Trustee Spilsbury called the meeting to order at 5:00 p.m. and respectfully acknowledged that the meeting was being held on the traditional and ancestral lands of the Coast Salish people where we live, learn and play.

3. Financial Statements

a. Audited Financial Statements 2018-2019 The Secretary-Treasurer thanked the Assistant Secretary-Treasurer, Human Resources, Finance and Payroll teams for all their work throughout the year and for their assistance in preparing the 2018-2019 Financial Statements. He also thanked the Board for continuing to monitor the District's financial position, and the Auditors and their team for preparing their statements. Of note this year were the continued enrolment growth, and the $9.3M classroom enhancement fund which paid for 79 teachers and 14 educational assistants.

Special Open Board Meeting September 26, 2019

The Auditors require letters from law firms used by the District to confirm that all potential liabilities are included in the Financial Statements. One confirmation letter will not be received until tomorrow, due to an absence at the legal office. Although verbal confirmation has been received, the Auditor's report will remain in draft pending receipt of the final letter. The Secretary-Treasurer introduced Deron Freer of Baker Tilly Victoria Ltd., who presented the 2018-2019 Audited Financial Statements. Deron Freer reviewed the Audited Financial Statements and reported that actual results closely paralleled budget. The resulting $1.055M surplus on a budget of $82M is within the 1-3% contingency policy at 1.2%.

4. Recognition and Delegations

a. Warmland Restorative Justice Society Warmland Restorative Justice Society's Vice-President Denise McArthur, Treasurer Tammy Morris, and Facilitator Allen Peabody gave a presentation to Trustees on the restorative justice system. This approach to justice is used with first-time offenders for crimes such as harm to persons or property, threats, cyber bullying and shoplifting. Restorative justice emphasizes healing for victims, requires offenders to be accountable for their actions, and may result in no criminal record upon successful completion of the process. The process includes the following steps:

• Upon referral (most often from the police) a facilitator interviews both victim and offender to see if the case is a good fit for restorative justice.

• A forum is held including the victim/supporters, offender/supporters, parents, friends, a representative from the referring agency (police officer if involved) and representatives of the community. They discuss what happened, who was harmed, and how they were harmed. The offender is expected to take responsibility and talk about what led to the offense.

• The agreement phase determines what can be done to repair the harm, i.e. community service hours, reparation, etc., and a contract is created listing specific tasks and deadlines for completion. If the offender completes the tasks by the deadline the case is closed.

5. Report of Closed Meeting

a. Report of Closed Meeting The Board met in closed session prior to this meeting. Personnel issues, specifically the retirement of the custodial supervisor and the process for replacement were discussed, as well as multiple property items for discussion and action.

7. Superintendent of Schools 7.1 Personnel 7.2 For Board Information

a. Enrollment The September 30 student headcount revealed an increase of 143 students across the District. The elementary headcount was up by 73 students, while the secondary headcount was up by 83. This increase was attributed to migration into District, with kindergarten enrolment lower than in previous years.

b. Orange Shirt Day SD79 respectfully acknowledged Orange Shirt Day on Monday, September 30th as staff and students travel the path together towards reconciliation. Orange shirts were worn again this year throughout the District on Sept 30th.

c. CVRD Climate Adaptation Strategy

SD79 has been invited by the CVRD to be a partner in its four Cowichan Region Climate Adaptation Strategy Workshops to be held from October to December. The Secretary-Treasurer and Director of Operations, along with seven District secondary students, will attend the workshops to provide their thoughts on actions the region can take to prepare itself and the community for a changing climate.

d. Strategic Planning Update

The District is in phase 2 of the process, where staff, Principals and Vice-Principals and the Indigenous Education Department are working with students, staff, parents and parent groups asking questions about the world they would like to create. The District is also engaging with Indigenous leadership and communities to gather their input. Feedback is due by October 26.

e. Superintendent's Update

Climate Action Strike - On September 20th students gathered in Duncan’s City Square to show their support for action against climate change. Terry Fox Run - Many District schools held a Terry Fox Run this September and raised money for cancer research. The District received a letter of thanks from the Terry Fox Foundation for the continued support of its schools participating in the annual Terry Fox Run. Last year District schools raised $12,411.10 for the annual Terry Fox Run, bringing the total raised to date by SD79 schools to $239,543.91. Non-Instructional Day – At the September 23rd non-instructional day, District personnel, teachers and support workers focused their learning on four key areas: Curriculum, Inclusion, Mental Health, and Indigenous Education. Providing excellent professional development is one of the ways in which our district ensures our teachers are given the professional skills to create exceptional and innovative learning environments for our nearly 8000 learners. In particular the focus was on healthy and respectful workplaces. Grade 12 Career Fair/BBQ – On the morning of September 25th, SD79 Grade 12 students from all five secondary schools came together for this second annual event. Students had fun with the interactive inflatables, enjoyed a BBQ lunch, and were able to check out a diverse range of career and post-secondary opportunities. Applied Design, Skills and Technology Workshop – Last week 30 teachers and administrators engaged in a two-day workshop with Science Ventures and two ADST Specialist Teachers from the Kootenay-Columbia School District. Participants learned a number of strategies to help engage our learners in exciting technology-based lessons that integrate multiple curricular areas.

Alexander Elementary - Kindergarten Walks - Two Kindergarten/Grade 1 teachers at Alexander Elementary wanted to bring nature and culture into their classrooms on a regular basis this year, and as a result, have created a program called Nem’ tst’ Umshasum (“We are Going for a Walk”). On the last Wednesday of each month, they will be taking their classes outdoors, to a variety of local sites to explore the lands, customs, and traditions of the Coast Salish People by “Going for a Walk” with a Cowichan Elder, Cultural Leader, and/or Knowledge Keeper. Through this place-based learning, they will focus on the First People’s Principles of Learning to support students in developing an Aboriginal world view. Ignite & Bite - The School District’s Learning Team is presenting an Ignite & Bite quarterly dinner series to ignite thinking and to have a bite with colleagues. Topics for the series include Indigenous Understandings, Mental Health, Curriculum, and Inclusion. The Ignite & Bite series is for all teaching staff, TTOCs, pre-service teachers, principals, vice-principals, StrongStart facilitators and support staff. The first session is this Thursday, October 3rd. Cops for Cancer – Tour de Rock - Schools and students greeted the cyclists on the Cops for Cancer “Tour de Rock!” as they rode through the Cowichan Valley earlier today. Scheduled stops at District schools this year have included Chemainus Elementary, Lake Cowichan, Palsson, Tansor, Drinkwater, and Maple Bay Schools. They will also be stopping at Ecole Cobble Hill and George Bonner on October 2nd. October 9th DSAC meeting being hosted by Nourish Cowichan - The first DSAC meeting of the school year will be hosted by Nourish Cowichan at Ecole Mt. Prevost School. Great BC ShakeOut Drill - Schools in the District are registering to participate in the “Great BC ShakeOut” earthquake drill on October 17th at 10:17 a.m. Vancouver Island Learning Network (VILN) - The VILN #6 ADST, Design Thinking and Coding learning session, will be held in Nanaimo on October 18th and 19th. These sessions provide a great opportunity for learning and networking with other teachers from across Vancouver Island. Dyslexia Awareness Month - October is Dyslexia awareness month in Canada. It is being recognized by wearing or decorating with the colour red for a day during the week of October 21st as a way of promoting awareness.

8.3 For Board Action

a. Policy 20 - Cannabis Retail Facilities The Board adopted the new Policy which recognizes that youth are particularly vulnerable to the health, educational and social problems which are linked to cannabis. Cannabis use can change the way that the brain grows and develops up until at least age 25. The Policy stipulates that the Board will file objection to any site specific zoning within 300 meters of schools, and will review any applications within 300 to 600 meters from a school site.

b. Old Crofton Elementary The Ministry of Education has approved a request for up to $650,000 to fund the demolition of the old Crofton Elementary School. The demolition needs to be completed by March 31, 2020.

• Our Cowichan, Island Health, BC Lung Association and local governments worked together to draft a comprehensive bylaw.

• Implementing a regional bylaw through the Cowichan Valley Regional District (CVRD) is more challenging than anticipated and is not yet complete.

• The Town of Ladysmith adopted their own bylaw, and the Town of Lake Cowichan is interested in adopting one but hasn’t yet done so. The City of Duncan has updated their bylaw.

• BC’s Provincial Health Officer Bonnie Henry has made illnesses associated with vaping reportable (to Medical Health Officers), which allows them to be tracked. This will give a better idea of numbers in the coming months.

• The information is that vaping isn’t less harmful than smoking but is a different harm.

• FNHA will be holding a session on vaping for community members in Cowichan on October 25. The Promoting Indigenous Led Action on Respecting Tobacco Project (PILAR) through SFU is a research project based on learning about traditional tobacco use and to provide strategies to decrease smoking in First Nations communities. The project is adding vaping to its research. Youth vaping is generally those who have never smoked but are now hugely addicted to nicotine. There are also long-term smokers who are using vaping to try to quit.

3. Purpose of the Committee

The Board of Education passed a motion in the spring to work with community partners to raise awareness around the hazards of vaping – not only with youth, but with parents and the broader community. Discussion ensued on the mandate and purpose of the committee. Discussion included:

• Parents need to have information on the health impacts of vaping • Online and through media (news on social platforms) would be a good way to

share information with youth • The most successful tobacco prevention campaign for youth was the truth

campaign (www.thetruth.com) because it focussed on tobacco companies • Four of the five major vape companies are owned by big tobacco companies • Suggestion for a presentation to DPAC • Share results from VIHA’s survey • DSAC could have a topic with vaping theme at their monthly meeting • Committee could work with high school leadership groups • The Advisory Committee could be a resource • The Health Network is a fantastic conduit for sharing info • Our Cowichan may have an information package that could be shared with the

committee • Investigate what methodologies could be used to reach out to the communities • Ensure a consistent message is being delivered • VIHA has some indigenous specific materials. Is there anything specific about

this school district that should be developed? • The BC Lung Association has a vaping tool kit which includes a game and

power point aimed at grades 5-7 but could be used up to grade 9 • Toolkits, pamphlets, research facts could be used to start the campaign • Where would the campaign reside? SD79 website? • Need communication plan • Youth have a passion for the environment - where does the poison in e-

cigarettes fit within that (not only concern for the environment but their bodies) • Age limits to purchase are easily circumvented by youth who can buy pre-paid

credit cards at the supermarket then order products online

Dear Chairperson and the Board of Education:

I am writing to you today to ask for your support in demanding action from the B.C. Government to address surging youth vaping rates.

A new school year has begun and teen vaping is on the rise at an alarming rate. Earlier this summer, an article published by the British Medical Journal indicated that vaping among youth in Canada aged 16 to 19 is up 74 per cent since last year, and it’s estimated that 30 per cent of B.C. teens in grades 10 to 12 are vaping on a regular basis.

Almost daily, we’re hearing stories about people getting sick, and in some cases, even dying, as a result of vaping. There now appears to be an indisputable link between this practice and several dangerous and harmful acute health impacts, not to mention the potential long-term health implications that are not yet known.

Our kids are being drawn in and hooked to this unhealthy practice in increasing numbers as a direct result of the efforts vape companies have made to deliberately target youth with kid-friendly e-cigarette flavours like fruit medley, gummy bear, and mango. These companies – and the tobacco companies which own substantial interests in most of them – have also targeted our kids with savvy marketing and advertising. This is especially prevalent on social media, where sleek, modern, compact drug delivery devices are promoted in alluring packaging.

On April 11, 2019, I introduced a Private Member’s Bill in the B.C. Legislature focused on taking action to combat rising levels of youth vaping here in our province. At the time, B.C.’s Minister of Health, Adrian Dix, and many other members of the government indicated that they shared my concerns about this public health issue and that they were committed to working with me to implement tough action to protect our kids from the harmful effects of vaping.

Unfortunately, nearly six months later, no action has yet been taken by the B.C. government, though Mr. Dix has suggested in recent media reports that government does intend to announce their intentions soon.

Numerous jurisdictions across North America have already said enough is enough and have taken action to curb youth vaping. Just last week, Washington State became the latest U.S. state to ban flavoured e-cigarettes via an emergency order of the governor, joining Michigan, New York, Massachusetts, and Rhode Island, which have also taken this step. Numerous other U.S. states and jurisdictions – not to mention the U.S. federal government – are moving in the same direction. I believe that the B.C. government should do the same. While I understand the B.C. government has recently indicated its desire to await further action from Health Canada, it is impractical to assume any immediate follow-up from Ottawa until the current federal election is over, a federal government has been sworn in, and federal cabinet priorities have been established. All of the above will take many months, which would mean losing almost the entire school year. We simply cannot allow that to happen. My Private Member’s Bill would legislate the banning of flavoured vapour products, the implementation of tighter retail controls (restricting sales to vape shops, tobacco shops and pharmacies), and would ensure tougher penalties for non-compliance. I’ve also called for the B.C. government to provide the resources necessary to fund evidence-based awareness, prevention and support programs – delivered by youth for youth – in every middle and high school across B.C. There are existing programs – such as Preventure – which have been piloted in various schools to date and have demonstrated promising results as students in schools with this program were less likely to use illicit drugs, cannabis and tobacco. And finally, there needs to be tougher online retail controls implemented for the sale of vape products (including age-verification), a complete ban on all marketing and advertising of vape products (exactly as is the case today for all tobacco products), reduced nicotine concentrations and enhanced enforcement. I thank you and all professionals in B.C.’s education system for the efforts being made on the ground in classrooms today to combat youth vaping, and I would be very interested to learn from you as to any successful strategies and best practices to combat youth vaping that you’ve implemented or are aware of. That said, more needs to be done which is why I ask you to join me in urging the B.C. government to take immediate action on this important issue to prevent an entire generation of our youth from becoming addicted to nicotine and suffering potential acute and long-term negative health effects due to vaping. It would be appreciated if wrote a letter to Minister Adrian Dix urging him to take action on this issue. Please copy me on your letter and e-mail it to me at [email protected]. As well, if you would like to discuss this matter further, I would be happy to take your call at 250-374-2880. We need to work together to keep our kids safe and healthy. I will be hosting regional forums across coastal British Columbia to collect input and ideas from stakeholders like you. What we learn from you will help inform our next phase of broader engagement, which will include community meetings and online feedback.

Three key themes will be explored during the forum – Services, Travellers and Communities. We’ll be considering questions like:

1. Thinking of the next generation of ferry users, what does a trip of the future look like? 2. How could your ferry journey be improved? 3. What is the importance of the ferry service to your community?
