MOUNT HOLLY URBAN ENTERPRISE ZONEADVERTISING & MARKETING GRANT PROGRAMBACKGROUND INFORMATION & INSTRUCTIONS

Thank you for your interest in the Mount Holly Township Urban Enterprise Zone (UEZ)Advertising & Marketing Grant program. The purpose of this program is to encourage Mount HollyUEZ-certified businesses to market and advertise the products, goods, and services that they provide.Effective advertising and marketing is essential to the success of all businesses. This program providesfinancial assistance to facilitate these activities thereby helping individual UEZ-certified for-profitbusinesses while promoting the Mount Holly Township business community as a whole.

Effective advertising and marketing is not always as simple as running an advertisement in thelocal newspaper. Businesses must identify their target market, consult their business plans, and dedicateadequate time and resources to help ensure a positive return on investment is realized. In order toensure UEZ funding is properly allocated and expended, three funding categories have been establishedfor this program. The first category is for businesses new to Mount Holly Township. This grantcategory will provide up to $2,000 for marketing and advertising purposes to help the business establisha market share for its new location.

The second category of funding is geared for existing businesses that already have an establishedmarketing and/or advertising plan. The maximum amount of grant funding available for a project inthis category is $5,000. This category will assist businesses in paying for advertisments in mediums thatthey have choosen. There is a 60% matching requirement for businesses requesting this funding.

The final category of grant funding will assist businesses in the development of a marketing planand/or a targeted advertising campaign. The maximum amount of funding available for projects in thiscategory is $12,000, with a dollar-for-dollar matching requirment. This funding will be primarily usedto pay for consultant services of advertising and marketing professionals. A maximum of 25% of allgranted funding may be used for advertising fees and expenses in this grant category.

Detailed project descriptions will be required for all requested funding. In addition businesseswill be required to track the effectiveness of their plans and campaigns. Various tracking methods canbe utilized to ensure accurate monitoring of the project. Grantees will be required to report the impactof their efforts over the course of the project. Those applicant receiving grant funding for thedevelopment of a marketing plan must provide a copy of the plan to the UEZ office upon itscompletion. In addition, a copy of all advertisements, print or aired, must be submitted to the UEZoffice.

Businesses will be limited to one grant per 12 month period. This will ensure that all UEZ-certified business have the ability to reap the benefits of this program regardless of their currentmarketing and advertising plans. Below is a list of expenses that will be eligible for UEZ funding underthis grant program. This list is not necessarily comprehensive; all applications will be considered on acase-by-case basis and eligible expenses will vary according to the grant category. Grants will remainopen for twelve months after the award of the grant.

Final approval of all applications is based upon the discretion of the UEZ Director, and subjectto UEZ Board approval. Projects are considered on a case-by-case basis with emphasis placed on thefollowing criteria: Project demonstrates potential for a strong positive return on investment The business has researched and identified a target market and presented this information with theapplication The project includes tracking and evaluation measures The project is appropriate and carries forward the goals and objectives of the Mount Holly UEZprogram The project is creative, professional in quality and attainable with funds detailed in the project All proposed advertisements are presented in detail and include Funded by the Mount Holly UrbanEnterprise Zone Program. This tag line must be clearly visible and on the front page of alladvertisements. The scope of the project is clearly defined The credentials and an example of previous work completed by any consultants the project will retain

As stated above no ads can be run and no work can be completed pursuant to this project forwhich you are requesting grant funding prior to approval by the UEZ Director. Grants will bedibursed on a reimbursement basis. Business owners will have to provide proof of payment in full priorto UEZ funds being released.

All applicants are required to complete and sign form UZ-5-SB and include it with the completedapplication. A tax compliance check with the State of New Jersey Division of Taxation will occur usingthis form, prior to awarding the grant. All tax issues must be resolved prior to receiving UEZ funding.

UEZ MARKETING & ADVERTISING GRANT CONTRACT AGREEMENT

I understand that in order for my request for grant funds to be approved, I must agree to work with and cooperate with therecommendations of the UEZ Director and members of the UEZ Board. I realize that I must submit proof of payment in full for theentire cost of the project along with a copy of the vendors invoice, and upon submission the UEZ will reimburse the granted portionas set in this agreement. I realize that the UEZ will only pay for a portion (40% or 50% depending on the type of grant awarded) of thecosts of the total project and that I will not be reimbursed for any work started before approval was received. I agree that as therecipient of the grant, I must adhere to the following requirements:

1. That no work will be started and no advertisements will be published or purchased prior to receiving writtenapproval of this application from the Mount Holly UEZ Director. In addition, I will notify the UEZ Director and receiveadvanced approval for all changes to this project after the original application is submitted. Should any work or items bepurchased without prior approval, I understand that this application will be denied or terminated and no funding will bedisbursed.

2. All advertisements/items must contain the Mount Holly Urban Enterprise Zone Logo and the tag line "Funded by theMount Holly Urban Enterprise Zone Program." The file will be provided by the Mount Holly UEZ office.

2. All advertisements and marketing plans must be submitted to the Mount Holly UEZ office once they are finalized and/orcompleted. It is required that a copy of the advertisments include either the date header of the page upon which it was runor the cover page of the publication showing the date.

3. The business must pay for the cost of the entire project in order to be reimbursed with grant funding. In submitting thereimbursement request for the granted funding, the business must provide the front and back of the cancelled check and acopy of the invoice from the publication.

4. To undergo a State of New Jersey tax compliance review prior to the initial award of the grant and once again prior todisbursement of the grant funding. Should my business be found not in tax compliance from either review the grantapplication will be canceled and no funding will be provided until the matter is resolved. A UZ-5 will be completed andsigned to allow the tax compliance review.

6. All work must be completed as detailed within the project description within twelve (12) months of applicationapproval. If it is anticipated that the work will take longer, justification must be sent to the UEZ DIrector in writing at least30 days prior to the end of the initial timeframe. Failure to notify the UEZ Director as described above may result in therevocation of grant funding.

I understand that as the applicant, if I fail to adhere to any of the terms of these requirements, the UEZ Director shall issue a letter bycertified mail to the business owner who received the grant. This letter shall specifically outline the term(s) violated; and, the timeallowed to cure the violation. I understand that if I fail to cure any violation within the stated time, I shall be responsible for fullpayment of the project.

ESTABLISHMENT CLAUSE COMPLIANCE

The Establishment Clause of the First Amendment of the U.S. Constitution prohibits the government from directlyfunding religious activity. Granted funds allocated to this project will not be used in any manner that wouldviolate the Establishment Clause. Goods and services purchased under this project will be secular and notideological. Further, zone assistance funds allocated to this project will not be used to pay any expenditureswhich are required to be reported pursuant to the N.J. Campaign Contributions and Expenditures Reporting Act.

In compliance with the Establishment Clause any advertisements, websites, signs, or other materials that referencea disallowed item will not be approved for funding through this program or reimbursed for should a disalloweditem be included therein.

By signing this addendum below, I hereby understand the limitations of the Mount Holly UEZ Advertising andMarketing Grant program related to the Establishment Clause. No advertisements, websites, signs or othermaterials for which my business is seeking a grant for through this program will contain disallowed items. Shoulda disallowed item be included, I understand that I will not be reimbursed by the Mount Holly UEZ program.
