Aberdeen City Council is arranged into six functions. Each function is divided into clusters, and within each cluster are service areas/teams.
About the Resources Function This function is responsible for our people management, financial management and our information management. It also has responsibility for the Council owned assets and, separately, the delivery of the Council capital programme.
About the Corporate Landlord ClusterThe Council operates a Corporate Landlord model pulling the resource that manage its property assets together in the one cluster for the first time. By consolidating and controlling all property compliance, spend, space management and letting, this holistic approach will deliver corporate and central objectives, rather than local tactical needs and drive value for money decision making. The cluster is responsible for the council housing, operational properties and commercial portfolio which include over 22,000 council houses, 300 operational properties and over 700 leased out assets from garage site to TECA and Marischal Square.
About the Energy Management Team The team provides a comprehensive service in energy management including compliance for EPC and other energy legislation, delivering Scottish Government and EU funded energy programmes for both Council public buildings and domestic properties, implementing Council energy efficiency projects, advice on energy efficiency in new builds, energy strategy for district heating, managing energy contracts, energy monitoring, energy audit reports, reporting for KPI and carbon emissions, energy invoice validation and promotion of energy awareness.

About the RoleThe postholder will oversee the development and delivery of energy related strategies and projects, including responsibility for delivery of projects in Carbon Reduction for Council owned domestic and public buildings. This will be achieved through:
Feasibility studies of new renewable and low carbon technologies;
Understanding on legislative compliance requirements ; Energy modelling and scenario testing of energy related
proposals; Project management of consultants, partners and
contractors; Budgetary management; Analysis of a range of information and technical data
provided in connection with proposed and on-going projects.
Understanding the reporting requirements of energy efficiency funding such as ECO and other funding schemes to support project delivery

Overall management of projects to reduce carbon production within the Council’s property portfolio
Chair regular meetings with all project partners
Produce progress reports on project milestones
Take appropriate action to ensure that any issues identified are resolved to ensure project remains on target
Manage the involvement of internal professional resources and external consultants as and when required
Ongoing communication with customers
Establish a communications protocol Ensure customers are updated on project progress Manage any areas of conflict or dissatisfaction raised
between contractors and customersManagement of project based funding streams
Prepare reports required for project funding at defined timescales

As a minimum demonstrate skills and experience in
Deal with a wide range of clients from a range of services and backgrounds.
Deal with a range of property professionals and contractors (including contributing to contract monitoring meetings).
Use all standard MS office software (e.g. Word, Excel, Outlook) to a competent level.
Strong Communication skills Experience in current energy legislation including Renewable Energy,
Energy Performance Certificate, and Green Deal.
Experience in methods of achieving energy saving in buildings and construction.
Experience in negotiation with contractors and consultants.
Experience in Energy Management software.
Experience in energy modelling and associated reporting.
Understanding of Construction Design and Management Regulations (CDM).
Proven ability to communicate effectively in verbal and written forms.
Proven ability to accurately record numerical information and undertake complex numerical calculations.
Proven ability to work to strict deadlines and manage constant and often conflicting demands.
