1 A Program for Community Assessment & Improvement Executive Summary - Durham, Connecticut Conducted by the visit team from Hebron, Connecticut September 11, 2018 Introduction The First Impressions community exchange program was designed to help communities learn about their strengths and shortcomings through the eyes of first-time visitors. Volunteer teams undertake unannounced visits, record observations, and give constructive feedback to the exchange community. These reports are often used as part of broader community assessment or planning processes to inform community policy and action. The following is an overview of the highlights and re- occurring themes of the visit on September 11, 2018 and a debrief luncheon with both teams held on October 4, 2018. Additional detail can be found in the raw data reports available from members of the visit team. On September 11, 2018, a cloudy Tuesday, six volunteers from Hebron, Connecticut visited Durham. The team was generally expecting "a sleepy agricultural town with a good fair" and "a small residential town with a non-descript, small commercial corridor.” Members of the team knew about Durham primarily through their experiences with the fair and travels along Route 17. Prior to the visit the team conducted some online research of the websites for the Middlesex Chamber, Town of Durham, and Durham Fair and found them to be helpful and straightforward but a bit “unremarkable.” One team member noted that the economic development information provided was generic and “the town does not seem to have a clear focus for what sorts of businesses it would like to see grow in Durham.” This was reflected in team’s the overall impression of online research that Durham could better distinguish itself from other similar agricultural communities in the state but they were enthusiastic about their visit.

Introduction

TheFirstImpressionscommunityexchangeprogramwasdesignedtohelpcommunitieslearnabouttheirstrengthsandshortcomingsthroughtheeyesoffirst-timevisitors.Volunteerteamsundertakeunannouncedvisits,recordobservations,andgiveconstructivefeedbacktotheexchangecommunity.Thesereportsareoftenusedaspartofbroadercommunityassessmentorplanningprocessestoinformcommunitypolicyandaction.Thefollowingisanoverviewofthehighlightsandre-occurringthemesofthevisitonSeptember11,2018andadebriefluncheonwithbothteamsheldonOctober4,2018.Additionaldetailcanbefoundintherawdatareportsavailablefrommembersofthevisitteam.

OnSeptember11,2018,acloudyTuesday,sixvolunteersfromHebron,ConnecticutvisitedDurham.Theteamwasgenerallyexpecting"asleepyagriculturaltownwithagoodfair"and"asmallresidentialtownwithanon-descript,smallcommercialcorridor.”MembersoftheteamknewaboutDurhamprimarilythroughtheirexperienceswiththefairandtravelsalongRoute17.PriortothevisittheteamconductedsomeonlineresearchofthewebsitesfortheMiddlesexChamber,TownofDurham,andDurhamFairandfoundthemtobehelpfulandstraightforwardbutabit“unremarkable.”Oneteammembernotedthattheeconomicdevelopmentinformationprovidedwasgenericand“thetowndoesnotseemtohaveaclearfocusforwhatsortsofbusinessesitwouldliketoseegrowinDurham.”Thiswasreflectedinteam’stheoverallimpressionofonlineresearchthatDurhamcouldbetterdistinguishitselffromothersimilaragriculturalcommunitiesinthestatebuttheywereenthusiasticabouttheirvisit.

FirstImpressionsVisit

Forthefirsttenminutesofthevisit,theteamwasaskedtodrivearoundtownfromvariousentrances.The

teamprimarilyenteredviaRoute17southboundandtheirfirstimpressionswerethatthecommunitywas“charming,”“aclassicruralNewEnglandtown”withabeautifulgreenandhistoricdistrict.ThroughthevisitteammembersalsoapproachedtownviaRoute17northboundandRoute68andfoundsignagetobelimitedorlackingatseveraloftheentrances,andformanycommercialareas.Thehistoricbuildingsandareaswerenotedthroughoutthereportcontributingto“obviouscommunitypride.”Thelibrary,DunkinDonuts,fairgrounds,townhall,andsomesmallercommercialareaswerenotedasanchorsofthedowntown.However,astheteammovedthroughtowntheynotedthetrafficnoiseanddensityonRoute17tobesignificant.Athemeintheteamsnotesregardingthestreetscapeandinthedebriefdiscussionwasoftheseeminglyhaphazardnatureofdevelopmentwithinthemainstreetdistrict.Oneteammembersummedthisup“[therewas]anunusualmixofbuildingstylesandtypesthatseemedtobelackinginanoverallplanofdevelopmentandappearance-incontrasttotheobviouscommunityprideassociatedwiththelargenumberofantiqueandhistorichomesinDurham.”Giventhe“goodbones”andassetsofthedowntownareastheteamfeltwalkabilitythroughthe

downtownareacouldbeimproved.Challengestoaccessibilityincludethedistancebetweenamenities,densityoftraffic,andimpracticalityofanddisconnectionofsidewalks.NotunlikemanysmalltownsinConnecticut,theteamfoundrestaurantandretailoptionstobeparticularlylimitedbutcustomerservicewasgoodinthosethattheteampatronized.Throughoutthereportandinthedebriefluncheontheteamfeltthat

Durhamhasatremendousopportunitytobettercapitalizeonthetown/centergreenareaaswellasthefairgrounds.Onenoted“Thetowncenter/greenareaisverymuchintegraltoDurham’scharmandmarketability.Thereisgreatpotentialtoleveragethis.”

Inthedebriefluncheonwithbothteams,theteamsdiscussedhowtomaintainthesignificanceoftheFairforDurhamnotonlyasaphysicalassetinthedowntown,butasa“volunteertradition”thatengagesover1,700volunteersthroughoutthecommunityandasignificantnumberofcivicorganizations.Thisuniquetraditionisanassetformaintainingsocialcapitaland“saysalotaboutthecommunity.”Whilethephysicalfairgroundsitselfwasquietandlockedonthedayofthevisit,theyfeltthisareacouldbeanassetforthedowntownifwell-managedontheoffseason.Inthe

debriefdiscussionHebrondiscussedtheir“TownCenterProject”whichservesasimilarrole.

TheteamwasparticularlysurprisedbythevibrancyofindustrialparksandindustrialareasadjacenttoHobsonMotzerwheretheyobservedaseaofcarsintheparkinglot.WhiletheteamsuggestedthatDurham’slocationbetweenWallingfordandMiddletownmayaffectthepresenceofservicesandretail,thesecommunitiesalsoprovideaworkforcebaseforlargerscaleindustrialdevelopment.InthedebriefluncheonmembersfromHebronwereparticularlyinterestedinlearningmoreabouthowtheseindustrialareasaredevelopedandsupported,asawaytosupplementtheresidentialtaxbase.Hebronteammemberssharedtheirintentionalinvestmentbothinplanninganddevelopmentaswellasbusinessrecruitment.

Astheimpetusfortherenownedfair,itwascleartotheteamthatagriculturestillplaysasignificantroleinDurhamwithmanyroadsidestandsandmarketsaccessiblebutdiscussionswithbusinessownersandresidentsrevealedthattheagriculturalbaseisdwindling.Bothcommunitiesfeltanincreasingtensionbetween“Whatwewanttopreserveandtheneedtogrowthegrandlisttoservetheneedsandwantstoresidents.”

Overalltheteamhadthefeelingofatown"unchangedbydevelopment…theyhavedoneagreatjobwithpreservationofhistoricstructures."Whenaskedwhattheywouldmostrememberteammembersresponded"Thetownhallandgreen,”“Visitingwithlocalresidentsandseeinghowsimilarourtownsare,”“IapplaudtheefforttomaintainhistoricrootsofthecommunitywiththeexpansivehistoricdistrictandpreservationofDurham’spast

whichisatoughitemtobalance."Whenaskedwhatwasthemostoutstandingfeatureofthecommunity,teammembershadavarietyofcommentsincluding:"apleasant,livablesuburb,""Veryneatandclean,wellmaintainedproperties-bothresidential,municipalandcommercial,"" IwassurprisedwiththescopeofwhatwasofferedtotheseniorsandIwouldgladlysharewithmycommunity.Iamwonderinghowthe

towncanaffordtooffersuchacomprehensiveprogram"and"thefarms,bothintheirbeautyandusefulness."
