Tenth Five Year Plan (2002-2007) Activity Report And Eleventh Five Year Plan (2007-2012) Projections Social Sciences Division The Social Sciences Division (SSD) includes the following units: Economic Research Unit (ERU), Economic Analysis Unit (EAU), Linguistic Research Unit (LRU), Planning Unit (PU), Population Studies Unit (PSU), Psychology Research Unit (PRU) and Sociological Research Unit (SRU). EAU is situated at the Bangalore centre of ISI, PU is situated at the Delhi centre of ISI and the remaining five Units are located at the Headquarters in Kolkata with SRU having a branch in Giridih. Scientific Workers of this Division are engaged in research, Project work, teaching and training activities at various levels. Faculty members are also involved in supervision of doctoral research. The areas of research in various disciplines are chosen keeping in mind the social relevance of the problems studied as also the commitment to advancement of knowledge in these disciplines. In response to the indication given to the Institute by the Third Review Committee, the Units under the Social Sciences Division have tried to identify their focal themes of research in the respective disciplines and plan their Eleventh Plan research activities on these themes. The activities of different units during the Tenth Plan period and future plans for the Eleventh Plan period are given below.

Economic Research Unit

I. ACTIVITIES AND ACHIEVEMENTS DURING THE TENTH FIVE-YEAR PLAN (2002-2007) April 2002 - January 2006 1. TEACHING AND TRAINING : 1.1 Teaching : The scientific workers of ERU were involved in teaching various courses in

economics, econometrics, statistics for the B. Stat.(Hons), M. Stat., ISEC (regular and special courses) and M.S.(Q.E.) programme of the Institute. Members were also involved in teaching in other universities in India and abroad, when invited.

1.2 "Ph.D/D.Sc. Degrees".: Currently we have 12 research students working in our unit under the supervision of different faculty members. During first four years 5 research students have received their Ph.D. degrees.

2. REASEARCH and OTHER SCIENTIFIC ACTIVITIES: During the period under consideration, the scientists in the Unit undertook research, both theoretical and empirical, in diverse areas. The important topics were the following. 3.2 Externally funded Projects: One externally funded project (funded by World Bank)

titled ‘Environmental Management Capacity Building Assistance project: Environmental Economics Component’ of five years’ duration was completed in 2003. Another project ‘Solid Waste Management in the Baranagar Municipal Area’ was undertaken as a part of the bigger project. The draft report of that has been completed. One of the faculty members was engaged in a project ‘Study About the Steel Sector (Medium and Small Scale) units’ with ASU which was funded by West Bengal Financial Corporation (WBFC). One new project ‘Valuation of Ecological Services of Wetlands in India’ (funded by Ministry of Forest and Environment) has been undertaken during 2005-06.

44. CONFERENCE, SYMPOSIA, WORKSHOP, LECTURES & SEMINARS 4.1 Conferences, Symposia, Workshops: During the period April, 2002 to January, 2006, 4

workshops on ‘Quantitative Analysis of North East Economy’ and 4 Conferences on ‘Models and Methods in Economics’ have already been conducted successfully. In addition a two-day workshop on ‘Industrial Organization and International Trade’ was organized during this period.

4.2 Lectures and Seminars: ERU organizes seminars and lectures regularly almost every week. The table below gives the account of the performance of the unit in this regard.

Planning Unit II. ACTIVITIES AND ACHIEVEMENTS DURING THE TENTH FIVE-YEAR PLAN (2002-2007)

1. Teaching and Training: The unit offers programmes that lead to PhD in Economics and Masters’ degrees in Quantitative Economics. At the post-graduate level, we teach a number of courses in the core areas of microeconomic theory, game theory, macroeconomics, statistics and probability, and econometrics. In addition, we also offer instruction in field courses such as agricultural economics, development economics, environmental economics, finance, industrial organization, international trade, mechanism design and social choice theory, public economics, and advanced econometrics. The unit also contributes to the training courses offered to the officers of the Indian Statistical Service of the Government of India. 2. Research Activities: The unit continues to distinguish itself in economics research. Based on publications in scientific journals, the unit is ranked third in Asia and the best in India (www.econphd.net). These rankings are based on aggregate publication counts and not controlled for the size of the department. As the PU is smaller than the average economics department, the unit would be ranked even higher if the rankings were based on per faculty output instead. The rankings by sub-field indicate that the unit’s research performance is particularly good in Trade & Development and in Public Economics.

Despite the small size, the unit’s research activities span a wide range of topics as individual faculty are diverse in research interests. Some of the current topics of research are

3. Visitors Program and Conferences: The unit enjoys an active visitors program. In the year 2005/06, about 30 visitors are expected for research collaboration and seminar visits. The Unit also organizes an annual conference on growth and development.

Economic Analysis Unit (Bangalore Centre) III. ACTIVITIES AND ACHIEVEMENTS DURING THE TENTH FIVE-YEAR PLAN (2002-2007)

1. Research and Other Scientific Activities: The Economic Analysis Unit (EAU) is engaged in research in quantitative methods in economics. Application of these methods to different problems in agriculture, industry and monetary economics is being actively pursued. Topics in agricultural economics, growth & inflation and estimating the effects of the economic reforms are of current interest. Research in inventory-models under production smoothing hypotheses and variance-bound tests, intervention analysis & transfer function analysis and VAR and VECM models is being pursued by the faculty and research scholars of the Unit. Development of economy-wide macroeconomic simulation models to analyze policy impacts has been the major research interest. The Unit is also pursuing the estimation of impacts of capital and revenue expenditures by the Centre and the States on economic growth.

2. Teaching and Training: Two research fellows have been pursuing their research work for

Ph.D. The EAU has been conducting an annual 4-week workshop training the Indian Statistical Services (GOI) Officers on econometrics, time-series analysis and forecasting. This workshop involves both theoretical lectures and practical data modeling by well known experts in the field. This programme, sponsored by the Central Statistical Organization (CSO), New Delhi, trained: November – December, 2001: 24 officers, November – December, 2002: 27 officers, October – November, 2003: 8 officers, November- December, 2005: 13 officers.

The faculty is also involved in teaching research students and teachers in the programmes organized by other institutions such as Institute for Social & Economic Change, Bangalore, the Indian Econometric Society; and training Reserve Bank of India Officers at RBI Academic Staff College, Chennai. The EAU has been conducting 8-week special programmes to teach economic planning, demand analysis and projects-appraisal techniques to the participants of the International Statistical Education Centre (ISEC).

The EAU has also provided summer training to some students from other places like the London School of Economics, University of Madras and I.I.Sc., Bangalore. The EAU has also provided some technical training in econometric software training to the employees of the AXA_ABS and Karnataka Power Transmission Corporation Limited (KPTCL). The EAU had 11 visiting scholars during the period.

Psychology Research Unit IV. ACTIVITIES AND ACHIEVEMENTS DURING THE TENTH FIVE-YEAR PLAN (2002-2007)

The scientific members of the Psychology Research Unit were engaged in research in areas of psychometrics and various applied fields of Psychology during the tenth five-year plan. Apart from this, they also conducted teaching and training programmes at various institutions. The faculty members were involved in supervising Ph.D. students. Scientific members of the Unit were engaged in research activities in the following areas during the tenth five-year plan.

(i) Reading and Writing motivation of tribal Children, (ii) Entrepreneurial behaviour, (iii) Team effectiveness in work settings, (iv) Socialization and Cognitive-moral development of Children across cultures, (v) Social Axioms and individualism-collectivism, (vi) Analysis of the results of Madhyamik examination in West Bengal, (vii) A study on Short-time memory assessment under Successive decrease in stimulus

presentation time using computer aided digit span test, (viii) A study of Organizational health and job satisfaction in rural banks from

psychological perspective and (ix) Analysis of drawing of tribal children.

The unit was also involved in external projects:

(i) Evaluation work of State Resource Centre – Patna, (ii) Analysis of the Impact of Workers Education, and (iii) Audit Sampling – Phase II

Population Studies Unit V. ACTIVITIES AND ACHIEVEMENTS DURING THE TENTH FIVE-YEAR PLAN (2002-2007)

Research activities in this Plan period included (1) estimation of the volume of undocumented migrants from Bangladesh to North-eastern States and West Bengal, (2) investigation into the nature of illness and morbidity pattern of sex workers, their health seeking behaviour and awareness about HIV/AIDS, (3) determination of risk factors associated with maternal mortality, (4) finding out successes and failures of Indian population control programme in the north-east and setting directions for future research on population and formulation of appropriate population policies for the north-east, (5) development of techniques for analysis of fertility, mortality and morbidity data, (6) a socio-demographic study on minority groups, (7) finding out demographic implication of women empowerment and community development, (8) finding out factors associated with labour absorption in economic activities, (9) finding out causes of age reporting errors in Indian States, (10) a study on the differential in contraceptive use among non-tribes and tribes in Tripura, (11) a study on the pattern of household financing of expenses on reproductive health care for women in different economic categories in Kolkata slums, (12) a study on the knowledge, attitude and participation of elected Panchayat members in health and family welfare programmes in West Bengal, (13) a study on Nepali female migration and trafficking, (14) studies on migration and other problems in Assam, (15) finding out determinants of Indian population growth in recent decades, (16) baseline survey on reproductive health of women among urban poor in Kolkata metropolitan area, (17) problems of Indian old age population. The 10th Five Year Plan period will be ending with two more research studies---one on estimation of health care expenses in West Tripura by network sampling method and the other on finding out the impact of air pollution on transport operators, road-side hawkers and police personnel in Kolkata metropolitan area. Other than these research activities, the faculty members of the unit offered courses on Demography, Statistical Methods in Public Health, Life Contingencies, Actuarial Methods, etc. for the B.Stat.(Hons.), M.Stat. and ISEC students. The unit also organized two workshops on demographic techniques and application of computer softwares for eastern and north-eastern demographers, public health practitioners and researchers in the associated areas. Focus of the Activities During 11th Five Year Plan Period: Other than on-going teaching activities and supervision of Ph.D. dissertations, the research activities will focus on (1) estimation of demographic parameters of inter-censal population by use of symptomatic data , (2) estimation of rare demographic events such as maternal mortality by using network sampling, (3) estimation of annual flow of Nepali migrants using structural grduation model, (4) infiltration

11problems in Assam and policy issues, (5) trend, pattern and problems of urbanization in India over last century, (6) analysis of trends in age-specific mortality rates by sex by major States, (3) correlates of child labour in India, (4) demographic features of tribal population in the north-east India, (5) socio-economic problems of children of sex workers, (6) ante-natal and post-natal care of mothers and children by Indian States and its temporal change, (7) comparison of immunization status of Indian States over time, (8) prevalence of sexually transmitted diseases and a projection of it over time, (9) measures of maternal and child mortality and policy measures, (10) population aging and problems of the aged in India, (11) health insurance for the vulnerable, (12) estimation of various components of health care expenses and finding out effective means of paying for it, (13) demographic characteristics of labourforces and work forces by different categories of economic activities .

Linguistic Research Unit VI. ACTIVITIES AND ACHIEVEMENTS DURING THE TENTH FIVE-YEAR PLAN (2002-2007)

During the period Linguistic Research Unit continued its programme of research in the areas of Quantitative Linguistics and Computational Linguistics with special emphasis on Speech Pathology, Psycholinguistics, Sociolinguistics, Syntax and Text Analysis. The activities of the Unit also include Ph.D. supervision work.28 research papers have been published by members of the Unit and the Unit had two visiting scientists during this period.

Research Activities: There are seven main topics under which the Unit's research projects may be grouped, namely: I.Computational Linguistics: (a) Valency-based Natural Language Processing. (b) Fuzzy Logical Expressions in Bangla. (c) Problem of Conceptual Tense and Aspect vis-a-vis Grammatical tense in Bangla Discourse.

II.Methods in Quantitative Linguistics. (a) Quantitative Constraints on case assignments in Bilingual discourse (b) Models of rank frequency distribution (c) Research design in applied linguistics (d) Text as a linguistic paradigm III. VII. ACTIVITIES AND ACHIEVEMENTS DURING THE TENTH FIVE-YEAR PLAN (2002-2007)

In tune with the recommendations of the Third ISI Review Committee (2002), SRU has been carrying out several internal and external research projects in the following themes which have relevance for understanding various processes of social transformation and comparative development in the country : i) agrarian relations and rural development, ii) decentralisation of planning process, iii) evaluation of socio-economic impact of literacy movement, iv) religious and ethnic problems, v) gender studies and empowerment of women, vi) problems of scheduled castes and tribes, and other backward communities vii) techno-economic adaptation with ecological changes, and viii) new methodological research for social network analysis by using probabilistic and graph theoretic techniques. These research themes, with empirical thrusts, have been taken up by SRU mostly at H.Q. in Kolkata covering West Bengal and partly at Giridih Branch in Jharkhand as well as in Tamil Nadu, Tripura, Mizoram and Meghalaya. Projection for 11th five year plan: The research activities envisaged for 11th five year plan will include the themes emanating from the on-going projects as well as those emerging from new academic activities of Sociological Research Unit (SRU) The emerging research activities will take into consideration the following new themes which will also try to maintain some amount of continuity with the on-going projects: i) impact of economic reforms on production and human development, ii) development studies and comparative development in eastern and north-eastern states, iii) industrial and urban development, iv) issues on living standards, v) labour employment and labour problems, vi) gender studies: aspects of social mobilization and movements, vii) issues on literacy and education, viii) environmental sociology, ix) influence of geographical proximity of habitat on genetic affinities and ethnic proximity, x) ethnic and religious problems, and language movements, xi) social network, xii) socio-economic conditions of the Dalits and scheduled tribes, xii) social aspects of ageing population.

15The above themes of research, covering 11th five- year plan period, will have inter-disciplinary thrusts, with more active discourse with the application of statistics. In Sociological Research Unit, interaction with statistics has already increased over the years through the extension of various statistical methods and techniques at the stages of study design, data collection and analysis, such as, panel data analysis, logistic regression analysis, application of Rao-Hartley-Cochran method of PPSWOR sampling and estimating regression coefficients from data collected by the same method of sampling. Fresh dimensions have been explored in evolving deep stratification for sample survey design formulated in course of implementation of several internal and external projects. The development of probabilistic and graph theoretic methods in respect of social network analysis is being extended further, involving new dimensions, such as, obtaining measures of important characteristics of a society.

Project proposals for 2007 – 2008: Keeping the above perspective in mind for the 11th five-year plan period, the three project proposals from Sociological Research Unit are enclosed for 2007-2008 for consideration of DCSW/ TAC meeting of SSD to be held in April/May 2006.
