Charlotte-Mecklenburg Coalition for Housing

• On May 24, 2010, City Council created the Charlotte Mecklenburg Coalition for Housing (CMCH)

• The CMCH is charged with overseeing the Ten-Year Implementation Plan to End and Prevent Homelessness

CMCH Strategy is to integrate City, County & Housing Authority work, link programs & leverage funding

Supportive Housing Projects funded through a competitive Request for Proposal (RFP) process.

CSS Supportive Services

• Up to $800K for supportive services over two to three fiscal years, depending on recipient performance, funding availability and the eligible population served.

• Clients/tenants can receive case management services without a treatment requirement.– Homeless families with children or chronically homeless

individuals or families are priority.

CSS Supportive Services

• Collect data on # of clients served daily and annually.– Must use CHIN as primary data collection resource.– Must participate in Coordinated Assessment process.

• If applying for County Supportive Services dollars, complete a Budget excel spreadsheet form, assuming three years of funding.– Attach excel spreadsheet with RFP application.

CHA Rental Subsidy

• CHARLOTTE HOUSING AUTHORITY will allocate fifty (50*) Project-Based Housing Choice Vouchers for the purposes of this RFP. Priority ranking and preference will be given to homeless families within its existing administrative and programmatic preferences who are currently on the CHA waiting list.

• Based on 1, 2 & 3 BR Payment Standards, the average PBV is $863.00**

• Successful applicant must agree to enter into a Housing Assistance Payment (HAP) Contract with the CHA.

• Contract Units – The units will consist of existing housing, or for newly constructed or rehabilitated, which may not exceed 25% of the total number of units within one location.

*The number of vouchers is an estimate only. Federal funding variables and programmatic priorities, may impact the number of available vouchers at time of issuance.

**This is an estimated average only that is subjected to unit type and size.  Averages do not include utility allowance which will further reduce the housing assistance payment.
