PARTNERSHIPS (CCAP)

•  October 2015 Governor Brown signed into law Assembly Bill (AB) 288

•  AB 288 was enacted on January 1, 2016 and added to

California Education Section 76004 •  Authorizes California Community College districts into

formal partnership agreements with local school districts •  To expand access to dual enrollments opportunities for

high school students

INTERNAL LAUSD COLLABORATION PLANNING MEETINGS

•  Our office worked in partnership with various groups within LAUSD from March through June 2016 to surface any issues that could impact or be impacted by AB 288. We collaborated with the following offices:

BUDGET

• Average Daily Attendance (ADA):

•  AB288 implementation must not impact district ADA (240 minutes)

•  Dual enrollment courses may occur during and outside school hours

•  Textbooks and Materials: •  LAUSD schools will collaborate with LACCD

colleges to provide funding for textbooks and materials

HUMAN RESOURCES/STAFFING

•  LACCD instructors will not teach high school courses

•  LAUSD teachers may teach college courses outside contracted day

GEOGRAPHICAL SCOPE

•  LACCD colleges have informal service areas based on geography

•  LAUSD students should have access to all dual enrollment programs regardless of community college location

•  LAUSD mission is to have school choices available outside attendance boundaries

AREAS OF AGREEMENT

•  Develop blanket CCAP agreement covering all schools; addenda to delineate specifics at individual school sites

•  LACCD staff will not teach LAUSD courses

•  LAUSD staff may teach LACCD courses outside contractual day

•  CCAP agreement will not limit student enrollment to any one community college

•  LAUSD and LACCD will collaborate to provide funding for textbooks

•  No loss of revenue to LAUSD: district will always receive full ADA

•  LAUSD will provide services to specialized populations (Special Education & English Language Learners)
