WELCOME TO THE 2017 CALACT SPRING CONFERENCE & EXPO IN OLYMPIC VALLEY, CA

The CALACT Staff and Board of Directors would like to welcome you to beautiful Olympic Valley, CA. We hope that you will have time before or after the conference to enjoy the beautiful Tahoe Valley which hosts a variety of activities including hiking, skiing, snowshoeing, or travel to nearby Truckee’s downtown district filled with esoteric, one-of-a-kind shops and delicious gourmet restaurants.

The conference kicks off on Tuesday with a keynote presentation from Bill Roth, a clean tech pioneer who revolutionized the motor industry through his work on the Toyota Prius in addition to other clean-energy innovations. Bill Roth, formally trained as an Economist, has a keen eye for how technology reshapes our communities and our lives. During his discussion, Mr. Roth will discuss findings from his experience and research with technologists and vehicle manufacturers on how advancements enhance mobility.

Tuesday’s sessions include an emphasis on regulations including Drug & Alcohol, Transit Asset Management, Title VI, and Delivery Audits; as well as in depth sessions on Intercity Bus, Zero Emission Bus Infrastructure, Planning, Applications, and much, much more. All attendees are encouraged to join your associates at the awards luncheon to celebrate the contributions of individuals and agencies of California for making strides in mobility. That evening, unwind at the Expo Reception where you will get a preview of new transit products, meet with up-and-coming companies and their evolving transit technologies.

Wednesday the Conference continues with a plethora of tremendous sessions including Mobility Management, State Programs’ Updates, Autonomous Vehicle pilot projects, Human Trafficking, Issues in Procurement and Rideshare Programs as well as timeless Maintenance topics. On Wednesday afternoon, take a glimpse at the latest and greatest in transit vehicles available through the Purchasing Co-Op while enjoying a delicious lunch. Afterwards, head to the Expo Hall and meet with vendors exhibiting the newest transit products and technologies. While there, be sure to participate in the Expo Game using your mobile phones for a chance to win special prizes, gift cards, or the grand prize, an Apple Watch.

Wednesday evening join us for an amazing evening event at Olympic Valley’s High Camp to enjoy dinner, drinks, and dancing to “The Rhythm Method 4” at the top of the Sierras overlooking the exquisite Tahoe Valley, sponsored by Ride Right, LLC/Medical Transportation Management. Please make sure to wear warm clothing for this event.

Thursday morning will end with a discussion about the current and future state of Local and Federal Programs as well as relevant legislative updates. Conference attendees that receive 5310, 5311/5311(f), and 5339 funding are welcome to join Caltrans and Panther International staff in a post-Conference discussion concerning the success, shortcomings, and future of Caltrans’ recently launched Electronic Grants Management Program.

KEYNOTE SPEAKER

BILL ROTH

For his CALACT presentation, he has drawn from his national business network to conduct original research with technologists, vehicle manufacturers like Ford, General Motors and with mobility as service companies. Bill is a professional economist. During his business career, he served as a senior officer for PG&E, Texaco Ovonics and Cleantech America. He has also served as board chairperson for numerous civic and charitable organizations. He and his wife live in San Diego and their two millennial generation children live in the San Francisco Bay Area where they work in technology and finance.

Bill Roth is a clean tech pioneer who led the team that launched the first hydrogen fueled Prius. He also led the team that developed one of our nation’s first utility scale, non-thermal solar power plants. RICH GARRITY has served as the firm’s primary project manager on complex policy and management studies conducted on behalf of the State Departments of Transportation (DOT) for RLS & Associates. He developed procedures and led compliance reviews of state DOT grantees in Ohio, Indiana, Illinois, and North Carolina to ensure that substate grantees meet all applicable Federal Transit Administration (FTA) requirements. Mr. Garrity served as the developer and organizer of a successful MTAP training course offered by NCDOT in 1993-94. Based on popular demand, he has served as

industry associations, including a 3-year board term with the MBA Career Services and Employer Alliance, a global association of graduate career professionals and corporate MBA recruiters. Margaret earned a BA in Anthropology from the University of California at Santa Barbara and is currently pursuing an MA in Education at University of the Pacific.

More recently, he has served as the developer and instructor for the National RTAP Fundamental Financial Management Course (Illinois, Missouri, Idaho, New Hampshire, Maine, Vermont, Tennessee, Texas DOT, Alabama, Mississippi, Texas, Oregon, North Carolina, and Pennsylvania). Rich has served on the faculty of CTAA’s Institute for Transportation Coordination and Easter Seals Project Action’s Mobility Planning Services Institute.

MARGARET ROBERTS brings 20+ years of combined experience in career management, recruiting and staffing, and resume writing expertise as the leader of dedicated career support services to students of the Eberhardt School of Business at the University of the Pacific. At the Eberhardt School, she is integral to all aspects of student career development and preparation as the primary instructor for required career courses. Margaret engages local,regional and global employers to facilitate internship and career opportunities, creating connections between students, alumni and industry professionals. Margaret represents the Eberhardt School in a variety of

conferences on topics related to his areas of expertise. He is a member of the TRBs Paratransit Committee and Rural & Inter-City Bus Committee, and is Chair of the latters Research Subcommittee.

FEATURED SPEAKERS

WILL RODMAN has more than 35 years of experience in transportation planning and leads as a Principal at Nelson/Nygaards Boston office. Will is nationally recognized as an expert in planning, evaluating, and implementing: paratransit and rural transportation services, coordinated human services transportation, mobility management strategies, and regulations for taxis and on-demand services. He has led more than 100 such projects across the US. Will was appointed by the governor to the Massachusetts Paratransit Commission. Will is a frequent speaker at national

RUTH SILVER-TAUBE is the Supervising Attorney of the Worker’s Rights Clinic at the Katharine & George Alexander Community Law Center at Santa Clara University School of Law that provides employment law advice and representation to low income, (primarily immigrant clients), provides human trafficking training, and screens for human trafficking victims. She is Special Counsel to Legal Aid Society-Employment Law Center and an Adjunct Professor at Santa Clara University School of Law. She collaborates with the Vietnamese American Bar Association of Northern

California and the Filipino Bar Association to conduct legal clinics for monolingual Vietnamese American and Filipino clients and screening for human trafficking. She is Legal Services Chair of the South Bay Coalition to End Human Trafficking, a member of the South Bay Coalition’s Executive Board, and an alternate delegate to the Santa Clara County’s Human Trafficking Commission. She has conducted numerous trainings on human trafficking red flags, assisted forced labor human trafficking clients seeking civil remedies, lectured on civil litigation in human trafficking cases, and worked collaboratively with victim service providers, immigration attorneys, and law enforcement in the South Bay Coalition to End Human Trafficking. She is also Coordinator of the Santa Clara County Wage Theft Coalition and a founding member of the Bay Area Equal Pay Collaborative. After law school, Ms. Silver-Taube served as a law clerk for the Honorable Ronald M. Whyte, District Court Judge for the Northern District of California, worked as a Federal Mediator at the EEOC and as a panel mediator at the United States Department of Justice, Civil Rights Division, and as a partner at the Law Office of Silver and Taube where she specialized in employment law. She is a graduate of the University of Michigan (B.A. with high distinction, Phi Beta Kappa); the University of California at Berkeley (M.A.); and Santa Clara University School of Law (summa cum laude).

Disabilities Act (ADA) compliance; maintenance record-keeping; safety and risk management; innovative services; and all aspects of transit operations. Ms. Sarles has provided consulting assistance to state departments of transportation, local governments, rural areas, small urban, and human services transportation systems, both across the country and internationally. She is also a nationally recognized trainer, having conducted over 800 workshops. Her training success is attributed to her ability to communicate complex concepts in a clear and understandable manner. Her training also reflects her understanding of the small urban and rural transit environment and extensive knowledge of the subject matter. Ms. Sarles is the premier instructor for the Federal Transit Administrations Drug and Alcohol Regulations and has developed a variety of other training programs.

ROBBIE SARLES is the Founder and President of RLS & Associates and has been providing technical assistance and support to the transit industry for over 30 years. Ms. Sarles has worked in both the public and private sectors of the industry, achieving expertise in anti-drug, drug and alcohol testing programs; mobility management; service and performance analysis; route and schedule design; human service agency and public transit system coordination and planning; regulatory compliance on a variety of Federal regulations, including Title VI and Americans with

ROGER TEAL is a former university professor in transportation systems with 20 years of experience in leading a software development and consulting firm and over 30 years of project management experience. Dr. Teal has competencies in scheduling systems, software application design, systems analysis, and analytic methodologies, and has played a key role in designing many of the software applications and tools that DemandTrans Solutions has delivered to its clients. He has repeatedly demonstrated the ability to use his problem solving and leadership skills to bring initiatives to successful conclusions.

UC Berkeley and a bachelor’s in Environmental Studies from UC Santa Cruz. Emily is a member of the American Institute of Certified Planners and serves on the Board of the Puget Sound Chapter of Women’s Transportation Seminar (WTS).

EMILY YASUKOCHI is a Customer Success Manager at Remix, where she helps transit agencies in major metropolitan areas use Remix to plan everything from construction reroutes to long range transit plans. Prior to joining Remix, Emily spent nearly a decade as a planner for transit agencies in Seattle, Washington, and Raleigh-Durham, North Carolina, where she specialized in operations planning, research and analysis, and program development. Emily holds a master’s degree in Regional Planning from the University of North Carolina, a bachelor’s in Civil Engineering from

The Office of Management and Budget (OMB) released new guidance on Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, as known as “Super Circular” in December 2013. This guidance has substantial impact on all Federal grant recipients, including entities that receive Section 5311 and Section 5310 financial assistance. As we await specific guidance from FTA on these new requirements, this session will provide insight into how they impact grantees. This session will provide detailed information on how the new rules change existing FTA guidance in multiple areas, including internal controls, conflicts of interest, cost documentation, cost and price analysis, purchasing, indirect costs, and audit.

This session will provide information on successful healthcare transportation programs and the Riverside Rides to Wellness projects. This presentation will introduce the Blythe Wellness Express, a pilot NEMT project for long-distance medical trips, designed to be responsive to health care outcomes of interest to FTA’s Rides to Wellness program for/in a rural, medically-disadvantaged and underserved community. This project was selected for funding during the first R2W cycle to provide currently non-existent non-emergency health care transportation from rural Blythe, CA to the Coachella Valley, nearly 100 miles away. The project features considerable community partnerships lead by the Riverside County Transportation Commission and a small rural operator (PVVTA) as sub-recipient. It follows the design of similar and successful long-distance non-emergency medical transportation services. A three-tiered health outcomes evaluation is a unique feature of this transportation project, designed to track participants over time to demonstrate improved access to care and resultant improved compliance with treatment program. Presenters will describe the R2W grant application process, including identifying the health care need when limited data exists, developing community and hospital partnerships in this rural setting; designing the project; and preparing for the planned July 2017 project launch. This session will also provide information on other health care transportation programs in the U.S.

In order for the Orange County Transportation Authority ADA Paratransit to offer web based trip reservations and payment, The agency developed a new tool for booking trips: OCACCESS Online. The system is in its final testing phase. Currently, OCTA has more than 500 unique users and 14,000 trips have been booked and completed. Customers that have used the new system say it is easy, convenient, and saves time once you learn how to use it. This new online system gives customers another option to book or cancel their ACCESS rides from anywhere using their computer, smartphone, or tablet. GTFS has enabled interoperability between agencies and trip planning applications. But what about all the other technology that transit providers utilize — signage, real-time, scheduling, passenger counting, etc.? This describes how to break technology systems into modular components in order to procure best of breed systems, and connect systems from different vendors together. Greater sophistication and interoperability of multimodal transit data can create increased ridership for transit agencies and better planning tools. Improvements in multimodal transit data can also enable greater collaboration between the public and private sectors.

This session brings together various vendors to explore how to create a modular and interoperable "transit stack" where various systems work together as an integrated whole. The panel also includes planners who use data from onboard and other systems to make better decisions.

The University of the Pacific and Caltrans are conducting a study on the Intercity Bus services and routes in California. UOP has drafted an initial issue document from its review of the dozen priority rural counties and is now working on drafting a similar document for statewide and federal policies and plans. These two areas of work are closely coordinated and identify priority issues that will need to be addressed in the updated State CIBS plan.

CALTRANS has completed a draft summary document outlining the central components of 5311(f) funding for eight states: Colorado, Mississippi, North Dakota, Oregon, Pennsylvania, Tennessee, Washington and Wyoming. Using those states as guides, UOP & Caltrans is currently developing initial draft funding evaluation criteria to guide development of future 5311(f) funding metrics in California. Transit in California operates amid an expanding landscape, and public transit in California is currently at a critical juncture with an aim to reduce greenhouse gas emissions by 40% by 2030. The Statewide Transit Strategic Plan inherits state-level transit-relevant goals, policies, strategies, modeling assumptions and implementation measures. In addition, the plan highlights a sustainable transportation system that supports the outcomes of the California Transportation Plan 2040, the California State Rail Plan and the California Bike and Pedestrian Plan. During this session, Caltrans and UCLA staff will discuss the Statewide Strategic Planning process and implementation steps.

11:30 AM DESIGNING CUSTOMER-FOCUSED COORDINATION DEMAND RESPONSE TRANSPORTATION SERVICES IN SAN LUIS OBISPO COUNTY - Alpine A In 2015, Ride-On Transportation (Ride-On) and San Luis Obispo Regional Transit Authority (RTA) were awarded a Federal Transit Administration (FTA) Mobility Services for All Americans (MSAA) research grant to design a replicable and scalable Transportation Management Coordination Center (TMCC). Through the use of technology and partnerships with multiple stakeholders, the TMCC’s focus is to provide customers with access to real-time information and services through the coordination of the community’s demand response transportation providers. To learn more, attend this session to better understand the MSAA process to date, current coordination efforts, and to share any experience with the SLO County MSAA team.

Transit riders in Humboldt County and Reno, NV are currently using this technology to pay their fares and representatives from both agencies, and a representative from the app developer Token Transit, are here to talk about their experience. HTA and RTC Washoe have both partnered with startup Token Transit who offers the service for no-upfront costs to any transit agency, only charging a percentage of tickets sold through the app.
