About Access Audit: • Accessible India Campaign (Sugamya Bharat Abhiyan) is launched by the Department of

Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment as a nationwide flagship campaign for achieving universal accessibility for persons with disabilities. The campaign focuses on Built Environment, Public Transportation and Information and Communication Technologies (ICT). As part of the vertical on Built Environment, the existing building is access audited to be made accessible & inclusive for persons with disabilities.

• Aim: to highlight access initiatives, which are non negotiable, and shall be provided for all services and facilities.

• Access Audit Report: is prepared with line illustrations, designs and sketches for successful implementation. The recommendations of the access audit are based on ground realities and cost effective solutions are provided. Checklist with access standards should be read in conjunction with this report. Numbering in the report is provided as per the numbers in checklist.

• Access Standards: “Harmonised Guidelines and Space Standards for Barrier Free Built Environment for Persons with Disabilities and Elderly Persons” 2016 by Ministry of Urban Development are sited. All measurements are in millimeters (mm).

We propose a total change in the location of the Apang Kalyan Ayuktalay due to the following reasons-

1. It is the Nodal office for disability welfare in Maharashtra. A lot of people with disabilities visit the office and the space provided is insufficient

2. There is no provision of accessible parking3. The slope of the ramp is inappropriate. The railings at the entrance are broken4. The building does not have a proper entrance lobby. The 3000mm wide entrance

corridor is used as an entrance lobby. 5. The lobby also serves as an entrance to the Mahila Bal Vikas Ayuktalay on the upper

floor. Hence the lobby space is insufficient.6. Offices of the Apang Kalyan Ayuktalay are discontinuous and located on both sides of

the lobby.7. Passages inside the offices are only 900mm wide8. The offices have a lot of old and inaccessible furniture with sharp corners 9. The distance between tables is 800-900 mm leading to inadequate circulation space

even for an able bodied person. Circulation for a wheelchair user is impossible.10. In spite of a lot of furniture, the office is falling short of storage space for documents.
