1. Quality Assurance and Accreditation System -18

===========================================

Check on “KAIZEN Report”

Since one of the aims of ABEST21 accreditation is to guarantee a substantial improvement of the

educational quality to the stakeholders, we need to check the progress of the accredited schools on

their Kaizen Plans, and give the status report to the stakeholders. To realize this, ABEST21 adopts

the processes of “Desk Review”, “On-site Interview”, “Check”, “Assessment Meeting”, and

“Disclosure”. After being accredited, the schools are required to submit an annual progress report

(Kaizen Report) by the end of May each year for three years. Upon submission of the Kaizen Report,

a Peer Review Team for the school is organized to conduct a desk review.

The Team will first conduct a desk review to check the progress on the Kaizen Plan, and then visit the

school for an on-site interview to verify the report. However, the purpose of this check is not to audit

the Kaizen Report. The Team will have serious discussions with the school on the results of

implementing the Kaizen Plan, including items accomplished, items not accomplished with the

reasons for failure, modification of plan according to the changes in the environment, etc. Review

Report prepared by the Peer Review Team will be examined at the Peer Review Committee, and the

result will be disclosed to the public. For instance, during an on-site interview in 2014, the Peer

Review Team recognized a fact which was unrevealed during the desk review. By discussing this

problem, the Team was able to provide the school with a valuable suggestion to cope with the

challenge.

Very often during the accreditation process the reviewer and the applicant tend see each other and

to act as opponents. In many cases, the reviewer tends to become aggressive, asking too much and

making unreasonable demands of the applicant. I actually have gone through such an experience,

being forced to obey the authority when applying for accreditation by an international accrediting

agency. This is why we at ABEST21 make every effort to enhance the quality of the Peer Review

Teams and to establish a culture of understanding and cooperation between the review team and the

applicant, based on the common goal of improving educational quality. Keeping this in mind,

ABEST21 is working on the creation and systematization of the reasonable Peer Review System.

Professor M. Nasir takes office as Minister of Research, Technology and Higher

Education of Indonesia

In formation of his cabinet on October 27, President

Joko Widodo of Indonesia appointed Dr. M. Nasir as

the Minister of Research, Technology and Higher

Education of Indonesia. Dr. Nasir (picture: left end)

is a member of Faculty of Economics and Business,

Universitas Diponegoro (UNDIP), an ABEST21

member school based in Semarang, Indonesia. Born

in Ngawi, Jawa Timur on June 27, 1960, Dr. Nasir

specializes in accounting. In October Dr. Nasir was

elected the President of Diponegoro University. We

sincerely congratulate Dr. Nasir on his new job.

3. Global Knowledge Network Information ===========================================

1) The 9th ICBMR International Conference

On October 24 and 25, 2014, the 9th International

Conference on Business and Management Research

(ICBMR) was jointly held by Universitas Indonesia

and Graduate School of Management, Kyoto

University, at Kyoto University. The theme was

intellectual dialogue and exchange concerning

academic and practical issues of business trade and

investment in the global market. ICBMR is an

international conference held annually by the

Faculty of Economics and Business, Universitas

Indonesia together with different Asian universities,

aiming to foster younger researchers. Many young

researchers are given the chance to present their papers at this conference. The best paper is

presented with the ABEST21 Award. At this 9th ICBMR, Mr. Fumio Hoshi, Advisor to Sumitomo Mitsui

Banking Corporation, gave a keynote speech. ABEST21 Award was given to Dr. Riani Rachmawati of

Universitas Indonesia, author of the research paper “Leadership Development Experiences of

Women Leaders in State-owned Enterprises (BUMN) in Indonesia”.

2) Faculty of Economics and Business, Universitas Airlangga (UNAIR), Surabaya

On October 5, 2014, we visited Faculty of Economics

and Business, Universitas Airlangga (UNAIR) in

Surabaya, Indonesia. The business school was

established as a part of the Faculty of Economics

and Business. UNAIR is a national university

founded in 1954, with approximately 26,000

students. The Faculty of Economics and Business

has 4,800 students. The Dean is Professor Dr.

Muslich Anshori (center in the picture). UNAIR has

applied for ABEST21 accreditation in 2014 and

successfully completed the review of Accreditation

Plan. The school is currently in the stage of

Self-Evaluation Report analysis.

3) Visit to Malaysian Qualifications Agency (MQA)

On October 7, 2014, we visited President Dato’ Syed

Ahmad Hussein (center in the picture) at MQA. Our

group consisted of Dean Ali Khatibi of MSU, Director

Khaliq Ahmad of IIUM, Professor Ming-Yu Cheng of

UTAR, and President Itoh. We explained the current

status of ABEST21 accreditation of Malaysian

business schools and exchanged opinions on

cooperation with MQA.

4) Attendance to 2014 AQAN Roundtable Meeting

On October 17, 2014, President Itoh observed the

2014 AQAN Roundtable Meeting held at Denpasar,

Bali, Indonesia. Major topics included partial

reorganization of AQAFHE (ASEAN Quality

Assurance Framework in Higher Education) and

election of the new AQAN President due to

expiration of the present term. The AQAFHE agenda

will be discussed continuously. Professor

Channarong Pornrungroj (front row, center in the

picture) from Thailand was elected as the new President.

5) Universiti Malaysia Pahang (UMP), Kuantan, Malaysia

On November 15, 2014, we visited the national

university of Universiti Malaysia Pahang, Faculty of

Industrial Management located in Kuantan City on

the South China Sea. UMP was established in 2002

as a school to provide engineering and technology

education in Malaysia. Faculty of Industrial

Management (FIM) was founded in June 2014 by

reorganizing the Faculty of Manufacturing

Engineering and Technology Management. The

Dean is Dr. Mohd Ridzuan Bin Darun (second from

the right in the picture). The school’s mission is to

“nurture excellent personnel in business administration and technology” and “leading the education

and research in business administration and technology based on industry-academia relationship”.

6) University of Malaya (UM), Kuala Lumpur, Malaysia

On November 26, 2014, we visited the national university of University of Malaya, Faculty of

Business and Accountancy (FBA) in Kuala Lumpur. We exchanged opinions on the Joint Research

Projects with the Dean and Professor Mohd Nazari Ismail, Ph.D. For the detailed information on the

7) Universiti Teknologi Malaysia (UTM), Kuala Lumpur, Malaysia

On November 26, 2014, we visited the national

university of Universiti Teknologi Malaysia Kuala

Lumpur, International Business School (IBS) in Kuala

Lumpur, Malaysia. IBS was established in 1997 as a

Graduate School of Management which specializes

on Technology Management education –

management education and training to the students

in engineering field. The Dean is Professor Dr. Mohd

Hassan Mohd Osman (left in the picture). We

exchanged opinions on ABEST21 activities in

Malaysia.

On-site Interviews for Kaizen Report of the accredited schools were conducted as follows.

As for the interview with SP Jain School of Global

Management in Singapore, the campuses in Dubai,

Sydney, and Singapore were connected through On-line,

Real-time, Tele-Conferencing System. Education

program at SP Jain School of Global Management is

given in 3 cities; classes are held 4 months each in

Dubai, Sydney, and Singapore.

2) Self-Evaluation Report – On-site Interview

Following the review result for 2014 by the Peer Review Committee, on-site interviews were

conducted at the following business schools.

proceed to the next stage.

5. Membership Information

===========================================

1) Faculty of Economics and Business, Universitas Hasanuddin (UNHAS), Indonesia

Prof. Gagaring Pagalung, CA has served as the Dean of the Faculty of

Economics and Business, Hasanuddin University, since October 2,

2013. In 2006, he received his PhD in Financial Accounting from

Gadjah Mada University, Indonesia. He specializes in Accounting

theory and finance. Along with his job as a teacher and a dean, he is

also working as a financial consultant in the local government.

Hasanuddin University is one of the largest universities in Indonesia

with 31.000 students in 14 faculties, and accredited with grade “A” by

the state. The Faculty of Economics and Business is one of the oldest

faculties of Hasanuddin University. Founded in 1948, it is also

considered to be the oldest faculty of Economics in Indonesia.

Currently, the faculty of Economics and Business aims to reform and improve the quality standards of

education in line with the increase in the degree programs’ accreditation, all of which are awarded an

“A” grade, and also in the post-graduate program that oversees 5 master and 1 doctoral programs.

Economics and business faculty plans to receive an international accreditation by the ASEAN

University Network - Quality Assurance (AUN - QA) for 3 departments at the undergraduate level,

and apply for ABEST21 (The Alliance on Business Education and Scholarship for Tomorrow , a 21st

century organization) accreditation for the postgraduate programs.

2) Faculty of Business & Accountancy, Universiti Malaya, Malaysia

Business education in the University of Malaya dates back to 1966

when the Faculty of Economics and Administration first offered

business and accounting courses. In line with the increasing demand

for accounting and business programs, the Faculty of Business and

Accountancy (FBA) was established on February 1, 1997 to focus on

developing these programs. FBA strives to meet the challenges of

preparing students to play a vital role in industry and nation building.

FBA seeks to remain at the forefront of business and accounting

education and continues to enjoy the reputation as an excellent

knowledge-based institution.

The FBA has five departments, namely the Department of Business Policy and Strategy, Department

of Finance and Banking, Department of Accounting, Department of Marketing and Department of

Operations and Management Information Systems.

Currently, FBA offers five successful programmes. The three programmes offered at the

postgraduate level are Master of Business Administration (MBA), Master of Management (MM) and

Doctor of Philosophy (PhD), while the two undergraduate programmes are Bachelor of Business

Administration (BBA) and Bachelor of Accounting (BAcc).

The FBA has collaborations with various business communities and government agencies. In

addition, many faculty members belong to the professional bodies such as Malaysian Institute of

Accountants (MIA), Malaysian Institute of Certified Public Accountants (MICPA), Association of

Chartered Certified Accountants (ACCA), Malaysian Institute of Chartered Secretaries and

Administrators (MAICSA) and Chartered Financial Analyst (CFA). Many are also advisors to several

financial institutions such as the Bank Muamalat, Public Islamic Bank and AIA Public Takaful.

The Dean of the Faculty of Business and Accountancy is Professor Dr. Mohd. Nazari Ismail. He

received his B.Sc. Economics (Hon.) from the University of Wales, United Kingdom, an MBA from the

State University of New York, USA, and a Ph.D. from the Manchester Business School, United

Kingdom.

He has published numerous articles in local and international journals and has also authored four

books. He has also consulted as well as provided training programmes to a number of public and

private sector organizations including The Prime Minister’s Department of Malaysia, Dewan Bahasa

and Pustaka, Proton, Matsushita, The Royal Malaysian Police, and the Malaysian Institute of

Chartered Secretaries and Administrators.

In 1999 he received an award from the Fulbright Foundation and became the Fulbright Malaysian

Scholar at the University of Michigan, Ann Arbor, USA. In 2005 he received another award from the

Fulbright foundation and became the Fulbright Visiting Specialist at Pfeiffer University, North

Carolina, USA. In the same year, he was a visiting fellow at Oxford Center for Islamic Studies, Oxford,

United Kingdom.

Before being appointed as a Dean of the FBA, Prof. Ismail was the head of the Department of

Business Policy and Strategy. He was also the head of the Strategic Planning and Development Unit

of the University of Malaya.
