FOREWARD
Welcome to the Supplementary Regulations for the 2018 Primrose Rally,
a Navigational Rally running on 3rd and 4th February 2018. We also
welcome support from Owen Vehicle Services, Buckfastleigh (National B
classes) and The Country Maid Sandwich Bar, Ivybridge (Clubman class).
We are glad to continue the association with these companies and their
help continue to enable us to run slick night events.
For an entry fee of £90, the Primrose Rally runs on maps 191, 192 and
202, with approximately 150 mile route. Included in the entry fee are two
breakfast tickets for each crew, around 6 miles of private land during the
night.
As with last year, we keep the additional Clubman permit – making it
easier for newcomers and crews that want more of a challenge than 12
cars without the expense of a National B Licence. All you need is SHMC
membership, which can be applied for with your entry and collected on
the night. Same price as the National B round, and you get exactly the
same.
I hope you can support this event with your entry and make the 2018
Primrose Rally a good one!

Tim is always looking at learning about new technologies having recently completed a level 2 course on hybrid electric vehicle maintenance to go with his BTEC national level 3, nvq3 and level 4 diploma. SUPPLEMENTARY REGULATIONS 1. Announcement South Hams Motor Club will promote The Primrose Rally. A dual permit National B and Clubman status Navigational Road Rally held on the 3rd and 4th February 2018 2. Jurisdiction ‘Held under the General Regulations of The Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA) and these Supplementary Regulations.’ 3. Permits MSA permit No: National B – 104358 Clubman - 104359 DoE Authorisation TBA 4. Competitor Eligibility The event is open to the following competitors:
All fully elected members of the organising club Fully elected members of the member clubs of the A.S.W.M.C, A.C.S.M.C, A.S.E.M.C and the
W.A.M.C. This event is open to contenders of the following championships who must comply with above:

National B Competitors must produce a valid MSA “National B” or higher licence, valid club membership card and if appropriate, championship registration card. Clubman Competitors must produce a valid South Hams Motor Club membership card. (If applied for with the entry, this can be given to you at Signing On, unless you request otherwise) All Drivers must declare their insurance cover for their vehicle.
5. Vehicle Eligibility Competitors are required to present at scrutiny:
a current MOT certificate for the vehicle the registration document of the vehicle (V5) small spill kit (see below)
Vehicles must comply with all of sections: R4.1 and R18.1 – 18.6 of the current MSA Blue Book with the exception of R18.2.1 (“maximum of four cylinders”) and R18.2.5 (For Diesel and Petrol engines under 1500cc actual capacity forced is permitted……”) 4x4 vehicles will be allowed to compete by the organisers. Although venues will be passable in a standard road car, we would advise tank/sump guards and/or other under body protection for competitive crews. Cars are expected to be able to hold enough fuel to cover 65 miles. No fuel to be carried in vehicles in jerry cans or similar. No Racing Numbers or Advertising will be allowed R18.6.1` As there are to be sections off the Public Highway a Small Spill Kit is required to be carried by each competitor (R18.6.5 see also J5.20.13 - page 149 – “…..a self-contained spill kit capable of effectively absorbing minor spillages of upto 1.25litres of all vehicle fluids….” ) In-car Cameras or Recording devices are prohibited by the organisers and penalty is exclusion. R7.2.3 NO intercoms are to be used on the event except for those with MSA certificate of medical dispensation which must be presented at scrutiny and signing on, but mobile phones may be carried in competing cars for emergency purposes only. 6. Tyres - Tyres are free for competitor’s choice. Competitors are reminded that as the events runs on the public highway; the tyres should be legal to do so. This is the competitor’s responsibility to be within the Road Traffic Act at all times. 7. Entries Entries are open on Wednesday 22nd November 2017: The entry fee for the event is £90

Entries will be accepted on a first come first served basis with Entries Close at midnight on Sunday 28th January 2018. The minimum number of entries shall be 15 and maximum number of entries will be 40. Any entries received after this will go on a reserve list of up to ten. Any entries after this number will be returned unless otherwise specified by the competitor. Reserves will be allocated into full entries as and when the space becomes available in a first come first served basis. Cheques or Bank Transfers must have cleared prior to the event, and cash on the night will be accepted by prior arrangement only. Ammending Entry: Entries can be amended either crew member and/or competing vehicle without financial penalty. Cancellation/Withdraw: If you wish to cancel/withdraw your entry, this has to be done in writing at anytime upto the closing date (midnight Sunday 28th January) and a full refund will be given. If you wish to cancel/withdraw your entry AFTER the closing date, this has to be done in writing, and a partial refund may be given, subject to a £20 administration fee for costs incurred. IF you are doing an event the weekend of 27/28th January, and you sustain damage preventing you from competing on the Primrose Rally, please do not hesitate to contact us prior to the closing deadline. Refusal of Entries: Entries may be refused for any grounds, without reasons given by the organising club.
Postponement/Cancellation of the Event: Should the organisers cancel the event for any reason, a full refund will be given to competitors. IF the event is postponed, the competitor will be given the choice of a refund or their entry to be carried to the later event. Entries must be made online at www.shmc.co.uk or on the appropriate form; competitors must sign the indemnity and complete insurance details before posting their entry to the entries secretary at the following address with the appropriate fee payable to 'South Hams Motor Club Ltd.'

8. Outline of the event: The event will cover a total distance of approximately 150 miles. Scrutineering and Environmental: (16:30 – 18:30) Location: Exeter Kia, Hennock Road, Marsh Barton, Exeter, Devon, EX2 8NJ. Documentation: (17:00 – 19:30): Location: Haldon Forest Diner, Haldon Hill, A38 Southbound, Kennford, Exeter. EX6 7XS Map 192 – 896 831.5 Crews will be required to present their Completed Process Card, Club Membership Cards, Competition Licence, any relevant Championship Cards and must declare their Insurance Cover for the event. 20:15 Competitors Briefing – All crew members to attend Briefing at Documentation Venue 20:35 First Car leaves Documentation venue (MTC0 - Start times displayed on official notice board) 20:51 First car due MNTC1. (Route information issued at this point) 23:01: First Car due at MNTC2 05:45: Estimated arrival of First car at Finish Finish: Location: Haldon Forest Diner, Haldon Hill, A38 Southbound, Kennford, Exeter. Classes Class 1- Masters A Master crew consists of any driver or navigator who has won and/or finished in the top 3 of a Navigational/Road Rally event at a Nat B status Class 2- Experts An Expert crew consist of any driver or navigator who have not won but have finished in the top 10 of any Nat B Road Rally Class 3- Novices A Novice crew consist of any driver or navigator who is not eligible for the above classes. Also Includes ASWMC Novice Championship Registered Contenders. Class 4: Clubman: Open to fully elected members of South Hams Motor Club. (Membership can be applied for with your entry.)

NO PHONE CALLS AFTER 9PM PLEASE 11. Identification and Starting Order Competitors will be identified by 2x Rally Identification plates, which will be supplied by the organisers. These must be affixed to the rear window of the vehicle and the nearside rear side window It is the competitors’ responsibility to ensure that all Car Registration and Rally Identification plates are kept clean and clearly visible at all times. All identification must be removed or effectively covered at the Finish, on exclusion, or on retirement. R6.1 The seeded order shall be determined by the organisers based on Seeding Information supplied by the competitors and class entered. NO discussion shall be entered in Seeded number. Start times and starting order shall be displayed on the official notice board at signing on. 12. Maps and Route Instructions: Entrants will need a copy of: Ordnance survey Landranger series 1:50,000 Maps 191, 192 & 202 latest editions. The following Route instructions will be used to define the Correct Route, or NO-GO areas or a Blackspot:

13. Timing Timing will be by Marshal’s Clocks set to BBC time R12.1 The rally will use Scheduled Timing as per R12.2, R12.2.1 Maximum lateness will be 30 minutes, between any MAIN time controls. Penalties for early or late arrival once incurred will not be further penalised. You will be issued with the standard (“car 0”) time for all MTCs at the start of the event. Competitors will be required to make up lateness at Petrol/Rest halts. The route will include:
Standard Sections on the Highway- Timed to the Minute (R10.2- R10.2.4) Regularity Sections. (R10.4) Non-Competitive sections - Neutral (R10.3 – R10.3.2) Lateness Recovery Sections: See SR14 – LRTC. (Below) Timed Sections off the Public Highway: These sections might have Timed Controls to the second,
less than 2 miles apart, and Manned and Unmanned Controls less than 500m apart, but you won’t be expected to average more than 30 mph between Consecutive Timed Controls.
14. Types of Control or Check: Route Check (RC) [R11.3-11.3.3]: An unmanned check to establish a Competitor’s adherence to the correct route. Proof of passage will entail the Competitor recording the symbols from a Code Board that must be placed facing oncoming Rally Cars. These boards will be available for familiarisation at signing on. Passage Control (PC) [R11.4-11.4.2]: A manned control established to prove a Competitor’s adherence to the correct route. If unmanned will automatically become a Route Check (see above). These boards will be available for familiarisation at signing on. Time Control (TC/RSTC/IRTC/RFTC) [R11.5, R11.5.1]: A manned control established to record the time of a Competitor who must come to a stop for the purpose. It can additionally record the direction of approach and departure of the Competitor. Neutral Time Control (NTC) [R10.3] A TC at the end of a Neutral Section which has been used to take competitors through a PR-sensitive area or Densely Populated area. It must be completed by competitors without the use of auxiliary lighting, except as permitted by law in conditions of poor visibility. Competitors cannot make up time on the public highway, and no lateness penalty will apply apart from Maximum Lateness. Main Time Control [R11.6]: Organisers may designate certain Time Controls [11.5], such as Start Controls and Restart Controls, as Main Time Controls (MTCs). Competitors failing to visit or reporting outside their maximum lateness at MTCs will be considered to have retired. Early or late arrival or departure will be penalised in accordance with R Chart 13(e) or (f). Lateness Recovery Time Control (LRTC): Organisers may designate certain Time Controls [11.5] along the route as Lateness Recovery Time Control (LRTC), these are the organiser specified control to reduce lateness NOT at a rest halt. The amount of time that can be recovered will be specified on the Competitor’s Time Card or Route Card. Authentication of Records [R11.5.2, R11.5.3] The only other information permitted to be recorded by the Marshal is the authentication of the records held by the Competitor. These records, to be valid, must be signed by the Marshal with the Competitor not being required to make any entry on the Time Card. Give Way: An untimed manned check/control, at any point of the route, which is to establish Correct Route or Driving standards (compliance for complete stop at junctions) Control General:
All controls will open 15 minutes before due time of car 1, and will close 30 minutes after the last car is due.[R11.1]
All manned control areas will be marked by a “Control” board upon correct approach. For marshal safety, all competitors are required to come to a complete stop at this board, before proceeding into the control.
Competitors will be timed when they pass the control board and any competitors arriving early should wait outside the control area until their allotted minute. The only exception is for Road Safety reasons, with the permission of the marshal officiating that control.
An example of all Official boards will be on display at documentation for the event. [R11.6.3] Marshals will be deemed Judges of fact as to when you entered the control area Some Controls will be 3 Metre controls –with the Control Board appropriately placed –correct route
to and from these controls be defined by NAM diagrams. Any Boarded PC or RC must be signed for and the next manned control (not DSO or GW). Failure to
comply will be deemed that you have missed the PC/RC and penalised as per SR 15 Early arrival will be penalised - if you think there's a discrepancy between the organisers clock and
your timing device then get the marshal to record the exact seconds they say you entered the control somewhere on your timecards. Whatever minute they put on your timecard is the minute you should now work out when you are due at the next control – remember you must never run ahead of your scheduled time during the event.
Organisers may establish a check at any point for the purpose of observing maintenance to the route. The competitors will have all the information required to comply.
15. Penalties
To be classified as a finisher you must visit all MTCs within your OTL. All competitors will start with zero marks and the penalties will be scored as per the TIME system in Section R’s Chart 13. An addition to this chart is: (U) Stopping within sight or excessive slowing within sight of an IRTC: Zero Marks per offence. (V) Failure to stop at a “Control” board marking the area of a manned control:
1st Offence: Warning. 2nd and Further Offences: 5 minute penalty per offence. No outside assistance (“servicing”) is allowed for this event, the penalty is exclusion. You can get assistance from any roadside garage or mechanical business or roadside assistance business i.e. AA, RAC etc Three quarter rule WILL NOT APPLY and competitors will be penalised for early arrival accordingly. 16. Results Provisional Results will be displayed at the Petrol halts and the Official Notice board. All queries must be given to either the Clerk of the Course, Assistant Clerk or Deputy Clerk, on a completed Query Form supplied in the competitors pack at Signing On. More than two queries on the same penalty/control will not be accepted and any Protests need to be made in accordance with Section C and any Appropriate Fees must accompany. The organisers reserve the right to cancel, or amend penalties on any section they deem fit. 17. Ties In the result of a tie between competitors, results shall be decided by:
1) Furthest cleanest. (R15.2.2) 2) CC capacity. 3) Date of entry received.
18. Awards Awards will be presented as follows: 1st Overall Driver Nightmare Trophy* - A perpetual award to be retained for 1st Overall Navigator 11 months + 1 replica each. *Property of the rally organisers, to be returned after 11 months/1 month prior to the 2016 event OR on request by the Organisers. The overall winner is not eligible for class awards 1st in each class 2 awards 2nd in each class 2 awards subject to 5 starters in each class 3rd in each class 2 awards subject to 10 starters in each class Maximum in any one class is 30 Minimum is 3. If this number is not met classes may be amalgamated by the Organisers. 19. Judges of Fact Judges of Fact will be appointed for observance of Black Spots, Give Way Junctions, Driving Standards, and Noise. A list of these officials will be displayed on the official notice board. In addition Driving Standards Observers may be appointed. (R8.1, R8.3)
20. Insurance Most motor insurance policies do not provide cover for competitive events such as this one.
The Organisers have applied to Jelf Insurance Partnership for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event. The basic rate for the event before any loadings will be £14.00. All applicants wishing to use the scheme must be able to comply with all points of the Jelf Insurance Partnership’s Declaration: -
I do not have the Third Party Road Section extension on my current Motor Insurance. I am aged 20 or over. I have had no more than 1 fault claim in the last three years I have no more than maximum of 6 conviction points on my UK driving licence I have the appropriate competition/club membership licence as well as a UK/EU driving
license and if my license is provisional I will be supervised by an adult over 25. I have no physical or mental disabilities I have no other material facts to disclose Anyone aged less than 20 years old will also be accepted at the same price should their co-
driver be a more senior member of their family or over 25.
If you comply with all points above no Letter of Acceptance will be required. If unable to comply with any of the above points you will be required to complete the Declaration form (the form can be obtained by contacting the event secretary or Jelf Insurance Partnership) which should be forwarded either to the organisers or direct to Jelf Insurance Partnership prior to the event to allow sufficient time for a letter of acceptance to be issued.

21. Final Instructions Final Instructions including further details of the Scrutineering and Environmental checks, Entry Lists and Start Times will be sent to competitors by Tuesday prior to the event by e-mail to the Navigator unless otherwise requested. 22. Haldon Forest Diner (Documentation/Rally HQ) The Haldon Forest Diner is open throughout the day on Saturday 3rd February and will be serving food past their usual opening times to 1930. Their menu and prices, (which is subject to the usual change) are on the following pages. .
