1 cup desiccated coconut 395g can sweetened condensed milk 10 cardamom pods - ground into powder Handful of pistachio nuts, roughly crushedMethod:

Mix 200g of the coconut and the remaining ingredients in a bowl. Add mixture to the pan. Stir over low heat until it starts to dry and rolls easily into a ball. Remove from the heat. Cool for 5 to 10 min until cool. Place remaining coconut onto a plate. Using damp hands, roll the mixture into balls and then in coconut to coat.

RIVERDANCE received a standing ovation when performed in 1994’s

Eurovision song contest, with the troupe and routine going on to take the world by storm.

In the 20 years since then, the global love aff air has hardly waned and many girls—and a fair whack of boys—who take up Irish dancing these days have little or no connection to Eire.

“You get quite a multicultural mix,” dance teacher Teresa McGorry says, smiling.

“We have one little girl from the Middle-East at the moment.”

Oganisers know that’ll be hard to top so instead they’re focussing on simply building on the rip-roaring success of last year ’s parade.

“We decided we would be shooting ourselves in the foot if we went for someone big each year,” co-organiser Karen Hennessy says.

“We want to let the event build itself…to build as a name.”

of them will be hopping their way through Leederville for Sunday’s St Patrick’s parade.

A key aspect of Irish dancing is to keep the arms and back straight while you dance: It’s bloody hard.

Such is the draw of the unquestionably beautiful—and energetic—dance there are 18 teachers and 10 schools around Perth, Ms McGorry says. “I have adult classes to kindergarten classes for three-year-olds.”

The k indy c lasses were introduced after her own daughter turned three.

“They do really well, which I didn’t realise until I had a three-year-old of my own. It’s about gaining an appreciation of the music and the pace.”

Some students arrive after a stint at ballet school.

“[They] love Irish dancing it’s happy and more upbeat.”

A recent fl ashmob in the Perth Cultural Centre left audiences wanting more and tapping their feet as dancers disappeared back into the crowd, Ms McGorry says.

“People sat to watch and when it was all over, there were kids still dancing.”

Irish Dancing Takes the World By Storm

There wi l l be plenty of colourful floats and marchers from groups including the Gaelic football association and Irish dancing schools.

by CARMELO AMALFICOCKBURN councillor Lee-Anne Smith has resigned from the South Metropolitan Regional Council saying she can no longer accept receiving $18,000 in annual “sitting” fees and allowances.

“I didn’t feel comfortable receiving i t ,” she told the Herald, having been elected by her colleagues to the SMRC in October.

Under local government entitlements, $19,000 a year is paid to the SMRC chair as an annual allowance plus $15,000 in “sitting” fees for attending all committee meetings, about 32 a year.

The deputy cha i r—now vacant—receives about $20,000 and other members $10,000.

A n a d d i t i o n a l $ 3 5 0 0 i s paid to all SMRC members to reimburse them for “information and communication technology expenses”.

All payments are on top of other council allowances.

Des igned by counc i l lor Andrew Sullivan—an architect—the drawings came to light but were not discussed at the February 26 council meeting which approved Sunset Events’ $3 million bar and concert venue at Arthur Head.

The drawings include an “upper bar” linked to Sunset Events’ J-Shed project via a walking deck over the Arthur Head cliff face. The bar with ocean views is just metres from WA’s oldest public building.

There is also a lift next to the existing timber staircase leading to the pilots’ cottages now used by Round House volunteers.

Cr Sullivan says the drawings are not a council document and have no official status: “It is a sketch I was working on for my own benefi t,” he says. “It explores some of the ideas for the area.”

He says his idea has received

support as it integrates the area with Victoria Quay and fi shing boat harbour.

“Sunset’s lease does not negate work on other areas,” he says.

“The reason I developed the drawing is to help me resolve in my own mind the potential for the lease area.”

But Dick Baynham, chair of Arthur Head Committee and member of the Fremantle Inner City Residents’ Association which opposes the bar, smells a rat.

He accuses Cr Sullivan of eff ectively writing Sunset events’ business plan and helping force Round House from the area by labelling the cottage they now use “Sunset Artist House”. He says the council sat on the “sketch” for some time before revealing it online.

Mr Baynham says Cr Sullivan first posted his sketch on Cr Rachel Pemberton’s facebook site the day before council approved Sunset’s lease.

A snapshot of comments on her site include a couple from Cr Sullivan who states: “BTW the plan is not the proposal but gives you an idea of the complexity of the thinking that is going

into this issue.” Cr Sullivan prefaces the comment with, “I’m a great believer in informed community participation but that is sometimes hard in our passion-rich community where the ‘it’s my way or the highway or ‘you don’t listen’ is often the starting point of a conversation.”

Mayor Brad Pettitt told the Herald the drawings are amongst early versions developed by Cr Sullivan.

“It’s good thinking,” he says. “Ultimately, we didn’t go with this option because it was very expensive and complicated. It was put together to get us to think about what is possible.”

Council voted to scale back the development, which includes a micro-brewery catering for 400 people and 12 ticketed events a year for 1500 concert goers.

Mr Baynham says Cr Sullivan had assured his committee, “he hadn’t made up his mind on this” when “by his own admission [he’s spent] his time drawing up this ‘vision’—complete with a deck connecting J Shed to the Round House, a Sunset artist house and an upper bar adjoining the Round House”.

“At the fi rst meeting I attended an item was put forward to increase sitting fees for members,” Cr Smith says. She decided to quit after receiving three monthly cheques for $1500.

“Initially, I did not know what the fees were,” she said. “It was my fault for not paying closer attention.”

She also resigned as she was not happy with the direction taken by the SMRC to disband its public relations committee: “I wish them all the best,” she says.

Visitors are still allowed into the residential area but CEO Teresa Hickman says the day care centre had to close.

At the time of going to print, three residents were sick and day care was still shut: “None of our residents had to be hospitalised and no-one was sick for more than 24 hours,” Ms Hickman says.

“Visitors are still allowed but they have to follow certain rules, washing their hands etc, and can only visit their own relatives.

“We are following all the guidelines from the health department and believe we are over the worse of it.”

People should avoid visiting a nursing home if they are not well.

Greedy FreoFREMANTLE council, I am paying your miserable parking fi ne, mainly because I am not well enough at this time to fi ght it.

This fi ne was given whilst I was marching for a campaign on November 13. The ranger must have been sitting, waiting for someone to turn up, because I arrived at the spot at 2.55pm, and the fi ne was issued at 2.59pm—one minute before the 3pm free parking kicked in.

I wonder if it was the same person who fi ned me for parking on my own verge in Forrest Street, and then again whilst working for the same campaign group passing out pamphlets at the rail station.

At 67, on a pension and with severe arthritis in both knees, I need my car in and around Fremantle. One can only cringe at the council’s greed and bloodthirsty attitude to its seniors. My doctor was telling me she’d parked her car in Fremantle, went to get a ticket from the machine and on arriving back at her car, already had a parking fi ne.

It seems some of the council’s parking inspectors are up to their old tricks again: one can only marvel at the stupidity of a council struggling to get people to visit when it behaves like this.

I don’t like the modern Fremantle council. The members of the council of old ran rings around what we have today in honesty, integrity and foresight and, although born in Fremantle in ’47, I won’t visit my

For councillor Andrew Sullivan to suggest Fremantle is in danger of becoming “Dullsville” seems highly inappropriate given the number of events held in Fremantle and the current bald state of the Esplanade attesting to its overuse.

Sunset Events must know its Arthur Head proposal will only be commercially viable if a tavern licence is approved. While the council is not responsible for the issue of such a licence it will be consulted on its appropriateness.

As I have already pointed out, the council’s approval of Sunset Events’ proposal, in which a tavern licence is implicit, conveys tacit support for such a licence without that support having been explicitly sought.

In such circumstances it can be expected that an application for a tavern licence will be strenuously opposed on numerous grounds by resident groups.

Sunset Events would be prudent to anticipate just such an eventuality in pressing ahead with its proposal. Despite the mayor’s reported confi dence the development will transform the precinct, as others have stated it has a long way to go yet.

Fired upIF anyone has any doubts about the Fremantle council’s lack of consideration for inner city residents they would have been dispelled by the decision to allow a commercial operation to use part of Marine Terrace for the chilli festival.

The closure of the road caused chaos in West End streets.

On the other hand, the council should be applauded for what is happening on the Esplanade: by the time it has fi nished, the Esplanade will be a sand patch for young children to play in before they graduate to the skate park.

This lot are very vocal in the back alleys of internet forums, but won’t make their case even to the overly-sympathetic ears of the Herald.

I REFER to February’s public meetings attended jointly by some 200

Fremantle residents each opposing large-scale developments in Fremantle, including Sunset Events’ proposal for the part redevelopment of J-Shed on Arthur Head A-Class Reserve.

Since attending these meetings I have been dismayed by the evident disregard by some elected members of Fremantle council to:

• legitimate and well articulated views expressed by the community members

• the views of its former expert member of the design committee, Dr Linley Lutton

• state and local ordinances, particularly the council’s own LPS4 provisions and policies.

Specifi cally:1. When arguing his support for the proposed 850-capacity Sunset Events development, Cr Sullivan referred to Arthur Head Reserve Strategy Plan as providing the basis for this development. The only policy support I can fi nd in the document is for: “the low profi le commercial uses of the J-Shed, refl ective of and compatible with the history and maritime themes of Arthur Head and the foreshore … for the maximum fi ve-year period leases”. So unless Cr Sullivan could demonstrate otherwise, I would regard his public assertions as misinformed at best;2. At the council meeting Cr Sullivan justifi ed his support for the large-scale redevelopment of J-Shed as the continuation of the recently accomplished Old Port Project. I wish to put it on public record there is nothing comparable between these two developments. As manager of the project from inception to completion, including the procurement of Lotterywest funding, I should know. The Old Port Project has been done in accordance

with all applicable ordinances, including the sometimes tense community consultation and successful negotiations with Aboriginal elders. The heritage and community benefi ts served as the two prime drivers of its design, and the greatly improved patronage of the upgraded area demonstrates it was the right approach. Where is the evidence the Sunset Events’ proposal has undergone the same scrutiny and planning considerations, including identifi cation of tangible benefi ts to the community as a whole? 3. There is already evidence of vandalism on Arthur Head Reserve. Most of the heritage signs on Old Port and the interpretative reconstruction of the whaling station’s archaeological fi ndings have been damaged by vandals and subsequently removed by the council. What contingency does the council have in place to deal with the potential increase of vandalism generated by the additional crowds?4. I take exception to Cr Sullivan calling Fremantle “Dullsville”. It is disrespectful to residents like me, who worked hard and delivered tangible improvements to the City. The last time I checked Fremantle was the prime and most frequently visited tourist attraction of WA, the university town, the UNESCO-listed world heritage place and a busy state port. My friends from the US and Europe, who visited me recently after some years of absence, have reassured me the city centre looks cleaner, busier and classier than few years back, particularly the West End. It may not be enough in light of the council’s big aspirations, but it is a tangible improvement, due to many successful incremental

developments, celebrating Fremantle’s human scale and its heritage. All pre-dating and unrelated to the scheme amendment 49. 5. Are recent developments in Perth and Claremont what Cr Sullivan advocates for our city? If so, it would in my view be the end to Fremantle, as we know it. The council has ignored its own local identity code, the city-specifi c guide to compatible development, yet where is the evidence its facilitation of large-scale development has been successful? I have a copy of the conceptual design plan for the redevelopment of Point Street—one of potentially many design options based on the LIC, discarded up front by the council. Five years has passed since it instead adopted and promoted the feasibility plan for a much bigger development on this site. So where is it? 6. I would like the most outspoken elected member, Cr Andrew Sullivan, who by his own admission has been advocating big things for Fremantle, long before he joined the council, to substantiate his claims as described above. No more words, please, just the deeds. Could Cr Sullivan demonstrate the successfully completed, exceptionally well-designed high rise/high density development in Fremantle, which has delivered the promised benefi ts (ie, tangible increase of population, jobs, vitality, commercial viability, rates, better services, improved safety, attractive urban environment, sustainable future …. the lot). Or any other tangible benefi ts generated by recent development initiatives undertaken by the council?

To me Cr Sullivan’s public declarations ring hollow, if not disconcerting. The fact they infl uence the council’s decisions makes me doubt Fremantle’s future is in good hands. So I look forward to being convinced that Cr Sullivan is right and the objecting community members are wrong. I look forward to Cr Sullivan providing the long list of successfully completed, large-scale developments he has pushed for over the years, that have delivered the promised benefi ts to the city and its community as a whole.

I belonged to the AVN in the ‘80s and ‘90s while my three children were growing up. It was extremely hard to question the prevailing “wisdom” at the time and I found the AVN excellent, providing me with comprehensive information aimed at informing (not indoctrinating) people about the pros and cons immunisation.

When I fi rst contacted them they were very quick to let me know that they were not anti-immunisation but were for providing all sides of the story—something BigPharma certainly doesn’t do—nor do governments and nor do many doctors.

For me I’m on the side of informed choice. Those “alternative” people talked about are rarely uneducated and unthinking and have usually researched thoroughly before making their decision not to immunise. Most people

Drop the hateLAST week the federal government awarded a contract to Transfi eld for $1.22 billion to run a hostel to house 2400 refugees.

So the public forks out more than $508,000 per bed—$836 per bed per night for a 20-month contract. Wouldn’t it be cheaper to put them up in the Hilton?

Perhaps we should be glad the inmates are so poorly treated they riot and die. It saves $500,000 in tax per death. And this is only one of the costs of our brutal handling of the dispossessed.

There is also the cost of the Australian Navy making incursions into Indonesian waters. All that bad publicity when inmates do things like sew their lips together, because only extreme gruesomeness will shock our insensitivity to their plight.

All this because the Howard government cut a little-known few million dollars item from the budget that supported the UN human rights commission’s work in Indonesia, which created a market opening.

Babies overboard wins elections. Stirring up hate worked for Hitler. Should we move forward to the fi nal solution? It’s economically rational.

And we are just as easily manipulated into vilifying and despising targeted groups as the Germans were before World War II.

It is just an extension of wedge politics. Or do we continue to throw away vast quantities of money in a way that can only be justifi ed by the emotional blindness of intense hate?

Or do we embrace our Christian past and become good samaritans? Many Australians live a decent lifestyle on just 10 per cent of what Transfi eld will be paid per person per year and the majority of us get by on less than 20 per cent.

Treating these people in the way we would wish to be treated will be benefi cial for all of us.

Grey growlingDAMIEN’S comments (“Intimidating oldies,” Herald letters, March 8, 2014) demand a response. What he calls the “grey brigade” opposed the J-Shed development at the Fremantle council meeting. The fuddy duddies behaved badly. That’s true. Damien was a bit shocked. Sorry, mate.

But, Damien, I’m one of the grey brigade. We were the ones who bought houses in Fremantle in the 1970s and ‘80s. Attrition, it was. Some of us paid $80,000 for a house! Holey moley.

Surely that entitles us to veto anything we don’t like in our neighbourhood? My neighbourhood? Surely? Surely?

It always pays to “look for the money” and fi nd out who benefi ts from having us all believe in something. Guess what, in this case it’s the pharmaceutical companies who benefi t massively.

So, Katie Atwell is doing a great job for them and I’m sure she is sincere in her intentions. But there are other points of view which rarely get heard.

Although I don’t like graffi ti, and I’m sure the AVN wouldn’t approve either, it is usually the preserve of those who don’t have money, trying to get a diff erent point of view across. The AVN doesn’t have a huge fi nancial backer like Katie Atwell does to produce fancy ads. Katie’s ads intimidate but don’t inform. Having a lovely young mum on a wall saying she immunises doesn’t inform us of anything but the fact that she immunises.

Organiser Ewan Buckley says WA has a rare disease-free environment for bees.

“It’s vital that people understand the importance of bees,” he says, noting without their pollinating power the world would lose one-third of its food supply.

Roger Maddrell didn’t have enough room in his own garden for bees, so he has come along to help with the hives: “What I fi nd most fascinating about bees is that there is always more to learn about them,” he tells the Herald.

Mr Buckley says people are blown away by how much honey a backyard hive can produce.

by STEVE GRANTTHE new owner of New Edition bookshop says he hasn’t bought the Freo institution as a charity case.

“Book sales for independent bookshops have gone up in the past couple of years,” says Alan Sheardown, whose purchase of the 30-year-old business was fi nalised last Friday.

Following Fremantle council’s intervention in New Edition’s almost-demise, the store will move down the road into a council-owned building at the corner of High and Henry Streets.

Its last trading day at its current location is Saturday March 15.

It will take over the ground fl oor from Armstrong Parkin Architects, which will move upstairs and double in size.

Mayor Brad Pettitt, who helped broker the purchase, was full of praise for the architects as losing street-front presence wasn’t part of their original expansion plans.

He says the council’s relationship with Mr Sheardown is strictly on a commercial basis at this stage but his description of a bookshop specialising in Fremantle authors being a “no-brainer” for the

council’s new business activation grants—worth up to $10,000 for fi t-outs and rent subsidies—should make Mr Sheardown smile.

“New Edition is an iconic Fremantle business, and

when I knew that James was thinking about closing it, it was good to start a conversation with him over coff ee about what the city could do,” Dr Pettitt says.

He was bombarded by emails and letters from local authors begging the council to intervene as rumours swirled about New Edition shutting for good.

Mr Sheardown says he’d been hearing the same rumours at his East Vic Park bookshop Crow Books.

Originally he’d wanted to buy the Northbridge branch of New Edition but owner James Calligaro took that off the market and will now rename it and work from there.

Mr Calligaro says he’s sad to be leaving Fremantle but could no longer wear the costs of running a bookstore in Fremantle, particularly one with a

footprint as large as New Edition (his lease is for the building’s two storeys).

“This is probably one of the busiest shops in town. There are certain people that come in every day,” Mr Calligaro told the Herald. “And the website was just starting to work.”

Mr Sheardown says he has a strong historic connection to Fremantle, with his great-grandfather the chief superintendent of the prison, and his nanna lived in Henderson Street.

According to Scribe Publishing founder Henry Rosenbloom, independent booksellers are reaping the rewards from reduced competition caused by the collapse of corporate retailers Borders and Angus & Robertson and the high Australian dollar.

“There are even some signs that customers are rediscovering the special pleasures and benefi ts that only a physical bookshop can provide,” he blogged in 2012.

But he also warned that independents will struggle against ebooks in the near future and there are rumours online giant Amazon is going to set up an Australian arm, which could provide a knockout punch.

Responding to demands from locals to close the unlit lane linking Tintal and Renou ways, staff say there have been no complaints of anti-social behaviour since the fi rst petition for its closure fi ve years ago.

“Furthermore, Murdoch police and the city’s community security services do not highlight the area as a hotspot for crime or anti-social behaviour,” staff advised the council.

“It appears the safety or security issues raised by the applicant and submitters in support of the closure may be perceived issues rather than issues that are actually occurring.

“It is acknowledged however that anti-social or crime instances may be occurring and going unreported by residents.”

Tintal Way’s Phil Dean says most homes that back onto the dog-leg are touched by crime—including his own.

Mr Holmes says commercial construction will begin immediately and, come December, people can apply for residential permits.

Paco Peña is regarded as one of the world’s foremost traditional Flamenco guitar players.

Born in Córdoba, Spain, Peña began learning to play the guitar at age 6 and made his fi rst professional appearance at 12. LITTLE old ladies rushed to turn off hearing aids and Perth CBD shop keepers—

fearing a riot was underway—hastily shut their doors as WA’s first samba band Sambanistas noisily paraded through the city 24 years ago.

The City of Perth banned the group from entering the capital.

“We were banned at least three times, while I was [musical director],” Richie Glasgow tells the Herald.

Not much was known about Brazilian samba music at the time and the outlandish costumes and loud percussion were looked at askance.

But when the band took to the streets for the (now-defunct) Northbridge festival hundreds danced in the street, much to the chagrin of organisers.

Police were called in to head things off : “If that happened in the UK the first thing would be the police car would be turned over, then the [shops] would be turned over, and then there would be a riot,” Glasgow sighs, wistfully.

But this was laid-back Perth and the coppers simply herded the band into the cultural centre where the party continued for a bit longer.

These days WA has six samba groups and all regard Glasgow as the man who made it all happen.

He moved to NSW a few years ago but is back in town at the end of the month for the fi rst Samba Summit—a gathering of the clans in Fremantle that will showcase their various styles.

“It’s well overdue,” he says. “There’s been an incredible cross pollination between the groups.”

Wasamba musical director Ben Bowtell is the man behind the summit, having kicked the idea around with Sambanistas MD, simply known as Rambo in the samba world.

“It’s a chance to see all the other groups perform, because we are always in the same parades,” Bowtell says.

A modest show had originally been envisioned but the response has been extraordinary.

“We hoped to get to where we are now as a fi ve-year plan,” Bowtell says.

With Rio gearing up to host the

Olympics in 2016, the world is set to go mad for everything Brazil—a country of 200 million people that’s slated to be a superpower of the 21st century. The Samba Summit is a chance for locals to learn a little about Brazilian culture ahead of the global crowd.

Brazil WA has thrown its support behind the summit, a Queensland music shop donated more than $1000 in equipment as prizes, and Mega Music in Myaree came on board as a major sponsor.

There’ll be performances by the various samba bands—Wasamba, Beleza, Sambanistas, Bassonovas, Bloco Do Norte and the Rio Margaritas (up from Margaret River)—and Perth’s only government school samba band, hailing from Ellenbrook, will also perform.

Samba dancers in traditional Brazilian costumes will strut their stuff on stage, DJs will keep the pace rolling between sets, and Brazilian singer Juliana Areias will perform alongside the cool sounds of Perth Samba Social Club.

There’ll be stalls full of samba-associated gear and musical equipment and crowds can try traditional Brazilian barbecue, sip on Brazil’s national cocktail caipirinha, made with sugar cane liquor, sugar and lime, or imbibe an icy brew from Little Creatures, also a sponsor.

The Samba Summit is open to everyone, any age, who has a little bit of samba in their toes. It’s on at the Fremantle Town Hall, Sunday March 30, 5.30–10pm.

shingles, graced this High Street, Fremantle site in the 1850s.

With the port city’s fortunes riding high on the back of the gold boom it went to make way for a grand three-storey building in 1907.

Step into the entry foyer from the street and you’ll fi nd a mellow marble slab with large black lettering proclaiming its provenance as the Central Chambers.

It’s been a few things since then, including a surplus store and Aboriginal art emporium, and in 1994 the upper level was converted into two luxurious apartments.

I often gaze up at West End’s apartments perched on top of its Victorian buildings, intrigued by glimpses of gardens peeping over parapets and was delighted to get the chance to check one out up close.

A magnifi cent jarrah staircase leads to the upper level, lit by a massive stained glass window.

The fi rst things to strike me as I step inside this four-bedroom abode are soaring spaces, light and ceilings so high they seem to disappear (in reality they’re 4.25 metres).

Catching my breath I also took in mellow pine fl oors, stunning ceiling roses and an assortment of old fi replaces.

No doubt the open-plan living/dining/kitchen was once a series of small rooms but walls have been ripped out to create a voluminous space that is elegant

and charming.The massive arched windows

have beautiful plantation shutters instead of curtains, even in the huge kitchen.

Old meets new here with sleek black granite bench tops, plenty of drawer and cupboard space and a fi ve-burner stove which all sit comfortably with an old coal fi replace and carved

timber mantle.The main bedroom is on this

middle level, a prodigious space bigger than some apartments I’ve seen.

Lovely grey-fl ecked white marble has been used in the ensuite, which has double vanities.

I was excited about climbing to the top level, and wasn’t disappointed, with views across Fremantle’s eclectic roof tops from the upper level bedrooms, which are off a spacious sitting area.

Step out onto the rooftop terrace and you can see the port and maritime museum, Garden and Carnac Islands and the length of High Street to the town hall and Round House.

It’s a view not many get to appreciate and always gives me a thrill.

The timber terrace isn’t looking as spiffi ng as its neighbour, which is lush with large potted trees and plenty of shrubbery.

I’m not sure how you get big fl ower pots up this high but I’d be fi nding out and turning this space into a green oasis: it wouldn’t take much.

This apartment comes with four secure parking spaces—no doubt great for visitors, because this close to all the action that Fremantle boasts you won’t need more than one car. And the train station is a short stroll.

Fremantle Hospital within

by BRENDAN FOSTERA FRENCH busker has pleaded guilty to a charge of assault after snipping a lock of hair from a festival-goer at last weekend’s Fremantle Street Arts Festival.

Madcap mime artist Rodolphe Couthouis—aka Flochard—was given a spent conviction, but was slugged $125 in court costs.

“Everything is over and I’m a free man!” he laughed. “I am not a haircut criminal.”

Mr Couthouis says a woman who later insisted on his being charged had burst out laughing when he snipped off a ringlet while performing his rst show Blah Blah Blah on Easter Saturday.

“During the show, when I can see someone without hair on his head, I look at someone with long hair, and think maybe I can help the person with no hair,” he told the Herald. “I go to my bag and get my scissors out, come next to the woman and cut a little piece of hair and put it on his head.

“I did it very slowly—three times I look at her, look at him, so she can see what I’m doing.

seized on the memo as evidence of maladministration.

WA planning shadow and Willagee MP Peter Tinley—who has doggedly pursued the department’s troubled relationship with Trans eld—now wants the Corruption and Crime Commission and WA auditor-general to get involved.

“I have been given signi cant evidence of jobs that were paid to the head contractors by the department of housing that the head contractor failed to complete,” Mr Tinley told the

Herald. “The jobs were ultimately given by the department to contractors outside of the head contractor model to complete, so these jobs were paid for twice.”

Mr Tinley grilled WA housing minister Troy Buswell in state parliament last week about contracts worth hundreds of thousands of dollars and the reply was, “what’s the problem?”

“This is a minister who until only a few weeks ago was denying there were any problems at all within the failed privatisation until the evidence became so overwhelming he was forced to

acknowledge problems with the ‘implementation’,” Mr Tinley said.

Meanwhile, Mr Buswell has referred Mr Tinley to the CCC after the Willagee MP attacked Homeswest for demanding that neighbours of Homeswest properties share the cost of replacing asbestos fences.

Mr Buswell says Mr Tinley owns such a home and would have received one of the letters, and that he should have publicly disclosed his nancial interest.
