On behalf of the Board of Directors of the Pima County Flood Control District, I am pleased topresent the District’s Annual Report for Fiscal Year 2002/2003.

In the past year, the District has continued in the best tradition of serving the community by providingcomprehensive flood protection programs, floodplain management services and riparian habitatpreservation programs. A few highlights of the District’s activities in FY 2002/2003 include:

• In cooperation with the Natural Resources Conservation Service, constructionwas completed on 1.5 miles of bank protection along the Santa Cruz Riverbetween Grant Road and Ft. Lowell. This $9 million improvement will protectthe I-10/Miracle Mile interchange, Arizona Department of Transportationmaintenance yard, University of Arizona Agricultural Research Center, TucsonElectric transmission line, Tucson Water mainlines, residences on the west bankand other critical utility infrastructure.

• The District began to recharge water from the Santa Cruz River at the MaranaHigh Plains Project. This marks the final component of the NorthwestReplenishment Project. This multipurpose riparian and aquifer recharge projectis managed in cooperation with Cortaro-Marana Irrigation District.

• The restoration element of the Ajo Detention Basin, involving 20 acres of wetlands and a seven-acre lake, wasconstructed. The project was publicly dedicated as the Ed Pastor Kino Environmental Restoration Project on May 29,2002, in recognition of U.S. Representative Ed Pastor’s guidance, support and many contributions that helped makethe project’s success possible.

• Bank protection and box culvert improvements were completed on Green Valley Drainageway #9, reducing flood riskto adjacent property owners.

• In cooperation with the U.S. Army Corps of Engineers, three riverine and environmental feasibility studies are beingconducted on the Santa Cruz and Rillito river systems. These studies will provide master plans for management andrestoration of our major river systems.

• During 2001/2002, the Board of Directors established a Water Resources Division in the Flood Control District.Responsibilities of the new division include riparian habitat protection, floodprone land acquisition, water resourcesmanagement and environmental restoration functions.

• The District contributed water resources and riparian preservation and restoration elements to the Sonoran DesertConservation Plan and Conservation Land Use System which were adopted by Pima County in FY 2001/2002.

• Each month, staff assisted an average of 483 counter customers, issued an average of 49 Floodplain Use Permits, and investigatedan average of 33 drainage complaints. In addition, an average 636 Flood Hazard Information Sheets were completed.

I believe that the District’s efforts in FY 2002/2003 made a significant contribution toward minimizing flood and erosion hazards for PimaCounty residents and their property. I hope you’ll take a closer look at this year’s annual report for more details on the District’s many floodcontrol activities. This and previous Annual Reports are available on the District Website.

Establishment of theDistrictTo comply with federal law, the State ofArizona passed the Floodplain ManagementAct of 1973. This act authorized Arizonacounties to adopt rules and regulationsconcerning management of floodplain areas.The Arizona state legislature subsequentlyauthorized flood control districts to levytaxes on real property to finance districtoperating expenses. The Pima County Boardof Supervisors, which sits as the PimaCounty Flood Control District Board ofDirectors (Board), organized the PimaCounty Flood Control District (District) onJune 5, 1978. The District first becameoperational on July 1, 1978.

Provisions of state legislation also allowincorporated cities and towns within thecounty to undertake their own floodplainmanagement duties and regulatory functions.In Pima County, the incorporated areas of theCity of Tucson, the Town of Oro Valley andthe Town of Marana have elected to assumefloodplain management duties in theirrespective jurisdictions. The District isresponsible for floodplain managementactivities for the remainder of unincorporatedPima County (with the exception of nationalforests, parks, monuments, and IndianNations) and for the City of South Tucsonand the Town of Sahuarita.

• To minimize damage to public facilitiesand utilities such as water and gas mains,electric, telephone and sewer lines, andstreets located in regulatory floodplainand erosion hazard areas

• To help maintain a stable tax base byproviding for the protection of regulatoryfloodplain and erosion hazard areas

• To inform the public when property is in aregulatory floodplain or erosion hazard area

• To ensure that those who occupy the areaswithin a regulatory floodplain and erosionhazard area assume responsibility fortheir actions

• To encourage the preservation of naturalwashes and enhance the riverine environment

Goals and ObjectivesThe goals and objectives of the Districtrepresent both flood control and resourceprotection views and vary from traditionalflood control approaches because of a multi-benefit public philosophy. The Districtrecognizes that it is necessary and desirableto maintain a balanced relationship betweenhuman communities and the land andresources that sustain them. To that end, thefollowing twelve specific policy goals andobjectives have been adopted by the Boardas part of the District’s Floodplain andErosion Hazard Management Ordinance:

• To minimize flood and erosion damages

• To meet or exceed state and federalrequirements relating to floodplainmanagement—thereby enabling PimaCounty residents to purchase low-cost floodinsurance to receive disaster relief, shouldthe need arise, and to seek residential andcommercial real estate loans

• To establish minimum flood protectionelevations and damage protectionrequirements for structures and other typesof development, which may be vulnerableto flood and erosion damage

• To regulate encroachment and buildingdevelopment within areas subject toflooding or erosion, and to ensure that the

District OrganizationThe District is organized into three maindivisions based on the major functions of eachgroup: 1) the Floodplain ManagementDivision; 2) the Flood Control EngineeringDivision; and 3) the Water Resources Division.The District receives substantial support fromother divisions within the Pima CountyDepartment of Transportation and FloodControl District. These include AdministrativeSupport Services, Maintenance Operations,Field Engineering, Real Property, andTechnical Services. Further assistance isreceived from other county departments,including Development Services,Environmental Quality, Graphic Services, andthe Pima County Attorney’s Office. The

District pays for services rendered by PimaCounty Department of Transportation andFlood Control District and other departmentsthrough interdepartmental fund transfers fromthe District to Pima County.

Although District employees are part of thePima County Department of Transportationand Flood Control District, their positionsare funded entirely from District revenues.The District funded 56 full-time equivalentstaff positions in FY 2002/03.

As noted, the Board governs the FloodControl District. The Board also hearsrequests for variances and appeals to theFloodplain and Erosion Hazard ManagementOrdinance (FPMO). In 1988, the Board

formed the Flood Control District AdvisoryCommittee (FCDAC) to advise on flood-related matters and to increase publicparticipation in the decision-making process.The 12-member FCDAC includes fivemembers appointed by the Board (one foreach Board member), three representativesfrom the City of Tucson, and onerepresentative each from the City of SouthTucson, the towns of Marana, Oro Valley andSahuarita. One position, in an ex-officiocapacity, is available for appointment by theTohono O’odham Nation.

DISTRICT ACTIVITIES

The District and Wastewater Managementshared an information booth during the two-day Annual Fiesta Grande Event. People ofall ages visited the booth and receivedinformation on flood hazards, flood safety,endangered species, and the Sonoran DesertConservation Plan including a free coloringbook highlighting safety.

Web siteOn-line publishing maintains many greatfeatures: one is that new facts can be easilyadded as new information becomesavailable. This is true of the District’s webpages as well with new information addedto the web site on a regular basis.

SERVICE PROGRAMS

CUSTOMER SERVICEDynamic public outreach activities buildupon the wealth of information created andgathered by District staff throughout theyears. Flood awareness, flood preparedness,and safety are major themes along withgroundwater recharge, watershed protectionand riparian habitat conservation.

PUBLIC INFORMATION ANDEDUCATIONIn March 2003, the District presented a tabledisplay during the eight-day home show atthe Tucson Mall. The display integratedflood safety brochures, instructions onmanufactured home installation forfloodprone areas, and flood historyinformation and photographs.

Free publications, brochures and a 10-panelposter display documenting historical floodevents and highlighting flood safetyinformation are featured in the lobby of theDistrict office. In April, the poster displayalong with a real-life flood videopresentation was featured at the 10-dayPima County Fair.

District staff manned the booth to answerquestions and used a computer station tohelp citizens review their propertyfloodplain status on-line. In addition, afunctioning rain gauge model was used todemonstrate how data is gathered for thecountywide flood warning system.

In the last five years, the District has beenpart of Earth Day for Kids hosted by PimaCounty Natural Resources, Parks andRecreation Department. At scenic AguaCaliente Park, classes from the 3rd, 4th and5th grades chose five different half-hoursessions of ecological education all focusingon “Caring for and Understanding theEarth.” On April 22, 2003, childrenparticipated in a dynamic hands-on learningexperience focusing on water—why it isimportant in our lives, the scarcity of it in

the desert, and why it should be respectedduring storms. Being outside and playingin the water makes this kind of learningFUN! This year, the 150 kids that“graduated” from our program wereawarded Flood Survivor badges andcoloring books.

Tucson Electric Park hosted Family FunFest on the Fourth of July 2002, where manypeople visited the District’s flood controlinformation tent. The District conductedentertaining hands-on activities using the“Rolling Rivers” watershed model from thePima Center for Conservation Education.This 6 x 10 foot model is filled with recycledplastic “sand” through which water isrecirculated forming the “sand” to representa myriad of floodpronesituations where theflowing water carves outreal results.

In September 2002, at theState of the Countyluncheon hosted by theGreater Tucson Leadership,staff presented an extensivedisplay spotlighting manyof the District activitiestaking place within thecommunity.

One newly developed feature is asection providing on-line access tovarious District reports andpublications. These pages weredeveloped to provide centralizedaccess to the many reports andpublications generated by Districtstaff, consultants and others. Linksinclude current U.S. Army Corps ofEngineers reports, the Floodplainand Erosion Hazard ManagementOrdinance, the Riparian HabitatGuidelines, and District annualreports. Visit our web site atwww.dot.pima.gov/flood.

New, nonregulatory riparian habitatmaps, based on Sonoran DesertConservation Plan studies, are located atwww.dot.pima.gov/gis/maps/mapguide/hmtest.mwf. The revised maps include newinformation on riparian area distribution,and data regarding plant species, vegetationstructures, and density and wateravailability. We encourage the public toaccess these new map features.

Customer Service Training andSatisfaction SurveysThe District continually strives to improve theirexternal and internal customer relationships.One method is conducting satisfaction surveysthrough the Balanced Scorecard Front CounterCustomer Service Team. In late January 2002,one such survey was performed with the Districtscoring an approval rating of 89.5 percent. Inorder to garner a superior satisfaction rating,the District determined that all front counteremployees should attend a customer service-training course. Seven employees (six fromTransportation and Flood Control and one fromDevelopment Services) volunteered to becomecertified trainers and develop an in-housecustomer service-training program. At theend of the fiscal year, 40 employees graduatedfrom a two-day customer service course. Thiscourse proved to be very successful and willcontinue to be offered to any Public Worksemployee. Subsequent front counter surveyswill be conducted once all counter employeeshave completed the training.

Employee TrainingIn an effort to provide the most up-to-datefederal, state and local information and thehighest quality services to the public, anindividualized employee training plan hasbeen established for District employees. Thisdatabase program identifies training programsspecifically designed to maintain and enhanceeach employee’s expertise and jobperformance. Both short-term and long-rangetraining goals are reviewed and updatedannually. In fiscal year 2002-03,approximately 99 percent of the District’sstaff was involved in some form of training.

INTERNAL BUSINESSPROCESSESProviding prompt, high quality service toexternal and internal customers is the goal ofthe Floodplain Management Section. In orderto achieve this goal, the section’s staff meetstwice each month to discuss processimprovements.

In 2003, work began on reviewing andupdating several standard operatingprocedures to better serve the public. Severalimprovements were implemented such asplacing additional layers of resource materialon the geographic information system toadvance project reviews and processingtimes; creating databases for elevation

certificates; improving and adoptingupdated record keeping processes; usingefficient digital cameras saving time andpublic funds; and improving and adoptingthe Vehicle Preventive MaintenanceProgram.

Drainage Maintenance ProcessImprovementThe Maintenance Operations and FloodplainManagement divisions work together toresolve drainage problems affecting publicsafety. There are many causes for drainageproblems that staff works towardunderstanding, correcting, and ultimatelypreventing future problems.

Process improvements embrace bettercommunication between staff. Meetings areheld to resolve large watershed problems ordevelopment projects and to improvedrainage design and construction methods fordevelopment projects to reduce maintenanceneeds and costs. These ongoing discussionsintegrate small projects to remedy the smallerproblems with the capital improvementprojects. An example of a small project isthe Wyoming Wash bank stabilizationaddressing severe erosion.

Orthophotography/TopographyProjectIn participation with Pima Association ofGovernments and the U.S. GeologicalSurvey, the District secured digitaltopographic mapping and aerialphotographs for 340 square miles of theBlack Wash, the upper Brawley Wash andthe southeast Interstate 10 corridor. Thesenew products will be used to develop moreaccurate floodplain maps and develop basinmaster plans.

Computer Design InnovationThe District has developed a computer aideddrafting design standard (CADD) for theDepartment of Transportation and FloodControl District. The Flood ControlEngineering Division has utilized thisstandard on several new projects.

MANAGEMENTPROGRAMS

WATER RESOURCES ANDRIPARIAN HABITATMANAGEMENT PROGRAMThis program consists of activities intendedto: 1) prevent existing flooding, erosion andriparian habitat loss problems from gettingworse and 2) prevent the creation of newflooding, erosion, and habitat loss problemsby means other than constructing structuralflood control improvements. The Districtpromotes and supports regional riparianrestoration with the intent that it will resultin some level of recovery of naturalfunctions within riverine systems.

Sonoran Desert Conservation PlanThe Water Resources Division is assistingin the implementation of the Sonoran DesertConservation Plan (SDCP). Following is alist of key steps in fiscal year 2002-03:

• Improvements to the stewardship of landsacquired by the District including updatingcaretaker agreements, maintaining andinstalling fences, and conducting resourceinventories.

• Evaluating the water resource impacts offuture developments. This information isprovided to decision-makers and land useplanners.

• Evaluating the biological and waterresources of potential new acquisitions.

• Participating in the development of theconservation (open space) bonds.

• Assisting the County Administrator’sOffice in the formation of a ScienceCommission which has oversight for thedevelopment of monitoring the overallprogress of the SDCP.

• Supporting the continuing activities of theScience Technical Advisory Team which isresponsible for development of the biologicalmonitoring component of the SDCP.

• Developing studies and plans necessaryfor the U.S. Army Corps of Engineers’restoration projects.

• Updating the inventory of surface waterresources in Pima County and conductingnew investigations to understand andprotect existing streams and springs.

Floodprone Land AcquisitionProgramThe Floodprone Land Acquisition Program(FLAP) began in 1984 and was funded by bondmonies authorized by Pima County voters andby an annual allocation from the District’s taxlevy. FLAP is an effective nonstructuralfloodplain management tool that yields anumber of community benefits. Some of theseinclude removing residences and structures fromvulnerable areas, preserving natural floodplaincharacteristics (and attenuation of downstreamflood peaks), providing recreationalopportunities, maintaining open space, andprotecting groundwater quality and riparianhabitat resources. The District administersFLAP solely on a voluntary basis withoututilizing its land condemnation authority.

Floodprone parcels have been purchasedalong the Tanque Verde, Cienega, and AguaVerde creeks, the Cañada del Oro, Pantano,Pegler and Black washes, and along theRillito and Santa Cruz rivers. During FY2002/03, the District purchased 37 parcelsof land totaling approximately 1,286 acresof land at a cost of $3,255,633.

Mitigation Land Bank - PimaPineapple CactusNatural Resources, Parks and Recreationsubmitted reports for the Pima PineappleConservation bank, in addition to repairingand maintaining the boundary fence, signs,and gates. Repairs were made to theboundary fence damaged by cattle and off-road vehicles. The park police patrolled thesite monthly and reported maintenance

issues and dealt with off-road vehicleproblems; Natural Resources, Parks andRecreation Department staff inspected thesite every six months.

In February 2002, the plants were evaluatedusing the coordinates from the PimaPineapple Cactus Survey performed bySWCA, Inc. in November 2000.

FLOODPLAINMANAGEMENTPROGRAMThe main responsibility for District staff inthe Floodplain Management Program is toenforce provisions of the Pima CountyFloodplain and Erosion HazardManagement Ordinance. This ordinance,prepared in accordance with the NationalFlood Insurance Program (NFIP) includesregulations and requirements designed tominimize flood damage and lossesthroughout the community. This importantgoal is accomplished largely through reviewand issuance of Floodplain Use Permits,detailed site reviews for potentialdevelopment, and investigation of drainageand flood-related complaints. Flood HazardInformation Sheets provide a succinct listingof a parcel’s floodplain status. Customersare assisted by phone, fax or in person atthe counter.

FLOOD INSURANCEPROGRAMThe District works in conjunction with theFederal Emergency Management Agency(FEMA) under the Flood Insurance StudyProgram (FIS) to identify floodprone areaswhich are used to set insurance rates for floodhazard areas within Pima County. An essentialeffect resulting from this effort is a set ofofficial maps called Flood Insurance RatesMaps (FIRMs). These maps display floodhazard zones and other relevant hydrologicalinformation. Federal, state, and localfloodplain management regulations apply todevelopment and other activities that takeplace within designated flood hazard zones.

FIRMs have been prepared for most of themajor watercourses and many of the smallerwatercourses within Pima County. Thesemaps are revised periodically whenstructural improvements are implementedor when floodplain characteristics arealtered; a modification to channel geometryis one example. The FloodplainManagement Division is the local maprepository for these FIRMs.

In fiscal year 2002-03, District staffperformed the following activities:

• The Roller Coaster Wash and Citrus Washsystems were remapped by the District. ThePantano Wash at Colossal Cave Road wasremapped through the development process.

• The District made further refinements toincorporate digital floodplain data into theCounty’s GIS System.

• Efforts continued on the remappingof the Rillito River and the lowerSanta Cruz River.

• Annual Community Rating System (CRS).The District has received a high communityrating from the National Flood InsuranceProgram (NFIP) Community RatingSystem. This has resulted in a reduction inflood insurance costs to individualhomeowners for an overall savings to thetaxpayers of $130,381 in 2003.

FLOOD WARNING ANDEMERGENCY PREPAREDNESSThe Flood Warning Program encompasses theDistrict’s Automated Local Evaluation in RealTime Warning System (ALERT), whichconsists of approximately 81 automatic self-reporting precipitation gauges, 30 streamgauges, 4 weather stations, and 4 radio repeaterstations. The system automatically transmitshydrometeorological data via radio telemetryto the District’s base station and to the Tucsonoffice of the National Weather Service (NWS).During storm events, District staff evaluatedincoming data to monitor changing floodconditions. The NWS also uses theinformation when issuing flash flood warningsand advisories. In addition to biannualmaintenance on all sites, the followinghighlights occurred during 2002-03:

• Staff worked with a consultantestablishing a web site where the publiccan gain access to flood warning systemdata. The data may be accessed at:www.dot.pima.gov/flood/altertsys/index.cfm .

• One precipitation gauge was installed inthe Santa Catalina Mountains to provideinformation on storms affecting portionsof the Bullock Fire burn area. Threeprecipitation gauges and one streamgauge were installed in support of datacollection concerning water quality andwater supply to the Ed Pastor KinoEnvironmental Restoration Project.

Rillito/Swan WetlandsWorking in partnership with the District, theUnited States Army Corps of Engineers(USCOE) is preparing a feasibility study todetermine the costs and benefits ofenhancing riparian habitat along a reach ofthe Rillito River. An environmentalassessment has been completed, and staffconducted a public workshop in an effort toobtain input in developing designalternatives.

FISCAL YEAR STATISTICSA total of 30,000 customers wereserved in 2002-03 for an average of2,500 customers per month. Theservices provided included:

• Investigated an average of 33drainage complaints per month.

Santa Cruz River BankStabilization, Grant Road to Ft.Lowell RoadThe District, the Natural ResourcesConservation Service (NRCS), PimaCounty Wastewater ManagementDepartment, the University of Arizona, andArizona Department of Transportationcombined their efforts to accelerate the bankprotection and mainline sewer interceptorconstruction project from Grant Road toFt. Lowell Road.

Cruz River and sufficient freeboard abovethe 100-year water surface to satisfy FEMAregulations.

Construction of this $9 million project beganin November 2001 and was promptlycompleted by March 2003.

Fairview/Limberlost DrainageImprovementsThis is a joint project between the District andthe City of Tucson providing a storm drainsystem that reduces flooding of single-familyresidences and manufactured homes west ofFairview Avenue and south of Wetmore Road.

Construction began in April 2002 and wascompleted in December 2002. The total costof the project was $1.89 million funded bythe 1997 Bonds.

Arroyo Chico Detention BasinsThis $27.5 million flood control project willprotect residents and businesses indowntown Tucson by removing 220residences from the 100-year floodplain.The USACOE has started the finalconstruction plans and specifications tobegin construction in August 2004.

Continental Vista ErosionProtectionThe District is designing improvements toreduce the flooding and erosion hazardswithin three major washes traversing GreenValley’s Continental Vista subdivision. Inaddition, a new pedestrian bridge will beprovided at the Green Valley RecreationCenter. Construction is scheduled to beginin December 2003.

Mission View WashPreliminary design continues on this projectto mitigate downstream flooding includingthe construction of a regional detentionbasin east of Park Avenue and south of36th Street.

Holladay/Forrest DrainageImprovementsDrainage improvements are needed toeliminate repeated flooding of homes locatednorthwest of the intersection of Mission andDrexel roads. The District has started thedesign, which includes a storm drain toconvey flows to an existing drainagewayalong Mission Road.

Ajo Detention Basin SafetyImprovementsThe District has started the design phase tomake improvements to the Ed PastorEnvironmental Restoration Project inresponse to safety related concerns noted byPima County Risk Management.

This area was subject to extensive lateralbank erosion, which threatened the I-10/Miracle Mile interchange, the ADOTMaintenance Yard, the University of ArizonaAgricultural Resource Center, TucsonElectric transmission line, Tucson Water’smainlines, two petroleum pipelines, twoSouthwest Gas pipelines, and commercialradio towers. The bank protection projectprovided 1.5 miles of soil cement bankprotection along both banks of the Santa

Shannon Road DrainageImprovementsThe Palmdale Mobile Home Subdivision wasconstructed in 1962. This subdivision hassustained long-standing drainage andponding issues along Shannon Road creatinga myriad of safety hazards and in general isa nuisance to the residents. The District isdesigning a new concrete drainageway nextto Shannon Road, which will alleviate theponding problems. Construction shouldbegin in September 2003.

Paseo de las IglesiasEnvironmental RestorationFeasibility StudyThis study is a cooperative effort by theUSCOE and the District with input from theCity of Tucson and other local stakeholdersto provide ecosystem restoration, floodcontrol improvements, and river park traildevelopment in an area north of the TohonoO’odham San Xavier District to CongressStreet. Methods being considered toimplement a project include a variety ofwater harvesting features, irrigation, riverbank terracing, and reestablishing nativetrees, shrubs and emergent wetlandcommunities.

Restoration alternatives are being analyzedfor biologic, hydrologic, and economic costsand benefits.

Tres Rio del NorteThe Tres Rios del Norte project is anenvironmental restoration study beingconducted in cooperation with theUSACOE, the Town of Marana, and the Cityof Tucson. The project area covers 18 milesof the Santa Cruz River from Prince toSanders Road in northern Pima County.Proposed restoration efforts in this reachfocus on capitalizing on available resourcessuch as storm water runoff and effluentdischarged from the Ina Road and RogerRoad wastewater treatment facilities toenhance riparian habitat. Other featuresinclude channel stabilization projects, grade

El Rio AntiguoEl Rio Antiguo is an ecosystem restorationstudy being conducted in cooperation withthe USACOE. Goals of the project include

habitat restoration, restoration of natural riverfunctions, storm water harvesting, andproviding passive recreational opportunitiesalong the Rillito River between CraycroftRoad and Campbell Avenue. The FeasibilityStudy phase began with a public meeting heldin November 2001. The Feasibility Studyreport was completed in December 2003. Theproject is on schedule for the WRDA 2004Federal Funding schedule.

Marana High Plains ProjectThe water diverted from the Santa Cruz Rivernourishes the densest riparian patch along theeffluent-dominated Santa Cruz River.Additional plantings of native trees and shrubsadjacent to the recharge basins broaden andextend the riparian corridor. This multipurposeproject is partially funded by the Arizona WaterProtection Fund and is operated in conjunctionwith the Town of Marana and the Cortaro-Marana Irrigation District. Stormwaterharvesting is also used on the site, along withfencing to restrict cattle.

The primary source of revenue is the District’s secondaryproperty tax levy of $0.3546 per $100 of real property assetvaluation. In 2002-03, the District received approximately$14.5 million in tax levy revenue. Other local sources ofrevenue include revenues for capital improvement from thesale of general obligation (GO) bonds ($1.2 million) andreimbursements for other funds ($0.4 million). Federal aidand Arizona state grants are an additional potential sourceof revenue, with the District receiving $0.8 million in stateand federal aid in FY 2002-03. Total revenue from all sourcesin FY 2002-03 was $16.6 million.

For FY 2002-03, the total expenditures for the District wasapproximately $13.9 million. The Capital ImprovementProgram expenditures of $7.1 million in direct capitalexpenses. The annual operating budget for the District wasapproximately $5.8 million. The other significant expenditurewas $1.0 million in debt service for flood control bonds.
