A Message From Your Tax CollectorAlthough I have not been able to have regular office hours

since mid-March, due to Covid, I was able to purchase a lock box for my porch for anyone wanting to drop their payments off.

As the end of the year is approaching, I want to remind those who have not paid 2020 Per Capita/Real Estate Taxes, that the last day you can pay 2020 will be January 18, 2021. I will be sending a reminder letter of unpaid taxes approximately December 1, 2020. If you believe you paid the tax and received a letter, please contact me immediately so that I may research this notice.

Please remember that you will need stamped paid receipts from the County, Township and School Real Estate taxes to apply for the Pennsylvania Rebate. I recommend that if you need assistance with filling out the forms for the Rebate, please do not hesitate to contact our local State Representative Zach Mako at his office in Slatington, 610-760-9805 or Northampton, 610-502-2701. His staff will be only too happy to assist you in the filing.

As you all know by now, the collector for the NASD School Real Estate and Per Capita Taxes is Keystone Collections. If you have any questions regarding this, please don’t hesitate to contact the School at 610-262-7811, to voice your questions or opinions.

Regarding the 2021 Lehigh Township Real Estate and Per Capita Taxes, I will be collecting them, but I will not be able to let you know when and where or how I will accomplish this until closer to that time. There will be an insert with your bills giving instructions as to the schedule for collection.

Most importantly, I hope and pray EVERYONE remains safe and in good health. Thank you so much for your patience and understanding in this very trying time.

The 2021 Lehigh Township Real Estate and Per Capita Taxes will be mailed February 1, 2021. If you do not receive them by the 15th of February, please do not hesitate to call me at 610-262-6222, so that I may send you another copy. Every resident over the age of 18 is required to pay a Per Capita Tax. Exonerations to the Per Capita Tax are based on an annual income of less than $5,000 per individual and $10,000 for a married couple. By the Act of the Per Capita for the Township, Social Security must be included as income. Only the School excludes Social Security income. Please call me at 610-262-6222, for an exoneration form if you qualify. Exoneration forms must be filled out annually.

Rails To Trails, Fall 2020In spite of our best efforts, members of the Lehigh

Township Rails to Trails, work on the path through the woods at Indian Trail Park has slowed down quite a bit. The heat of summer and the Corona Virus both have played a part. In August, conditions worsened when over 5 inches of rain fell due to hurricane Isaias. This caused the flooding of Indian Creek, which destroyed some of the path. In some areas, the contours of the land were completely altered. Fortunately, in other areas the damage was minimal. The floodwaters also washed out dirt, stone and gravel under and around two

of the pavilions. Repairs to those areas were made by the Township Maintenance Department and members of the Fire Department.

In spite of these changes, the woods continue to be a showcase of the force of and the beauty of nature. Dead and live trees were knocked down by the storm, and some of the invasive stilt grass was covered over. As trees decay, they are often the location of a variety of shelf or bracket fungi, whose job it is to breakdown dead trees and return nutrients to the soil. They can have a variety of colors and sizes. Take a walk in the woods and look for them.

As the weather cools, we will be continuing our work on and repair of the trail. We are also in the planning stages for some signs about the fish in the creek and the trees to be found in the woods.

Last winter we led a series of walks in local towns. We hope to continue our Winter Walks Program in 2021, perhaps visiting Catasauqua and Nazareth. Check our Facebook page and local publications for updates.

Lehigh Township Historical Society NewsSubmitted by Ruth Hall Kent, LTHS Secretary

2020 so far has been a strange and unusual year for everyone, especially the Lehigh Township Historical Society. Because of COVID-19 the Lehigh Township Historical Centre and Museum has been closed to visitors as has the St. Paul’s One-Room Schoolhouse in Indianland. We do not expect to have visiting hours until sometime in 2021, depending on the status of the virus.

For those of you who follow our activities, you will know that our annual, Finally Spring Basket Social, was suddenly postponed less than two weeks prior to its scheduled date in March. We also had to postpone our BBQ Take-Out dinner fundraiser that was scheduled for early in June. We eventually held the BBQ on August 15th and are doing a repeat, along with our Mum Sale on September 12th. Other than that, no additional fundraisers will be held this year.

Our planning for a One-room Schoolhouse Reunion along with the annual St. Paul’s open house was also cancelled. We had also been planning an event for 2021 that would be a trip down memory lane for the final year of the “new” Lehigh Elementary school built in 1955. We put the plans for that event on hold as we do not have any idea of the path forward with the virus and group gatherings. Next year, 2021, will also be the 20th anniversary of the formation of the Lehigh Township Historical Society. We are hoping that next year will be much safer from a public health perspective so that we can plan some events.

On a high note, we finally completed our new lighted sign in front of the Historical Centre that identifies our building as a museum and historical center. The project was partially funded with a grant from the Northampton County Hotel Tax Grant (awarded 2019). Additional funding for the sign came partly from the Lehigh Township Board of Supervisors annual donation to the Society, along with membership donations from several of LTHS civic and business sponsors: J.T. Lelo Trucking LLC, Point Phillips Hotel, Henry’s Service Station, and the Lehigh Township Lions Club. The sign was made by FastSigns of Allentown and the landscape and lighting work was done by PSA Turf and Irrigation Inc. of Danielsville. Although it was not part of the grant project, LTHS had a mailbox installed next to the sign by Keith Hantz. We hope to protect the new sign from a repeat hit and run accident that took down our old sign last January and had parking bollards installed around it by Scott Siegfried. We appreciate and thank all of these individuals and businesses for the great work they did for the Society.

Anyone who has been housecleaning and thinks they have some old items to donate to the historical museum, please give us a call at 610-440-0151 and leave a message so we can arrange a time for you to drop off such items by appointment.

Our membership donations this year have dropped off from past years. Our new membership year begins in January 2021. Membership forms for individuals and businesses are available on our website to be downloaded. We are still looking for people interested in becoming active with LTHS and volunteering at our future fundraising events, when we can resume those activities, so please contact us and let us know you are interested. Snow Removal Information & TipsIt is the goal of the Lehigh Township Road Maintenance Department

to maintain safe and passable roads during winter storms. The Road Department tries to get as many roads plowed and cindered as possible before residents have to leave for work or return home from work, although, depending upon the timing of the storm, it is not always possible. Please be patient. It takes the Maintenance Department approximately 3 1/2 to 4 hours to cover every Township Road under normal circumstances. Extreme conditions such as ice, heavy snowfall, and wind can extend the time it takes to clear roads. Main roads are always given a higher priority.

In order to keep the roads open, the plows need to plow along the edge of the roads. The drivers do their best to not damage any mailboxes, unfortunately, they cannot always prevent it. They have no control of where the plow unloads the windrow of snow, occasionally, the weight of the snow knocks over mailboxes. Since most mailboxes are located within Township road right-of-way, the Township does not repair or replace them. You can try some of the suggestions below to try to minimize the damage on to your mailbox:

• When installing your mailbox, keep it as far from the edge of the roadway as possible.

• Remove snow from around your mailbox, but avoid throwing the snow back onto the roadway.

• Inspect your mailbox before winter. Make sure it is firmly supported in the ground. Check for deteriorated wooden posts and rusted metal posts. Also make sure your mailbox is securely mounted to the post. Check the mounts for rust and wear as well.

• If possible, avoid plastic mailboxes. Some plastic mailboxes have a tendency to shatter in cold weather.

• If your mailbox continues to get knocked down, you may want to consider changing the location of the mailbox. Sometimes moving the mailbox a few feet in either direction can help.

Stormwater Management SolutionsStormwater runoff is generated from rain and snowmelt

events that flow over land or impervious surfaces, such as paved streets, parking lots, and building rooftops, and does not soak into the ground. The runoff picks up pollutants like trash, chemicals, oils, and dirt/sediment that can harm our rivers, streams, lakes, and coastal waters. Stormwater run-off causes, flooding, pollution and health impacts, streambank erosion, sedimentation, impacts groundwater recharge and recreational opportunities.

Neighbor disputes over stormwater are very common. Water does not follow property boundaries and there are often instances where water flows from one property onto another and causes damage. It is important to realize that activities on your own property can adversely affect your neighbor’s property. Do not direct stormwater flows onto a neighboring property, do not block stormwater from leaving your neighbor’s property and do not alter the path or the stormwater. Stabilize disturbed areas and maintain lawns, driveways, and gardens to prevent erosion and sedimentation on your own and on other peoples’ properties. Changes from building and land development activities can alter natural flows of surface and stormwater. It is important to recognize that grading and re-grading can change how water moves across the land. It is essential to leave natural drainage paths undisturbed when possible and never intentionally concentrate stormwater flows. If you

find yourself in a dispute with a neighboring property owner over stormwater issues remember: open communication and cooperation can prevent stormwater issues and help resolve existing stormwater problems. It is important to take steps to protect natural water courses, infiltration areas, and drainage paths. Be mindful of how your actions can affect adjacent landowners and take steps to prevent damage not only on your own property but also on your neighbor’s property.

Making small changes to how stormwater is managed can go a long way to reducing negative impacts. Some water-friendly landscaping solutions which help reduce stormwater runoff are listed below. *It is important to check if a permit is required prior to completing any of the projects listed below.

• Water retentive soil• Terracing• Rain barrels or cisterns• Permeable surfaces• Artesian wells• French drains• Rain gardens and bioswales• Green roofs• Trees and shrubs

Lehigh Township The Lehigh Township Public Works Department will begin its fall curbside leaf collection program on Monday,

November 2, 2020. The program will continue for six weeks. Leaves must be placed at the road by the Monday of the scheduled week for pickup. The Maintenance Department will be making a onetime pass on each Township road based on the schedule below. Leaves only shall be raked to the shoulder of the road for pickup. Leaves shall be kept off of the roadways. Leaves shall also be free of sticks or other material.

In addition to the collection of leaves, the Maintenance Department will also be doing a curbside collection of brush. Brush must be kept separate from leaf material. Brush shall be cut in lengths not to exceed 3 feet and bundled in a manner that will not exceed 15 pounds. This collection will follow the same schedule as the leaf collection.

The Public Works Crew may refuse pickup if inappropriate material is found within the leaves or if the above guidelines are not followed.

Residents are also welcome to bring leaves and brush to the yard waste recycling area located across from the Maintenance Department Building. This facility is for the disposal of residential brush, leaves, and yard waste only. Foreign objects that get caught in the grinder can cost thousands of dollars in repairs. Keep brush to lengths of no more than 6 feet and 8 inches in diameter. Stumps are not permitted. Commercial contractors and property owners can take their material to the FRCA Facility, 6701 Weaversville Road, Northampton.

Mandatory Recycling

Residents are reminded that Lehigh Township is a mandated recycling community. Paper, newsprint, aluminum, steel, plastics, and glass must be recycled.

Household Hazardous Waste

• Latex paint, unopened cans can be donated to Habitat for Humanity ReStore, 1053 Grape Street, Whitehall, PA 18052. 610-776-7499. Or visit, Northampton County Department of Economic Development & Community Affairs.

Battery Disposal

• Rechargeable batteries are accepted at most electronics retail locations, including Lowes, Home Depot and Staples (fees may apply).

• Alkaline & Zinc Carbon batteries are deemed ‘safe’ to throw in the trash by the PA DEP.

• Button Cell batteries can be thrown away or recycled as alkaline lithium batteries. Batteries with identification numbers that begin with an “S” contain mercury can be taken to any HHW event for recycling (when held).

• Lead Acid batteries can be taken to any HHW event for recycling (when held) or contact your local auto service center.

• Rechargeable batteries can be taken to any HHW event for recycling (when held).

Gasoline and Used Motor Oil Disposal

• All automotive items and materials including grease and rust solvents, fuel additives, motor oil, antifreeze, gasoline, carburetor cleaners, transmission/brake fluid, lead acid batteries, antifreeze and motor oil can be taken to any HHW event or various Advance Auto Parts, Autozone Auto Parts, Firestone Complete Auto Care, or WalMart.

Did you know that Lehigh Township is a recycling mandated community? The Department of Environmental Protection (DEP) requires Lehigh Township residents and businesses to recycle. Residents are required to recycle aluminum, glass, newsprint and yard waste (leaves, branches, etc.). Businesses are required to recycle aluminum, corrugated paper, high grade office paper and yard waste (leaves, branches, etc.).

The Municipality of Lehigh Township will accept yard waste ONLY. All Lehigh Township residents may drop off unbagged leaves, tree branches and hedge clippings. The tree branches must be cut into 8-foot lengths and shall not be larger than 5 inches in diameter. Grass clippings are not accepted. The drop off site is across the street from the Municipal Garage.

The leaves, tree branches and hedge clippings are to be unloaded in their marked areas, do not put these items in

the green bins. The green bins are used for transportation of these materials to the FRCA site. ***Please be sure to secure and/or tarp all yard waste/mulch while transporting to and from the site in your vehicle. Should debris fall onto the Township Road, it is your responsibility to clean up the debris.

If you are a resident of Lehigh Township and need to dispose of grass clippings, you may do so at the First Regional Compost Authority (FRCA) located at 6701 Weaversville Road, Northampton, PA 18067. Access the FRCA website at: www.frcaweb.org for further information, regulations and fees.

Lehigh Township sells blue recycling bins (22 gallon) for $7.50 at the Township Office between the hours of 8:30 am to 4:30 pm, Monday through Friday. Please be reminded that trash removal is through private hauler, the Township does not regulate who provides residential trash removal.
