Becauseaccelerationistypicallyconsideredahighstakesdecision,apreponderanceofevidencethatsuggestsastudent’sprofileisbeyondwhatadifferentiatedcoreexperiencecanofferhim/herisrequiredtorecommendanacceleratedplacement.

• ReferralFormiscompletedbyteacher/staffmemberoraparentorlegalguardian(ofthe

student).

• ReferralFormissubmittedtothePrincipal.

• Completedformsthatarereceivedareforwardedtotheschool’sTalentDevelopmentServicesProgramteacher.He/shewillbesurethattheTalentDevelopmentServicesProgramcoordinatorisinformedoftherequest.

• Aninitialdatareviewisconductedbydesignatedpersonsattheschool.

• Withintwenty(20)schooldays,thereferrerwillreceiveasummaryofthefindingsfrom

withinsixty(60)schooldays.Theprincipalortheassistantprincipalassemblessaidteam.Oncethedecisiontoconductacomprehensiveevaluationismade,anassessmentplantobeadministeredthroughthecomprehensiveevaluationiscompletedinatimelyfashion(approximately5days).

AdoptedbytheLaGrangeDistrict102SchoolBoardonOctober25,2018

TheDistrictprovidesanAcceleratedPlacementProgram(APP).TheAPPadvancestheDistrict’sgoalofprovidingeducationalprogramswithopportunitiesforeachstudenttodeveloptohisorhermaximumpotential.TheAPPprovidesaneducationalsettingwithcurriculumoptionsusuallyreservedforstudentswhoareolderorinhighergradesthanthestudentparticipatingintheAPP.APPoptionsinclude,butmaynotbelimitedto:(a)acceleratingastudentinasinglesubject;(b)othergrade-levelacceleration;and(c)earlyentrancetokindergartenorfirstgrade.ParticipationintheAPPisopentoallstudentswhodemonstratehighabilityandwhomaybenefitfromacceleratedplacement.Itisnotlimitedtostudentswhohavebeenidentifiedasgiftedandtalented.EligibilitytoparticipateintheDistrict’sAPPshallnotbeconditionedupontheprotectedclassificationsidentifiedinBoardpolicy7:10,EqualEducationalOpportunities,oranyfactorotherthanthestudent’sidentificationasanacceleratedlearner.TheSuperintendentordesigneeshallimplementanAPPthatincludes:

1. Decision-makingprocessesthatarefair,equitable,andinvolvemultipleindividuals,e.g.Districtadministrators,teachers,andschoolsupportpersonnel,andastudent’sparent(s)/guardian(s);

2. Notificationprocessesthatnotifyastudent’sparent(s)/guardian(s)ofadecisionaffectingastudent’sparticipationintheAPP;and

3. Assessmentprocessesthatincludemultiplevalid,reliableindicators.

TheLaGrangeDistrict102BoardofEducationbelievesthatallstudentsacrosstheachievementspectrumaresubjecttohighexpectationsfortheirachievementandqualityinstruction,sowemustmeetstudents“wheretheyare”.Forsomestudentsneedingahigherlevelofinstruction,thiscanbestbeachievedbyaffordingthemaccesstocurriculaandlearningenvironmentsmorecommonlyprovidedtoolderstudents.TheoutlinedproceduresherealignwiththeAcceleratedPlacementActandSchoolBoardPolicy6:135.Describedhereistheprocessthatshallbeusedforevaluatingstudentsforpossibleacceleratedplacementandidentifyingstudentswhoshouldbegrantedearlyadmissiontokindergarten,earlyadmissiontofirstgrade,acceleratedinoneormoreindividualsubjectareas,orpromotedtoahighergradelevelthantheirsame-agepeers.Recognizingthathighabilityisfoundinallpopulations,thepolicyshallbeappliedequitablyandsystematicallybyLaGrangeSchoolDistrict102toallstudentsreferredforacceleration.Becauseofspecialeducation’ssuccessfulhistoryofprovidingservicesforstudents,theirproceduresandtimelineswerereferencedtohelpframetheaccelerationpolicy.Asstatedabove,LaGrangeDistrict102iscommittedtoprovidingcurriculumandinstructioncommensuratewithstudentachievementlevelsandneeds.I.Definitions

1. “Acceleratedplacement”isdefinedastheplacementofastudentattheinstructionallevelthatbestmatchesthatstudent’sneedsbyallowingaccesstoacurriculumthatisusuallyreservedforchildrenwhoareolderorinhighergradesthanthestudent.Acceleratedplacementoptionsmustinclude,butneednotbelimitedto,earlyentrancetokindergartenandfirstgrade,individualsubjectacceleration,andwholegradeacceleration.Acceleratedplacementisnotlimitedtothosestudentswhohavebeenidentifiedasgiftedandtalented,butratherisopentoallstudentswhodemonstratehighabilityandwhomightbenefitfromacceleratedplacement.Eligibilityforacceleratedplacementshallalsobeopentoallstudentsregardlessofrace,ethnicity,gender,religion,sexualorientation,disability,Englishlanguageproficiency,orsocioeconomicstatus.Becauseaccelerationistypicallyconsideredahighstakesdecision,apreponderanceofevidencethatsuggestsastudent’sprofileisbeyondwhatadifferentiatedcoreexperiencecanofferhim/herisrequiredtorecommendanacceleratedplacement.

2. “Earlyentrancetokindergarten”istheadmissionofastudenttokindergarten

whowillnotyetbefiveyearsoldbySeptember1ofthatschoolyear;oradmittedpriortothedatesestablishedintheSchoolCodebaseduponanassessmentofhis/herreadinesstoattendschool.

3. “Earlyentrancetofirstgrade”istheadmissionofastudenttofirstgradewhois

assessedforreadiness,attendedanon-publicpreschoolandcontinuedhis/hereducationatthatschoolthroughkindergarten,wastaughtbyanappropriatelycertifiedteacher,andwillattaintheageofsixyearsoldonorbeforeDecember31;ORisadmittedpriortothedatesestablishedintheSchoolCodebaseduponanassessmentofhis/herreadinesstoattendschool.

Note:Studentswhoareyoungerthansixuponstartingfirstgrade,butsuccessfullycompletedanaccreditedkindergarten,donotneedtobereevaluatedpriortoadmissiontofirstgrade.

4. “Wholegradeacceleration”isthepracticeofassigningastudenttoahighergrade

levelthanistypical,giventhestudent’sage,onafull-timebasisforthepurposeofprovidingaccesstoappropriatelychallenginglearningopportunities.Commonlyreferredtoasskippingagrade,gradeaccelerationmightbedoneatthebeginningoforduringtheschoolyear.

5. “Individualsubjectacceleration”isthepracticeofassigningastudenttospecific

contentatahigherinstructionallevelthanistypicalgiventhestudent’sgradeforthepurposeofprovidingaccesstoappropriatelychallenginglearningopportunitiesinoneormoresubjectareas.Itmaybeaccomplishedbyeither:(a)physicallymovingthestudenttoahigherlevelclassforinstruction;or(b)usinghigherlevelcurricularorstudymaterialsinthestudent’scurrentclassroom.

II.PublicationofAccelerationPolicyandReferralProcedures/Forms

1. Annualnotificationofthedistrict’sAcceleratedPlacementProgramwillbesharedbytheSuperintendent(orhis/herdesignee)withdistrictstaffandparents/guardians.CopiesoftheLaGrangeDistrict102AccelerationPolicy,procedures,andreferralforms(usedforevaluationforpossibleearlyentrancetokindergartenorfirstgrade,wholegradeacceleration,andindividualsubjectacceleration),shallbemadeavailabletodistrictstaffandparentsateachschoolbuildingandshallbepublishedontheschooldistrictwebsite.

2. ThePrincipal(orAssistantPrincipal)ofeachschoolbuildingshallacceptreferralsofstudentsforevaluationforpossibleacceleratedplacementannually,andensurethatallstaffheorshesupervisesareawareoftheproceduresforreferringstudentsforevaluationforapossibleacceleratedplacement.

III.InitiationofEvaluationProcessReferralProcedures

1. Referrers:Ateacher/staffmember,administrator,TalentDevelopmentServicesProgramteacher,schoolpsychologist,oraparentorlegalguardian(ofthestudent)mayreferanystudentresidinginLaGrangeDistrict102tothePrincipalforevaluationforpossibleacceleratedplacement.Astudentmayreferhimselforherselfthroughadistrictstaffmemberwhohasknowledgeofthereferredstudent’sabilities.Referralformscanbeaccessedattheendofthisdocument.Thereisoneforfamilymembersandoneforadultsoutsideofthefamily.Studentsshouldusethefamilyform.

2. ReferralIntakeForm:Thereferrershallcompletetheappropriatesectionof

thereferralformaccordingtohis/herrole(e.g.,parent/teacher/administrator)andsubmitittothePrincipalatthestudent’sschool.ThePrincipalshallthenforwardthereferralformtotheTalentDevelopmentServicesProgramteacher,sothataninitialreviewoftheplacementrequestcanbeconductedtodetermineifacomprehensiveplacementreviewisdeemedappropriate.TheTalentDevelopmentServicesProgramteacherwillmanagetheinitialdatereview.

Theinitialdatareviewshallbeconductedwithintwenty(20)schooldays.Thepurposeoftheinitialdatareviewistodeterminewhetheracomprehensiveevaluationiswarranted.Attheconclusionoftheinitialdatareview,thereferrerwillreceiveasummaryofthefindings.

Thesubmissionofthecompletedreferralintakeformbytheinitialreferrerinitiatesthesixty(60)schooldayevaluationprocess.

3. WrittenConsent:IfLaGrangeDistrict102deemsanevaluationisappropriate,

thePrincipalofthereferredstudent’sschoolshallobtainwrittenpermissionfromthestudent’sparent(s)orlegalguardian(s)toevaluatethestudentforpossibleacceleratedplacement.Consentispresumedwhentheindividualreferringthestudentforevaluationisastudent’sparentorlegalguardianandsubmitsasignedplacementreviewform.Thedistrictshallevaluateallstudentswhoarereferredforevaluationandwhoseparent(s)orlegalguardian(s)havegrantedpermissiontoevaluatethestudentforpossibleacceleratedplacement.

4. Timeline:StudentsresidinginLaGrangeDistrict102whoarereferredfor

evaluationforpossibleacceleratedplacementduringtheschoolyearshallreceiveadeterminationwithinsixty(60)schooldaysafterthereferralintakeformiscompleted,andtheevaluationforpossibleacceleratedplacementisrecommended.

Intheeventtherearelessthansixty(60)schooldaysleftinaschoolyear,theremainingdaysoftheevaluationprocesswillbecompletedthefollowingschoolyear.StudentswhoarereferredforevaluationforpossibleacceleratedplacementafterMay1st,including(butnotlimitedto)studentstransferringintoLaGrangeDistrict102,shallbeevaluatedatthestartofthenewschoolyear.Thesixty(60)schooldayevaluationcyclewillbeginonthefirststudentattendanceday.Note:Ifthemembersoftheschool’steamcanbecontactedduringthesummer,thereferralintakeformmaybesubmittedpriortothestartofthenewschoolyear.Whenthedecisionisanacceleratedplacement,thePrincipal,alongwithhisorherteam,willdetermineanappropriatedateandtransitionplanforanacceleratedplacement.

IV.EvaluationProcess

1. Thepolicymustutilizeafairandequitabledecision-makingevaluationprocessthatinvolvesmultiplepersonsandincludesinputfromthestudent’sparentsorguardians.Itwillbenondiscriminatoryandfollowpolicy7:10,EqualEducationalOpportunities.Thismultiplepersonevaluationteamisresponsibleforgatheringrelevant,reliable,andcomprehensivedatainordertodetermineastudent’sappropriateplacement.Theinitialdatareviewthatprecedesanevaluationwilltarget,butnotbelimitedto:

observationofthestudent,relevantstudentworksamples(includingaboveleveltasks),standardizedabilityandachievementprofiles,teacherinput,andtheparent/guardiancommentaryincludedinthereferralintakeform.

Theteams(forinitialreviewANDthecomprehensivereview)areconvenedbythePrincipal(orAssistantPrincipal).Teammembersmightinclude:Principal/AssistantPrincipal,TalentDevelopmentServicesProgramTeacher,InstructionalCoach,CurrentTeacher,SchoolSecretary,SchoolPsychologist,and/orSocialWorker.KeymembersaretypicallythePrincipal(orAssistantPrincipal),TalentDevelopmentServicesTeacher,CurrentTeacher,SchoolSecretary,andSocialWorker.Althoughtheinitialdatareviewandcomprehensiveevaluationareconductedattheschool,theTalentDevelopmentServicesProgramCoordinatormayserveasaconsultatanypointintheprocess.

Aparentorlegalguardianofthestudentshallbeinvitedtoparticipateintheevaluationprocessbyprovidinginformationfromanyindividual(includingoutsidepersons/institutions)whoisknowledgeableaboutthestudent’sacademicabilities.The“team”shouldpossesstheknowledgeandskillsnecessaryto:identifyappropriateassessmentinstruments,administersaidinstruments,andinterprettheinstruments’resultsduringtheevaluation.Standardizedandnorm-referencedmeasuresshouldbeincludedinthesuiteofassessmentsused.Becausetheappropriatenessofanacceleratedplacementisbeingdetermined,abovelevelassessmentsandlearningtaskswillbeincluded.Thecomponentsanticipatedtobeadministeredand/orreviewedduringtheevaluationshallbecompiledinawrittendocumenttobesharedwiththereferrer.

2. Theevaluationprocessshallincludemultiplevalid,reliableindicators.Thecriteriausedtodeterminewhetheracceleratedplacementisappropriateshouldberelevanttothesubjectmatterandexpectationsoftheacceleratedplacement.Intheeventofwholegradeacceleration,theIowaAccelerationScalewillbeusedtoguidediscussionsandthefinaldecision.Forstudentsreferredforpossibleaccelerationinanindividualsubjectarea,above-levelassessmentinthatsubjectareawillbeusedaspartoftheevaluationprocess.Thestudent’sdesiretobeacceleratedshallbeconsideredinthedecision-makingandtransitionplanningprocess.

Anyassessmenttoolsandproceduresutilizedintheevaluationprocess:

a.)shallbeappropriategiventheneedsofthestudent(e.g.,linguisticallyappropriateinstrumentsshouldbeusedwithEnglishLearnerstudents);b.)shallalignwithastudent’sIEPor504plan;c.)shallbecommunicatedwithparentsatthetimethattheyareaskedtoconsentinwritingtotheevaluationpursuantto“SectionII:InitiationofEvaluationProcess.”Therewillbeaminimumofthreedatesreservedduringtheschoolyeartocollectandreviewstudentdataasateam.

3. ThePrincipal(orAssistantPrincipal)willscheduleameetingwithparent(s)

and/orlegalguardian(s)toreviewtheresultsoftheevaluationanddetermineifeligibilityforanacceleratedplacementisappropriate.Thewrittennoticeofeligibilitywillbeprovidedtoparent(s)/guardian(s)withinthetimelinedetailedinthispolicy.

TheTalentDevelopmentServicesProgramTeachershallcommunicatethedecisionthatastudentiseligibleforanacceleratedplacementtoallschoolpersonneldirectlyinvolvedinthenewplacement.He/shewillensurethatallareinformed,preparedtosupporttheplacement,andareawareofthetransitiondateandplan.Thestudent’srecordswillbeupdatedtoreflectthestudent’sacceleratedstatus.AparentorlegalguardianofthereferredstudentmayappealinwritingthedecisionoftheevaluationteamtotheSuperintendentwithinfifteen(15)schooldaysofbeingnotifiedoftheschoolteam’sdecision.TheSuperintendentshallreviewtheappealandnotifytheparentorlegalguardianwhofiledtheappealofhisorherfinaldecisionwithinthirty(30)schooldaysofreceivingtheappeal.TheSuperintendent’sdecisionshallbefinal.However,aneligiblereferrermaysubmitanewreferralformafter90(ninety)schooldays.

V.AcceleratedPlacementPlan(WholeGradeAcceleration)

1. Theschool’sevaluationteamshalldraftawrittenplacementandtransitionplanforstudentsselectedforwholegradeaccelerationoraccelerationinanindividualsubjectarea.Thewrittenplanwillbeprovidedtothestudent’sparentsorlegalguardians.Itwilldetailthetypeofaccelerationrecommendedforthestudentandstrategiestobeusedtosupportthestudenttofacilitateasuccessfultransitiontotheacceleratedsettingduringatransitionperiodspecifiedinthewrittenplan.AnyaccommodationsormodificationsthestudentisentitledtoreceiveunderanIEPora504planshallbeavailableintheacceleratedsetting.

2. Thepolicyshallprovideguidanceregardinghowtheacceleratedstudent’s(especiallywholegradeacceleration)transitionwillbemonitoredandbywhom.Itisrecommendedthattheacceleratedstudent’stransitionbemonitoredandevaluatedwithafinalplacementdeterminationmadenolaterthanthirty(30)schooldaysafterthenewplacement.Duringthetransitionperiodspecifiedinthewrittenplan,theacceleratedstudent’sparentorguardianmayrequestinwritingthatthestudentbereturnedtothenon-acceleratedsettingwithoutpenalty.

VI.StateRequirements

1. TheSuperintendent(orhisorherdesignee)shallensurethatacceleratedstudentsparticipateinappropriatestateassessmentsbasedonguidancefromtheIllinoisStateBoardofEducation.

2. TheSuperintendent(orhisorherdesignee)shallensurethatdataregardingacceleratedplacementiscollectedandreportedinaccordancewithrulesadoptedbytheIllinoisStateBoardofEducation.
