CCCE 23 June 2015 £33,107.00 £2,700.00 £30,407.00 CCCE CCCE Total As of April 2010, the NP Wellbeing grants funding became a devolved budget, therefore final decisions on spend need to be agreed by the Neighbourhood Committee prior to the release of funding.

Green Capital Update At the CCCE NP Meeting on 27 January 2015 the partnership agreed to fund projects valued at £11,999.00 from their budget of £15,000, which included £5,000 for Cabot ward. On 23 June 2015 the partnership agreed projects valued at £3,001.00 so that the full allocation has been spent.

CCCE agreed £1,924 to fund the Bristol Close the Door Campaign at their January meeting. This project formally asked whether they could close 24 July 2015 due to a change in circumstances to which I agreed. An account of the project expenditure to that date has been received and £1,018.72 has been returned to BCC. It is proposed that this returned funding be reallocated to a project or projects that gained Green Capital funding from the partnership in January or June 2015 and who can use the additional funding in their existing agreed project to enhance or expand existing project delivery. It cannot be used to fund new projects. Green Capital projects funded by CCCE were asked if they could use the additional funding. Three projects responded and I recommend that the available funding is divided between the three projects as follows: Creative Youth Network

CA CL CE £418.72 Access to food. Educating people about nature. Re-use, repair, and share materials. Sustainable transport.

Greening the Courtyard. To create an environmentally friendly safe space for young people who use the Station and the rest of the Island site through making the courtyard more environmentally friendly and greener with planters, seating, and areas where outside activities such as skateboarding can take place or graffiti workshops as well as a safe and friendly place to chill out with friends. Christmas Steps Arts Quarter

Proposals Wellbeing Grants. See Appendix

• The Neighbourhood Committee agree the Wellbeing Grant recommendations totalled £10,000.00.

Wellbeing Grant for Christchurch Primary School. See Appendix

• It has been brought to my attention by BCC Highways that a Wellbeing Grant valued at £3,000 for Christchurch Primary School, Kensington Place, Clifton to contribute towards planters outside the school was approved by CCCE NP in October 2013.

• This grant was designed to solve a pedestrian safety problem at the school. • Although the grant was agreed, the terms of the grant were changed as it was

deemed that a more robust solution was needed to address the identified problem.

• BCC Highways were contracted to design this scheme and payment terms were changed so that they would be the recipient of the funding.

• BCC Highways have now designed the scheme which is ready for public consultation.

• As the need for the scheme still exists, I am asking the Neighbourhood Committee to agree to reconfirm the £3,000.00 Wellbeing Grants funding allocation for this scheme. The carry forward has been identified.

Green Capital.

• The Neighbourhood Partnership agrees to reallocate the remaining Green Capital funding of £1,018.72.

Legal Information When councillors decide how the wellbeing fund is spent they should have due regard to the public sector equality duty that applies to all public bodies. This duty is contained in the Equality Act 2010 and came in to force on 6 April 2011. It replaces previous equality duties under the Sex Discrimination, Race Relations and Disability Discrimination Acts. The duty means that councillors are required to have due regard to the need to:

• Eliminate unlawful discrimination, harassment and victimisation and other conduct prohibited under the Act

• Promote equality of opportunity between different groups • Foster good relations between people from different groups

The duty covers the following protected characteristics:

• Disability, sexual orientation, age, gender reassignment, religion and belief; sex, race, pregnancy and maternity.

• It also applies to marriage and civil partnership, but only in respect of the requirement to eliminate discrimination and harassment.

Reapplication for Wellbeing Grant of £5000 originally awarded October 2012

FAO CC&CE Wellbeing Subgroup and Neighbourhood Committee

Attached is our original application for £5000. The reason for reapplying for this is set out below.

1. Application was made to support the planting of trees in the Piazza. Approval of £5000 was given at the 22nd October 2012 meeting.

2. Unfortunately, despite our best endeavours we were told by BCC that we were too late to be included in their planting schedule for 2012/13.

3. We were assured by the Co-ordinator, Nick Christo, that in the circumstances we could carry the approval forward for spending in the following year. We were confident that BCC would get trees planted in 2013/14 – which they did. 8 trees were planted in March 2014.

4. In the meanwhile we made application, with the support of the AEO, Deborah White, for relevant S106 monies for further developments on the Piazza. Approval was given at the October 2013 meeting for £21,240.76 of available S106 monies to be used for the Piazza.

5. We held public meeting in January 2014 to decide how best to spend the money available to us and this included the £5000 of wellbeing money. Decisions made then are currently being followed through with art work, the painting of the pillars, the introduction of a skate-spot and the installation of a number of planters.

6. The invoice for the tree planting was received in April 2104. We asked for the money to be able to pay the bill and we were not in receipt of any when we got a red reminder!

7. Unfortunately correspondence with Nick Christo, then Co-ordinator, referred only to getting the S106 money to pay for this. The bill was for £13,899 – so some S106 monies were certainly needed to cover this cost

8. We pressed to have the money to pay the bill but after some discussion it was agreed for us to forward an electronic version of the bill to BCC for them to pay. Eventually the bill was paid direct by BCC and was paid out of the S106 monies. Neither Nick nor I thought about using the Wellbeing grant for this and so this has lapsed with time.

9. We have calculated our activities and developments on the Piazza with this £5000 in mind and now find ourselves and our plans compromised by an error of timing.

We are therefore asking the Wellbeing subgroup to consider an extraordinary application (re-application)for £5000 to allow HCCA to proceed with its plans for the Piazza.

N.B. 1. All aspects of the original application are still pertinent, except of course that 8 trees have been planted at rather more than the £10,000 estimated.

We have approved funding of £3,000 through the Neighbourhood Partnership to contribute towards Planters outside Christchurch Primary School.

This agreement is made between Bristol City Council and Christ Church Primary School.

This funding is to be spent before March 31st 2014 and does not constitute a commitment of any kind to provide funding after this date.

In signing the enclosed Grant Acceptance Form you are agreeing to the following conditions:

1. To use the grant only for the purposes described in the application form and /or grant offer letter. If there is a change in your organisation's circumstances that may affect the way in which the grant is spent, you must contact the Area Coordinator to discuss this as soon as possible.

2. To complete monitoring reports as requested by the Area Coordinator, details of what you will be asked are contained in the Grant Offer Letter enclosed. You must send monitoring reports to the Area Coordinator at the end of your Project or if your project is to deliver over a longer period of time then every quarter. If these monitoring reports have not been completed fully, you may be asked to return some or all of your funding and/or further applications will not be accepted.

This proposal has been funded by the Neighbourhood Partnership Wellbeing Fund. The proposal is for pedestrian dropped kerbs and tactile paving at Royal Park’s junction with Kensington Place, as well as a pedestrian refuge island in the middle of the junction to aid access to the school for pedestrians.
