Motion moved by Councillor Frank, seconded by Councillor Moore, that the correspondence regarding the donated rental of Affinity Place for an ECS Band Fundraising Event be accepted and request that Kyle Whitehead be invited to a future meeting to discuss moving the date of this event to a time when the ice surface would not have to be covered to reduce rental rates. A meeting of the Southeast Transportation Planning Committee Executive was held at the Carlyle Town Office, Tuesday, May 23, 2017, with the following in attendance. WORKSHOPS: It was noted that the presentation of relevant workshops is useful and appreciated by the SETPC membership. Alan Lindsay agreed to bring some proposed workshop topics to the next meeting. PRIORITY REVIEW: The review and prioritization of the highways in the SETPC region will be reviewed at the July meeting. The following factors will drive the discussion: Does the highway/corridor as it currently exists – meet the need, is it reliable, is it safe – and points will be allocated for each category to determine a priority rating. The final document is due to be submitted to MHI August 1, 2017.

TRANSPORTATION STUDY UPDATE: George Stamatinos of WSP/MMM Group has submitted the final draft of the transportation update for review. The EWC discussed the draft report at length and will be submitting suggested revisions to George. NOTE: George Stamatinos has resigned from MMM Group effective May 31, 2017, but will complete the SETPC project.

HIGHWAY UPDATES/CONCERNS:

• #13 & #48 portions connecting to Manitoba are in need of repair. • #47 North of Stoughton paved section is in good condition. #47 south of #1 continues to be in extremely poor condition. • #361 – Dennis Hull reported at the April meeting that #361 (Alida to #8 junction) was getting heavy usage with approximately

100 trucks/day using this road. Dennis at this date noted that an actual count had been taken showing 127 large truck and 125 light vehicles/day usage – double the first estimate. The RM #32 Reciprocity is discussing a partnership proposal with MHI and have met with Dave Smith, Executive Director Southern Region, but progress is slow. A cost design is expected to be completed this summer, One mile of this proposed project is in the RM of Storthoaks.

• #8 South of Redvers – This road continues to be in very poor condition. Drainage is an issue. A safety concern. • #48 East of Kipling has had shoulder maintenance done. • #9 Langbank to Wawota surfacing going well. • Twinning Bienfait to Estevan continuing well.

MHI Update: Alan Lindsay gave a construction update: • #13 near jct #6 – culvert replacement on #13 about 1 km west of jct. #6. • #9 near Langbank – Surfacing from the south jct. #48 to Langbank, ~17 km.

NOTE: All SETPC meetings are open to representatives from member municipalities, but voting privileges are granted to the Executive Working Committee (EWC) only. The EWC is comprised of elected or appointed municipal representatives who have been nominated and elected to the Executive Committee at the Annual General Meeting held each year in March. Per diems and mileage are paid to EWC members only. For more information, call Judy Riddell, Administrator, (306) 453-2557. MAY 2017 ECONOMIC DEVELOPMENT REPORT Elroy Trithardt U.S.A. ECONOMY The U.S. experienced modest economic growth in the first quarter of 2017. GDP of .7% was realized- compared to 2.1% for the first quarter of 2016. Construction, and specifically home building were the leading sectors. This draws attention to the new Canadian softwood lumber duties averaging 20% which have been implemented by the Trump administration. The added duty will add costs to home construction and may slow down the U.S. economy more than expected. Canadian lumber exports to the U.S. have already dropped from 86% of total exports to 77% in the last 10 years. During that period China’s share of Canadian exports has gone from 1% to 9%. CANADIAN ECONOMY Canadian GDP is currently treading water with no change in February 2017. Employment is also static but the unemployment rate dropped slightly because of a decline in the numbers of youth seeking employment. In other areas, there are increasing concerns about real estate prices. The average retail home price in Canada in April, 2017, was $559,313. This value is propped up by the prices in Vancouver and Toronto (Toronto average- $920,000). For the last 17 years related sectors such as real estate, retail finance and construction have significantly outpaced the rest of the economy, according to Cambridge Global. Rising home values have allowed consumers to borrow against their increasing home equity at attractive interest rates. The “Wealth Effect” is an economic theory that states that there is a “Five to One” increase in spending compared to an increase in wealth. On average for every dollar of household wealth increase there is an increase of five dollars of spending. Conversely, when wealth drops one per cent, spending is expected to drop five per cent. It is this factor that concerns economists when they observe non realistic real estate values that in many markets are no longer attainable to households with average incomes. The banks, regulators and policy makers are increasingly attempting to slow down the rise in prices without a housing crash similar to the U.S.A. in 2006. However, a major rise in interest rates would require many households to spend more on their mortgages and this could lead to a consumer-led recession. It is hoped than non interest based regulatory changes will slow the rise. Policies that increase down payments, raise the income qualification and restrict offshore speculation are all being considered. SASKATCHEWAN ECONOMY Saskatchewan’s population continues to rise somewhat moderately, but the increase is the result of natural increases and international immigration. The last quarter of 2016 saw negative net interprovincial migration of 1,115.

The number of employed persons is also steady. April 2017 employment totals were equal to April 2016, but lower than April 2015. Sectors experiencing growth were Trade, Technology, and Manufacturing. Major declining sectors were Construction, Agriculture and Resources. The most prominent sectors in the Southeast are the sectors in decline so this obviously has some effect locally. Farm cash receipts, are down slightly but the Livestock sector ended the year with a 25% decline in cash receipts. Provincial retail sales as of February 2017 were strong with a 6.7% increase over last year. It will be interesting to see the numbers for the months after the PST increase came into effect. First quarter housing starts are also up slightly from last year. However, for the Estevan area dwelling starts are down 33.3%.
