National Enterprise Development Authority (NEDA) comes under thepurview of the Ministry of Industry & Commerce and is one of the primestate institutions that render valuable services and guidance to the smalland medium scale entrepreneurs.
The majority of the enterprises in Sri Lanka are small and medium scaleenterprises and their contribution to the development of national economyis significant. Our aim is to encourage and render assistance to thesmall and medium scale entrepreneurs.
I am glad to note that NEDA has taken steps to publish the small andmedium entrepreneurs Guide Book 2011 in all three languages, Sinhala,Tamil & English. The 2009 edition was published only in Sinhala andEnglish. I hope that the Tamil Edition will be of great use for small andmedium entrepreneurs and agriculturists in the Northern and EasternProvinces.

In the objective of our government to make Sri Lanka the economic hubof Asia, the Small and Medium scale entrepreneurs who already make thelargest contribution to the National Economy turn out to be its leadingshareholders. Those who are planning to be entrepreneurs in future aswell as those who have already become small and medium scaleentrepreneurs anticipate facilities to realize their entrepreneurial objectives.Equally, the institutions that provide services to small and medium scaleentrepreneurs make various endeavours to enlighten them of theirinstitutions and the services those institutions provide to the small andmedium scale entrepreneurs. Most often, in these endeavours, neitherthe correct target group meets the institution that supplies the service northe expectants of such services meet the appropriate service and suchservice provider.
As an institution operating for development of enterprises hand in handwith international entrepreneurs, service providers and individuals fromgrass root level, National Enterprise Development Authority establishedunder the Ministry of Industry and Commerce launches this Small andMedium scale Enterprise Instructions Manual by including information ofthe institutions supplying financial and technical services to small andmedium scale entrepreneurs and this can be introduced as a bridge thatlinks small and medium scale entrepreneurs and their service providers.

This theme is most appropriate today, especially in the wake of SriLanka’s extensive and rapid development plans and programs that arecurrently under way to boost our national economy.

The Industrial Technology Institute (ITI) is statutory which came into existenceon 01st April 1998 by virtue of the Science and Technology Act No. 11 of 1944.ITI is the successor to the Ceylon Institute of Scientific and Industrial Reserach(CISIR), which was established in 1955. ITI operates as a market - drivenpartner to its clients and stakeholders and is a wholly owned Institute of the SriLankan Government, functioning under the purview of the Ministry of Technologyand Research.
The objects and functions of the Institute are to support Industry by undertakingon contract, testing investigation and research for improving product quality,technical process and methods used in industry and discovering new processesand methods to be used in industry. Establishing 300 new industries by starting at least oneindustry in Each Divisional Secretary Division
Purpose : Facilitating local industrialists who are to invest in regional level
To whom : Medium & Large scale industries
Conditions:
Should be located in any area out side Colombo & Gampaha administrativedistricts
Not formed by the splitting up or reconstruction or acquisition of anyundertaking which was previously in existence.
The sum invested in plant, machinery, furniture & building (expect land)prior to 01st April 2010 should not less than of Rs. 30 mn.
Minimum employment generation on 01st April 2010 should be 200 andmaintained at the level for year of assessment (for Information Technology,Printing on paper or the manufacture of any packaging materials minimumemployment is only 50)
BenefitsExemption of Import Duty and VAT on import of new plan and machinery.Income Tax exemption for 05-10 years depending on the investment andthe location of the project.

Divisional Secretary’s office forwards the application for the recommendationof Grama Niladari
After the recommendation of Grama Niladari, if required, field inspectioncarried out by the Development Officer of Divisional Secretary’s office.
Approval – Divisional Secretary.After the payment of fee to the Shroff, Administrative Officer signs theCertificate of Business Registration.Applicant obtains the Certificate of Business Registration.
