In August 2013, over 30 small businesses and local contractors gathered at the MDC’s Training Center to learn about upcoming projects and to receive training on how to effectively market their goods and services. The MDC plans to continue these training events on an ongoing basis.
In addition to contracts awarded through the Clean Water Project, the MDC also has a strong record
of providing contracts to minority and woman owned businesses through our Small Local Business
Enterprise (SLBE) program. In 2012 alone, we awarded $2,949,828 to minority owned businesses
and $1,105,751 to woman owned businesses.
Through the Clean Water Project (CWP), a significant amount of contracts and subcontracts have
been awarded to qualified minority and woman owned business enterprises. In addition, the vast
majority of these contracts are with Connecticut based firms.

OJT participant Jonathan Ayala works with Paramount Construction Company on the Capitol Avenue Project in Hartford. Through this partnership, Jonathan was able to register with the Connecticut Department of Labor as a pre-apprentice pipe layer.
Through a partnership with the Community Renewal Team’s Youthbuild program (CRT Youthbuild), the MDC works with young adults to get the training and skills needed to qualify and obtain a career within the construction trades or in contract adminis-tration, material supply or public information work. Participants in the On-the-Job-Training (OJT) program are also able to earn their GED while in the program, should that be an impediment.
Through the MDC’s Small Contractor Development Academy, locally based firms offering construction related services are provided the opportunity to:
