5. Approve Tremont field for July 4th Fireworks

The Upper Arlington Civic Association has made application to use the athletic field and parking lot at Tremont School for the annual July 4th fireworks display planned for July 4 this year. Several arrangements reached in prior years will be repeated as follows: The City will prohibit trucks from driving on the field; supervise the refilling of the fireworks trench; verify that all fireworks have been extinguished and administer the clean up of the facility.

In order to avoid damage to the irrigation system, Hal Plant, Director of Operational Service will provide a map and guidelines to be followed. The Civic Association will use this information to give direction to the fireworks company. The Association has agreed to include the Board of Education and its employees on its liability insurance as additional insured’s. As in previous years, rental fees will be waived.

6. Renewal of membership in Ohio High School Athletic Association

Authorized continued membership in the Ohio High School Athletic Association for Hastings Middle School,

Jones Middle School and Upper Arlington High School for the 2015-2016 school year.

7. Central Ohio Education Service Center Lease

The Central Ohio Educational Service Center submitted its annual application for the lease of classroom

spaces as follows:

ITEMS FOR INFORMATION Treasurer Update Mr. Geistfeld along with Dan Ralley, Assistant City Manager, discussed the shared services occurring with the city, schools, and library regarding a fiber optic network. Superintendent Update The secondary digital conversion team, made up of teachers and administrators joined Mr. Imhoff to give a presentation on the one-to-one technology project that is part of the personalization goal in the new strategic plan. A RESOLUTION AUTHORIZING THE RECISSION OF THE UPPER ARLINGTON CITY SCHOOL DISTRICT’S RESERVE BALANCE ACCOUNT AND THE TRANSFER OF MONIES ACCUMULATED IN SAID RESERVE BALANCE ACCOUNT TO THE GENERAL FUND, AS PROVIDED FOR UNDER

SECTION 5705.13(A) OF THE OHIO REVISED CODE (R.C. Section 5705.13)

WHEREAS, pursuant to Section 5705.13(A)(1) of the Ohio Revised Code (the “Code”), the School District has previously established a Reserve Balance Account (the “Reserve Balance Account”) within the General

It is hereby found and determined that all formal actions of this Board concerning and relating to the adoption of this Resolution were adopted in an open meeting of this Board, and that all deliberations of this Board and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

BOARD OF EDUCATION RESOLUTION [Abolishing Administrative Positions and Suspending Administrative Contracts]

WHEREAS the Upper Arlington City School District Board of Education has adopted a policy concerning the suspension of administrative contracts pursuant to Section 3319.171 of the Ohio Revised Code; and WHEREAS the Upper Arlington City School District Board of Education has the authority and duty to determine the administrative positions necessary for the efficient and effective operation of the District and the District desires to reorganize administrative functions with respect to student athletics to operate more effectively; and WHEREAS the Upper Arlington City School District has a long legacy of athletic excellence, earning 130 state championships and fielding 32 varsity sports at the high school level;

WHEREAS the Upper Arlington City School District Board of Education has determined, pursuant to the Superintendent’s recommendation, that the full-time positions of Athletic Director and Assistant Athletic Director should be created to better serve the needs of student athletes; WHEREAS the Upper Arlington City School District Board of Education has determined, pursuant to the Superintendent’s recommendation, that the administrative positions of Director of Boys Athletics and Director of Girls Athletics should be abolished and contracts be suspended for reasons that the Board deems in the best interest of the District, specifically the reorganization described above; and NOW THEREFORE BE IT RESOLVED by the Upper Arlington City School District Board of Education that: 1. The positions of Director of Boys Athletics and Director of Girls Athletics are hereby abolished effective July 31, 2015. 2. The employment contract of Jodi Palmer as Director of Girls Athletics is hereby suspended effective July 31, 2015. 3. The employment contract of James Voyles as Director of Boys Athletics is hereby suspended effective July 31, 2015. 4. These abolishments and suspensions are in the best interest of the district. BE IT FURTHER RESOLVED that the Superintendent or his designee is authorized and directed to send notice of this suspension to Jodi Palmer and James Voyles and to ensure that any and all actions necessary to carry out the suspension of their administrative contracts are completed and to send notice of this suspension to Jodi Palmer and James Voyles. RESOLUTION NO. ____ SELECTING DESIGN PROFESSIONAL TO PROVIDE MASTER PLANNING SERVICES AND FUTURE

DESIGN SERVICES, AUTHORIZING NEGOTIATION OF AN AGREEMENT FOR MASTER PLANNING SERVICES, AND AUTHORIZING ESTABLISHING OF A QUALIFICATIONS FILE FOR DESIGN SERVICES

The Superintendent recommends Moody Nolan/Perkins +Will as the most qualified firm to serve as the design professionals to provide master planning services and future design services for District-wide improvements and requests authority to negotiate an agreement with Moody Nolan/Perkins+Will for the initial master planning services.

Rationale:

1. The Ohio Revised Code outlines a qualification-based selection process in ORC Sections 153.65 through .71, which is required to be followed by public entities when professional design services are needed.

2. The Board identified a need for a design professional to provide master planning services for educational programming and facilities to develop a district-wide capital program.

3. On behalf of the Board, the Executive Director of Business Services, working with the Superintendent and Treasurer, issued a request for qualifications for professional design services and solicited qualifications from qualified firms for design services beginning with the master planning process.

4. The qualifications received were reviewed, the top four firms were interviewed, and the firms were ranked in order of qualifications as follows: (1) Moody Nolan, with Perkins+Will; (2) White Design, with Braun & Steidl; and (3) Fanning/Howey Associates and (3) Legat Kingscott with Ruetchle Design Partners.

5. The qualifications received from all firms will be placed in a qualifications file for use on projects requiring services of an architect, engineer, surveyor, or landscape architect for which compensation will not exceed $50,000, as long as the qualifications are current (not older than 1 year).

The Board resolves as follows:

1. The Board selects Moody Nolan/Perkins+Will as the firms determined best qualified to serve as the Board’s design professionals to provide master planning services to develop a district-wide capital program for future improvements.

2. The Board authorizes the Superintendent, working with the Executive Director of Business Services and the Treasurer, to begin negotiations with Moody Nolan/Perkins+Will for master planning services and to work with legal counsel to prepare an agreement for master planning services.

3. The Board approves the establishment of a qualifications file for design firm qualifications to be used for improvements for which design services will cost less than $50,000.
