CONFIRMATION OF THE MINUTES OF THE EARLIER MEETING
The minutes of the 118th State Level Bankers’ Committee Meeting convened on 26.06.2009 (already circulated vide SLBC letter dated 10.07.2009) may be confirmed.
AGENDA: 2 New Issues
1. Coverage of handicrafts artisans provided with Artisans Credit Cards (ACC) under Credit Guarantee Scheme (CGTMSE)
Regional Director of Office of the Development Commissioner (Handicrafts), Southern Region, Chennai has advised as under vide letter dated 16.07.2009.
Quote:With a view to extend credit facility to various segments of handicrafts artisans, the Development Commissioner (Handicrafts) has placed an amount of Rs.2.80 Crores with CGTMSE, Mumbai towards guarantee fee and annual service fee so that Member Lending Institution (MLI) Branches could inform the eligible cases to CGTMSE directly and request them for debiting the guarantee fee / annual service fee from the corpus held by CGTMSE and thus get the guarantee fee for the loans sanctioned to handicrafts artisans.
ACC Scheme for handicrafts artisans under CGTMSE may kindly be given wide publicity among the Members of the state Level Bankers’ Committee and the MLIs could be requested to implement the Scheme in respective Banks.
The Assistant Directors of the Office of the Development Commissioner (handicrafts) located in the State of Tamil Nadu, specified in the enclosed list are covering several Districts and they will be recommending the eligible loan applications to the nearest branches. Member Banks may please be advised to extend ACC facility to the handicrafts artisans under the above Guarantee Scheme.

2. Loans to Denotified Nomadic Tribes (DNTs)
Indian Banks’ Association, Mumbai has requested SLBC to examine the following and convey the outcome to them:-
Quote:
The National Commission for Denotified Nomadic and Semi Nomadic Tribes (NCDNSNT) has interalia recommended that bank loans should reach Denotified Nomadic Tribes (DNTs) to enable them to undertake suitable economic activities and an appropriate percentage be fixed for the group within the overall target of PSL and the sub target for weaker section. Further the progress of disbursement of loans to DNTs may be reviewed and monitored by the District Level Consultative Committees and State Level Bankers’ Committees so as to ensure that the DNTs receive an equitable portion of the bank credit.
We request to examine the matter and place it for discussion at the next SLBC Meeting and convey to us the outcome.

Reserve Bank of India has advised IBA to prepare the modalities for implementation of the above recommendation of the National Commission.
The forum is requested to deliberate on the issue and offer its views / suggestions on the recommendations of the above National Commission.

3. TN IAMWARM Project – Implementation of Micro Irrigation Scheme – Extending Loans to the Eligible Farmers towards contribution Amount
Chief Engineer (AE) i/c, Government of Tamil Nadu vide letter dated 14.09.2009 has advised as under on the captioned subject.
Quote:
Agricultural Engineering Department is implementing TN IAMWARM Project in 63 Sub basins covering Villupuram, Vellore, Tiruvannamalai, Salem, Krishnagiri, Erode, Coimbatore, Tiruppur, Thanjavur, Pudukkottai, Ariyalur, Madurai, Theni, Virudhunagar, Sivaganga, Tirunelveli, Thoothukudi. It is programmed to implement the installation of Drip and Sprinkler Irrigation Systems for all Horticultural crops vegetables, fruit crops, flowers, fodders, sugarcane etc., in the ayacut area of Tanks in the above said Districts. It is programmed to take up 22487 Ha at the cost of Rs.63.58 crores. As per the Government of India guidelines, the beneficiary farmers are eligible for subsidy of 50% of the cost of the system subject to a maximum ceiling prescribed based on crop spacing and land area of the beneficiary farmer. Now, Tamilnadu Govt. has enhanced the subsidy pattern to 65% in order to encourage more farmers to adopt Micro irrigation systems.
The farmers have to contribute the balance 35 % cost of the micro irrigation system as individual beneficiary contribution and most of the farmers prefer loan for the balance amount. The loan for this component is not readily available and farmers are finding it difficult to install this system. AED is also finding it difficult to promote this Drip and Sprinkler irrigation systems as the investment cost of this system is high and do not exactly match with the Percentage of subsidy due to the ceiling fixed by GOI. Hence, it is requested the Banker may extend their co-operation and provide loan assistance to the farmers for installation of Drip and Sprinkler irrigation Systems in the ayacut area.

The methodology adopted for implementation of the scheme is as follows:
i. The field officers of the department and the contractor conduct demonstration to educate the farmers and canvass applications for installation of micro irrigation System.
ii. Estimates are prepared based on the field inspection and proper design and the same is approved by the concerned Assistant Executive Engineer (AED) available in every District and the subsidy component is calculated based on the existing norms. A copy of the subsidy details are communicated to the farmer for providing Contribution amount by the farmer. In case the farmers avail the bank loan, the copy of the subsidy and contribution details are communicated to the concerned Bank.
iii. Based on the Provisional sanction by Bank, the work orders are issued to the Contractors to commence the works.
iv. The contractor has to commence the works immediately and complete the works within 15 days
v. The works will be inspected at the time of installation and after the completion of the works to the satisfaction of the farmer, the concerned Assistant Engineer/Junior Engineer will measure and record the systems and the same will be verified by the Assistant Executive Engineer.
vi. The performance of the system will be checked based on the performance indicators like wetted perimeter for uniformity and the quality of the materials will also be checked as per the specification prescribed by BIS.
vii. The Bills of the contractor, pertaining to the subsidy portion will be settled within 30 days after the installation directly to the contractor as per the Contract and the same will be intimated to the concerned Bank for the release of the Contribution Amount or loan Amount to the contractor.
The drip and Sprinkler irrigation systems are guaranteed for One year and any defects within the guarantee period will be rectified by the contractor as per the contract Provisions.

The Department has executed 4089.59 Ha in the last two years and more area could be brought under Micro Irrigation System, if the Banks come forward to extend loans to the farmers. There is a lot of scope for Bankers to provide assistance to the farming community.
In this regard, I request that this may kindly be added in the Agenda Point in SLBC to be held in September – 09.

4. Notification of Centres for creation of Equitable Mortgage
Karur Vysya Bank vide letter No. Legal/notified/general/kb/718/2009-10 dated 21.07.2009 addressed to the Secretary, Law Department, Government of Tamil Nadu has advised as under:

In the State of Andhra Pradesh, the Government has already passed necessary orders long back that all the places wherever the branch of a Scheduled Commercial Bank or a Regional Rural Bank is having a branch in a place is notified / graded as a notified centre for creation of EM charge by deposit of tile deeds under Sec.58 (f) of T P Act. A similar provision, if made through a Gazette notification in the State of Tamil Nadu, will go a long way in minimizing the hardship faced by the borrowers / mortgagors in traveling to distance places just for the purpose of creation of mortgage while availing credit facilities from bankers or other lending institutions.
We will be highly thankful to Government of Tamil Nadu for considering our representation and passing necessary Government orders in this regard.

5. National Agricultural Insurance Scheme (NAIS) – Procedure for settlement of additional claims arising due to Mistakes / Errors / Omissions / Commissions of Financial Institutions
Regional Manager, Agriculture Insurance Company Ltd. (AIC), Chennai had advised vide letter dated 24.06.2009 that Government of India, Ministry of Agriculture sought the views of the Banks / State Government on the draft procedure for dealing with the above mentioned cases. The prescribed draft procedure suggested by GOI is as follows.
Quote:
1. AIC will collect and consolidate quarterly, the relevant papers/documents relating to additional claims, which may arise due to mistakes / errors, from Banks/PACS and place them before the State Level Technical Committee (SLTC).
2. If remittance of premium is delayed (beyond the stipulated cut off date) by Banks or due to delay in submission of required clarification / rectification by Banks SLTC, if deemed fit, may recommend acceptance of such declaration subject to payment of premium along with interest thereon for the period of delay on the part of the concerned Bank. The interest charged may be credited to the Sinking Fund.
3. SLTC after verification (including physical verification) may forward its recommendations through State Government to GOI with a copy to AIC.
4. Dept.of Agriculture. GOI would obtain comments of AIC on this and place it before the Central Technical Committee (CTC) headed by Joint Secretary (Credit).
5. In case it is decided by SLTC to impose liability of additional claims on the concerned Bank and the Bank is reluctant to bear this liability, under such circumstances, a 50% of the amount of additional claim

liability payable may be adjusted out of the Bank Service Charges (BSC) which is payable to Bank. The remaining half of the liability would be debited to the Sinking Fund till 50% of additional claims liability is recovered from the Bank.

SLBC vide letter No: SLBC/NAIS/ 68/2009-10 dated 01.07.2009 had requested Member Banks to furnish their views / suggestions on the draft procedure for settlement of additional claims under the above stated circumstances.
Responses have been received from two RRBs only viz., Pandyan Grama Bank and Pallavan Grama Bank. Other Member Banks are requested to offer their views / recommendations if any, on the above.

New Issues 119h SLBC 6. Financial Inclusion
RBI, Mumbai conducted evaluation studies by independent external agencies in districts where 100% financial inclusion was claimed. The study revealed that most of the accounts opened under financial inclusion drive remain inoperative. RBI has suggested that the momentum gained under financial inclusion should be sustained. Ministry of Finance, Govt.of India had also advised to discuss the findings of the evaluation study by external agencies in the quarterly meetings of Lead Bank.
SLBC vide letter dated 04.05.2009 had advised the DCC Convenors / Lead District Managers to discuss the findings of such evaluation study and initiate corrective action to overcome the deficiencies, if any in achieving 100% financial inclusion.
The progress made by the Member Banks under Financial Inclusion as on June 2009 is furnished in the Annexure I.
The District wise data as on June 2009 received from the 27 Lead Districts is furnished in the Annexure II. Other DCC Convenors /LDMs are requested to ensure submission of the data on financial inclusion to SLBC for review on time.

7. Setting up of Rural Self-Employment Training Institutes (RSETIs)
A Sub-committee of SLBC for RSETIs was constituted in the 117th SLBC meeting held on 26.03.2009 in line with the Guidelines for RSETIs issued by MORD, GOI, to assign districts to member Banks. In the Sub Committee meeting, assignment of Districts was done on the basis of the request by Banks.

In the districts like Coimbatore, Madurai, Sivaganga and Thanjavur, Banks had already set up RSETI type of training institutions.
In the 118th SLBC meeting, Canara Bank had expressed willingness to set up RSETI in Tiruppur District.
Providing Land for construction of RSETIs:
SLBC had requested TNCDW to provide suitable land to the respective Banks to set up the training institutes with the funding assistance forthcoming from GOI. Allotment of land is required for preferring claim with National Institute of Rural Development (NIRD) for GOI assistance.Local Advisory Committee

Ministry of Rural Development, Government of India in the Guidelines for RSETIs had advised Banks to form Local Advisory Committee for effective administration / functioning of the training institutions.
A ‘Local Advisory Committee’ (LAC) at the Institute level should be formed with Regional Head of the sponsoring bank acting as the Chairman. Lead District Manager, District Development Manager( NABARD), GM, (District Industries Centre), PD (DRDA), the Employment Exchange Officer, Heads of vocational institutes in the district like ETCs, ITIs, Polytechnics, KVKs etc. and two or three eminent personalities connected with rural development training in the district may be included as members. The Director of the RSETI shall be the Convener. The LAC shall have representation from local business and industrial houses, and leading NGOs working in the areas of skill development and self-employment.
The assignee Banks are requested to advise the developments with regard to setting up of RSETI in the allotted districts.
Member Banks are requested to identify uncovered / unallotted districts for setting up of RSETIs. A meeting of the Sub-Committee will be convened shortly for this purpose.

8. SETTING UP OF FINANCIAL LITERACY & CREDIT COUNSELLING CENTRES (FLCCC)
As per the decision of SLBC, a Sub-committee meeting was constituted to monitor the progress in setting up of FLCCCs by member Banks in Tamilnadu.
Meeting of the Sub Committee was held on 16.04.2009 wherein member Banks were urged to explore the possibilities of setting up FLCCCs in more places.
In the State of Tamilnadu the following Banks had set up FLCCCs.

9. Government of India’s Agricultural Debt Waiver & Debt Relief Scheme 2008
Government of India has extended the period of payment of 75% of overdue portion by the other farmer under One Time Settlement Scheme under ADWDRS for another six months i.e., from 01.07.2009 to 31.12.2009.
Further, the Banks / lending institutions are allowed to receive even less than 75% of the eligible amount under OTS provided the Banks / lending institutions bear the difference themselves and do not claim the same either from the Government or from the farmer. The Government will pay only 25% of the actual eligible amount under debt relief.
Government of India have also clarified that lending institutions would not charge any interest on the eligible amount from February 29, 2008 to June 30, 2009. However, the Banks may charge normal rate of interest on the eligible amount from July 01, 2009 upto the date of settlement. 31st
January, 2010 will be last date for receiving grievances by all agencies as communicated vide SLBC letter dated 31.07.2009. SLBC had kept the member Banks informed of these developments.
The details of progress as on 14.09.2009 received from Member Banks are furnished in the Annexure III B. Loan amount pertaining to 11.01 lacs small / marginal farmers’ to the tune of Rs.2247.36 crores have been waived and 2.57 lacs other farmers have been offered relief to the extent of Rs.594.33 crores.
The details with regard to complaints / grievance petitions received by Lending Institutions as on 31.07.2009 are furnished in the Annexure.
A) Member Banks are requested to take advantage of the extension of time to provide relief to eligible other farmers.
B) Member Banks are requested to inform the progress (Annexure IIIA) every Monday to SLBC to enable SLBC to submit the consolidated report on every Tuesday to RBI.

C) Member Banks are requested to dispose-off the pending complaints and advise progress to SLBC on monthly basis.
D) Member Banks are also requested to send soft copies of the data for each district, to the DCC Convenors / Lead District Managers concerned immediately, as LDMs are required to keep the CDs containing data for their respective lead districts as per the directions of the Ministry of Finance, Government of India.

10. FLOW OF CREDIT TO AGRICULTURE
The target under farm credit disbursement by Banks for the current year 2009-10 is Rs.22611.76 Crores.
The performance details of Banks in respect of credit disbursement to Farm Sector for the 4 months period from 01.04.2009 to 31.07.2009 are furnished in Annexure.
As against the Annual Target of Rs.22611.76 Crores, disbursement during the current year (2009-10), upto July 2009 amounted to Rs.6044.73 Crores which works out to 26.73%.
Member Banks are requested to accelerate the credit flow to Farm Sector to ensure 100% achievement under ACP 2009-10.

The Population per Bank Branch in Tamil Nadu now stands at 11084 as against national average of 15000 (based on 2001 census).
DEPOSIT GROWTH
Deposits of the Banks in Tamil Nadu have increased from Rs.197571.74 crores as of June 2008 to Rs.234659.55 crores as at June 2009, registering an increase of Rs.37087.81 crores. The year to year incremental deposit growth works out to 18.77% as against the growth of 18.14% from June 2007 to June 2008.
CREDIT EXPANSION
Advances by Banks in Tamil Nadu increased from Rs.231150.93 crores as of June 2008 to Rs.267492.27 crores as of June 2009, registering an increase of Rs.36341.34 crores with a growth rate of 15.72% as against the growth rate of 20.26% recorded in the previous year.
CD RATIO
The Credit Deposit Ratio of Commercial Banks in Tamilnadu decreased from 117% as of June 2008 to 114% as of June 2009.

PRIORITY SECTOR ADVANCES
Priority Sector advances of Commercial Banks including Foreign Banks have gone up from Rs.84236.51 crores as of June 2008 to Rs.106680.61 crores as of June 2009, thereby showing an increase of Rs.22444.10 crores which represents 26.64% growth. The share of Priority Sector Credit to Total Credit, as at the end of June 2009 was 39.58% as against the national norm of 40%.
Priority Sector Advances have shown an incremental growth of 17.97% during the period June 2007 to June 2008.
AGRICULTURAL ADVANCES
The Agriculture Advances in the State during the review period has witnessed an increase of Rs.10929.30 crores from Rs.31729.24 crores as of June 2008 to Rs.42658.54 crores as of June 2009, thus showing a growth of 34.45% as against an increase of Rs.4168.52 crores or 15.12% during the same period last year. However, the share of agricultural credit in total advances of June 2009 was 15.83% against the national norm of 18%.

MICRO & SMALL ENTERPRISES (MSE)
As per the revised Priority Sector guidelines, Micro & Small Enterprises (MSE) comprises of both Manufacturing and Service Enterprises viz., Professional & Self employed, Small Business, Road Transport Operators etc.
Accordingly, the outstanding level of credit to MSE Sector stood at Rs.31148.88 crores as of June 2009 amounting to 11.56% of total credit.
As on June 2008 credit to SSI sector amounted to Rs.19623.13 crores.
OTHER PRIORITY SECTOR ADVANCES
As per the revised Priority Sector guidelines, Other Priority Sector Advances now consists of Retail Trade, Micro Credit, Education, Housing & State Sponsored Organisation for SC/ST only.
The outstanding Advances to Other Priority Sector by Banks as above was Rs.32873.19 crores.
As on June 2008, Other Priority Sector credit stood at Rs.32884.14 crores.
ADVANCES TO WEAKER SECTIONS
The advances to Weaker Sections under Priority Sector Credit by the Commercial Banks in Tamil Nadu registered an increase of Rs.4750.50 crores representing 27.89% growth. The outstanding amount has increased from Rs.17033.91 crores as of June 2008 to Rs.21784.41 crores as of June 2009. At this level, advances to Weaker Sections constituted 8.08% of the total credit. The growth in previous year (June 2007- June 2008) was 7.42%.

Total Priority Sector Advances increased from Rs.84236.51 crores to Rs.106680.61 crores between June 2008 and June 2009. Consequently, the percentage of Priority Sector Advances to Total Advances has shown a marginal increase from 36.71% to 39.58% as at the end of June 2009.
The percentage of Agriculture Advances to total advances has increased from 13.83% as at the end of June 2008 to 15.83% in June 2009.
The share of advances to weaker sections has also increased from the level of 7.42% in June 2008 to 8.08% in June 2009.
Regarding the share of DRI advances to total advances also, it continues to remain below the National Norm of 1%.

Member Banks are requested to take concerted action for increasing the advances to these vital segments.
ACTION AREAS:-
1. Member Banks have to enhance their lending under Priority Sector so as to achieve the annual target of Rs.107824.42 crores by March 2010.
2. Similarly credit disbursement to Farm Sector has to be accelerated for achieving the March 2010 target of Rs.48520.99 crores. Member Banks are requested to focus on improving the credit flow to agriculture by their branches in the districts of Coimbatore, Tiruppur, Tiruvallur and Virudhunagar districts as the share of Agri Advances to total credit in these districts is below the National Norm of 18%,
3. Member Banks are requested to step up their lending to weaker sections for attaining the annual target of Rs.26956.11 crores so that the national norm of 10% is achieved for this category of advances also.
4. Member Banks are requested to focus on increasing the advances under DRI.
CREDIT + INVESTMENT TO DEPOSIT RATIO
Commercial Banks including Regional Rural Banks have invested Rs.3486.56 crores in Government securities, shares, Bonds, Debentures etc., apart from credit outstanding of Rs.267492.27 crores.Hence, the Credit + Investment to Deposit Ratio as of June 2009 is 115%.

DISTRICTWISE PERFORMANCE OF COMMERCIAL BANKS IN TAMILNADU
A comparative analysis of the performance of the commercial banks in Tamilnadu indicates the following:
a) Tiruppur district has the highest CD ratio at 189% followed by Dindigul & Virudhunagar districts (151%) & Theni (149%) .
b) Of the 31 lead districts, the CD ratio of 29 districts is above the RBI norm of 60%.
c) Kancheepuram and Tiruvallur Districts are having CD ratio of 48% and 58% respectively which is less than the National Norm of 60% and Member Banks are requested to focus their attention to improve their lending so as to achieve the National Norm for CD Ratio in that districts.
Agricultural advances to total advances in the following districts is below 18%.

As per the quick information report obtained from the Lead District Managers, Banks in Tamil Nadu have disbursed total credit of Rs.8910.94 crores under Annual Credit Plan during the first quarter ended June 2009 as against the plan allocation of Rs.10171.97 crores, representing 88% achievement under ACP for the year 2009-10.

Credit flow to Farm Sector aggregates to Rs.4997.63 crores as against the allocation of Rs.5288.72 crores, representing 94% achievement.
Under Non-Farm Sector the disbursement upto the first quarter works out to Rs.2055.16 crores against the Plan allocation of Rs.2565.14 crores, which comes to 80%. Under the category of Other Priority Sector Advances, the achievement by Banks during the first quarter was Rs.1858.15 crores as against the Plan allocation of Rs.2318.11 crores, which works out to 80% of the allocation.

SWARNA JAYANTI SHAHARI ROZGAR YOJANA (SJSRY):-
Guidelines of SJSRY have been revised with effect from 01.04.2009. The same has been circulated to Member Banks vide SLBC letter dated 18.09.2009.
SJSRY has now the following two credit cum subsidy schemes.
Urban Self Employment Programme (USEP)Urban Women Self-Help Programme (UWSP)
The operational details of the schemes are furnished in Annexure II and III.
A) Member Banks are requested to take note of the revised guidelines and ensure successful implementation of the Scheme.

Prime Minister’s Employment Generation Programme (PMEGP)
For the Programme year 2009-10 against the target of 3517 projects creating employment to 35165 persons with a margin money assistance of Rs.42.20 Crores, Banks have sanctioned 639 loans involving margin money of Rs.11.32 Crores. (Details are furnished in the Annexure)
During the review by the State Level Monitoring Committee on 14.09.2009 Banks were advised to comply with the following for effective implementation of PMEGP Scheme.
1. All the Loan Applications received by Bank Branches upto 30.06.2009 should be disposed off immediately in any case on or before 30.09.2009, with specific reason in case of rejection.
2. EDP training for the beneficiaries is imparted on the basis of the sanction letter given by Banks under the scheme. In several cases banks do not disburse loans on completion of training on the ground that the sanction letter given was a provisional one. As the scheme has no provision for provisional sanction, Banks have to issue regular sanction letter after completing the assessment and disburse loans expeditiously on undergoing of EDP training by beneficiaries.
3. Banks have to institute a mechanism to follow up the progress under the scheme by their branches, getting the data from their District Coordinators, who may be advised to liaise with DIC / KVIC / KVIB Officials.
4. Banks should claim margin money immediately after the first disbursement.
5. Loan applications should not be returned / rejected on the ground that the target is achieved or there is no target.
Member Banks are requested to take note of the same for compliance.
Member Banks and Nodal Agencies are requested to work together for 100% achievement of the target in the current year.

I. Performance under Economic Activity:
a. For the period ended 31.07.2009, Banks have extended credit assistance to the tune of Rs.2815.50 lacs along with subsidy assistance of Rs.938.50 Lacs for taking up economic activities to 675 Self Help groups benefiting 13092 swarozgaris.
b. During this period, Rs.111.10 lacs with a subsidy of Rs.37.03 Lacs has been granted to 2215 individual swarozgaris to take up economic activities.

CREDIT FLOW TO WOMEN
Government of India and Reserve Bank of India have advised banks to strengthen the credit flow to women and ensure that their share in Bank Credit is increased to 5%.
As the recovery under the loans granted to Women Self Help Groups is encouraging, Banks are requested to maximise their credit flow to women by involving NGOs / SHGs besides Tamilnadu Corporation for Development of Women Ltd., (TNCDW Ltd.,).

SELF HELP GROUPS (SHGs)
The Self-Help Group is an effective tool for delivering credit to rural poor for their economic empowerment and social development.
As approved in the 118th SLBC held on 25.06.2009, the SHG credit linkage target for 2009-10 is Rs.2400 Crores including the Non Mahalir Thittam Groups. In the current year up to 31.08.2009 disbursement to SHGs amounted to Rs.566.67 Crores against the annual target of Rs.2400 Crores.
Reserve Bank of India & Government of India are closely monitoring the observance of one day in a week as "SHG Banking Day". Hence, Member Banks are requested to ensure that "SHG Banking Day" is being observed by their Bank Branches in Tamil Nadu.
The District wise performance under Mathi and NonMathi groups in the current year as on 31.08.2009 is furnished in the Annexure I.
The nodal agency viz., TNCDW Ltd is requested to furnish the details like number of SHGs formed, graded and credit linked cumulatively and also during the current year.

Ministry of Finance, Govt.of India has informed that Public Sector Banks have given a roadmap to step up lending to Minority Communities to 15% of Priority Sector Advances by 31st March 2010. On the basis of the targets advised by PSBs State wise target has been fixed and in respect of Tamilnadu State the target for lending to Minorities is fixed at Rs.11892.93 Crores (constituting 12.63% of PSA) for the year 2009-10.
In Tamil Nadu, Kanyakumari District has been identified as a Minority Concentration District and Member Banks are requested to improve credit flow to the clusters of Micro, Small and Medium entrepreneurs of the Minority Communities residing in the district.
Member Banks are requested to submit the details of credit flow to Minority Communities to SLBC on a quarterly basis.

BANK FINANCE UNDER HOUSING SCHEME:
In tune with the National Agenda 'HOUSING FOR ALL' Credit Flow to Housing Sector is identified as one of the major thrust areas by the Banks
As per Reserve Bank of India guidelines, each bank should attain a share of 3% of their incremental deposits of the previous year under housing finance. Accordingly, it is estimated that around Rs.1140.30 crores of credit should be extended to Housing Sector from banking system in Tamil Nadu during the year 2009 – 2010.
As per the feed- back received from member banks, disbursement to the tune of Rs.346.42 crores has been made during the quarter ended June 2009.
The Bank wise disbursement details are furnished in the Annexure. Other Member Banks are requested to furnish the data to SLBC in time.

GOLDEN JUBILEE RURAL HOUSING FINANCE SCHEME (GJRHFS)
The National Housing Bank has formulated the Golden Jubilee Rural Housing Finance Scheme (GJRHFS) in August 1997 on the occasion of the Golden Jubilee of India's Independence.
As per the feedback received from the member banks, 627 loans amounting to Rs.1043.53 lacs were disbursed under Golden Jubilee Rural Housing Finance Scheme during the quarter ended June 2009 as shown below:

AGENDA No: 12 119th SLBC KISAN CREDIT CARD SCHEME (KCC)
As per the progress report submitted by member Banks, 176275 KCCs to the tune of Rs.670.73 Crores have been issued during the period April 2009 to June 2009.
SLBC has requested the Lead District Managers to submit a Quarterly Progress Report on KCCs containing details like KCCs as at beginning of the quarter, issued during the quarter, position at the end of the quarter and cumulative position since inception of the scheme. The data is required in respect of both crop loans and term loans. Member Banks are therefore requested to arrange to furnish the details on the progress made under KCC to the LDMs concerned to enable consolidation of data at the district level and for smooth flow of MIS to NABARD and SLBC.
Member Banks are requested to furnish the data in the revised format to SLBC on time to enable timely review.

Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS)
As requested by Ministry of Finance, Government of India, SLBC had requested member Banks to dispose off the pending loan applications with their bank branches expeditiously.
Tamil Nadu Adi Dravidar Housing & Development Corporation Ltd. (TAHDCO) is monitoring the programme in Tamilnadu.
Principal Secretary, Adi Dravidar and Tribal Welfare Department, Govt.of Tamilnadu vide letter dated 12.09.2009 has requested Banks to process the pending applications and sanction loans before 30.09.2009.
Member Banks are requested to co-ordinate with TAHDCO officials and concerned Lead District Managers to rehabilitate all eligible scavengers and their dependants and expedite early disposal of pending applications under SRMS positively before 30th Sept 09 which is the deadline set by Government of India.
