15. COURT ORDER:

Adopting an order calling the election in the name of the Dallas County HospitalDistrict within the District's corporate territory on November 4, 2008, to permit thevoters to vote "FOR" or "AGAINST" the Proposition "Authorizing the Dallas CountyHospital District to pledge the revenues from its Hospital System and from the AdValorem Tax that was previously approved by the voters to the payment ofCombination Tax Revenue Bonds and other obligations that will be issued andexecuted for the capital purposes of the Hospital Systems."

16. COURT ORDER:

Approving the contract renewal between Dallas County and The Texas Commissionon Environmental Quality (TCEQ), as outlined, and authorizing the County Judge toexecute the contract on behalf of Dallas County.

17. COURT ORDER:

Approving the proposed activities and the administrative budgets, as outlined, with$2,126,817 in FY 2008 CDBG funds, $701,627 in FY 2008 HOME funds,$35,310.36 in carryover CDBG funds and $169,805.92 in FY 2007 ProgramIncome and deobligated funding, to be effective October 1, 2008, and authorizingthe County Judge to sign any related documents.

Proposing that the FY2009 tax rate for the Dallas County Hospital District beestablished at $0.254 per $100 assessed valuation, and directing the Office ofBudget and Evaluation to post the required notification of the public hearings.


19. COURT ORDER:

Proposing that the FY2009 tax rate for Dallas County be established at $0.2281per $100 assessed valuation, and directing the Office of Budget and Evaluation topost the required notification of the public hearings.

20. COURT ORDER:

Approving the revised physical examination policy and authorizing the immediateinclusion of such policy into the Dallas County Code.

21. COURT ORDER:

Authorizing Parkland Health and Hospital System to grant an easement to the Cityof Dallas to allow passage of the wastewater line across the property theycurrently lease to Texas Women's University (TWU).

22. COURT ORDER:

Authorizing Parkland Health and Hospital System to purchase 1.8331 acre propertyat 5220 Tex Oak Street from O-K Paper Specialties, Inc.

23. COURT ORDER:

Approving the contract amendment between Dallas County and Texas Commissionon Environmental Quality (TCEQ), as outlined, for the Local Area Initiatives Project(LlRAP), and authorizing the County Judge to execute the contract on behalf ofDallas County.

24. COURT ORDER:

Approving four (4) County Clerk Call Center positions to assist in providingincreased customer service to citizens and other individuals seeking assistance fromthe County Clerk's Office, and requesting the Human Resources/Civil ServiceDepartment review and classify the positions.


25. COURT ORDER:

Authorizing the transfer of the twelve (12) clerk JP Central Collections positions tothe eleven (11) Justice of the Peace Courts upon the creation, approval, andassigning of the appropriate grades by the Human Resources Civil ServiceCommission.

26. COURT ORDER:

Approving the termination of the Juvenile Department Volunteer Services Unit andthe deletion of one (1) Volunteer Coordinator, Grade E; one (1) Mentor Coordinator,Grade 12; one (1) Clerk IV, Grade 8; and one (1) Clerk II, Grade 6 effective October1,2008.

Approving the deletion of the Office of Security and Emergency ManagementExecutive Secretary position effective October 1, 2008.

Authorizing the Dallas County Auditor and Dallas County Treasurer to releasepayroll to employees assigned to the Governor, Criminal Justice Division, Office ofJuvenile Justice Delinquency Prevention, Juvenile Accountability Block Grant andTexas Juvenile Probation Commission grants pending return of fully executedcontract documents.

33. COURT ORDER:

Approving the Juvenile Department to enter into an inter-local agreement withDenton County for residential treatment services in Denton County PostAdjudication Program for the remainder of FY2008 and the 2009 fiscal year, andauthorizing the County Judge to sign the contract documents on behalf of DallasCounty.

34. COURT ORDER:

Approving the Office of Information Technology to purchase the requestedhardware and software and approving the Professional Services Contract withTekwarp IT Solutions for the services of Jake Bays, and authorizing the DallasCounty Judge to sign the contract on behalf of Dallas County.

35. COURT ORDER:

Approving acceptance of a donation from The Meadows Foundation in the amountof $50,000.00 for the purchase and installation of air conditioning units for victimsof heat crisis in Dallas County, and authorizing a discretionary exemption fromcompetitive purchasing requirements as allowed by Local Government Code,Chapter 22.024(a)(2).


36. COURT ORDER:

Authorizing the Professional Services Contract with New Solutions, Inc., in theamount of $45,000, to develop a comprehensive HIV/AIDS services plan inaccordance with the Ryan White Treatment Modernization Act of 2006 Part AGrant, and authorizing the County Judge to sign the Contract and any relateddocuments on behalf of Dallas County.

37. COURT ORDER:

Approving the FY2009 Department of State Health Services (DSHS) HIV Services(State Services) Contract No. 2009-028105, effective September 1, 2008 throughAugust 31, 2009, in the amount of $1,661,830, and authorizing the County Judgeto sign the Contract and any related documents on behalf of Dallas County.

38. COURT ORDER:

Approving the renewal agreement for Mosquito Testing with the City of Cedar Hill,and authorizing the County Judge to sign the agreement on behalf of DallasCounty.

39. COURT ORDER:

Approving the Department of State Health Service (DSHS), Contract No. 2009028254-001, (RLSS - Local Public Health System), and authorizing the CountyJudge to sign the contract and all related documents on behalf of Dallas County.

Approving the amendment to the Department of State Health Services (DSHS),Contract No. 2008-025410, Attachment #001 A, STD-HIV, and authorizing theCounty Judge to sign the contract on behalf of Dallas County.

Authorizing the first extension and approve the price adjustment request fromSwarco Industries, Inc. of Bid No. 2007-140-3140 Annual Contract for thePurchase of Waterborne Paint and Glass Beads with Swarco Industries, Inc.,effective October 3, 2008 through October 2, 2009 based on manufacturerdocumented price increase to $18.38 per bag, and authorizing all Countydocuments/payments to reflect accordingly.

49. COURT ORDER:

Extending current contract (Bid No. 2008-007-3172 - Annual Contract for PrintedForms for Elections Administration with Accurate Forms & Supplies for the firsttwelve (12) month period effective October 30, 2008 through October 29, 2009.

50. COURT ORDER:

Approving the outlined contract with G4S Justice Services as the awarded vendorfor RFP No. 2008-046-3344 Request for Proposal for an Annual Contract toProvide Electronic Monitoring Services, and authorizing the County Judge toexecute the contract and all related documents on behalf of Dallas County.

51. COURT ORDER:

Authorizing the approval of the outlined Master Interlocal/Cooperative PurchasingAgreement between Dallas County and Kaufman County for a period August 12,2008 through August 11, 2013, and authorizing the County Judge to execute theagreement on behalf of Dallas County.

52. COURT ORDER:

Approving award of a contract to John Rohrer Contracting Company in the amountof $1, 115,515.00 for the Dallas County Kennedy Underground Parking GarageStructural Repairs, Bid No. 2008-105-3742.

Approving and authorizing Change Order No.2 to the contract with MIINC, L.P. inan amount not to exceed $380,356.00 for the Dallas County Detention CenterSmoke Evacuation Modifications, RFP No. 2007-058-2738.

Authorizing and directing the County Judge to execute Work Order No. 4-2008-PKfor additional Surveying Services with Pacheco-Koch Consulting Engineers, Inc., viaa current Indefinite Delivery Indefinite Quantity contract in an amount not to exceed$1,000.00 to be paid from the MCIP Fund 196, Project 8201.

55. COURT ORDER:

Authorizing the County Judge to execute an independent appraisal servicescontract with Misty Goodrich, MAl in an amount not to exceed $4,000.00 for theappraisal review services and $175.00 per hour in an amount not to exceed$5,000.00 for litigation support services and testimony as needed by the DistrictAttorney for continuation of eminent domain proceedings for the parcel to be paidfrom the 1991 Bond Program, Projects 91-835A/00835.

56. COURT ORDER:

Approving a project in District No. 3 for designated improvements on HighlandDrive, from C. F. Hawn Freeway to Farmers Road, and on Jack Street, fromCatherine Street to Shady Lane located within the City of Seagoville andauthorizing the County Judge to sign the Approval of Interlocal CooperationProject; and approving an Interlocal Agreement with the City of Seagoville for saidproject for a total estimated project cost of $47,000.00, and authorizing theCounty Judge to sign said agreement for this Type "En road work.

57. COURT ORDER:

Authorizing and directing the County Judge to sign Work Order No. 2 withGorrondona & Associates, Inc, to perform requested subsurface utility engineeringservices, on Wintergreen Road from IH 35 top Houston School Rd, MCIP Project31302 in the city of Lancaster, and in District No.3, as outlined, in an amount notto exceed $38,800.00 to be paid from MCIP fund 196, Project 8201.

58. COURT ORDER:

Authorizing and Directing the County Judge to execute Work Order No. 1 to theContract for Architectural and Engineering Services (Indefinite Delivery) (One Year)(2008) with Civil Associates, Inc. on behalf of Dallas County.


59. COURT ORDER:

Authorizing the City of Dallas, as Trustee, to solicit sealed bids and consent to saleof listed tax foreclosure properties, to the highest bidder even if the bid tendered isless than the market value of the land specified in the judgment or the total amountof the judgment.
