There are 11 PEHSUs in the United States, covering the entire population, including services to citizens in Puerto Rico and the U.S. Virgin Islands. Two others, in Canada and Mexico, are not funded by the EPA or ATSDR. The PEHSUs provide clinical consultation to people, particularly children and pregnant and lactating women with environmental health concerns. Additionally the PEHSUs work to educate health providers in their area on environmental health topics. PEHUSUs enjoy close partnerships with Federal agencies, working with the CDC, NCEH/ATSDR, EPA, HRSA, NIEHS, NIH, state & local health departments, non-profit organizations such as the AAP, APA, AACT, ACMT, and the ACOG; and regional collaborations with Poison Control Centers throughout the country.

Children are more vulnerable in many ways to environmental chemicals and hazards than are adults. Most of the chemicals currently in use commercially in the United States have not been tested adequately in children to assure their safety. And children differ behaviorally, in their diets, and in their physiology. They breathe faster than adults, do not have full development of their lungs until they are 8 years old, and breathe in a space closer to the floor. They have other immature organ systems that put them at risk, including thin immature skin, an immature immune system, an incomplete blood-brain barrier, a sensitive developing brain, and poor detoxification systems, including immature kidneys and liver. They may be breast-feeding and exposed to chemicals passing into breast milk. The diets of toddlers and older children differ from those of adults. They are smaller than adults and have longer life expectancies. Finally their behaviors are different and can put them in harm’s way through oral exploratory behaviors, mimicry or curiosity. They have great mobility and require constant supervision and protection.

It’s very important to recognize that blood lead levels we once thought had no sequelae do, in fact, have sequelae. What we previously considered low blood lead levels are associated with an increase frequency of learning disabilities, hyperactivity, aggression and other behavior problems, as well as decreased IQ. Learning disabilities, hyperactivity, aggression and other behavior problems are in red on this slide because these are the problems that get kids into trouble, in and out of school. The decrease in IQ for individual children may not be as clinically important, however, it is extremely important on a public health level.
