A report on Board STATE BOARD ical activities prepared as an information service for licensees OF MEDICAL EXAMINERS 1020 N STREET, SACRAMENTO, CA 95814 JANUARY-FEBRUARY, 1974 Dr. Wilkins Elected New Board President New Board of Medical Examiners of- ficers were installed January 15, 1974. They include Dr. Harold E. Wilkins, President; Dr. R. Theodore Nussdorf, Vice President and Dr. Gary Nye, Sec- retary-Treasurer. Dr. Harold E. Wilkins was formerly Vice President of the Board. He suc- ceeds Dr. Paul J. Dugan, of Roseville. Dr. Wilkins was first appointed to the Board by Governor Ronald Reagan in 1969. He has been an internist in Dow- ney since 1954. He is a 1947 graduate of the Medical College of Virginia and served his internship and residency at Boston City Hospital, Boston, Massachu- setts from 1947-51. He has served as an Assistant Clinical Professor of Medicine at the University of Southern California since 1955. Dr. Wilkins was an officer in the U.S. Air Force. He holds membership in Phi Beta Kappa and several other honorary societ.ies. Speech/ Audiology Licensing Ready Speech pathologist and audiologist li- cense applications are now being ac- cepted by the _Speech Pathology and Au- diology Examining Committee of the State Board-·of Medical Examiners_ Li- censure of speech pathologists and audi- ologists is required by July 1, 1974. Licensure is a legal requirement of all practitioners except licensed physicians, personnel conducting hearing tests under the direct supervision of a physician, or personnel in a school setting. He is a diplomate of the American Board of Orthopedic Surgery, a Fellow of the American Academy of Orthopedic Sur- gery, a Fellow of the Ame1ican College of Surgeons and a member of the West- ern Orthopedic Association. He practices in Whittier. Dr. Nye is an Orinda psychiatrist. He was appointed to the Board by Gover- nor Reagan in 1971. He received a med- ical degree from the University of Mis- sissippi School of Medicine. He served in Vietnam as a battalion flight surgeon with the U.S. Army. Report to Legislature on Nurse Practitioners The Advisory Committee on Physi- cian's Assistant and Nurse Practitioner Programs of the Board of Medical Ex- iners has subrn.itted a report to the Cali- fornia Legislature containing suggestions and recommendations for legislation re- lating to the nurse practitioner program. The report outlines general definitiqn and supervision requirements for n1:1rse practitioners. It also is concerned with ' the following aspects of the program:.· · .. functional description of various nurse· practitioner dassifications, settings, utili- zation, education and training require- ments. The advisory ·c;ommittee report defines a nurse practitioner as a licensed nurse with educational" knowledge and skills, who will provide direct patient care in consultation with a licensed physician or surgeon. Five classifications of nurse practi- tioner are recommended in the docu- ment. Classification will depend on the educational training and experience of the applicant. All classifications require that the nurse practitioner be under the direction and supervision of a physician. Such direction requires that the physi- cian be immediately available for con- sultation either personally or by tele- phone. The legislature may recommend a per- manent certification program for nurse practitioners in California during this session. During 1974, we'll continue to look for solutions to problems of informed consent and the practice of acupuncture. We hope to investigate continuing edu- cation as a requirement for re-licensure in California, and study the possibility of licensing by medical specialty. The increasing number of complaints against physicians and surgeons by the pub-lie merits extensive investigation. As the President of your Board, I look forward to serving you, as well as the puhlic, by maintaining the high stand- ards that have prevailed throughout the past in our a_pplication, licensing, exami- nation and disciplinary procedures.     Dr. Harold E. Wilkins was formerly Vice President of the Board. He succeeds Dr. Paul J. Dugan, of Roseville.

    Dr. Wilkins was first appointed to the Board by Governor Ronald Reagan in 1969. He has been an internist in Downey since 1954. He is a 1947 graduate of the Medical College of Virginia and served his internship and residency at Boston City Hospital, Boston, Massachusetts from 1947-51. He has served as an Assistant Clinical Professor of Medicine at the University of Southern California since 1955.

    Speech/ Audiology Licensing Ready

    Speech pathologist and audiologist license applications are now being accepted by the _Speech Pathology and Audiology Examining Committee of the State Board-·of Medical Examiners_ Licensure of speech pathologists and audiologists is required by July 1, 1974.

    Licensure is a legal requirement of all practitioners except licensed physicians, personnel conducting hearing tests under the direct supervision of a physician, or personnel in a school setting.

    The report outlines general definitiqn and supervision requirements for n1:1rse practitioners.
