Mr.PageannouncedthatthegoalistomakearecommendationtotheCommissionandtoconductapublichearingonMarch14,2016.HeproposedthatChairCrawfordforthenextmeeting consider an agenda item to discuss findings and public comments. Mr. Pagereportedthattheresultsofhisdiscussionsaroundtheregionshowinterestincontinuingto develop project readiness and especially the High Rise Bridge. He did point out twounknowns: (1) the outcome of the SEIS for harbor crossings and (2) General Assemblylegislationontollsandgastaxes.Mr.DavidMillerpresentedasixyearfundingprogramandpointedoutthatitincludesnofinancing,butisaPay/Gofundingplan.Mr. ShepperdMiller asked for assurance of his interpretation that the plan is for threeprojects and a study: I‐64 widening, I‐264 interchange, and the High Rise Bridge alltogetherandleaving266/267milliondollarsforfutureprojects.HealsoaskedifHB2wasstillundecided.Mr.DavidMillerindicatedthatheiscorrectonallpoints.Mr. ShepperdMiller questionedVDOT funding, andMr. JamesUtterback responded that100milliondollarswas intheplan. Mr.ShepperdMillerwonderedwhether itwasa fair

statementthattheFSACisrecommendingtocontinueworkonsomeprojectswithexistingfundsandfigureouttherestlater,andMr.DavidMilleragreed.ChairCrawfordnoted that theFSAC toldHRTAC thataplanwouldbepresentedat theirnextmeeting.Mr.ShepperdMillerexpressedhisconcernthattheregionshouldhaveastrongervoiceinhowthemoneyisspent.Dr. Koch questioned accuracy of estimates of regionally generated revenue and that ifrevenuesdecrease,whichprojectswouldbeeliminated.Mr.DavidMillersuggestedmorethanlikelythelastprojectstartedwouldbeeliminated.Mr.PagepointedoutthatHRTACdoeshavebondingcapacity.Mr. David Miller continued with the results of examination of projects which might beaccomplished by 2040. He discussed harbor crossings, a bifurcated High Rise Bridgeproject, and other candidate projects. He spoke about bond issuance and HOT lanescenarios and noted the conclusion that it would take a long time to complete all nineprojects.ChairCrawfordasked if therewouldbe tolling in the sixyearplanandwhy therewasabifurcationoftheHighRiseBridgeproject.Mr.Utterbackexplainedthatwithoutassuranceoftheabilitytodoaharborcrossing,itwasfeltthattheHighRiseBridgeprojectcouldbeaccomplishedinphases.Mr.DavidMillerpointedouttheHighRiseBridgeprojectcouldbedevelopedasHOTornot.Mr.ShepperdMilleraskedifhewasaccurateinstatingthatphaseonewouldrepresentanew two lanebridgeendingupwithsix lanes. Mr.Utterbackclarified thatanewbridgewouldcarry four lanesof traffic, twogeneraland twomanagedwithaneventual totalofeight lanes, four in each direction. Mr. Miller asked about the bridge height, and Mr.Utterbackexpects100foot.Mr.Miller asked ifmanaged lanes is the same asHOT lanes, andMr.Utterback stated itcould be HOV or HOT. Mr. Miller noted that HOT was more expensive due to thetechnologyandthoughitreturnednetnegativerevenue.Mr.DavidMillerstatedthatitwaspositivenetrevenuebutnotenoughtopayincrementalcostofconnectorconstruction.Mr.ShepperdMilleropinedthatthepurposeofHOTlanesisnotfinancialrevenuegeneration,buttrafficmanagement.Ms.JodiWagnersharedconcernthatinitialplanningdidnotproduceenoughrevenueandquestionedwhether legislative leaders are capable of passing legislation to improve thesituation. Mr. Page expressed optimism regarding legislators finding a way to provideHamptonRoadswithahighqualitytransportationnetwork.

Mr.PagequestionedwhethertheinformationpresentedissufficientforDr.Ravanbakhttoshare with TPO. She stated that it was sufficient but that she needs to have HRTACendorsement.Mr.ShepperdMillernotedthatFSACisnotrecommendinganybondsortollrevenue—itis100%Pay‐Go.Hesuggestedthateveryoneencouragedecision‐makerstokeeptheprojectsinmindandthattheplanisgoodbutdoesnotgettheultimateproblemfixed.Mr.Utterbackinterjectedwithasuggestionthathowtostartaharborcrossingin2018beaconsideration.Chair Crawford thanked him for his comments, added that he shared sentiments ofMs.Wagner andMr.Miller, andnoted that theFSACwas trying tomake someprogress.
