LABORATORY RULES AND REGULATIONS

A. GENERAL RULES

LABORATORY WORKING HOURS

1. Laboratory working hour

8.00 am – 1.00 pm and 2.00 pm – 5.00 pm (Monday–Thursday)

8.00 am – 12.15 pm and 2.45 pm – 5.00 pm (Friday)

WORKING OUTSIDE OFFICE HOURS

1. Students are not allowed to work in the laboratory after office hours without approval from the

department.

2. If there are strong reasons for students to carry out their projects after office hours, approval must be

obtained from the Supervisor, Head of Laboratory (HOL) and Head of Department (HOD).

3. Please fill in Laboratory Safety Form, Risk Assessment Form and Working Outside Office Hours

Permit Form before starting your laboratory.

4. If applicant non department or faculty member, please fill in Laboratory Application Form.

5. Once received approval, please fill in log book at laboratory for time in and out.

6. Students are not allowed to hold laboratory keys.

7. If permission is given, you must not work alone unless accompanied by the department member or

faculty member or assistant engineer.

8. Unauthorized persons are not allowed to enter the laboratory.

9. Students with approval to work after office hours will be held responsible for the overall safety and

security of the laboratory.

10. Students must inform the laboratory assistant engineer when they are about to commence work.

11. No work can commence without permission from the supervisor or assistant engineer.

12. Approval for working space, storage of test specimens should be obtained from the assistant

engineer.

PROHIBITED

1. All listed activities below are prohibited in the laboratory:

Eating

Drinking

Smoking

Sleeping

Store any food

2. Slippers, sandals and open-ended shoes are prohibited in the laboratory and workshop.

B. LABORATORY PROCEDURE

GOOD LABORATORY PRACTICE AND LABORATORY HOUSEKEEPING

1. Be aware of chemicals or chemical reactions.

2. Read the hazardous characteristics of the materials use in the experiment (from MSDS).

3. Keep the sink clean.

4. Do not throw any unwanted chemicals or hazardous waste down the drain.

5. Do not use improper storage such as food containers to store chemicals or laboratory samples.

6. Waste should be disposed properly to appropriate container or bin.

7. Please check with the assistant engineer on the waste disposal procedure.

8. Students are to arrange for disposal of the tested specimens after the test as soon as possible.

9. Clean up the work area and all tools after use.

10. Keep your work space clean and tidy all times.

11. Floor should be kept dry at all times.

12. Water or rubbish on the floor must be swept away immediately.

13. Keep the working space tidy and avoid having any loose or unwanted items lying around.

14. Ensure all electrical equipment are switch off before leaving the laboratory such as air-conditioning,

fan, and others.

HANDLING LABORATORY’S EQUIPMENTS

1. Students are responsible for own safety and please take extra precautions in laboratory.

2. No equipments in the laboratory are to be used without permission from the assistant engineer.

3. No equipments in the laboratory may be removed from the laboratory without permission from the

assistant engineer.

4. Any damage to equipment or tools must be reported immediately to the assistant engineer.

5. It is very important to inform the assistant engineer when using any high-risk equipment.

6. Exercise extreme care when handling sharp-pointed or sharp-edged tools.

7. Miscellaneous items can be signed out on the day of use and to be returned on the same day.

8. Replace tools in its original place after use.

9. Students should obtain appropriate training from the assistant engineer before carrying out a task

using machine.

10. Advice and assistance must be sought by student before operate machine which they are not familiar.

11. Only competent staff is allowed to operate the high end equipment.

12. No operating equipment will be left unattended or notify the staff if the experiment is to be continued

or equipment is to be switch ‘ON’ after office hours.

13. A status signboard must be displayed prominently near the experiment or equipment if it is still

running.

14. Ensure that electrical equipment used to be in good working order.

15. Ensure that hands are dry when handling electrical equipment and that all sources of moisture are

kept away from plugs and sockets.

PERSONNEL PROTECTION EQUIPMENT AND LABORATORY SAFETY ATTIRE

1. Students must be aware of personnel protection equipment (PPE) to be worn at all times at the

laboratory.

2. Always observe all safety measures when operating any equipment such as wearing of goggles, gloves,

safety shoes, ear plugs, others.

3. Students must wear a safety shoes and proper workshop attire at all times in the laboratory areas.

4. Soft contact lenses should not be worn in a laboratory where hazardous chemicals are in use.

5. When operating moving or turning machines, students with long hair must tie them up.

SAFETY EQUIPMENT AND SAFETY SIGN

1. Be aware of the safety equipment location and method of use such as

Fire extinguishers

Fire blankets

Safety First Aids

Telephone

2. Observe and obey all safety sign and warnings.

3. Familiarize with the layout of the building and its fire escapes.

ACCIDENTS AND EMERGENCY RESPONSE

1. Report all accidents, no matter how trivial, on the day of occurrence to a supervisor and assistant

engineer.

2. First Aid Kit is available in each laboratory. Familiarize yourself with the kit.

3. Fire.

a) Familiarize yourself with the location of fire extinguishers/fire hydrants.

b) Personal safety is most important. If a person’s clothing catches on fire, he/she needs help.

Prevent him/her from running. If he/she is close enough, put him/her under the safety shower

because it is more effective than a blanket. If not, make him/her lie down and smother the flames

by rolling, wrapping with laboratory coats, blankets, towels, etc. Never turn a carbon dioxide

extinguisher on a person.

c) If a fire breaks out, turn off all burners and remove solvents if time allows. There are carbon

dioxide extinguishers in the laboratory and the positions and operation of these should be known.

Point the extinguisher at the base of the flames. Very small fires can be put out with a damp towel

by smothering. Only after the safety of all is assured should the matter of extinguishing the fire be

considered.

d) When the fire alarm sounds, leave the building immediately. Do not stop to collect personal

belongings. Do not use the lifts. Shut doors behind you. Go to the assembly point and do not

return to the building until you are told that it is safe for you to do so.

4. Chemicals

a) If corrosive chemicals are spilled on the clothing, immediate showering (with clothing on) is the

best remedy. Safety showers are located in each laboratory. If chemicals are spilled on the skin,

wash them off with large volumes of water.

b) If corrosive chemicals are spilled on the desk, dilute them with a large volume of water and then

neutralize with sodium bicarbonate if an acid, or dilute acetic acid if a base.

c) For all chemicals, please refer to MSDS for specific safety procedure of the particular chemicals

PENALTY OF LABORATORY RULES VIOLATION

Students fail to abide to laboratory rules will be penalized according to the following procedures.

First offence: verbal warning from Assistant Engineer or Supervisor

Second offence: written warning from Head of Laboratory (HOL)

or Department Development Coordinator (DDC)

Third offence: Suspend from laboratory until further notice.

Need to appeal by writing to Head of Department (HOD)

TASK OF RESPONSIBILITY (TOR) INCIDENT OFFICER

Last person to leave the floor. Wait for the announcement / instruction. If a member of either Fire & Rescue Team or First Aider is not present, then a call should be made to ensure that they are aware of the fire alarm or any emergency.

Encourage others to evacuate the building and lead occupants to the corridor and advise to use the staircase to the assembly area. If people refuse to evacuate, make a note of the numbers of people refusing to evacuate and their location.

Check all areas within remit to ensure that people have evacuated. Once all areas have been checked, officer should evacuate the building by the nearest exit and report to the Assembly Area. Officer should not put themselves at personal risk when fulfilling their duties. If they can see fire or smoke or there is a strong smell of smoke then officer should evacuate the building by the nearest exit. Rooms which are issuing smoke should not be entered under any circumstances.

Once at the Assembly Area, line occupants up for the roll call. Officer should report relevant details to the fire marshals regarding completeness of evacuations, inform of refuse people or missing persons and any information regarding the cause of the alarm.

TASK OF RESPONSIBILITY (TOR) FIRE & RESCUE TEAM

To fighting for fire, search and rescue occupants / victims / missing persons and to lead occupants / victim / missing persons to the assembly area

If no-one requires assistance to evacuate the building then the Rescue Team will help other colleagues

to staff fire exits and prevent people from re-entering the building before authorization is given to re-

occupy.

TASK OF RESPONSIBILITY (TOR) FIRST AIDER

To preserve life by providing lifesaving first aid

To prevent the condition from worsening and treat the condition

Keep team advised of any injury / serious injury or casualty

Assists in treatment of casualties and render first aid as required

If trained, priorities casualties based upon medical need

Provide appropriate first aid treatment as trained

Placing an unconscious casualty into the recovery position

Performing Cardiopulmonary resuscitation (CPR)

Stopping bleeding using pressure and elevation

Keeping a fractured limb still

Manage the incident and ensure the continuing safety of themselves, bystanders and the casualty

Arrange for further medical help or other emergency services such as ambulance to attend

Make observations of casualties and find out the nature & cause of the injuries

Provide a handover when further medical help arrives

Ensure first aid kits are provisioned and availability is adequate
