1 General ACVS Animal Facilities Information

ACVS facilities invite city-wide investigators to utilize and access their services.

Animal Care (the AC portion of ACVS) is the core service that provides for the care of animals in the West Valley (50,500 sq ft) Health Sciences (36,000 sq ft) and Robarts Experimental, External barriers and Behaviour Suite (6,000 sq ft) animal facilities. One of the largest CCAC approved animal care institutions in Canada, ACVS provides housing for multiple large and small animal species, choices of caging options, as well as exclusionary and inclusionary barrier housing.

Specialized Veterinary Services are available including provision of technicians and veterinarians to undertake a variety of specific procedures or entire projects, including:

The following price list outlines fees associated with animal procurement, per diem rates, services and products obtained through Animal Care facilities directly managed by ACVS.

1.1 Health Sciences Animal Care Facility

Health Sciences (36,000 sq ft) houses the following:

Conventional (non barrier) rodents and rabbits Exclusionary (SPF) barriers for mice and rats (ventilated racks and static

micro isolators) Inclusionary (Levels 2 and 3) barriers for mice and rats (bio containment

racks and static micro isolators) Quarantine: a citywide service for non-commercial source research animals

1.2 West Valley Building Facility

West Valley is spacious state-of-the-art facility that houses four large modular suites. Three suites, which are dedicated to conventional and Level 2 large animal housing, are located on a separate floor from rodent barrier housing. Each module is comprised of a quarantine area, intensive care unit, post mortem room, operating room(s), animal, surgeon and instrument prep rooms as well as multiple spacious animal holding rooms.

Features of the building include down draft tables and vented biological safety cabinets in the post mortem rooms, reverse osmosis automatic watering for animals and laboratories, weigh scales, large-animal hydraulic lifts and tables, double OR light, double table operating rooms, autoclaves and anaesthesia equipment, piped in gases, secured entry into modules as well as animal rooms, computerized environmental monitoring and light control, as well as backup power to the building.

1.3 West Valley Building Breeding Barrier (WVBB)

Located on its own floor in the West Valley building, an exclusionary SPF (ventilated rack) barrier facility houses the former Robarts Breeding Barrier as well as researcher-access experimental rooms. Animal housing and procedure rooms are available with access to a digital x-ray, a bioluminescence imager, vented biological safety cabinets for anaesthesia and chemical work, piped in gasses and anaesthesia equipment. Each researcher-accessible experimental room contains a maximum of six ventilated racks and three six-foot biological safety cabinets complete with hydraulic height control and gas lift stools. Additionally, a centralized computer/scanner/fax and printer is available for paper or computerized record keeping.

1.4 Robarts Animal Care Facility

1.4.1 RobartsExperimentalBarrier(REXP)

The REXP is an area that maintains barrier status while providing research staff with access to their animals. Researchers choosing to house animals within the REXP have access to a surgical suite and an irradiator.

1.4.2 RobartsBehaviourSuite

This area provides conventional housing of mice to support the use of behaviour suites at Robarts.

2 ACVS Animal Housing

2.1 2.1 Animal Housing Options

ACVS facilities provide various housing options to suit researcher requirements. All animals are provided with expert care and species-specific environmental enrichment (See 2.2). As per CCAC requirements, animals will be group housed unless otherwise approved by AUS. For more housing option detail, link to www.uwo.ca/animal-research/facilities.

2.2 Environmental Enrichment Requirements & Options

The environmental enrichment strategies are automatically employed for all animals housed with ACVS. This program allows for expression of normal behaviours such as foraging, chewing, nest building and urine marking in order to prevent or reduce psychological stress. As per CCAC requirements, animals will be group housed unless otherwise approved by the AUS. Treats are provided free of charge upon request by the researcher.

Fees for Environmental Enrichment Supplies and Services - Although environmental enrichment supplies are included in the per diem rate for most species, labour costs associated with environmental enrichment for higher order species - e.g. NHP, dogs - are not included in the per diem rate; therefore, additional rent-a-tech charges will apply (see 4.6). 2.3 Cage Separation of Fighting Rodents

Fighting animals - seen most often amongst mice and rats - must be immediately separated into individual cages for animal welfare reasons. This situation can be avoided if rodents, especially males, are housed with the same littermates from time of weaning or arrival until the study is completed. Changing “roommates” can spark fierce fighting that leads to drastic injuries. Based on potential injury seriousness, any strains exhibiting aggressive behaviour upon arrival or weaning will be separated into either pairs or singles rather than standard numbers/cage.

2.4 Exclusive Room Use

2.4.1 DedicatedNon‐AnimalHoldingSpace

Facility users that have dedicated non-animal holding space are expected to maintain those areas appropriately. It is the responsibility of the users to maintain general housekeeping (floor sweeping & mopping, cleaning counters, etc) and to ensure all Occupational Health & Safety guidelines are maintained (i.e. WHMIS labels, proper storage). Animal Care & Veterinary Services will liaise with Facilities Management regarding any building concerns and maintain the safety equipment for these areas.

Should Animal Care staff be required to perform housekeeping services for dedicated non-animal holding space, a labour fee will be applied (See Sect.4).

2.5 Studies Involving Hazardous Materials

2.5.1 AdvanceInstitutionalApprovals

The holder of an Animal Use Protocol is responsible to ensure that all associated safety components (bio-safety, radiation safety, chemical and general laboratory safety) comply with institutional safety standards and have received all necessary approvals. Please consult directly with your institutional safety officer to arrange the proper approvals and contact the animal facility management to arrange housing and staff training.

A study involving hazardous materials may not commence until all safety procedures and risks in the animal room are addressed and staff training – research and facility – is completed.

2.5.2 RespiratorFitting

Fitted NIOSH Respirators are required for Level 2 studies and for emptying dirty bedding from cages that involve chemical agents excreted by animals. Each individual must be fitted for a respirator by Occupational Health and Safety; therefore, individuals must supply their own respirator. ACVS will supply the remaining required PPE as indicated below.

2.5.3 AdvanceHousingSetupRequirements

Please note that researchers are also responsible to work directly with facility management to ensure appropriate hazard signage is applied to all cages, rooms and areas containing hazards prior to hazards administration.

For Level 2 biohazard studies, refer to Health Sciences SOP# 660 – “Health Sciences Animal Facility Guidelines for Biohazard Level II Containment Studies with Animals.” The SOP can be requested through [email protected].

2.5.4 HazardsAdministrationAdvanceNoticetoFacilityManagement

In order to ensure the appropriate animal housing type as well as PPE and procedures for Animal Care staff, a minimum of 3 business days’ advance notice is required using the Hazardous Agents Administration Notification web form http://www.uwo.ca/animal-research/facilities/safety/hazardous_agents_notification form.html prior to the administration of any hazardous agent, material, drug or device involving animals subsequently housed within an animal facility directed managed by ACVS, e.g. Tamoxifen, Brdu, STZ.

Projects involving year-round hazards administration requiring containment may request an annual setup and review of their room requirements; in these instances only one form submission may be required per year.

Please refrain from hazards administration until an ACVS manager confirms receipt of your email and authorizes hazards use within ACVS managed facilities.

While within ACVS-managed facilities, all research staff members are expected to adhere to facility and institutional standard operating procedures relating to hazards administration.

2.5.5 HazardRoomFees

The following fees will be applied to recover labour and supplies costs associated with assessing and implementing safety measures associated with hazards used in animals housed within our facilities:

2.5.5.1 Fees for All Projects Requiring Hazard Rooms

Hazard Room Use Maintenance Fee – $37.94 monthly fee levied to recover labour and supplies costs specific to hazard room maintenance – initial and annual assessment of all documentation (Animal Use Protocol, OH&S hazard forms, MSDS’s); hazard signage review & preparation; BSC certification; HEPA filter replacement; office supplies used. This fee is applied based on actual room use (this monthly fee is charged as a flat rate for any use during each month).

Hazard Agent Use Request Form Admin Fee – $16.14 for every 20 minutes of administrative labour dedicated to hazard forms assessment, documentation and signage preparation/updates, other than the initial or annual assessment (included in the Hazard Room Use Maintenance Fee), or if the annual assessment exceeds the labour assumptions associated with initial analysis (1 hour).

Hazard Room Training – $20.52 for every 30 minutes of training provided by Animal Care staff regarding room-specific SOPs to PI’s and their staff (billed a minimum of ½ hour + 15 minute increments).

Barrier Room Personal Protective Equipment (PPE) Fee – see section 2.5.5.

2.5.5.2 Additional Fees for Projects Involving Biohazards & Other Hazards Requiring Decontamination Procedures

½ Face Respirator Fee – $13.93 monthly fee levied to recover the cost of supplying half face respirators and replacement filters to staff involved in decontamination activities as required by OH&S.

Decontamination Fee – $13.68 for every 20 minutes (15 minutes of labour dedicated to decontaminating supplies + 5 minute admin fee) and/or equipment and/or rooms during and/or following use of hazards in animals housed within any ACVS facilities, as required by OH&S.

2.5.5.3 Additional Fees for Projects Involving Level III Hazards

2.5.6 BarrierRoomPersonalProtectiveEquipment(PPE)Fee‐

Barrier room PPE (Tyveks, bonnets, N-95 masks, gloves, etc) and other containment supplies are not covered by Per Diems; therefore, PPE costs are charged directly to barrier room users at cost plus a monthly administrative fee (8 hours / total barrier rooms / PI’s per room). PI’s per room equally share the cost of barrier supplies that are supplied to the room directly by ACVS.

2.6 Animal Housing Per Diems

2.6.1 PerDiemOverview

Per Diem fees - a daily fee to cover the costs to house, clean, feed and observe animals - are based on a ‘per animal’ or ‘per cage’ basis depending on the species. Although environmental enrichment is included in the per diem rate for most species, labour costs associated with environmental enrichment for higher order species, e.g. NHP, dogs, are not included in the per diem rate; therefore, additional rent-a-tech charges will apply (see 4.6).

Please note when ‘sterile’ is identified in a Per Diem rate, it indicates full barrier conditions including sterile caging and supplies, sterile cage changes and/or animal procedures performed in a Class II biological safety cabinet.

As per CCAC requirements, animals will be group housed unless otherwise approved by AUS.

2.6.1.1 Non-Standard Husbandry

Where feed or water are an integral part of research design, the feeding and water will be the responsibility of the PI and staff. Per Diem rates will remain unchanged. If you prefer ACVS to perform feeding and water changes, please see 4.5.2.2.

3 Animal Procurement

3.1 Animal Procurement from Commercial Suppliers

3.1.1 AnimalOrderingInstructions

All requisition forms must be submitted electronically to [email protected] by 2 p.m. on Mondays regardless of statutory holidays. Orders will be processed the following day for delivery the following week (providing vendor availability). Email form receipt confirmation will be sent by the Animal Ordering Office to the requestor. If order confirmation is not received by 11 a.m. Tuesday, please contact the Animal Ordering Office directly.

ACVS does not accept responsibility for any UWO server problems.

3.1.1.1 Late Orders or Change Order Fee

Any orders submitted after this deadline will be processed the following week. Orders that must be placed after the 2 p.m. deadline and/or changes to orders already processed will be subject to an administrative service fee - $53.06. Livestock orders - pigs, goats and sheep - must be placed well in advance of need.

3.1.2 AnimalDeliveryInstructions

A weekly animal delivery schedule is posted by every Friday on the MSB main office bulletin board for researchers’ reference.

With the exception of animals housed within the Inclusion and West Valley Breeding Barrier (ACVS-managed colonies), Principal Investigators are solely responsible for verifying that animal orders have arrived and are correct. If problems exist with the order or credits need to be requested, [email protected] must be notified within 1.5 days of arrival (due to the vendor’s policy of a 3 day reporting window).

3.1.3 AnimalLandedCost&AdministrationFee

Animal fees are dependent upon their ‘landed cost,’ which is derived from vendor rates (species, strain, age, gender, other), shipping and box fees, fuel surcharges, exchange rates and brokerage fees. In addition, an 18% administrative fee is applied to the animal landed cost as well as applicable taxes. Please be aware when ordering that delivery fees vary based on vendor:

Charles River – minimum $10.00 CDN/container + shipping Jackson Labs – minimum $86.00 USD/container + shipping Taconic – minimum flat rate delivery fee of $525.00 USD/order

3.1.4 After‐HoursArrivalFee

Animal reception after hours (after 4 p.m. and before 8 a.m.) is subject to a $184.68/person fee. This fee is based on $61.56 per hour per person based on the mandatory 3 hour unionized after-hours overtime labour rate.

3.1.5 AnimalSetupFees

Set up fees are a one-time ‘per animal’ fee for all new animal arrivals, including inter- facility transfers, commercial deliveries, and newly weaned pups.

3.2 Animal Procurement from Non-Commercial Suppliers

3.2.1 INCOMINGNon‐CommercialAnimals

Please note that all non-commercially sourced animals must be on an approved Animal Use Protocol prior to ordering.

3.2.1.1 Incoming Animals Process

Investigators must submit a Non-Commercial Transfer form to [email protected] – form link: http://www.uwo.ca/animal-research/doc/noncommercial-anreq.doc ‐ to acquire rodents or rabbits from a non-commercial source - private labs, Jackson Research Labs, other universities, or any source other than commercial suppliers such as Charles River, Jackson Commercial, Harlan, and Taconic. ACVS will initiate shipment upon order processing completion.

With the exception of animals housed in the Inclusion and West Valley Breeding Barrier (colonies managed by ACVS), Principal Investigators are solely responsible for verifying that animal orders have arrived within 1.5 days of anticipated shipment arrival.

3.2.1.2 Incoming Animals Setup Fee

A flat set up fee of $193.68 will apply to cover labour and administrative fees involved in procuring non-commercial animals to be housed in ACVS managed facilities.

3.2.2 OUTGOINGNon‐CommercialAnimals

3.2.2.1 Outgoing Animals Process & Fee

3.2.2.1.1 Export within Canada A flat fee of $193.68 will apply to cover labour and administrative fees involved in exporting non-commercial animals from ACVS-managed facilities within Canada.

3.2.2.1.2 North American Shipments Investigators requiring rodent shipments from ACVS to other institutions will be subject to a flat fee of $372.43 to cover associated labour with correspondence, administrative paperwork, health inspection/certificate, supplies and time for animal packing and shipping (8 hours labour @ $46.55/hr).

Breeding Colony Transfer Prep – a minimum $186.24 (3 hours breeding services labour @ $62.08/hr) will be billed for services supporting the transfer of breeding colonies to other North American institutions. Services exceeding 3 hours will be charged out at the breeding services hourly rate.

3.2.2.1.3 Non-North American Shipments Shipments outside of North America will be subject to an additional $465.60 fee to cover C.F.I.A. permissions, paperwork and fees. Shipping fees are separate, and are the responsibility of the shipper or the receiver.

Sentinel testing is required to release non-commercial source animals from quarantine. Quarantine procedures may vary based on the health status of incoming animals at the discretion of ACVS Management.

4 Labour Services

4.1 Incidental Husbandry Services

Incidental labour services, those available on an ‘as-needed’ basis, include:

urine glucose testing intra-acvs transfers weighing monitoring post-experimental animals & associated record keeping other animal room based procedures.

A minimum of 1 hour labour fee is charged for incidental services.

Under the following conditions incidental fees will be charged without exception at the standard rate with a 1-hour minimum:

Double Litters (pups on pups) – immediately Overcrowding of cages – 24 hrs post lab notification

4.2 Contracted Services

Contracted technician services, those made available on an ongoing scheduled basis, must be pre-arranged with veterinary services technicians ([email protected]) or Animal Care leaders for husbandry-specific labour services ([email protected]), and will be billed out at the standard rate based on 15 minute increments. Examples include:

Non-standard husbandry – research-specific feeding, watering regimes managing inbred or outcross breeding programs weighing collecting samples for genotyping (ear/tail) monitoring post-experimental animals & associated record keeping

4.2.1 AnimalCareStaffLabourRates

$41.04 per hour (regular husbandry & administrative) $56.56 per hour (breeding management services)

Weekends - rates may vary.

Overtime: $ 61.56 per hour /person. This rate will be applied when rent-a-tech duties cause a technician to have to extend their normal working day hours.

4.3 Area-Specific Training Services

Provision of area-specific training (barriers, hazard, large animal areas) to all new users will be billed out to researchers at the weekday work-hour rate $41.04. A minimum of a half hour + 15 minute increments will be used. A half hour ($20.52) will be charged for all instances where individuals miss their scheduled training session.

4.4 General Mouse Breeding Program Information & Assistance

Research groups who manage their own breeding programs are expected to monitor, record and perform breeding, births and weaning at the appropriate times. This includes maintaining records in the room, as well as complete cage card information and records. If ACVS staff has to intervene at the cage level (i.e. double litters, overcrowding that has been identified but not dealt with) technician fees will apply.

ACVS can provide a number of products for purchase for researchers who maintain their own breeding programs. Products are available that can help with strains that are more difficult to breed, prone to fighting, or require assistance in prompting appetite. Products supplied at cost +associated administrative fees.
