Welcome to our eighth ACCA International public sector conference hosted for the first time in Singapore, and we are pleased to be co-organising this conference with the Singapore Accountancy Commission (SAC).

Our theme this year is The Digital Public Sector. Over the next two days we’ll explore together a wide range of issues and topics about how the digital world is impacting the profession in the public sector.

ACCA’s research has shown how numerous external forces are making the public sector more fluid, forcing it to evolve. Technological developments are helping the sector to rethink public service delivery models, and to effectively manage the opportunities and the risks. How we manage that change as leaders is crucial, and part of that leadership is to embrace the digital agenda.

There’s no doubt that digitisation and technology are powerful ways to make connections between those working in the public sector and external stakeholders. Technology means we can share information at the speed of light, to be more open and more transparent and to be more accountable. As a result, digital governance, data management and data privacy are pressing issues.

However, like the private sector, the public sector is not immune from cyber-attacks or malicious use of data; public sector accountants have to be the ethical custodians of data and the technology used to produce it. Trust, transparency and effective public financial management will always be the bedrock of a thriving public sector.

The skills and knowledge of the professional accountant in the public sector are therefore crucial. The digital public sector should not outplay the human public sector. People and their ability to lead will always be the key to unlocking organisational value – regardless of the sector in which they work. And that’s why we’ll also be sharing ideas and views about the future skills of the profession and where it’s heading.

This Conference is supported by the Singapore Accountancy Commission (SAC).

ACCA signed an MOU with SAC in January 2017 to embark on a range of research collaborations to transform the accountancy sector. Among other joint activities, SAC and ACCA have also conducted a high level roundtable with UNCTAD (United Nations Conference on Trade and Development) more recently.

We are delighted that SAC is supporting this event, and we look forward to our future work together.

Speakers’ bios

Alexander Metcalfe is the head of public sector policy in the professional insights team at ACCA. He leads on developing thought leadership for the public sector and represents ACCA at senior global member forums.

Alexander has previous experience in the UK and Canadian Civil Service, including working as a senior economist – specialising in tax policy – at the Ontario Ministry of Finance in Canada. He has frequently given evidence to UK committees and ministerial roundtables, and was a member of the Home Office Employers’ Representative Group on EU Exit. His published research includes work on the labour and skills needs of small firms after Brexit, as well as economic analysis on the cumulative cost of government policy on small firms.

He studied at Oxford, Cambridge and Queen’s universities.

Anthony is the director of safer communities for the Northern Ireland Department of Justice, responsible for the resourcing, policy and legislative framework for reducing offending, as well as policing and community safety within Northern Ireland.

He joined the Civil Service after spending the best part of 15 years working in the health service, where he held a number of director roles in organisations such as acute secondary care trusts, primary care and the ambulance service.

Anthony served as ACCA global president 2014–2015 and is also a past chairman of the UK Consultative Committee of Accountancy Bodies (CCAB) the umbrella group of British and Irish chartered professional accountancy bodies.

Alan Hatfield has held the position of executive director – strategy and development at ACCA since April 2015, with responsibility for the full range of ACCA’s intellectual capital from the overall strategy to talent, brand, policy and qualifications. Immediately prior to this, Alan led ACCA’s learning directorate for five years, with overall responsibility for developing and maintaining ACCA’s qualifications and continuing professional development requirements.

Alan has over 20 years’ experience in professional education, progressing through a range of ACCA roles including education manager and head of learning partnerships. A graduate of Glasgow University and a member of the Institute of Chartered Secretaries and Administrators, Alan also holds an MBA with distinction from Oxford Brookes University and sits on the Dean’s Advisory Group for Oxford Brookes Business School.

As chairman of the Singapore Accountancy Commission (SAC), Mr Chaly Mah leads the Board and team in transforming Singapore into a leading global accountancy hub.

He was formerly the CEO of Deloitte Southeast Asia and chairman of Deloitte Singapore. During his 38 years with the firm, he was also the CEO of Deloitte Asia Pacific and member of Deloitte Global Executive (2007–2015); vice chairman of Deloitte Global Board of Directors (2015–2016); and a member of the Global Board (2002–2009) and (2011–2016).

Mr Mah is currently chairman of the Singapore Tourism Board, Singapore International Chamber of Commerce, Netlink NBN Pte Ltd and the NUS Business School Accounting Advisory Board. He also serves on the Boards of Capitaland Limited, the Singapore Economic Development Board, and the National University of Singapore Board of Trustees.

Mr Mah graduated with a Bachelor of Commerce from the University of Melbourne. He is an associate member of the Institute of Chartered Accountants in Australia and a fellow member of CPA Australia as well as the Institute of Singapore Chartered Accountants.

Chaly Mah

Benjamin is a partner in EY’s Advisory Services and the government public sector leader for Singapore. With over 20 years of experience serving both private and public sector clients, he has worked on projects from individual agencies to more collaborative government projects. A PRINCE2 registered practitioner, Benjamin is responsible for a wide portfolio of projects, including the management of client relationships, expectations and service quality.

With a proven track record in leading and managing a team of professionals to deliver IT services to meet the expectations of clients, the services that Benjamin provides include IT governance, IT audit, internal audit co-sourcing, Sarbanes-Oxley assistance, applications controls assessments, data governance, data analytics roadmaps and frameworks, SAS70 reviews, attack and penetration testing, process and technical security reviews to computer forensic investigations.

Benjamin Chiang

Dilys is a partner at EY and leads the People Advisory Services practice in Asean and Singapore. She has dedicated her career to understanding and working with corporations on various challenges with people, culture and organisation. Offering mobility, talent, rewards, performance and workforce analytics solutions, she works with clients on their organisation and HR transformation initiatives, manpower capability development, organisation re-structuring, process design, talent management and engendering organisation change.

She also works with clients in the implementation of digital, technology and robotics. She works with her clients to build organisation capability and competencies, manage change, in workforce optimisation initiatives, talent strategies, business process improvements and operating model design. She works across a myriad of industries across the private and public sectors including professional services, manufacturing and engineering, telecommunications, social services, manpower, home affairs, defense, education and healthcare.

Joyce Phiri Sundano is the controller of internal audit (internal auditor general) for the Zambian government based at Ministry of Finance. She has 24 years of internal auditing experience in the public sector, five of which were from the IFMIS Project. At the IFMIS Project, she was in charge of computerising the audit process in the government of Zambia. She started working as a bank clerk at Indo-Zambia Bank Kitwe branch when it was opening in 1989 immediately after completing her grade 12 at Luanshya Girls’ Secondary School. After working for one year and nine months, she resigned to go to study a Diploma in Accountancy at CBU. Her second engagement was with the Ministry of Finance and National Planning on 7 February, 1994 as an assistant internal auditor immediately after graduating from the Copperbelt University. She was seconded to the Ministry of Communications and Transport. In 1995, she enrolled and was sponsored by GRZ to study ACCA at ZCAS.

In 1998 June, she was promoted to internal auditor and transferred to the Ministry of Agriculture. After having attained her module E in 1998 June, she was promoted in the same year December to senior internal auditor in the same Ministry. In June 1999, she cleared her ACCA final and was promoted the following year to chief internal auditor in charge of parastatal organisations and transferred to Ministry of Finance headquarters.

In the year 2005, she crossed over to the IFMIS Project to work as a manager audit and security where she spearheaded the computerisation of the audit process in the government of Zambia. Whilst at the project she started studying CISA and qualified in December 2008. In October 2009, she was interviewed for the position of controller of internal audit and in November, 2009 was promoted to take over as head of the internal audit of the Zambian public sector. She is a holder of the following qualifications:

• Masters Degree in Business Administration from Herriot Watt University – Scotland (2010)• Certified information systems auditor (CISA) • ACCA, she is a fellow of ACCA• She is a certified user of SAP Financials, trained in South Africa• Diploma in Accountancy.

She is an audit committee member of the three public universities in Zambia. Also serves as an audit committee member of four parastatal organisations in Zambia. She has been involved in the audit of very high profile investigations of her country involving other nations too. She also serves as a member of the SADC Finance Sub-committee.

She is the current president of the IIA Zambia and has been very instrumental at reviving the institute with the current board and is spearheading the introduction of a bill in the Zambian parliament which will recognise the internal audit profession in the country.

She has presented on the internal audit and risk management topics at several conferences and workshops organised by ZICA, ESAAG and the internal audit department.

She is currently a member of the African task force of the IIA global that is coming up with the African IIA strategic plan. She is married and a mother of five children.

Karen is the executive director of industry and government services at NSW Treasury. Karen is responsible for providing advice to support the NSW government in its financial management and financial decision making across a range of activities in her portfolio, including agriculture, skills, trade and investment, government property and tourism. Karen joined the NSW Treasury as executive director, fiscal estimates and financial reporting from the UK Treasury in November 2013. Karen was responsible for financial reporting across NSW, including the production of the total state sector accounts, the numbers for the budget and mid-year update, in year financial reporting, and its accounting policy and financial management frameworks. Karen also had responsibility for managing state-wide financial assets and liabilities including cash and borrowings. During this period Karen also led the delivery of the first NSW budget in its new finance system as part of its program of financial management transformation.

Karen spent five years at the UK Treasury, which included leading the team to produce the first UK government’s ‘Whole of Government Accounts’ and having responsibility for accounting standard setting across the UK central government.

Karen has worked in a range of finance based roles in both the public and private sectors. This has included leadership roles in financial reporting, budget management and financial reform.

Karen is a member of the International Public Sector Accounting Standards Board’s Consultative Advisory Group.

Karen Sanderson FCCA

As director of the data economy division, Dr Karl leads MDEC’s efforts in getting numerous organisations to leverage on the power of data to make strategic business decisions, improve operational competences and drive revenue growth to create a new and innovative business models and at national level contribute towards the well being of citizens.

The data economy endeavour includes driving the impact of key technologies such as Big Data Analytics (BDA) and Internet of Things (IoT) via a two-pronged strategy of growing the local supply of such solutions via industry development programs and while carrying out digital transformation on the demand side.

He holds a Bachelor degree in Engineering from the University of Birmingham, UK and MBA with distinction and Doctor of Business degrees from Charles Sturt University, Australia. He is also a chartered and professional engineer. He sits in advisory board of several universities in Malaysia and has served as judge in international entrepreneurship and innovation awards including EY Entrepreneur of the Year Malaysia since 2001.

Keto is an accomplished public sector executive with wide experience in public policy and regulatory formulation, and government auditing. She has been instrumental in providing analytical and advisory services to government of Uganda in project Implementation, public financial management and public administration.

Keto is Assistant Auditor General, in the office of the Auditor General of Uganda and heads the audit division. She assists the Auditor General in executing the audit mandate of the Supreme Audit Institution. The office carried out statutory financial, performance, information technology and forensic audits of all public institutions. Ms Kayemba is instrumental in providing direction to the audits at a strategic level and had enabled the execution of various audit reforms including the adoption of international standards in the office.

Keto is deputy chairman PAODC – Professional Accountancy Development Committee of IFAC, where she participates in strategising for the development of PAOs across the globe. She was nominated by ACCA and ICPAU (The Institute of Certified Public Accountants of Uganda).

Keto is a member of ICPAU Council where she represents the Auditor General as an ex officio member.

She is an FCCA. She holds an MSc in Energy Management from Robert Gordon University in the UK, an MBA and B.com from Makerere University in Uganda. She is a certified information systems auditor and a gold member of ISACA.

Keto Nyapendi Kayemba

Maggie McGhee is the director of professional insights within ACCA. She leads a team of technical and policy experts to support ACCA’s global thought leadership agenda. This seeks to demonstrate the value that professional accountants bring to society by creating successful businesses and sustainable economies. Professional insights comments on the key issues relating to range of policy and technical areas and works to influence other technical and policy experts in governments, regulators, professional bodies and employers across the globe.

Prior to joining ACCA, Maggie worked for PwC in the advanced regulatory and compliance analytics area applying specialist analytics tool to clients in the banking and capital markets sector.

A chartered accountant with a degree in law, Maggie trained with the National Audit Office UK where she was the director general of audit quality.

Martin Turner is currently a management consultant working in the health sector in the UK and numerous other countries. These have included Ministry of Health departments in Jamaica, Lithuania, Iraq, Kazakhstan and, more recently, Serbia. He was also finance director of a private health company in the UK.

He returned from Australia in 2011 where, for a number of years, he worked as chief executive for the health services in Adelaide. Before this he had worked for over 20 years as a chief executive in the National Health Service in the UK. His CEO roles in both countries involved running large organisations and teaching hospitals and, during his career, he has been responsible for managing a number of mergers and reorganisations.

Martin completed the Senior Management Program at Harvard University in 2000 and was a fellow of the NHS Staff College in Wales. As a fellow of the College he led management programmes for executives and senior clinical staff.

Martin has served as chairman of the Institute of Healthcare Management in Wales and, in recognition of this, was awarded the IHM Companionship Award. In July 2014, Martin was awarded an Honorary Doctorate from the University of South Wales in recognition of his contribution to the accountancy profession.

He was the founder member and president of the Health Service Society of Certified Accountants and was first elected to ACCA’s Council in 2004. As an ACCA Council member, Martin was active on a number of its standing committees and was ACCA global president 2013–2014.

Martin is a very keen sports fan – especially rugby union – and tries to play golf when he finds the time.

Martin Turner

Raymond is a partner in EY’s Advisory Services, with 18 years of advisory and internal audit experience. He specialises in the business process, data and application risk domains. Raymond has performed reviews for various government schemes and grants for organisations in the public and private sectors.

He has also performed various internal audits, process audits and compliance audits for various clients in the public and private sector. These audits covered compliance with regulations, government instruction manuals, internal policies and procedures. As part of the audit, he was responsible for assessing the organisation’s internal processes and controls (manual and automated), identification of internal control weaknesses and failures, performing and documenting tests of key controls identified, and providing practical recommendations to the organisations.

Mr Salawu Adeku Zubairu was born on 1 January, 1962. He had his primary and secondary education between 1970 and 1980. He proceeded to the University of Ilorin in 1981 where he obtained BSc. (Hons.) Accounting and Finance. He later went on to obtain an MBA from the Usmanu Danfodio University, Sokoto in 1995 and MSc. in Public Policy and Management from the University of London in 2013.

He is a chartered accountant and fellow of the Institute of Chartered Accountants of Nigeria. He is also a fellow of the Chartered Institute of Taxation of Nigeria; member, Nigerian Institute of Management and member, Chartered Institute of Public Finance & Accountancy, United Kingdom. He attended several courses locally and internationally including the Senior Executive Course of the National Institute for Policy & Strategic Studies, Kuru, Nigeria and Leadership for the 21st Century at Havard Kennedy School of Government, USA. He has also presented papers at local and international fora on public financial management issues including presentation at East and Southern Africa Accountants-General International Conference, in Nairobi, Kenya in 2016.

Mr Zubairu joined the Nigerian Public Service in 1996 as assistant chief accountant and became a director in 2013. Until his elevation, he served in various sections of the Treasury. He was a member of the Nigeria delegation to the International Monetary Fund/World Bank Group Annual Meetings (2012–2014) and observer, African Development Bank Group Meeting (2013). He also participated in the Nigeria Debt Sustainability Analysis from (2013–2015). In his over two decades of service in the Treasury, he played leading roles in the public financial management reforms of the Office of the Accountant General of the Federation from conception to implementation. These include the integrated payroll and personnel information system (IPPIS); national chart of accounts (NCoA); government integrated financial management information system (GIFMIS); and the treasury single account (TSA). He was director funds in charge of funds management and implementation of cash management and treasury single account policy and currently the director responsible for the consolidation of federal government financial statements and IPSAS implementation.

His hobbies are reading, teaching, research and travelling. He is married and blessed with children.

Sandra Särav is the global affairs director in the Estonian government CIO office, leading international cooperation and communications in the field of ICT.

Prior to this position, she coordinated the digital policy of Estonia in the Estonian Council of the EU Presidency team. In addition to the work in the ministry, Sandra is a PhD candidate at University of Lausanne, Switzerland, writing her doctoral thesis on the topic of data transfer of EU citizens’ personal data to third countries; and a junior researcher in Tallinn Law School of Tallinn University of Technology where she lectures on European Union law and legal framework of e-governance.

Sandra obtained her Bachelor’s degree in EU and International Law, and her Master’s degree in Law and Technology.

Mr Shakeel Qadir Khan belongs to the prestigious Pakistan Administrative Services. He is currently heading the finance division of government of Khyber Pakhtunkhwa as finance secretary. His previous work as a government officer includes leading planning and development and law and order departments of FATA secretariat as administrative secretary. He is also the coordinator of the emergency operations center for polio in FATA.

Mr Khan has extensive experience of heading government departments and institutions during critical times of natural disasters, militancy and conflicts.

In addition to overall supervision of the political administration and civil law enforcing agencies in FATA, he is looking after polio eradication initiative in FATA. He also oversees the repatriation and rehabilitation of temporary displaced persons of North Waziristan and Khyber Agency. He led the process of rehabilitation and reintegration of SWAT IDPs back in 2009 as director general of Provincial Disaster Management Authority – Provincial Reconstruction, Rehabilitation and Settlement Authority (DG PDMA-PARRSA) Khyber Pakhtunkhwa. During the same tenure he led the recovery, mitigation and rehabilitation of 2010 flood affectees in Khyber Pakhtunkhwa (KP).

Besides current contributions in the development of FATA, he worked as secretary planning and development department, Balochistan and as chief economist of KP. He also served as a political agent of Bajaur Agency, FATA and successfully led the rescue and relief operations as district coordination officer Mansehra in the aftermath of the 2005 earthquake.

Mr Khan has represented Pakistan at international forums on various occasions. He is working in close coordination with international donors and UN agencies for planning, designing and implementation of key development and humanitarian projects. He is highly regarded for his efficient management and cooperative and solution oriented approach.

He has a Post Graduate Diploma in Financial Services and a Bachelor’s degree in Electrical Engineering. He also completed civil services mandatory training from civil service academy Lahore.

Speakers’ bios

Vivek Kumar is assistant director-general of the National Trades Union Congress (NTUC). He is the director of U Startup, U Associate, U Future Leaders and U PME.

Under his leadership, his team grows the Labour movement and builds relationships with 3-generation NTUC members and networks, together with NTUC-affiliated unions and associations, NTUC social enterprises, NTUC U Associate professional guilds and professional groups such as startups and technopreneurs.

Vivek is presently a board member of NTUC Link Pte Ltd, NTUC Club, and PME Hub Pte Ltd. He is also a board member of the InfoComm Media Development Authority (IMDA).

He is the honorary chairman of the Asia-Pacific Advisory Board of Global Chief Marketing Officer (CMO) Council, a keynote speaker at regional conferences, and writes in selected business publications.

Vivek Kumar

Yvonne holds the position of director (corporate development)/CFO at the Maritime and Port Authority of Singapore. In concurrent, she is also the quality service manager (QSM) and chief data officer (CDO) ensuring that the agency delivers consistently high quality services to its stakeholder and plays the liaison role in cross agency data sharing. Prior to MPA, she held several positions in the private sector across Asia Pacific and joined the public sector in 2008.

She completed her UCLA-NUS EMBA under the MPA post graduate/MOT Beacon scholarship and is a fCPA with the CPA Australia, fCMA with Chartered Institute of Management Accountant, UK and CA with Institute of Singapore Chartered Accountant and member of Chartered Global Management Accountant.

Being a strong advocate for corporate governance, process re-engineering, automation, analytics, sustainability and integrated reporting, Yvonne serves on the Council of ISCA and is the chairperson for the Continuing Professional Education Committee at ISCA and honorary treasurer of Cerebral Palsy Alliance of Singapore. She is also a member on the Public Sector and CFO Committees at CPA Australia, member of Welfare Committee for Seamen, treasurer of Stranded Seafarer Fund, and treasurer of Aids to Navigation Fund.
