The deeirea you expreaaed in your letter of December 28, 1941, concerning the Soviet aid program have been the objectivea of the War Department aince the protocol wee received. The importance of t he main­tenance of the whole .llueaian program 1a tully appreciated by thi a Department and the only a tepa which have been taken thue far to alter that program have been in the interest of f illing certain vital emergency neede of the United Statea. We have been giving consideration to ae tull a resumption of this program ae poaeible and i n order that you lll83 be familiar with these etud.iee, I am encloaing a tabulated echedule of what I propoae to forward during _January, february and March, 1942. While this schedule ia not in all caeee in accordance with the protocol, there are certain difficultiee, including shipping and production diffieultiea ae well as our entry into war, which have made aome departuree from the prot ocol inevitable.

Becauee of these primary conaideratione, ea vell aa more detai led reaeone given in each caee, I request you to authorize the apecific amendmente which are deecribed below, which I beli eve you will agree are vell within the spirit of the protocol.

In the past three monthe it baa been poeaible to cl.iapatch to .llueaia but 452 of the 750 tanka called for by the protocol. !!!he shorta&e of 298 tanka cannot be made up prior to .April l, 1942, for the following reasona:

Although the United Statee forcee are scheduled to receive leee than ~ of our own tank production for the next three mont he, it baa been neceaeary to supply certain tank unite of the United Statea forcea which have been sent to Hawaii and to t he Pacific Coast, and vhich may ehortly be aent abroad.

The Britiah have been forced to forward tanka to Malaya from other thaatera for immediate uae there but thia baa been done on t he baaia of replacing them with tanka scheduled for transfer from our production to t he Briti sh in the next three months. Another reaeon for the reduced quantities available ia the ahortage in produc­tion of 75 mm tank gune.

After coneidering these factors , a schedule baa been worked

out which will increaae the monthly protocol rate of 250 to 300. and the deficit of 298 tanka will be made up by June 30, 1942.

Due to the acute ehortage for our own forcea and the likelihood of their early employment in cocbat zonea, the total nuaber of ant i-tank gune originally echeduled for the period December 1941 - March 1942 will now be acheduled for the mont h of March 1942.

The protocol calla for 152-90 mm ~ gune, 7our have been ahipped, 'l'he meagerneee of our produc tion , toge t her with the great need for anti-aircraft equipment in our own forcea makea it undelirable in ~~cy opinion to forward e.ny anti- aircraft equipment in the next three montha.

Calibre 30 acmunl.tion will be forwarded at an approximate rate of 5,000 rounds per machine gun during the next three months. However, calibre 50 stocks are so small, and production so uncertain that only 2,000 rounda per aircraft machine gun can, i n ~~cy judgment, reasonably be forwarded in January, and further examination will have to be made toward the end of that month on the basis of the expenditure by our own forces, atd the actual' production available, before fUrther schedule• can be mede. Calibre 45 amcunition can be furnished at the rate of 2,000 rounds per submachine gun.

The 37 mm A.P. shot was exported to the exclusion of the needs of U, S, forcea in continental U. S, until December 7, 1941, 'l'o eupport t he araored force unite , aa vell as t he anti-tank weapona in our diviaiona, vhich are destined for early employment, t here ia a stock of leea than 200,000 round a nov on hand, The J llliilary produc­t ion froo U, S. ordera will only increeaa thia to 400,000. In viev of these circumatancee, it is unwiee to forward to Buseie in January more then the number of rounda per tank gun vhich it hae been poasible to furnieh in the paet, namely, 300 rounde. Pending a clarification of the employment of our ovn forcea, end posaible increaaea in produc­tion, schedulea for 7ebruary and March have not been oade,

With regard to aircraft, the protocol providee for the ship­ment of 100 pursui t airplenea and 100 light bomber type airplanes each month beginning October, 1941, end extending througb June, 1942. There baa actually been ahipped to USSR, 76 purauit airplanes and 44 mor e ere in proce11 of being ehipped, making a total of 120 vhich will have been ahipped by December 31, 1941 . There will remain a balance of 780 to fulfill t he protocol commitment . It ia planned to

deliver these 780 a irplane• at the rate of 100 per =onth beginning January, 1942.

The protocol provides for 828 light bomber type airplanes of which 48 have actuall7 lett the United States, 33 are now on dock­aide, maki ll€ a to tal of 81. The balance of 747 we i ntend to ship at the rate of 100 per month beginning J anuary , 1942.

Neither the approved, and what I consider to be the essential, plane tor the or~ization of 24 pursuit groupe and eeven light bomber groupa of the United Sta tes Ai r 7oree by June 30, 1942, will permi t a~ i ncreaee in these categoriee beyond thoee set forth above.

The protocol r equirements for Toluol will be met by the end of Augu.st 1942 and for Diphe~lamine by September 1942. Approximatel7 one-hal! of the protocol requir ement& !or Dibutyl-Phtalate will be delivered by the end of June 1942. This i tem ie bei~ restudied with a view to increasing deliveries. The protocol deliveries on Dimethylan­i line will be completed i n September 1942. The need for these i tems in the manufac ture of explosives and powder t o balance our own production l inea necessitates the indicated delays.

The pr otocol requirements on Phenol, Sodium Bromide, Phosphorus , T.H. T. and Ethylene Gl7col will be completed ei ther before or by the end of June 1942. Borie Acid, 7ormaldehyde and Metallic Sodium, which are not included in the protocol. will be delivered ae desired by t h.e U.S.S.R.

The protocol require;nent for eole leather will be met before June 1942. U.s. s.R. has placed ordere for 900,000 paire of Army ehoes on which delivery will be completed in April. I t ie expected that an additional order !or 600, 000 pnire of shoe• will be placed,

Army cloth is being supplied in accordance with total protocol requirement. •

Although it is icpo3slbla to est~te the imcedlate effect on expenditures,· thero 1a overy reason to believe t hat tho reorganization of tho ~ar Departcent, proposed in the enclosed papers , will eventually reoult in a oatoriel savings in 11s.r Department aopropriations .

The Secretary of War has approved the proposed reorganization of the War Departcent.

After action by your office and by the Attorney Genorol, it 1a requested t hat these paper s be returned to thJ.a of!:ice for presentation to the President.

In order to more cffectiveJ.r execute t he War Department 's functions i n wiMing this war , a reorganization 11ithin t he ll'ar Department is believed essential.

It ia proposed to proviee t~e Secre~y of ~ar and the Chief or Staff with an e!'t'ective planJ\ing staff, generally similar to t he ore;anization of t he r.ar Department Cener nl Staff or iginally intended by Secretar y of War Elihu Root , but including the proper balance of air aDd ground c0111ponenta. Such a staff 1a necosaery for the proper training and control of the air-groulld fighting teacs in the ~.

It ia proposed to free t he Chief of Staff of the ne­cessity to coordinate a vast amount of internal detail by decentral­izing author ity and responsibility for all zone of interior functions to tho co3C4Dders of the three fundarental activitie~--air forces , ground forces and co=on s upply and serv~ce agencies . 'l'he Cor·101anding General , Army Air Forces, will be charred with tho responsibility to provide and maintain air equipment and trained orrunizations for combat operations, which ia substantially his present function . The Co:IMJlding General , Argy Groulld Forces, will be charred with the responsibility to provide trained and equipped orcsnizationa for coab&t operat ions. Port!.one of this responsibility are now dis­tributed between the War Department General Staff, Cenoral Head­ouarters, and the chiefs of the ground arms. The COrrr.141'.ding General , Services o~ Supply, will provide the services and supplies w!dch are co~on to both eround and air forces , but the services and supplies peculiar to the .ur Force will be provided by the l.'atoriel COI:II::Illld of the Army .Ur Forces. The offices of the chiefs of certain separate arms, Infantry, Cavalry, Field Artillery , Const Artillery Corps and Air Corps will be eliminated, and the fUnctions of t hose chiefa in respect to the develOJlll'ent of aateriel and training will be per!"on::ed by the cOQWJldere of the units which will eventually do the fighting, This eliaination of t he chiefs of certain separate eros will further the effort now being rrade throughout the Army to r eaove all enphneia on the separate branch and place it upon the coordinated fUnctioning of the coabined erma.

The Chief of Starr, havina delegated to the reapective C~anders of the Arnr Air Forces , tbe Ground Foroee and ~be Servicee of Supply, the function or C?Ordinating internal detail, will be freed to devote hie enerpes to the conduct. or the wur throuo;h his aoti vi ties u one of the C~bined Chiara or starr and ae an advisor to the President and Secretary of liar.

All principal \'lar Department &jlencies and llr . Donald Nelson and Lieutenant Cenerol Knudsen have concurred 1n the desirability a! this reorganization.
