (WDC), a west side City of San Antonio agency, to continue ongoing resident-focused meetings to address specific neighborhood concerns, such as security, lighting, landscaping of public areas, etc. Generally, the meetings, to-date, have been well received by residents. NALCAB will facilitate a final meeting with residents next month as per their contract, at which staff will outline a timeline for the demolition process; however, residents will be assured that another community meeting will

take place prior to demolition activities. At this same meeting WDC will be introduced and will outline their plan for addressing priority issues in the Blueridge neighborhood. FINANCIAL IMPACT: The interlocal agreement with WDC is not expected to exceed $49,000.00, and funds will be drawn from the settlement funds. ATTACHMENTS: None
