NOTES ON THE EARLY HISTORY, HORTICULTURAL SECTION ASSOCIATION SOUTHERN AGRICULTURAL WORKERS G. H. Blackmon

When one looks back into the history of the Horticultural Section of the Association of Southern Agricultural Workers, one can realize the extensive changes that have come about in southern horticulture. The Section, in those days, was not affiliated with the American Society for Horticultural Science, and was considered solely as a Division of the Association of Southern Agricultural Workers as indicated. The programs consisted of general topics and the meetings were held in one room. Frequently there would not be over 25 or 30 attending the Horticultural Section, although occasionally it might reach as many as 40 interested in horticulture.

In 1928, a typical program included a discussion on extensive landscape work; applications of physiological studies to horticultural problems; more economic direction in horticultural workers; horticultural investigation by the U. S. Department of Agriculture; pruning apply trees; fertilizing fruit trees; fruit bud differentiation in the tung oil tree; economic fire heated hot bed, and certified Irish potato seed. These general subjects were carried in two afternoon of February 1 and 2, 1928, and the meetings were held in Atlanta.

In 1931 there were discussions on fruit freezing; peach pruning, certain type of injury to peach and apple; apple pollination; moisture relation to horticultural plants; peach situation; selection of native blueberry; tung-oil; four papers on pecans, including test planting, terminal growth and blooming; variation of performance and general pecan studies; records on home and market gardens; amount of formaldehyde treatments; teaching landscape by the sand-box method; road beautification; transmitting horticultural information; Fordhook bush lima bean; growth of asparagus, and one general address.

During this early period, some of the horticulturists were active that are now even on the retired list, or have passed on. Professor J. C. C. Price was Chairman the first session I attended in Atlanta in 1925. Then, Dr. T. H. McHatten was Chairman in 1927. Dr. J. R. Cooper was Chairman in 1930. There have been many of these old-timers who have held an important place in southern horticulture and have contributed to the development and growth of the industry through the region. They have been influential both from the standpoint of research as well as disseminating information, training and direction of horticultural students who have gone through the classrooms.

Dean E. J. Kyle, retired, Texas A & M College, who for many years was head of the Department of Horticulture at that College, took great interest in students in horticulture, and had much to do with popularizing horticulture in Texas which was felt throughout the southern region. C. L. Isbell, of Alabama, did an outstanding piece of work with reference to the growth and improvement of pecans. R. A. McGinty, of South Carolina, was noted for his interest in the field of vegetable research, teaching and administration. He did a great amount of work a few years before his death in connection with the Research and Marketing Act Regional Projects. Harold Mowry, in Florida, who worked in the field of horticulture for many years did outstanding research with tung-oil, citrus fruits, deciduous fruits and ornamentals. He did the first research work with minor elements on tung and citrus in Florida which changed the entire situation with reference to their growth and production. He later became Director of the Florida Agricultural Experiment Station, now retired and is connected with the Point Four Program as Consulting Director to the Minister of Agriculture in Costa Rica. There are numerous other old-timers about whom we could write, but these few will give a very good idea as to the type of men who helped to build horticulture in the

Note 2 - The attendance figures are not actual registration figures but a combination of actual registration and the estimated attendance in the various sections of those who did not officially register. In orher words, it represents the total number of indiciduals participating in the annual meetings to one extent or another. Note 3 - During the years 1899-1904 the association was known as the Cotton States Association of Commissioners of Agriculture.

During the years 1905-1906 the association was kown as the Southern States Association of Commissioners of Agriculture.

During the years 1907-1910 the association was known as the Southern States Association of Commissioners of Agriculture and Other Agricultural Workers.

Since 1911 the name has been the Association of Southern Agricultural Workers. Note 4 - Bound copies of the Association's printed proceedings are in the secretary's office for the years 1902 through 1911 and for the years 1927 through 1949. Copies of the printed proceedings are missing for the years 1899 through 1901 and for the years 1012 through 1926. If you have copies for any of the missing years which you can give to the association, please send them to the secretary. CONSTITUTION AND BY-LAWS OF THE SOUTHERN REGION OF THE AMERICAN SOCIETY FOR HORTICULTURAL SCIENCE (as Amended February 6, 1984, February 2, 1987 and February 3, 1993) CONSTITUTION Article I. Name The name of this organization shall be:--The Southern Region of the American Society for Horticultural Science (SR-ASHS). Article II. Purpose The purposes of the SR-ASHS shall be: 1) to encourage and facilitate mutual exchange of ideas and information concerning horticultural research, extension, and education and industry, 2) to promote stronger bonds among horticulturists in the Southern Region, and 3) to encourage participation in the national society, the American Society for Horticultural Science (ASHS). Article III. Membership Any person who is interested in the promotion of horticulture in the South is eligible for membership. A member whose dues are not more then five six months in arrears shall be considered active in this

organization., and tThe privilege of voting and holding office shall be restricted to active members. Eligibility for election to President, President-elect, Secretary-Treasurer, and the Executive Committee or appointment to Secretary-Treasurer shall be restricted to active members of the national society. Article IV. Meetings Annual meetings, including a business meeting, shall normally be held at the time and place of the annual meetings of the Southern Association of Agricultural Scientists (SAAS) with which this organization is affiliated, but may be held at any other time and place as determined by the Executive Committee of the SR-ASHS after consultation with the members and notification to the Secretary of SAAS. the Southern Association of Agricultural Scientists. Article V. Officers and Sectional Chairs 1. The officers shall be President, President-elect, Secretary-Treasurer, and Sectional Chairs, and Sectional Chairs-elect. Sectional Chairs shall represent the subject matter sections of the SR-ASHS created in the by-laws. 2. The election of officers shall be conducted at the annual business meetings. Nominees will be presented by a nominating committee and nominations may be made from the floor. Vacancies shall be filled by appointment by the President after consultation with the Executive Committee. Article VI. Nominations and Elections 1. Nominations for Elected Office.--The Nominations Committee shall submit a slate of candidates for the Election Ballot consisting of at least two candidates for each elected office to be filled. Members of the Committee may not be candidates for elected office while serving on the Committee. 2. Election of Officers.--The annual election of officers shall be by mail ballot. The Election Ballot shall be sent to all Members of SR-ASHS at least four months prior to the annual meeting at which the newly elected officers are to begin their terms of office. The Election Ballot shall contain instructions for voting and indicate the deadline for its return to the Secretary-Treasurer, who shall arrange for an independent tabulation of the results and who shall notify those elected at least one month prior to the annual meeting at which their terms in office begin. When there are more than two candidates for the office, the candidate having the largest plurality shall be declared elected. In the event of a tie vote for any office, the tie shall be resolved by vote of the Executive Committee. Article VII. Amendment The Constitution may be amended by a two-thirds vote of the active members present at any regularly called business meeting, provided members are given official notification of the proposed amendment at least 30 days prior to the meeting. The organization shall be governed by the Constitution and By-Laws of ASHS the American Society for Horticultural Science, and the Rules and Regulations of SAAS the Southern Association of Agricultural Scientists on all matters of policy not covered specifically by these articles, and it is the intent of this organization to conform to the policies of ASHS the national society and SAAS the Southern Association of Agricultural Scientists in all matters. BY-LAWS Section 1. Duties of officers: The President shall preside at the general sessions and business meeting, serve as the SR-ASHS representative of the SR-ASHS on the ASHS Resource Council, serve of the national society, and as ex officio member without voting privilege of on all standing committees, and present an address at the regular annual meeting. The President-elect shall serve as temporary President and preside at the business meeting and general sessions in the absence of the President serve as an official member of the Executive Committee, and shall serve as ex officio member with voting privilege of all standing committees. The Secretary-Treasurer shall be appointed by and serve at the discretion of the Executive Committee and shall be responsible directly to the Executive Committee for all operations of SR-ASHS. The Secretary-Treasurer shall maintain liaison between the ASHS Executive Director of the national society and the SAAS sSecretary, of the Southern Association of Agricultural Scientists, mail to members the call for papers at least 30 days prior to the closing date for acceptance of papers; notify members of proposed constitutional amendments at least 30 days before a business meeting; serve as chair of the Program Committee; serve as ex officio member without voting privilege of all standing committees; keep the records of the SR-ASHS; collect dues from members; serve as editor of newsletters; and conduct the affairs of the SR-ASHS with the aid and advice of the President and the members of the Executive Committee. The Sectional Chairs shall develop the program of the section, obtain projection and other equipment for use in the presentation of papers or posters, and serve as members of the Program Committee. The Sections are: Fruit Science, Vegetable Crops, Floriculture and Ornamental Horticulture, Postharvest and Biotechnology Horticulture, Poster, Extension, Education and Collegiate Branches. The Sectional Chairs-elect shall assist the Sectional Chairs in all business of their Sections, and in the absence of the Sectional Chair, shall act for the Sectional Chair. Section 2. The Executive Committee shall have charge of the affairs of the SR-ASHS in the interval between annual meetings, present at the annual meeting nominees for Nominating Committee, make recommendations for the presentation of programs and other activities pertaining to the welfare of the group. The Executive Committee shall consist of the President-elect and six (6) members representing the subject matter sections Fruit Science, Vegetable Crops, Floriculture and Ornamental Horticulture, Postharvest and Biotechnology Horticulture, Extension, and Education. The senior subject matter member will serve as chair, then retire, and an additional members, preferably from the same subject matter group as the retiring chair, shall become the junior member. committees, except for the Nominating Committee., and nominate chairpersons of standing committees in which the senior committee member does not assume chairperson responsibilities. The Executive Committee shall submit a list of nominees for the Nominating Committee which shall consists of six (6) members, with each member serving two years and with one-half of the members retiring each year. The retiring President of the SR-ASHS shall become one of the three new members of the Nominating Committee. The senior retired President shall be chair. Section 4. The Membership Committee shall promote membership in the SR-ASHS. Southern Region. Committee members shall serve two years with one-half of the members retiring each year. The Nominating Committee shall nominate at least one member from each state in the Region to the Membership Committee. The Nominating Committee may nominate additional membership members as requested by the Executive Committee. The President shall appoint the Nominating Committee chair. Section 5. The Awards Committee shall monitor the SR-ASHS awards program, review proposals for new awards and make recommendations regarding revisions to the Executive Committee. The Nominating Committee shall nominate one member each year to serve a three-year term. The senior Awards Committee member shall be chair. Section 6. The Program Committee shall be responsible for organizing the annual meeting. The Program Committee shall consist of the Sectional Chairs and Sectional Chairs-elect with the Secretary-Treasurer serving as Committee Chair. Section 7. Special Committees-: Special committees may be appointed by the President with approval of the Executive Committee. These committees shall serve as a nucleus for the activities of members having common special interests. Each The President may appoint the chair or allow a committee shall to elect its own chair. Section 8. Fifty (50) active members of the organization shall constitute a quorum for the transaction of business at the annual business meeting. Section 9. Dues shall be five dollars ($5.00) per year determined by the Executive Committee for all classes of members. Dues shall apply for to the calendar year starting February first and will be in arrears after July first of said year. Section 10. Representation in other organizations: (a) 1) The President or the immediate Past-President shall represent this organization on the ASHS Resource Council, of the American Society for Horticultural Science. (b)and 2) The President and Secretary-Treasurer shall represent this organization on the SAAS Board of Directors. of the Southern Association of Agricultural Scientists. Section 11.
