COLORADO SPRINGS, Colo. -- Bob Ferguson was in grade school when his fam-ily moved to Chambley Air Base, France, in 1956.

He didn’t really know the significance of the 21st Fighter Bomber Wing, but as his family, and others, built the base in an open field in eastern France, the Airmen of the 21st Fighter Bomber Wing were building a legacy.

It was 1951, and the Cold War threat with the former Soviet Union was real. The North Atlantic Treaty Organization had taken over the Chambley-Bussieres airfield in France and the U.S. Air Force began construction to es-tablish its base there.

At the time, the 21st Fighter Bomber Wing was the only nuclear-capable fighter wing, said retired Colonel Ferguson, whose father was an air traffic controller at Chambley from 1956 to 1958. If pilots got orders to pick up nuclear weapons, they knew they were headed east.

“All of the pilots will tell you, they knew if they got that order, they were not coming back,” Colonel Ferguson said. “So for them, this was an important, very serious, mission they were doing.”

In September, 60 of the surviving mem-bers - who now are in their late 80s and early 90s - of the 21st Fighter Bomber Wing, met in Colorado Springs, home of today’s 21st Space Wing for a reunion. The 21st Space Wing trac-es its lineage to its oldest direct ancestor, the 21st Fighter Bomber Wing, which activated in 1953.

Col. Jim Jennings, 21st Space Wing vice commander, hosted the group for dinner at The Club while they were in town.

“The persistency to strive for excellence does not just happen,” Colonel Jennings told the group. “It takes years to build and it is built on the shoulders of giants, and those giants are you.”

For several days during the reunion, the Airmen and their families shared stories about missions, building a base, bar fights and Christmas dinners.

“Chambley is really synonymous with the 21st Fighter Bomber Wing,” Colonel Ferguson said. “What is really neat about these guys . . . they had this bond, you hear it constantly in the things they talk about.”

When the Air Force sent its Airmen to France, they sent the whole wing and their families. The 21st Fighter Bomber Wing’s 1,500 Airmen and equipment moved out of George Air Force Base, Calif., in four stages between November 1954 and January 1955.

THULE AIR BASE, Greenland -- Are you tired of the overwhelming inbox or the Microsoft Outlook death march through tons of “over-communicating?” Remember when things were clear and all seemed to make sense? Perhaps that never was the case, or perhaps you were much younger or had less responsibility. In any case, creating a vision for yourself, your workplace or your entire organization can bring clarity to your endeavors. So, here’s an approach to take:

Step 1: Create your vision“That’s just crazy enough to work!” -

Ghost BustersYou have vision; you just need inspiration

from perspective. Then, cast your vision. For example, “compliance” sounds boring. But, once you realize that compliance is just doing your job as stated in governing guidance, some of which (e.g. “NOTES,” “CAUTIONS” and “WARNINGS”) were paid for in blood, and that once you do your job without mistake, you are at the “excel-lent” level and that no inspector can pull your credibility ... here comes the vision. “Team, we are going to be bullet-proof once we get this program into compliance and demonstrate consistent, repeatable success ... we will be on auto-pilot, daring any in-spector to find a fault. Plan your vacations now, because they won’t be able to poke holes in this program.”

Step 2: Communicate your vision“Teams succeed only when the players

have a unified vision, no matter how much talent or potential there is. A team doesn’t win the championship if its players have different agendas.” -- John Maxwell, lead-ership expert

Even the “best sports teams money can

buy” don’t always do well. Get your key leaders or your informal leaders into a dis-cussion about your vision. Prod and probe into their desire to be impact players and make a difference. You will soon see how important having a vision is to them. You will find commonalities among your people as to their hopes for the organization. Also, if you get them to help shape your vision, they will own it and then you’re really talk-ing powerful stuff.

Step 3: Put your vision into action“Vision without action is a dream. Action

without vision is simply passing the time. Action with vision is making a positive dif-ference.” - Joel Barker, author

You have to put your vision to some form of test. Maybe all you have is a pipe-dream or your vision is too early/late for its time. Or, maybe your vision can be tweaked. But, you have to have tangible feedback that you and/or your people see, to fully test your vision for feasibility. If it’s too crazy, it may still work. But, the power of belief is critical to seeing a vision through. If people don’t believe it, they won’t be willing to go on the journey with you. So, sincerely test out your vision against real circumstances. Recommend going for small victories first,

like trying it out on a workplace visitor or asking your boss what he or she thinks. Once you get your vision moving, it will pick up momentum toward becoming reality.

Step 4: Clear out anything that’s not help-ing you achieve your vision

“Foresight is the ‘lead’ the leader has. Once he loses this lead and events start to force his hand, he is leader in name only. He is not leading; he is reacting to imme-diate events and he probably will not long be a leader. There are abundant current examples of loss of leadership which stem from a failure to foresee what reasonably could have been foreseen, and from failure to act on that knowledge while the leader has freedom to act.” -- Robert K. Greenleaf, author of The Servant as Leader

All too often we seem to manage our way out of any chance to lead. This step is the most fun because it will feel empowering, but two cautions go with it. First, make sure your vision is putting you toward mission accomplishment. You are brilliant, but we hired you for a mission, not just to be a visionary. Second, make sure your vision is subordinately linked to the vision at the next higher echelon. You are brilliant, but you are in a chain of command. We serve our country via lawful orders of our com-manders. To have a vision that doesn’t lead to carrying out our commander’s intent is the opposite of mission accomplishment.

Step 5: Enjoy the clarity you created for you and/or your people

You may find this process iterative and continuous, which is the goal. If you are

Checking your visionCol.

PETERSON AIR FORCE BASE, Colo. -- It’s taken a while, but the Peterson Air and Space Museum’s F-101 “Voodoo” is coming in for a landing.

The aircraft will soon rest in a new display site at the intersection of Peterson Boulevard and Hamilton Street. Overlooking the Peterson AFB flight line, the location is very appropriate for this former Cold War defender of North American skies.

The McDonnell F-101 was first designed as a long-range bomber escort for the Air Force’s Strategic Air Command in the 1950s. But when high-speed, high-altitude jet bombers like the B-52 “Stratofortress” entered active service, escort fight-ers were not needed. So, before production began, the F-101’s design was changed to fill both tactical and air defense roles.

The first production F-101As entered service in May 1957 and the aircraft made their first flights in September 1954. By the time F-101 produc-tion ended in March 1961, McDonnell built 785 Voodoos, including 480 F-101Bs, the two-seat, all-weather interceptor used by the Air Force’s Air Defense Command.

The museum’s Voodoo, serial number 58-274, was delivered to the Air Force in March 1960 and was first assigned to the 15th Fighter Interceptor Squadron at Davis-Monthan AFB, Ariz. After a few years in the hot climate of the Sonoran Desert, Voodoo 274 moved to the northern tier of the United States with the 13th Fighter-Interceptor Squadron at Glasgow AFB, Mont., in June 1964. There it stood guard against potential Cold War attacks by bombers from the Soviet Union.

While at Glasgow, 274 equipped the 13th FIS team participating in the 1965 “William Tell” air defense competition at Tyndall AFB, Fla. In June 1968, 274 moved on to equip the 63rd FIS at K. I.

Sawyer AFB, Mich. After a few years guarding the Great Lakes region, the aircraft headed to the warm weather and sunny beaches of Tyndall AFB in 1971, and an assignment to the Air Defense Weapons Center. 274 finally retired from the Air Force inven-tory in 1974 and came to Peterson AFB to become a “gate guard” at the base’s west entrance.

When the west gate was rebuilt in 2006, base officials made a decision to remove the aircraft from its perch and place it elsewhere on base, and the new display site was completed this year by the 21st Civil Engineer Squadron. The move and installation to the new site is scheduled for the near future when a contractor will repair, restore and repaint the aircraft. Aircraft 274 will be repainted in the colors and markings of the 13th Fighter Interceptor Squadron, reliving its glory days as a first-line, tip-of-the-spear protector of America nearly 50 years ago.

A display sign will tell the story of this warrior and those like it.

PETERSON AIR FORCE BASE, Colo. -- There were more than 70 names on the list, and one by one, they were read aloud to a small group of Peterson Air Force Base Airmen and employees. The group gathered at the Peterson Chapel Oct. 13 to remember the lives lost to domestic violence.

Candles were lit and a few tears fell as Jeremy Roberts, 21st Space Wing Family Advocacy program assistant, and Sharron Barbour, 21st SW Mental Health adminis-trative technician, read the names of the victims of domestic violence from the El Paso County community Silent Witness List, including Peterson AFB Airman 1st Class Brittney Brashers, who died last November.

“Make no mistake, the body count in Colorado is high,” said Jerry Miranda, a Colorado Springs family violence sur-vivor who spoke at the candlelight vigil. “Men, women and children are giving their lives while living in a dysfunctional family environment.”

October is Domestic Violence Awareness Month. The 21st Space Wing Family Advocacy intervention and program spe-cialists hosted the vigil called, “Remember My Name.” The month is set aside by Presidential proclamation since 1987, when the first Domestic Violence Awareness Month was observed. At Peterson AFB, the goal is to remind the military com-munity about the resources and programs available to them to end domestic vio-lence, said Martina Porter, 21st SW Family Advocacy outreach manager and a host of the candlelight vigil.

“We will confront many widely held beliefs about domestic violence, while re-membering those lost, celebrating those who survived, and renewing our dedica-tion to ending violence against women and men,” she said.

At the candlelight vigil, survivors’ stories were told and poems were read. Rebekah Myers, a Wasson High School student, sang “Amazing Grace” and Monique and Kayndis James, mother and daughter, per-formed a survivor’s praise dance to honor the family and friends of victims - those who survived.

“The word domestic reminds us of the closeness of this very disrespect-ful behavior and action,” said Chaplain (Capt.) Onyema Okorie, 21st Space Wing Chaplain’s Office. “Today we pray for all families, especially those torn apart by

domestic violence.”Domestic violence is a national problem

that is not gender specific. It cuts across

PETERSON AIR FORCE BASE, Colo. -- From mock dog

tags and passports to qualifying on the M-16 rubber band guns, children on Peterson Air Force Base will experience and understand the deployment process during “Operations KUDOS,” organized by the Airman and Family Readiness Center, Nov. 13 at the R.P. Lee Youth Center.

Operation KUDOS - Kids Understanding Deployment OperationS - is designed for children ages five to 15 to help give them an understanding of how the Air Force prepares mom or dad for military deployments.

Operation KUDOS will begin at 10 a.m. and last until 2 p.m. This year, the children will deploy in support of

“Operation Tasmanian Devil” where they will mock deploy to Tasmania, Australia. This event is open to all children assigned to Peterson AFB, whether they currently have a parent deployed or not.

After in-processing and receiving their orders and pass-ports, the children will receive their initial briefing before processing through the deployment line.

The deployment line will consist of different agencies on base such as the Military Personnel Section, the chapel, the legal office and the finance office where children will get their mock passports stamped, receive play money and receive immunizations in the form of jellybeans. There will even be camouflage makeup for those who want it.

“The purpose of Operation KUDOS is to help children understand what their parents go through while getting

ready to deploy,” said Tech. Sgt. Stacy Oliver, Airman and Family Readiness Center readiness non-commissioned of-ficer. “We hope that this experience will help alleviate some of the stress they feel before their parent deploys or even help those children have a better understanding of deployments if their parents are already gone.”

Children will have lunch served by the 21st Force Support Squadron Readiness Team and get to check out some Humvees from the 13th Air Support Operations Squadron.

“We want to make this deployment process as realistic as possible for the children while making it loads of fun at the same time,” Sergeant Oliver said. “Kids and parents can expect to have a fantastic experience during this event.”

PETERSON AIR FORCE BASE, Colo. -- When it comes to delivering gifts to children all over the world in one night, Santa Claus has the market cornered. But when it comes to processing and delivering more than 20 billion pieces of mail through the holiday season, the U.S. Postal Service and Military Postal Service Agency come out on top.

To make sure your holiday gifts and greeting cards make it through this year’s cyclone of postal processing, take a tip from the mail gurus themselves and adhere to a few holiday cut-off dates.

When sending gifts overseas to military loved ones, how you choose to send a gift can be just as important as picking out that special gift and choosing between the sparkly red or silver wrapping paper. How you choose to ship an item determines when you need to ship it.

For parcel post - the slowest shipping method - mail the package by Nov. 12 to get it there by Dec. 25 to overseas locations. Hanukkah begins Dec. 1 this year, so for parcel post, send gifts 24 days prior.

For a break-down of all shipping methods and dates, refer to the Military Postal Service Agency shipping recommen-dation deadlines:

n Parcel post: Nov. 12 for all overseas locations.n Priority and first class: Dec. 4 to contingency loca

tions (APO/FPO AE Zip 093); all other overseas loca tions by Dec. 10.

n Express: Not applicable to contingency locations, Dec. 18 for all others.

n Space Available Mail: Nov. 20 to contingency loca tions; all others by Nov. 26.

n Parcel Airlift Mail: Dec. 1 to contingency locations; all others by Dec. 3.

n First-class cards and letters: Dec. 4 to contingency loca-

tions; all others by Dec. 10.The Postal Service also offers several shipping resources to

help family and friends send packages to military personnel serving overseas. The first is the Priority Mail APO/FPO Flat Rate Box, which features predetermined rates regardless of weight or destination, similar to other flat rate products.

Mail sent to overseas military addresses is charged only domestic mail prices. The domestic mail price for the Priority Mail Large Flat Rate Box is $14.50, but for packages to APO/FPO addresses overseas the price is reduced to $12.50.

The Postal Service also offers free Military Care Kits, designed specifically for military families. The mailing kits can be ordered by calling 1-800-610-8734 and asking for the Military Care Kit. Each kit includes two “America Supports You” large Priority Mail Flat Rate boxes, four medium-sized Priority Mail Flat Rate boxes, six Priority Mail labels, one roll of Priority Mail tape and six customs forms with envelopes.

To make sure holiday gifts and greeting cards make it through this year’s cyclone of postal processing, take a tip from the mail gurus and adhere to the 2010 holiday cut-off dates. (U.S. Air Force graphic/Airman 1st Class Jessica Hines)

C. Elizabeth Campaigne, 21st SW Family Advocacy intervention specialist, said Peterson AFB leadership is committed to supporting its families and overcoming any negative forces that diminish family health.

“If each person in the Peterson complex supports and participates in education programs that deal with the challenges that accompany military life, we can build and strengthen individual and family resiliency and stop domestic abuse,” Ms. Campaigne said. “Reporting abuse is always a matter of duty, honor and integrity, and making that report often requires personal courage.”

Mr. Roberts said the 21st SW Family Advocacy program offers Strength Based Therapy, a program that allows fam-ily members to talk out issues before they escalate into violence. Family Advocacy also offers parenting classes, anger management and stress management classes. The idea is to address violence through prevention and early identification. There is no medical documentation for those who attend these programs, he said.

“It’s a great place to get some knowledge, see what works and what doesn’t work and learn some things to try,” he said.

People can survive family violence, Mr. Miranda said.

“Where there is help there is hope,” he said. “The help is the support of family and friends and more importantly with the help of such professionals as [Ms. Porter] who dedicate their lives to putting an end to family violence.”

doing vision instead of tasks, you are creating futures instead of passing time.

There are many books on goal-setting, living life on purpose and other meaningful ways to gain clarity in our outlook. But, one thing that we all possess is the ability to envision. Remember anticipating good things as a child, how excited you would get? Why do we lose that excitement as adults? Perhaps we don’t see the pos-sibilities all around us.

You see at Thule we have a vision. We want to be the preferred place you come to serve your country. The arctic offers many challenges. We can’t promise you luxury, cushy weather or great downtown activities. But, we can deliver what you said you wanted -- a chance to bravely

serve your country in an uncommon way. We deliver mis-sion excellence as Airmen on a mission ... who just happen to be at Thule. Airmen have had challenges ever since the Wright Brothers sold us a few Wright f lyers and we had to figure out how to use the new technology to -- yes, it was true then, as it is now -- f ly, fight and win.

That’s what Airmen do! We take very smart people, mold them as a team and ask them to figure out how to bend cutting edge technology into the warfight -- our jobs require problem-solving, innovation and courage. We find ways to defeat the enemy and minimize risk to our own forces, the very essence of air superiority and space superiority -- but we need your vision to make it happen.

to six months. “When a serviceperson is deployed,

a family goes to war.” This is the motto of Project Sanctuary, a non-profit or-ganization we learned about in 2009. Their mission is to reconnect families after a military member returns from

a deployment. They do this by send-ing families on an all expenses paid retreat in the mountains for five days. Several of our squadron families have attended a Project Sanctuary retreat and they cannot say enough good things about their time spent there.

The CFC catalog can be quite over-whelming to look through. I remem-ber doing so long ago and it was hard to narrow it down to a few choices. Sometimes though, organizations have a way of finding you when you least expect it.

flying hours a month.“I had a reputation for being, shall we say, a little wild

once in while,” he said during the Colorado Springs reunion. Recalling one occasion, on a bet for a case of beer, he “boomed” the base - a supersonic fly by that rattled the base buildings. He was grounded by the wing commander for two weeks.

“That night, I went to the NCO club and we drank not only that case of beer, but five more,” he said.

When he received his orders to Chambley, retired Chief Master Sgt. Leonard Black, 83, couldn’t find Chambley on a map. When he got there, he could see why. It was a big muddy airfield. Airmen were setting up buildings, barracks and the 42-foot trailers where families resided.

There was a great deal of work to be done on the base and retired Col. George Stokes, who was the base supply officer, is credited as the guy who built Chambley. Colonel Stokes, 89, was among the first American contingent to arrive on Chambley. In talking about his work, Colonel Stokes smiles modestly, “sure, we played a part in the set up,” he said.

The mud was so thick, vehicles would get stuck and the runways had to be reconstructed several times. All of the Airmen assigned to Chambley had a number of extra duties. In addition to the working and living quarters, Airmen built a five-classroom school and a theater for the children. The pilots taught school to the elementary children until the Department of Defense teachers arrived.

“It shows the ingenuity and it shows how everyone pulled together as a team,” said Colonel Ferguson, who was a student in that school. “They were building the base from the ground up.”

Joyce Watkins, 80, was 24 years old in 1954, a new bride and one of the first DoD teachers at Chambley. Her husband, Tech. Sgt. William Watkins, was part of the wing that moved from George AFB.

“It was a wonderful experience,” she said. “But, it was hard. We went through a lot of hardships.”

Col. Robert Rowland, 21st Fighter Bomber Wing

commander from 1953 to 1956 who retired as a major general, acknowledged in his Christmas letter that living in eastern France wasn’t easy:

“For most of us, Christmas 1954 was bleak and a dreary day far from home and loved ones,” he wrote. “Many of you were fighting the mud and rain of Chambley; others of us were stranded at various bases along the North Atlantic ferry route. Christmas 1955 presents a pleasant contrast and brighter outlook due to the progress made

during the past year.”Retired Lt. Col. Gene

Waxman, 90, remem-bers hearing about a Communist element of the French people in a mining town north of Chambley. It was something the Airmen were always aware of, especially if they trav-eled to Luxembourg, he said. Something that always puzzled Colonel Waxman was a complete failure of the heating sys-tem on base in the dead of winter in 1955.

“And, just coinciden-tally, all of the electri-cal system went out at the same time. So there were no emergency gen-erators, no nothing,” he said. “I’m sure that it was sabotage. It was just too well planned not to be.”

On March 7, 1966, French President Charles De Gaulle announced that France would with-draw from NATO’s inte-grated military structure

and he ordered all nuclear weapons out of France. The United States was told it had to leave. On April 1, 1967, the last U.S. Air Force personnel left Chambley and the base returned to French control. Over the years, the wing’s name and mission have changed, but its lineage goes back to the 21st Fighter Bomber Wing established in 1952.

Colonel Ferguson, who organized the September re-union, and other members of the 21st Fighter Bomber Wing, have posted stories and photos of those first Airmen to arrive on an air base in eastern France all those years ago, at http://chambleyab.com/.

“I didn’t know what their mission was,” Colonel Ferguson said. “But, I used to watch the planes taking off and landing. I would just dream and watch when they fired the guns.”

Legacy

Joyce Watkins, 80, was 24 years old and a new bride when she arrived at Chambley Air Base in 1954. Families lived in 42-foot trailers as the base was being built on an airfield. Although there was a lot of rain and mud, Watkins, who was the first Department of Defense teacher to arrive on the base, enjoyed her time there and attends all of the 21st Fighter Bomber Wing reunions. (U.S. Air Force photo/Monica Mendoza)

Retired Lt. Col. Gene Waxman, 90, was a supply squadron officer and was part of the advance party that left George Air Force Base, Calif., in 1954 to set up at Chambley Air Base in France. He met his wife, an Air Force nurse, there and says “France gave me something.” (U.S. Air Force photo/Monica Mendoza)

Retired Col. George Stokes, 89, served as the base supply officer at Chambley Air Base, France. He was among the first American contingent to arrive at the airfield and is credited by his peers as “the guy who built up Chambley.” (U.S. Air Force photo/Monica Mendoza)

Retired Maj. Harold “Cowboy” Lee, 86, who flew the F-86 Sabre, tells stories about flying in and out of Chambley Air Base in eastern France during the 21st Fighter Bomber Wing reunion Sept. 16-19 in Colorado Springs. Major Lee said he was one of the few pilots with 60 to 75 hours flying time a month, “I didn’t feel there was anything I couldn’t fly.” (U.S. Air Force photo/Monica Mendoza)

Retired Chief Master Sgt. Leonard Black, 83, was stationed at Chambley Air Base, France, in 1956. Although the living conditions were primitive, Chief Black said he has fond memories of being in France: his first child was born there. (U.S. Air Force photo/Monica Mendoza)

“Chambley is really synonymous with the 21st Fighter Bomber Wing,” Colonel Ferguson said. “What is really neat about these guys . . . they had this bond, you hear it constantly in the things they talk about.”
