RE: Transportation Improvement Program (TIP) Amendment Request for UPC13496,Route 60 Relocated

Dear Dr. Ravanbakht:

As you know, James City County desires to ultimately construct the Route 60 Relocated project (UPC 13496).Currently, this project has a total estimated cost of $99 million (YOE).

To date, this project has had $3.0 million in funding allocated to it and $1,765,336 has been expended on preliminaryengineering activities. A SmartScale application (Round 1) was submitted to fund the balance of this project, butultimately, this request for funding was not successful. The adjoining Skiffes Creek Connector (shown on the attachedmaps) was successful however in receiving both RSTP and SmartScale funds in FY2023.

Because full project funding has not yet been identified, the Route 60 Relocated project was listed as an unfundedprioritized project and not included in the fiscally-constrained 2040 LRTP (Project No. 2040-82).

In order to make some progress, put existing resources to use, and to advance the advertisement date for construction,James City County has been working with VDOT to re-scope this project.

Further, James City County has been informed by VDOT and FHWA that resolution to re-scoping the Route 60Relocated project must be linalized prior to the NEPA process for the adjoining Skiffes Creek Connector project (i.e.,FHWA and VDOT have joined these two projects together for environmental impact purposes).

James City County therefore respectively requests a TIP amendment for the above referenced project as follows:

Project Description Update. In the current TIP, the Route 60 Relocated Project is anticipated to be a +1-2.57 milelong, 4-lane road project that includes the construction of a significant bridge structure over Skiffes Creek. As notedabove, there is no funding available to construct this large of a project.

James City County and VDOT propose to scale the project back to be a 0.3 mile long, 2-lane roadway. The proposedroad (to be called “Greenmount Parkway Extension”) would be constructed along the same ultimate alignment as thefull Route 60 Relocated project (see attached maps).

The remainder of the roadway and the future bridge structure would be dropped off of this project. It isenvisioned that funding for these future portions of Route 60 Relocated would be pursued in the futurewith new applications and would be separate, stand-alone projects.

The proposed scaled-back segment, while not providing through connectivity to the City of NewportNews, would provide new access to currently landlocked portions of land within James City County. Thisland — known as the Greenmount Industrial Park — is afready zoned for Industrial uses. The proposedscaled-back segment will allow for new industrial development and the alignment will still provideconnectivity to the adjoining Skiffes Creek Connector.

The revised estimate for the proposed scaled-back segment is $3.0 million.(PE $461,000; RW $83,000; CN $2,500,000).

As noted above, re-scoping this project would allow VDOT to advance the advertisement forconstruction. The timeline for this project is as follows:
