Abstract
This study reports the findings of a survey of the collection development
practices in the libraries of 15 engineering colleges of Karimnagar and
Warangal Districts of Telangana State which is affiliated to Jawahalal
Nehru Technological University (JNTU), Hyderabad. Various aspects
like nature of collection development policies, general picture of
collection, selection of different types of documents, basis of book
selection, broken sequence, sources of acquiring books, frequently
consulted book selection tools, availability of secondary sources of
information, number of books added every year, less/unused used books
are investigated and analyzed in the study. Concludes that the present
collection is basically print dominated and needs an integrated collection
(print, non-print and electronic) based on a more pragmatic collection
development policy with emphasis on media resources and electronic
resources.

INTRODUCTION
The Library is the backbone of the College. Information is a power and libraries are the
reservoirs of this power. Libraries achieve this power with continuous development of
collection of documents. From the origin of the libraries, the collection of useful
documents is the main symbol of the library. No one can imagine about the library
without collection. Development of collection is one of the most basic functions of any

library and information center. Collection development is a regular addition of
information sources in print, non-print and electronic forms and weeding out of out-dated
reading materials. According to encyclopedia of library and information science 'Library
collection is sum total of library material-books, manuscripts, serials, government
documents, pamphlets, catalogues, reports, recordings, microfilm reels, micro cards,
microfilms, punched cards etc. that make up the holdings of a particular library'. Now in
the age of Information and Communication Technology (ICT), the information is
available in the electronic form. Libraries are acquiring information in the form of CD-
ROMs, hard disks, pen drives and online resources through Internet. Therefore these
forms of documents are also included as indispensable part of the library collection. A
developing library collection depends on various factors. 'The process of planning and
building a useful and balanced collection of library materials over a period of years, based
on an on-going assessment of the information needs of the library's clientele, and
demographic projections, normally constrained by budgetary limitations. Collection
development includes the formulation of selection criteria, planning for resource sharing
etc .
Our Engineering colleges are not well equipped as far as quality book collection is
concerned and most of the Engineering colleges have confined their collection of books
and periodical only to the extent of AICTE norms. Many of these collections do not
satisfy the users either qualitatively or quantitatively. There are many libraries, which are
yet to start their collection development in other forms, other that books and journals.
REVIEW OF LITERATURE
A huge amount of the literature on Library and Information Science reports the
importance of engineering libraries including the conditions of these. Mukherjee, A. K.
(1974) in “Book selection: principles, practices & tools” opined that an efficient book
selection makes a library of valuable books, a living source of culture. This selection must
be in relation to reader requirements and not only a collection of good books.
Seetharama, S. (1997) in the paper “Collection development/management in an
information technology-based environment: current initiatives and issues” discussed the
impact of information technology on collection development and collection management.
He also examined about the changing role of libraries and librarians in manipulation
traditional as well as electronic resources.
Mahapatra, P. K. (1999) in his book entitled “Collection management in libraries” stated
that collection management is not just book selection, acquisition, building the collection
and even collection development. During last few decades the library situations have been
affected by social, economic, cultural and academic changes, the declining financial
resources, technological innovations, changing needs and requirements of the user groups
and access to wider resource base. The concept of collection management has emerged to
cope with the new situations. He also examine about the management policy, policies and
techniques, fiscal design, evaluation and maintenance, cooperative collection guidance
and electronic media.

Vashishth, C. P. (2011) in the article “Building library collection in environment:
challenges & opportunities” enumerated various steps involved in building library
collection in print as well as digital/ e-resources. He underscored the part of bookkeeper
in accumulation building and furthermore talked about the issues being confronted by
librarians in collection building."
A study conducted by Janak and Verma (1992) examined the status of engineering
college libraries in terms of collection, finances, staff, services and organization. Ullah,
Pradeep Kumar and Ahmad (2002) examined the status of collection, facilities,
manpower and services. Khan (1993) analysed the collection in terms of growth in size,
growth of users and compares with the growth of budget. Ahmad and Satija (2002)
discussed the procedures for acquiring, organizing and preserving documents to
dissemination of information. Rashid and Amin (1998) examined the library automation
operations, collection organization, services, finance and staffing. Mary and Sankar
(2008) discussed the evaluation techniques for document collection. Biradar and Sampath
Kumar (2003) evaluated the library services. Document collection. Biradar and Sampath

ALL INDIA COUNCIL FOR TECHNICAL EDUCATION (AICTE)
AICTE was setup in 1945 to prescribe standards, quality assurance, accreditation, etc., in
engineering colleges. The government of India established a body to look after the
development of engineering education known as All India Council for Technical
Education (AICTE). The AICTE is responsible to accord permission to establish
institutions in the field of engineering, technology, architecture, town planning,
management, pharmacy, applied arts and crafts, hotel management and catering
technology, etc. At present, the engineering education offered in India particularly in
Andhra Pradesh & Telangana to train graduates to develop the manpower required in
industries and related areas to meet the challenges nationally and globally. Accordingly,
various National Institutions like Indian Institutes of Technology, Indian Institute of
Science and private building universities have come up.
ENGINEERING COLLEGE LIBRARIES
A library plays a central role in ensuring the success of higher grade of Engineering and
Technology. The important activities of engineering college libraries include the
Collection Development, Reference Service, Circulation, Document Delivery, User
Education, Access to Electronic Resources, etc. Engineering college libraries are
expected to provide cost effective and reliable access to information using the state-of-the
art information technology tools. The basic objective of the Engineering college library is
to be a dynamic instrument for explaining the expanding horizons of knowledge. The
library endeavours to make the legitimate needs and demands of the patrons, from the
senior academics engaged in advance research to the fresh entrant stimulate and
encourage students to develop the lifelong habits of good reading, study and research and
to be the centre of Engineering college for educational and scholarly pursuit. Nowadays
Library is like Knowledge centre and is the heart of any institute. The user‟s satisfaction
is main motto of library services and it is key success of any library. The services of
librarian are also make good customer satisfaction among users. Librarian should regular

CONCLUSION
Research on engineering college libraries, their use and services is carried out in different
states of India but studies on collection development in engineering colleges affiliated to
JNTUH are very less. On collection development and user satisfaction there are quite a
few studies, but the present study is therefore new and is richly contributing to the field of
research in Library and Information Science. Most of the studies are generally related to
the acquisition, procurement, selection, growth of collection, and services of engineering
college library users. The present study is confined to the Karimnagar District, Telangana
State. Structured questionnaire method was used both for librarians and the library users.
The main objectives of the study encompass the library collection development in the
engineering college libraries of Karmnagar and Warangal districts. Both negative and
positive implications on the library collection development are measured. After using the
results of the study it is concluded that the users says about the library collections are
significant. The responses of the Engineering Colleges of Karimnagar and Warangal
districts of Telangana State, users opinion about library collection and services are
significantly different.
