    AGENDA

    1. Call the meeting to order.

    2. Pledge of Allegiance followed by a moment of silence to recognize the members ofthe Armed Forces.

    3. Proclamations and awards.a. Proclamation declaring February 13 through 15, 2009 as Lions WhiteCane Days.b. Proclamation announcing the Campaign for Working Families and theCommunity Focused on Financial Education and Stability for Working FamiliesProgram.

    4. Deletions and Changes to the Agenda.

    5. Comments regarding items not on the agenda. Citizens are encouraged to speak.However, comments should be limited to three minutes.

    CONSENT AGENDA

    (All items are to be approved by one motion, unless pulled from the Consent Agenda.)

    6. Approve the minutes for the Regular Meeting of January 8, 2009

    7. Approval of an Unclassified Home Occupation Local Business Tax Receipt forSands Quality Repair located at 1959 North Daytona Avenue.

    GENERAL BUSINESS

    8. Safeguarding Our Seniors the new program initiated by the Chief FinancialOfficer for the State of Florida, Alex Sink, represented by Randell Brown.

    9. Consider purchasing the Ocean Palm Golf Course for recreational purposes EdKuhnlein.

    10. Resolution 2009-01, declaring property to be surplus; providing for conflict andproviding an effective date.

    11. Discussion and direction regarding the regulation of vessels, floating businesses,floating homes and marinas City Attorney.

    12. Discussion and authorization to perform legal surveys for land swap Interim CityManager.

    13. Set a date for a Joint Workshop between the City Commission and the Planningand Architectural Review Board to discuss the Evaluation and Appraisal Report for

    the Comprehensive Plan. Planning & Zoning Director / Planning Consultant.

    14. Discussion and necessary action related to the north end water improvements Public Works Director/City Engineer.

    PUBLIC HEARINGS, TO BEGIN NO EARLIER THAN 6:30 P.M.

    16. Ordinance 2008-13, adopting a Large Scale Amendment to the Flagler BeachComprehensive Plan; amending Future Land Use Element Policy A.1.1.3.H;Conservation/Coastal Element Policy E.1.11.1 and the Future Land Use Map byadding a Downtown Mixed-Use Overlay encompassing 24.9+ acres, a DowntownSR A1A Retail Corridor Overlay encompassing 8.6 + acres and a DowntownResidential Neighborhoods Overlay encompassing 22.0 + acres ; approving thetransmittal of the amendment to the Florida Department of Community Affairs inaccordance with Section 163.3191 Florida Statutes; providing for conflict andseverability and providing an effective date, second and final reading. Time Certainfor 6:30 p.m.

    17. Ordinance 2009-04, amending Chapter 18 of the Code of Ordinances to allowvendors possessing a current City of Flagler Beach Business Tax Receipt for abusiness selling merchandise or wares to sell the same merchandise or wares at anauthorized farmers market without obtaining an additional Local Business TaxReceipt; providing a more detailed definition of farmers Market; providing forCodification; severability and conflicts; and establishing an effective date; firstreading.
