Sidewalk art campaign/competition – The Committee continued to brainstorm concepts to use on vinyl decals applied to sidewalks much like Write as Rain.

o Some localities expressed not having a place to use the vinyl decals that had high traffic or the right surface to apply them on.

o James River Association has painted the storm drains in downtown Hampton. There are other locations that might work for the decals.

o The Committee discussed a spring campaign possibly tying in with Clean the Bay Day.

o The Committee discussed wrapping this initiative into the Chesapeake Bay Restoration Fund grant application for FY21.

ACTION: HRPDC staff will request a sample of the sidewalk decal. Committee members should report back at October meeting with sidewalk message ideas and/or a place to install in their locality.

4. Regional Priorities for Stormwater Public Outreach The Committee continued discussing regional opportunities to satisfy Phase I and II outreach priorities.

Car washing o The Committee reviewed draft creative and settled on a thank you

message that highlights support of local business and keeping pollutants out of the waterway. The Committee also selected the crab driving a car for the campaign.

o Committee members need to identify carwashes in their locality to approach about participating in the outreach initiative and determine what supplies would be most useful before an order is placed for lawn signs and clings.

o The Committee recommended reaching out to corporate offices to see if HRPDC can secure cooperation from multiple locations at once.

o The Committee discussed other promotional items including rack cards, magnets, and interior car wipes.

o The link for the campaign should be askHRgreen.org/carwash so traffic to the site can be tracked more easily.

Nuisance geese o The Committee reviewed the draft rack card and provided only minor

edits. o The Committee would like to purchase 5,000 rack cards.

ACTION: Committee members should reach out to local car washes to target for BSB outreach and partnership. HRPDC staff will print 5,000 rack cards.

5. Bay Star Homes & Business Program The Committee discussed issues and concerns with the BSH and BSB program.

Norfolk Utilities used a map of local watershed programs that didn’t know BSH as a regional program. This map was produced by HRPDC and staff can have the

map updated. Some localities are running low on flags and folders. HRPDC has a small supply

of flags and a ACTION: None.

6. Grants The Committee discussed plans for the $3,000 FY20 Chesapeake Bay Restoration Fund grant.

Pet waste stations have arrived and are available for pickup. Please coordinate with Mary Eason in Chesapeake to pick up your stations immediately.

The remaining $1,600 budget will go towards four rain barrel workshops: o Workshops: Hampton (spring), Suffolk (spring), Newport News

(October), Chesapeake (October) o Newsletter will go out next week for workshop registration

The Committee discussed an application for the FY21 Chesapeake Bay Restoration Fund. Grant is due September 26.

Tara and Michelle will work on supply list and pricing ACTION: Committee members should continue to consider projects for inclusion in the FY21 application to the CBRF grant.

7. Printing & Promotional Items The Committee has ordered the following promotional items which are ready for pickup:

Black eyed Susan seed packets Dog waste bag holders Reusable bags

ACTION: Committee members should schedule pickup of supplies.

8. Roundtable Virginia Beach – Bow Creek Block Party this weekend Suffolk – Sparc Festival downtown, mural painting on abandoned buildings,

Peanut Festival volunteers needed HRPDC – Beth will be leaving HRPDC for move to Bahrain. Hampton – International Coastal Cleanups and other cleanups planned for this

fall Norfolk – civic league outreach on street sweeping

ACTION: None.

9. Staff Reports

Budget – FY20 budget was reviewed. Digital Marketing Report – HRPDC staff presented information from the monthly digital marketing report for August. Annual Report – HRPDC staff have finalized the Annual Report which is now available for use in MS4 reporting. Mini Grant Summary – HRPDC staff provided a summary of mini grants awarded during FY19. ACTION: None.

Next Committee Meeting is scheduled for Friday, October 18, 2019 in Chesapeake.
