ABSTRACT: The current South Dakota Department of Transportation (SDDOT) safety program is not reaching its full potential and does not adequately prevent accidents and injuries. The SDDOT has experienced an unacceptably high number of accidents. The incident rates for injury accidents for the three-year period 1996-1998 was well above the national average for similar industries. The objective of this research project was to develop a formal safety program that addresses these problems, then to develop a method to promote the new program. The development of the new program was to be accomplished by analyzing the current safety program and comparing this program to others that the consultant had developed, and similar industries. A survey instrument was established and employee interviews took place across the state using this instrument. In addition to the on-site interviews, the consultant observed actual work being performed by SDDOT employees both with their knowledge and without their knowledge. The current safety manual was revised and updated and changes to the current safety program are recommended. As a result of the review of the current program, it is recommended by the consultant that the current program not be scraped in favor or a new program. It would be more beneficial to modify the current program rather than to attempt to start over with a new safety program. Changes recommended by the consultant to the current program include revising the current accident investigation procedures to place a greater emphasis on prevention rather than blame, with the front-line supervisor taking a more active role in completing accident investigations; implementing a formal safety improvement identification program to help improve workplace safety; revising the role of the Regional Safety Committee so they will take a more aggressive position in the safety program; creating a full-time safety position within the Central Office to help track trends and promote safety from the Central Office staff; implementing a safety incentive program to help motivate employees to work safer individually and as a team; and enforcing the current safety rules, policies and procedures to make safety important to all SDDOT employees. America's Safest Companies: Conoco Inc.: Three Steps To Safety DATE: 2002 CITATION: Sandy Smith. Occupational Hazards, Vol. 64, No. 10, p. 60. ABSTRACT: Conoco Inc., based in Houston, has 150 safety, health and environmental professionals to provide education, support and guidance for the company's employees and managers. Conoco focuses on three that it considers critical to success: leadership commitment, workforce engagement, and tools and processes. While the company has a corporate-level safety policy and vision, most of the actual initiatives are determined by each business unit, based on what makes sense. One of Conoco's few corporate standards is that all business units must have a formal SH&E management system in place. Conoco has a series of corporate networks set up to become aware of what all of the business units are doing in safety and then shares best practices from each unit with all of the other units. Safety Leadership Today for a Safer Tomorrow - The Department of Transportation (DOT) has a clear strategic goal about safety and is structured to implement it DATE: 2000 CITATION: Dwight A. Horne, Public Roads, Vol. 63, No. 5, p. 4. ABSTRACT: The safety of the nation's traveling public is the top priority of the Department of Transportation (DOT). All DOT agencies are working together to promote the public health and safety by working toward the elimination of transportation-related deaths, injuries, and property damage. DOT has a clear, concise strategic goal about safety and has an organizational structure to implement its safety goal. To further enhance public safety, DOT established aggressive and measurable strategic objectives. The Federal Highway Administration plays a very large role in achieving these strategic goals, because more than 90% of all transportation-related fatalities and injuries still occur on the nation's roadways. The American Association of State Highway and Transportation Officials (AASHTO) with many of its partners developed the AASHTO Strategic Safety Plan. The goal of this comprehensive plan is to substantially reduce vehicle-related fatalities and injuries on our nation's highways. Characteristics of Worker Accidents on NYSDOT Construction Projects DATE: 2005 CITATION: Satish Mohan and Wesley C. Zech. , Journal of Safety Research, Vol. 36, No. 4, p. 353. ABSTRACT: Introduction This paper aims at providing cost-effective safety measures to protect construction workers in highway work zones, based on real data. Two types of accidents that occur in work zones were: (a) construction work area accidents, and (b) traffic accidents involving construction worker(s). Methodology/Results A detailed analysis of work zone accidents involving 36 fatalities and 3,055 severe injuries to construction workers on New York State Department of Transportation (NYSDOT) construction projects from 1990 to 2001 established that five accident types: (a) Struck/Pinned by Large Equipment, (b) Trip or Fall (elevated), (c) Contact w/Electrical or Gas Utility, (d) Struck-by Moving/Falling Load, and (e) Crane/Lift Device Failure accounted for nearly 96% of the fatal accidents, nearly 63% of the hospital-level injury accidents, and nearly 91% of the total costs. These construction work area accidents had a total cost of $133.8 million. Traffic accidents that involve contractors' employees were also examined. Statistical analyses of the traffic accidents established that five traffic accident types: (a) Work Space Intrusion, (b) Worker Struck-by Vehicle Inside Work Space, (c) Flagger Struck-by Vehicle, (d) Worker Struck-by Vehicle Entering/Exiting Work Space, and (e) Construction Equipment Struck-by Vehicle Inside Work Space accounted for nearly 86% of the fatal, nearly 70% of the hospital-level injury and minor injury traffic accidents, and $45.4 million (79.4%) of the total traffic accident costs. Conclusions The results of this paper provide real statistics on construction worker related accidents reported on construction work zones. Potential preventions based on real statistics have also been suggested. Impact on Industry The ranking of accident types, both within the work area as well as in traffic, will guide the heavy highway contractor and owner agencies in identifying the most cost effective safety preventions. In particular, overweight and obesity, lack of physical activity, and smoking greatly increase the risk of developing the most serious chronic disorders. Most of the dollars spent on health care in the United States, however, are for the direct care of medical conditions, while only a very small portion is targeted on preventing those conditions. As Americans see health care expenditures continue to increase, it is important to focus on strategies that reduce the prevalence and cost of preventable diseases. ABSTRACT: We sought to determine the relative effectiveness of different methods of worker safety and health training aimed at improving safety knowledge and performance and reducing negative outcomes (accidents, illnesses, and injuries). Ninety-five quasi-experimental studies (n = 20991) were included in the analysis. Three types of intervention methods were distinguished on the basis of learners' participation in the training process: least engaging (lecture, pamphlets, videos), moderately engaging (programmed instruction, feedback interventions), and most engaging (training in behavioral modeling, hands-on training). As training methods became more engaging (i.e., requiring trainees' active participation), workers demonstrated greater knowledge acquisition, and reductions were seen in accidents, illnesses, and injuries. All methods of training produced meaningful behavioral performance improvements. Training involving behavioral modeling, a substantial amount of practice, and dialogue is generally more effective than other methods of safety and health training. The present findings challenge the current emphasis on more passive computer-based and distance training methods within the public health workforce. A Survey-Based System for Safety Measurement and Improvement DATE: 2003 CITATION: Brooks Carder and Patrick W. Ragan. , Journal of Safety Research, Vol. 34, No. 2, p. 157. ABSTRACT: A task force sought to develop a method for safety measurement that is reliable and valid and provides a framework for improvement efforts. Method: Over a 10-year period, through working in a chemical company with about 6,000 employees and over 50 plants, the authors researched the use of employee surveys to measure safety and as a diagnostic tool for improvement efforts. Results: The statistical studies indicate that this survey, which evolved from the Minnesota Safety Perception Survey, is both reliable and valid as a measurement tool. The survey measures important components of the management system including (a) management's demonstration of commitment to safety, (b) education and knowledge of the workforce, (c) effectiveness of the supervisory process, and (d) employee involvement and commitment. This study also describes anecdotal evidence that the diagnostic element of the survey enables the development of effective action plans to improve safety performance. This evidence includes ratings of the process by plant managers who have used it. Impact on industry: The survey and related methods have helped to improve safety performance in several companies. Today's workforce is safer than ever. For example, numbers just released by the Bureau of Labor Statistics show a rate of 79 injuries and illnesses per 1,000 workers reported in the manufacturing sector during 2001, the lowest rate since the bureau began collecting this information in the early 1970s. This continual, positive progress in the level of safety experienced by the U.S. work force stems from two major factors, according to the Dallas Federal Reserve Bank. The first is the marketplace economy and competition, not government regulations, driving improved working conditions. The second reason for the reduction in the accident rate is that a smaller percentage of the population is employed in grueling and hazardous occupations. The dramatic decline in at-work injuries, illnesses and deaths only could be accomplished with across-the-board improvements in working
