    President:s 31point agenda and the goals and targets of the PhilippineDeelopment Plan *+1*+3 that focuses upon inclusie socio1economic growth,and the designation of the tourism sector b Goint Ahambers of Aommerce as one of/ 'e growth sectors in the econom%

    The NTDP has been built upon a comprehensie diagnosis of the tourism sector:scompetitie strengths, wea'nesses, opportunities and threats? on e@tensieconsultations with more than ,$0+ sta'eholders throughout the countr? and uponthe lessons learned from preious tourism strategies and plans%

    Tourism Sector Profile: In *+ the Philippines receied $%" million internationalarrials up E on *++ and generated an estimated */%" million domestictraelers in *++ up around /%"E on *++"% .etween *++ and *+, total

    and emerging tourism deelopment areas (TD!s) that were grouped into *+product1mar'et thematic tourism cluster destinations (AD), each of which is seredb at least one or more air, sea, and road gatewas%

    To guide public and priate sector inestment, the ADs and their TD!s were

    The recommended product portfolio and cluster destination deelopmentframewor' needs to be institutionali>ed into the plans and programs of the DOT andits attached agencies, other national goernment agencies, the regionaldeelopment councils and local goernment units%

    The implementation of these strategic actiities will create an orderl process for

    product and destination deelopment, gie confidence to inestors in the sector,and raise the capacit of the Philippines to attract larger international and domestictourism flows%

    To address mar'et access, connectiit and destination infrastructure

    deficiencies and needs, four 'e actiities will need to be underta'en6

    L Rapidl improe the Bualit and e@pand the capacit of facilities at the primarand secondar international airports in the " international gatewa clusterdestinations targeting the upgrading and e@pansion of Daao and CaoagInternational !irport, and renoation of Iloilo International !irport to handleinternational flights, and finding was to accelerate the current upgrading ande@pansion programs at N!I!, DMI!, and MAI!% The DOT will need to coordinate

    with the DOTA1A!!P in implementing these initiaties%

    L 7acilitate the moement b air of international tourists from 'e mar'ets bincreasing the number of charter flights outside pea' times at N!I! and tosecondar international airports, and renegotiating e@isting !ir -erice!greements (!-!) to e@pand flights and seats on 'e routes and designate allsecondar international airports as points that can be sered under 5O*"? andsimplif isa reBuirement procedures and practices applied to 'e growthmar'ets% The DOT will need to coordinate the implementation of these

    of RO1RO and ports, and improing *0 strategic connecting roads (0#+ 'm)between the cluster destinations? and improing the freBuenc, Bualit, andsafet of sea and road transportation serices through transport operatorcooperation and where necessar, regulator reform% The DOT will need to wor'with the DP8H and DOTA including its attached agencies (A!!P, PP!, andCT7R.) in implementing these initiaties%

    L Design and implement a tourism destination infrastructure program in the TD!sof the " priorit gatewa cluster destinations as well as improe access and siteisitor and conseration at "# sites in the priorit clusters to support andunderpin priate sector inestment in accommodation, MIA5, and leisure andentertainment products% The DOT will need to wor' with the DP8H, DO5, D5NR,C9&s and the priate sector where appropriate to implement this initiatie%

    The implementation of this strategic direction should be accomplished on aprogressie basis between *+* and *+F to raise the capacit of the Philippines tohandle increased international and domestic tourism flows and put in place thesecond of the three strategic elements that will enable it to achiee the touristolume, length of sta and e@penditure targets for *+3%

    "trate(i# Dire#tion 1+ Improve o!rism Instit!tional, 2overnan#e andInd!str$ Manpo/er &apa%ilities+

    The implementation of this strategic direction is a necessar condition for

    enhancing the competitieness of the Philippines as a destination and achieing thetargets of the NTDP% This will inole underta'ing three 'e actiities6

    Harmoni>e the roles and responsibilities of the DOT and the Cocal 9oernment

    &nit institutions for tourism planning, deelopment, mar'eting and regulation bimproing institutional mechanisms for partnering on shared functions at theregional and local leel? strengthen tourism polic formulation through partneringwith public and academic institutions? and strengthen support to build thecapacit of C9&s to underta'e implementation of the NTDP at their leel% TheDOT, as the lead agenc, will need to wor' with related national goernmentagencies such as DTI, the Ceague of 9oernors, Ceague of Maors, proincialgoernment units at the regional leel, and other sta'eholders to implement thisstrategic initiatie%

    Deelop a competent, well1motiated and highl1productie tourism wor'force%

    This will inole6 building s'ills training capabilities b establishing T5-D! s'illsassessment centers, and a s'ills recognition sstem? improing labor relations bmoderni>ing the labor code, enforcing correct serice charge distribution, andincreasing the current ratio of tenured to un1tenured emploees? promotingprofessional tourism training and education b participating in ongoing !-5!Ninitiaties, and consider priati>ing T5-D! tourism and hospitalit trainingcenters? and institutionali>ing tourism human resources recognition, networ'ing,and deelopment b establishing an !ssociation of Tourism Human Resource

    Managers, mainstreaming the ing an annualNational Tourism Human Resources 7orum% The DOT will need to wor' withDOC5, AH5D, T5-D! as well as industr groups such as the !ssociation of HumanResource Managers to implement these strategic initiaties%

    Areating a culture of tourism that promotes good hosting from arrial to

    departure, as well as ensuring safe, secure, clean and green tourist areas iscritical to building a good image of the Philippines as a destination and along withthis, generation of repeat isitation and adocac to friends and relaties% Thiswill inole6 promoting transparenc and deeloping host communit capacitiesto participate in the tourism alue chain? improing hosting s'ills of front1liners atports and transportation serices, and at places of sta, as well as safet andsecurit in tourism cities, towns and centers? and establishing a crisismanagement and communication unit in the DOT% The DOT will need to wor' withthe related national goernment agencies especiall A!!P1!irport Managements,DOG, DTI, DIC9 and C9&s to implement these initiaties%

    These actions need to be completed between *+ and *+$ to proide thenecessar supporting institutional, and human resource platform that is crucial to

    putting in place the third of the three strategic elements necessar to achiee thetourist olume, length of sta and e@penditure targets for *+3%

    'n"ironmental and Social (mpacts: !n initial assessment of the impact ofincreased domestic and international tourism in the *+ cluster destinationsindicates that b giing adeBuate attention towards deeloping enironmentall andsociall sustainable tourism, proiding necessar enironmental infrastructure atthe tourism centers and sites of the TD!s, and putting in place appropriatemitigation measures to safeguard heritage sites and ulnerable groups, thenegatie impacts of tourism can be minimi>ed while its positie impact ma@imi>ed%

    (mplementation Arrangements: The oerall approach to the implementation ofthe NTDP is to institutionali>e NTDP programs and tas's into the wor' programs of

    the DOT and its attached agencies, the related national goernment agencies, theregional deelopment councils (RDA), and local goernment units (C9&)% The NTDPcluster deelopment plans and related proects should be integrated with theregional deelopment plans with coordination of implementation underta'en at theRDA leel led b the DOT Regional Director% 7ull1time coordination and superisionas well as technical support and institutional strengthening for tourism planning,deelopment, mar'eting and regulation at the DOT Regional and C9& leel will bereBuired% In this conte@t, the recommended institutional arrangements are asfollows6
