CHAPTER 1
INTRODUCTION
Vision
Vision of Midwifery Study Program Faculty of Medicine Universitas Airlangga is : Becoming a
midwifery study programme which is excellent in both national and international level, oriented
on mother and child health needs in community setting according to the latest knowledge and
technology coherent with moral ethics.
Missions:
1. Conduct a professional midwifery education based on modern learning methods according
to moral and ethic.
2. Conduct basic and applied innovative research in midwifery field to support excellent
education improvement as an effort to fulfill public need in both national and international
level.
3. Implement midwifery knowledge and technology through community services.
4. Expand trans-program and sectorial networking to fulfill public need in midwifery care
service scope.
5. Conduct a management of study program in an independent way, coordinating and
collaborating with the Faculty and University through organizational development which
is oriented to quality and be able to compete in both national and international level.
1.1 Graduate Profile and Graduate Description
Midwifery Study Program Faculty of Medicine Universitas Airlangga will graduate
midwives who have roles and characters as: 1) Care Provider, 2) Decision Maker, 3)
Communicator, 4) Community Leader, 5) Manager.
1. Care Provider
Midwife has role as a midwifery caregiver that is comprehensive and professional to
women in their entire reproductive cycle including adolescent, pre-marital, pre-conception,
pregnancy, labor and parturition, neonates, infant, toddler and pre-school child, pre-
menopause women, reproductive health and family planning involving the family and
community according to profession ethics code.
2. Decision maker
Midwife has role as a decision maker who is independent in conducting her occupation
based on logical, critical, systematic, creative, strategic, and evidence based thinking as an
effort to improve child and mother health, women reproductive health, and contraception
care service.
3. Communicator
Midwife is able to communicate policies, advocation, and deliver opinions or innovation
that is beneficial for midwifery professional improvement and also become the
revolutionary agent in health service.
4. Community leader
Midwife has role to drive and empower community to improve women and child health,
reproductive health, and family planning in a way that involve available resources and
potential.
5. Manager
Midwife has role as the manager of women and child service, reproductive health, and
family planning in a way that utilize knowledge and technology (IPTEK) and also pay
attention to the potential of social, culture, and resources effectively.

BACHELOR PHASE PROFESSIONAL PHASE 1. Able to apply reproductive and
developmental biology, social sciences, and human behavior and ecology as well as midwifery sciences and all of its complexities on pre-marital and pre-conception periods, pregnancy, childbirth, childbed (postpartum) period, newborn, infants, toddler, preschooler age, women reproductive health (adolescents, child-bearing age, and peri-menopause) as well as family planning service based on midwifery practice model;

9. Able to carry out the documentation of midwifery care and midwifery service report in accordance with professional code of ethics;

BACHELOR PHASE PROFESSIONAL PHASE 1. Mastering theoretical concepts of
midwifery science, midwifery care management, clinical decision, models of midwifery practices, and professional ethics;
2. Mastering the general theoretical concepts of obstetrics and gynecology and pediatrics;
3. Mastering the theoretical concepts of anatomy, physiology, microbiology, health physics and biochemistry, parasitology, immunology, pharmacology, genetics, and reproductive and developmental biology which are related to women

2. Mastering the theories and application of correlation between normal and physiological cycle of women and its intrinsic and extrinsic environment (human ecology, social and behavioral sciences, reproductive and developmental biology);

4. Mastering theories and application of women, family, and community
reproductive health cycle and its required care processes;
4. Mastering the theoretical concepts of health economics, medical public policies, health anthropology and sociology, epidemiology and biostatistics, and public health;
5. Mastering the theoretical concepts of human ecology in general and comprehending the theoretical concepts of developmental psychology and behavioral science in providing midwifery care throughout women reproductive cycle and adaptation process as parent;
6. Mastering the general theoretical concepts of nutrition in women reproductive cycle;
7. Mastering the basic concepts, principles, and techniques of Basic Life Support and Patient Safety;
8. Mastering the theoretical concepts of midwifery practices basic skills;
9. Mastering the theoretical concepts of public health in general;
10. Mastering the theoretical concepts of pathophysiology in general that serves as the basis for midwifery practices;
11. Mastering the theoretical concepts of legal policies concerning midwifery practice in general;
12. Mastering the theories of effective communication, health education, health promotion and counseling and the implementation of informational technology in midwifery services;
13. Mastering the theoretical concepts of management and leadership in general;

EDUCATION PROCESS
Prospective students officially accepted as students will attend the university and learning
activities with provisions discussed in this chapter.
1.1 Academic Calendar
The academic schedule refers to Universitas Airlangga's academic calendar of year 2019-
2020 .
1.2 Program Requirements
The Midwifery Education Program at the Faculty of Medicine, Universitas Airlangga
is divided into :
1) Midwifery Bachelor Phase
It is taken for 7 semesters.
2) Midwifery Professional Phase
It is taken for 3 semesters, after the student graduates from the Midwifery Bachelor Phase.
1.3 General Provisions
1. Midwifery Bachelor Phase
a. The study load of the bachelor program is 148 credits
b. The learning activities consist of lectures, laboratories, laboratory practices, clinical
practices, community practices, and research as a final project (skripsi).
c. The minimum grade is C, whereas it is B in practical learning.
d. The learning outcomes can be identified at the end of each semester.
e. The Study Results are determined at the end of semester 4 for the Regular program
and at the end of semester 2 for the Transfer Type program.
f. Judicium is held at the end of the 7th semester during the bachelor program
g. Students are declared to graduate under the following provisions:
1) Minimum GPA of 2, 50
2) No D or E grades
h. Each student declared to graduate in judicium for the bachelor phase is required to
attend graduation.
Special lectures
General Requirements :
1) Special lectures are lectures conducted after determining the study results and/ or
judicium held at least 1 semester for students not passing grades for certain courses
2) Students must meet the specified administrative requirements
3) The number of credits of courses taught in special lectures including regular lectures
is regulated in the 2014-2015 Universitas Airlangga Education Guidelines article 7
paragraph 3:
GPA < 2.0 : allowed to take a maximum of 15 credits
GPA 2.00-2.50 : allowed to take a maximum of 18 credits
GPA 2.51-3.00: allowed to take a maximum of 20 credits
GPA 3.00 : allowed to take a maximum of 24 credits
2. Midwifery Professional Phase
a. It is taken for 3 semesters after the student graduates from the Bachelor of Midwifery
Phase
b. The study load of 49 credits consisting of 4 blocks and final project
c. Each block consists of several modules; this can be taken in different semesters and
modules except the Coc Module (semester 3)

d. In the first semester before entering the Block, an Introductory Midwifery
Service will start in 2 credits (1600 hours or 2 weeks).

CHAPTER 3
EDUCATION EVALUATION
3.1. Examination
3.1.1. Provisions on the evaluation at Midwifery Bachelor phase
Examination system and its implementation:
a. Students allowed to take exams are those attending lectures with minimum of 75% or 100%
for practices, unless they have a valid reason complying with Universitas Airlangga's
education regulations.
b. In each course, examinations are in the form of written tests, practical/
clinical exams, or oral examinations
c. The exams conducted are:
§ primary examination,
§ makeup examination,
§ remedial examination,
d. Other exams are in accordance with program from each course or module.
e. Final grades for each course are calculated from the exam grades with or without other
component grades, determined by each PJMK.
f. The largest proportion for grade in each course is the individual grade.
g. Makeup examinations are required for students with grade lower than the passing
grade. Students with grades of a BC or C may register to take the makeup examination.
h. The maximum grade for the individual makeup examination is 69.9 (B).
i. If students take the makeup test, the grade calculated in the final grade of the course in the
semester is the best test grade.
j. Students, taking the makeup examination, can get a maximum grade of A, but they are not
allowed to take the remedial examination.
k. The time limit on the study for midwifery bachelor phase is 7 years

Provisions on evaluation in special lectures
1. For attendance, examinations and minimum grades for graduation are in accordance with the
provisions of the regular semester.
2. Special lectures are held to improve courses taken initially, with a maximum grade of A.
3.1.2. Provisions on evaluation on midwifery professional phase
1. Exams are carried out at each phase in accordance with prevailing competencies, including:
- Primary examination
- Remedial examination
2. Comprehensive exams in the form of the OSCE exam as a prerequisite for graduation
3. Judicium is held at the end of semester 3 of the profession
4. Learning outcomes announced in the judicium of midwifery with a passing grade of GPA
is 3.00 in addition to passing each competency.
5. Learning outcomes are announced in the judicium at the end of the professional phase. Students
are elligible to graduate with the following conditions:
a. Minimum grade of B
b. Minimum attitude grade is adequate
6. If a student does not pass the judicium, he has to repeat the rotation/ stase representing the
competencies that he did not pass
7. Students can take the national competency test using the Multiple Choice
Question and Objective Structure Clinical Examination methods on the condition that they have
passed all the stase of the professional program.
8. Midwife inauguration is required for those passing the competency test.
9. The time limit on the study at midwifery profession phase (3 years )
10. Competency test is part of the requirement for being inaugurated as a midwife.
3.2 . GradingSystem
a. In accordance with Universitas Airlangga Rector Regulation Number 27 of
2018 concerning Universitas Airlangga Education Guidelines, the grading system uses a letter
of score system which is a standardization of raw score with standardization.
b. Semester Achievement Index (IPS) is a measure of students’ success in taking courses in 1
(one) semester.
c. The Grade Point Average (GPA) is a measure of students’ success calculated from the
beginning of the study period to the last semester attended.
d. The amount of IPS and GPA is calculated using the formula:

With provision:
Ks = the number of credits of courses taken during the semester;
Kk = the number of credits of courses ever taken from the beginning to the relsted semester
without a failed grade (grade point E);

3.3. Graduation Predicates
The graduation predicate consists of 3 levels, satisfying, very satisfying, and with praise
written on academic transcripts.
At the bachelor phase, the graduation predicates are described as follows:

Passed satisfactorily 2.00 - 2.75 Whereas, at the professional level, graduation predicates are described as follows:

Passed satisfactorily 3.00 - 3.40 The predicate graduation of “passed with praise " is also determined by taking into account
the maximum study period, i.e. n (minimum study period) year plus 1 year and the number of SKP
(Credit Units of Achievement) obtained.

LEARNING STRATEGIES
To meet learning outcomes, appropriate learning strategies are used. Here are some learning
methods and media:
5 .1. LEARNING METHODS
Learning Methods applied in midwifery study programs consists of the following activities:
1) Lectures
Lectures or speeches are delivered in the form of oral presentation of the learning materials
that enable students to reach the expected learning outcomes. Lectures consist of small-
class lectures, large-class lectures, and expert lectures.
2) Discussion
Discussion is in the form of active
learning interaction between students and lecturers to exchange and retain opinions
in solving the problems in order to reach a decision.
3) PBL Method (Problem Based Learning)
It is a method implemented in a small-class lecture. Students are provided with cases to
be discussed in a small- class lecture. With this method, students will discuss and play
an active role in solving the given case. The instructor in this case only acts as
a facilitator helping students in the process.
4) Simulation and debrief
It is a method of learning which utilizes simulation tool in order to create learning
opportunities for the students. Question and answer becomes
an important part in developing activities and processes that allow students to reflect on the
experiences obtained while learning. A qualified debrief is one of the ways to perceive
the ability to give opinions, to be confident, to be communicative, to be a leader, and to
have other soft skills.
5) Presentation
It is a method of learning where students are active in presenting information or cases,
which will then be discussed and solved.
6) Role Playing
It is a learning method, which uses a role-play.
This method involves students in acting on a character in a particular situation so
that students can express themselves in real terms on an actual event.
7) Tutorial
It is a method of learning in which lecturers provide individual guidance to the student. The
example to this method is student’s consultation session about midwifery care result of a
patient.
8) Bed Site Teaching
It is a patient-based method of teaching where students practice their clinical ability
by observing and studying case directly.
This method is conducted when students from professional program are
practicing midwifery care.
9) Practicum
This practicum is implemented to resolve midwifery cases by completing exercise
in modules or working papers provided in accordance with the case or problem at hand.
Types of practicum conducted consist of demonstration, guided
practicum, and independent practicum.
This method is conducted by demonstrating a learning activity directly to the students.
The purpose of this method is to help students to be more focused and able
to perform midwifery care action more effectively.
5 .2. LEARNING MEDIA
As other learning strategies, the use of media as a tool to help in the
learning greatly determines the success of the achievement of learning outcomes.
Some media that frequently used in Midwifery Study Program includes:
1. LCD, White Board, videos and multimedia are most frequently used
2. Health Laboratory, Medicine and Midwifery Equipment, Phantom, Dolls
3. Printed media
4. Electronic media
5. Model, Phantom , Doll
6. Community, patients
