Pursuant to the Government's Decree No. 861

tasks, powers and organizational structure of the

At theproposal oftheMinister ofAgriculture andRural Development, who is concurrently the Head ofthe Central StNring Committee for Storm and Flood

Prevention and Fighting,

DECIDES;

Article 1.~ To approve the national strategy onnatural disaster prevention, fighting and reduction till

2020 with the following principal contents:

I. VIEWPOINTS

1. The work of natural disaster prevention andfighting covers the prevention of, coping with, andovercoming the consequences of, natural disasterswith a view to minimizing the damage they cause,ensuring sustainable development and contributing

to social stability as well as security and defensemaintenance.

2. Stateagencies, economicorganizations, socialorganizations, people's armed force units and allcitizens, as well as foreign organizations andindividuals living in the Vietnamese territory areobligedto prevent, fightandreducenatural disasters.

3. Natural disaster prevention, fighting andreduction shall be carried out under the guidingprinciples that the Stateand peoplejoin efforts, stateresources arc efficiently used while alln;SOU{1;C,') of

domestic andforeign communities, organizations andindividuals are mobilized.

4. The contents of natural disaster prevention,

fighting and reduction must be incorporated intosocio-economic developmentplannings andplansofeach region, each domain and the nation.

5. Natural disaster prevention, fighting andreduction shallbe carriedout with prevention beingtakenaskey, unceasing studyof theimpacts ofglobalclimatechanges, sea water rise and other abnormalclimatic phenomena in order to prevent and avoidthem

6. Natural disaster prevention, fighting andreduction shallbecarriedoutwiththepromotion andinheritance of traditional experience, thedrawingofkSSUIIS, tilt: cumbiuatiu 11 thereor with IIlUUt:I II

knowledge and technologies and enhancedinternational cooperation.

n,GUIDING PRINCIPLES

1.The Government shallperformtheunified statemanagement of naturaldisasterprevention, fightingandreduction nationwide; theMinistry ofAgricultureandRuralDevelopment shallactasthestanding bodycoordinating with concernedagencies and assistingtheGovernment in performing thestatemanagementof this domain.

2. Ensuring the strict observance ot the Party'sundertakings and the State's policies and laws.Enhancing the state management effect and

effectiveness and raising the responsibilities of allorganizations and individuals for natural disasterprevention, fighting and reduction. Incrementallyimproving organizational institutions and systemsfrom the cenu al tu IIJl,,;a11t: vels. Raising the awarenessof, and popularizing the experiences in, naturaldisasterprevention andfighting especially atvillages,hamlets and communes

3. The national strategy on natural disasterprevention, fighting and reduction must beimplemented ina synchronous manner. in stagesandwith focus, which is of both urgent and long-termnature. Natural disaster prevention, fighting andreduction work must be carried out under theprinciples ot .. 4 on-spots" (on-spot command, 00­

spot forces, on-spot supplies and on-spot logistics)and active prevention, timely coping, prompt andeffective remedies. Consequence remedies must be

combined with restoration and upgrading ensuringthesustainable development ofeachregionandeachdomain.

4. Investment in natural disaster prevention,fighting andreduction constitutes anirnportantfaetor,

ensuring sustainable development. The State shallensure necessary resources; and at the same timemobilizes the contributions of communities and theentire society for investment in natural disasterprevention, fighting andreduction. Investment in theconstruction of natural disaster prevention, fightingand reduction works must ensure combinationbetween construction and non-constructionsolutions,taking advantage of and ensuring the harmony with

natureand environmental landscapes.

5. Fulfilling international commitments in thedomain of natural disasterprevention, fighting andreduction.

m. OBJECTIVES

1.General objectives

To mobilize all resources for efficient naturaldisasterprevention, fighting andreductionfromnowtill 2020 in order to minimize human and material

losses, restrict the destruction of natural resources,environment and cultural heritages and greatlycontribute to ensuring the country's sustainabledevelopmentand security and defensemaintenance.

2. Some specificobjectives

aIToraisethecapabilityto forecast storms,floods,droughts, salt water infiltration, to report onearthquakes, alarmtsunamis and dangerous climaticand hydrological phenomena.Focallyto increasethestorm and tropical low pressure forecast time to 72hours iIIadvance,

bI To ensure that the development plannings,construction normsof socio-economic infrastructureand populntion quarters in areas frequented by natural

disasters complywithnaturaldisasterpreventionandfightingstandards of each region; to associatesocio­economic development planniugs and branchplannings with the natural disaster prevention,fighting andreduction strategy, plannings and plansfor sustainable development.

d To ensure that 100% local officials directlyengaged in natural disaster prevention and fightingare trained to raisetheircapabilities andqualificationsin natural w.sasler prevention, fighting and I eduction;

and over 70% of the population in communes ofnatural disasrer-frequented areas are provided withknowledge on natural disaster prevention, fightingandreduclion.

dJ To complete the relocation, arrangement andstabilization of the life of people in natural disaster­frequented areas under the plannings approved bycompetentstate bodies.Fromnowto 2010,torelocatepeople from areas highly prone to flash floods, landslides and dangerousareas to safe places.

efTo directclose coordination among searchandrescue forces in order to actively cope wlth urg~nt

IV. TASKS AND SOLUTIONS

1. General tasks and solutions

aJ To perfect the systems of laws and policies

- To studythe elaboration of the Law on NaturalDisaster Preventionand Fightingon the basis of theOrdinance on Flood and Storm Prevention andFighting, whichis suitableto the country's realities.To promulgate policies Ull disaster relief to regions

wherepeoplelive togetherwith floods, wherefloodsare diverted or slowed, and regions highly prone toflash floods and landslides....

-Toensurethenatural disasterprevention, fightingandreduction requirements inthecourseofformulatingsocio-economic development planningsand plans.

To adopt policies to encourage scientific andtechnological activities, to attractinvestment, promoteinternational cooperation, mobilize resources... fornaturaldisasterprevention,fighting and reduction.

Toformulate planningsand plans, to zone off andassess risks of naturaldisasters in order to work out

appropriate policies for key regions. localities andareas, whichserveas bases for active prevention; topromulgate norms and technical instructions onconstruction of works inareasfrequently affected bynatural disasters; to adjust andsupplementregulationsand norms on natural disaster forecasts.

hi Organizational perfection

- To further consolidate the natural disasterprevention, fighting and reduction-directing and-commanding apparatuses at all levelsand branchesfrom the center to localities.

- To scrutinize and supplement functions, tasks,operation regulations, coordination mechanisms ofthe Flood and Stonn Prevention and Fighting and

Search and Rescue Steering Committees from thecentral to local levels andinconcernedministries andbranches.

- To professionalize the contingent of officialsengagedin natural disaster prevention, fighting andreduction. Toupgrade theworking offices andinvestequipment and technologies to ensure the workingconditions fornatural disaster prevention andfightingsteering committees at all levels.

-Toencourage theestablishment ofnatural disastercontrol-supporting organizations, trainingestablishments and public-service units engaged innatural disaster prevention, fighting and reduction.

d Socialization andhumanresource development

- To adopt policies on socialization of naturaldisaster prevention, fighting and reduction work,creating conditions for people to participate informulating legal documents, plannings and plans,managing and overseeing the implementation of

programsand projects in localities.

-Tostepuppublic information to raise communityawareness. To build up capahilitif"." fOT self-defense

against natural disasters, to promote the tradition ofmutual assistance and support in disaster relief. Toorganize voluntary self-response forces incommunities to participate in search and rescueactivities. Topromote theroleof social organizationsin preparatory activities to cope with and overcome

consequences. Whennecessary, national reserves maybe used for natural disaster prevention, fit)tting andreduction. Tomakefull useofaDA~fornaturaldisaster prevention, fighting and reduction projects,prioritizing non-refundable aDA capital sources forcapacity building, scientific andtechnological transfersam] managerial experiences.

-TheStateshallgiveautonomy toprovmcial- anddistrict-level People's Committees ininvesbng in, andmobilizing lawful capital sources Ior, natural disaster

projects onworkconstruction, upgradingorrenovation,planning projects, projects on increase ofequipmentfor forecast, alarm, search and rescue, consequenceovercoming andproduction restoration.

- The State shall adopt policies of prioritizing andprotecting the lawful interests of organizations andindividuals investing in natural disaster prevention,fighting andreduction; encourage domestic andforeignorganizations and individuals to invest in scientificresearch and application of advance technologies incombination withtraditional measures.

- The State shaH encourage the apphcahon otscientific and technological advances to raising theforecasting and early-warning capacity, informationand communication capacity; raising the capacity tostudy and monitor changes of the earth, naturalevolutions in regions and territories; encourage theapplication ofnewtechnologies, newmaterials in thefield of natural disaster prevention, fighting andreduction.

- To incrementally develop sciences on naturaldisasters: stateofemergency, natural disastercontrol,sustainable development, disaster medicine, post­disasterproductionand environment restoration.

efToconsolidate systems of dikes.reservoirs anddams

-Tobuild,consolidate or upgrade systems ofriverdikes, sea dikes with appropriate design capacitiesandmulti-use purposes inserviceof socio-economicdevelopment.

Toattachimportance to raisingthequality ofdikebodies againstdegrading, to graduallyabolishweakpositions ondikefoundations andunder-dikeculverts;to perfectdike cross-sections according to designs,to solidify dike surfaces for combined usc in rural

traffic.

To increase investment in the planting of dikeprotection trees; the tending and protection of

protection trees constitute a regular dike protectiontask.

_ Tn scrutln;7.e plarmings on construction

investment to raise the flood drainage capacity forflood-diverting or -slowing works,whichhave been

approved by competentstatebodies.

- To regularly inspect and assess the currentconditions of waterreservoirs, to repair, upgrade andsupplement incidental spillway facilities to ensuresafety tor dams; to perfect the operation process tormulti-nsepurposes ofworks,particularlybigreservoirs,in regulating andreducingfloods fordownstreamareasand supplying water in the deyseason.

hi Toraise the rescue and salvagecapacity

To raise the rescue and salvagecapacity for full­lime end part-time fOIl;;.CS and local forces, torcgularly

organize natural disaster prevention, fighting andreduction drills and exercises for branches andlocalities. To attach importance to ensuring non­interrupted communication and information; to raisethe on-spot rescue capacity for organizations,individuals and communities, especially highland,deep-lying, remote,border, Islandregions andvesselsoperating on rivers andsea.

if To intensify international cooperation andintegration

To intensify cooperation with countries in theregion andtheworldondisasterwarningand forecast,

education, training, technological transfer,information, experienceandpracticallessonsharing,then proceed to formulating agreements or accordsoncooperation onnatural disasterprevention, fightingand reduction, especially on rescue and salvage;cooperation with international organizations on theimplementation of the UN Framework Conventionon Climate Change, the Kyoto Protocol, the Hyogo

Programof Action and other programs;cooperationwith regional countries on management of waterresourceexploitationand protection.

2. Natural disaster prevention, fighting andreductiontasks and solutionsfor regions

aJ The northernand north-central delta regions

The northernand north-central deltaregionsshallresolutely prevent and fight floods; and at the sametimeactivelyprevent and fightstorms,droughts, seawater swell... , focussing on the followingtasks andsolutions:

- Enhancing the anti-floodcapacity of river dikesystems, synchronously performing the tasks offormulating plannings on flood prevention andfighting for river systems,scrutinizing and adjustingplannings un uike systems, which serve as bases fur

the construction, maintenance, management andprotection of dikes,renovationandupgrading under­dike works, h:mcllingsections where dike foundations

are weak, solidifyingdike surface for combinedusein rural traffic.

- Furtherbuildingwater reservoirs. formulate theprocessfor operatingbigreservoirsinregulating andreducing floods, regulating water flows in the dryseasonto combatdroughtsand salt waterinfiltration;to plant forests and protectheadwater forests.

- Raisingtheflood-draining capacityofriverbedsby removing obstacles in river dunes, river beds;dredging conducting beds and completing flood­diverting schemes.

-Forcoastal provinces, toimplementtheprogramson restoration and upgrading uf sea dikes, to plant

breakwatertrees and protection forests alongcoasts.To grow grass to prevent erosion and slide of dike

bodies, to build anti-erosion and -slide works.

bl The central coast, eastern-south and islandregions

Natural disaster prevention. fighting and wnnctlon

activities in thecentral andeastern-south deltaregionsshall follow the guiding principle of "activeprevention, avoidance and adaptation fordevelopment," focussing on the following tasks andsolutions:

- Planning population quarter, industr illJ parksandtouristresorts;planningand buildingnaturaldisasterprevention, fighting and reduction works, trafficinfrastructures to combat flooding and drain floods.

- Restructuring 1,;10PS and hUSUWll1ly tv suit theregions' particular conditions and make full use offavorable natural land and sea conditions fordevelopment: combatingsand dune infikration intodelta areas, and desertization.

- Carrying out programs on consolidation andupgrading of sea dikes, making full we of andpreserving naturalsandstretches to preventtsunamisand sea water rise; building reservoirs, stepping upafforestation andapplying measures to increasewaterflows in the dry season and underground water,increasing irrigation works for drought and floodfighting; buildinganti-river bank and sea roast slideworks, dredge channels; building storm !.helters forships and boats to anchor and moor, upgrading anddevelopingcoastal information stationsin service ofstorm, sea water rise and tsunami warning

- Intensifying the study on solutions againstalluviumdepositatrivermouths, dredging conductingchannels to increase the flood drainage capacity incombinationwith waterwaytraffic.

d The Mekongriver delta region

Natural disasterprevention, fighting andreductionactivities for the Mekongriver delta shall follow theguiding principle of "living together with floods,"ensuring safety for sustainable development; and atthe same lillie <U.;Uvely preventing storms, whillwiuds,

cyclones, salt water infiltration and droughts,focussing on the following tasks and solutions:

- Formulating flood control planning, activelypreventing floods andrationally usinglandandforestresources as well as favorable natural conditions in

theregion.- The specific solutions to flood control and salt

water prevention include the construction ofpopulation clusters andinfrastructures higher thantheIlood level, raising uf 11UVl1 drainage capacity ufcanal

systems, construction of seadikes, rivermouthdikes,

enclosing dikesor banks, regulating lakes, anti-saltwater infiltration works.

- Actively taking advantage of floods, studyingtheinvestmentin exploiting surface waterresources,making fuII use of alluviumtowashawaysalt water.developing-aquaculture andfishing, waterway traffic,ecological tourism and particular cultural and sportactivitiesofflood-frequented areas.

- Stepping up international cooperation with

countries in the Mekong river basin on rationalexploitation-andprotection of water resources. Furthercoordinating with upstream countries in studyingsolutions to flood prevention and fighting,maintenance of water flow in the dry season,preservation of fresh water and solutions to seawater

rise.

d!The mountain and Central Highland region

Natural disaster prevention, fighting andrcductionactivities for the mountain and Central Highlandregion comply with theguiding principle of "activeprevention -andfighting," focussing on the followingtasks and solutions:

- Drawing maps of areas highly prone to flashfloods, land slides, geological incidents; drawing upplannings on population, actively relocating peoplefrom dangerous areas, land use plannings,restructuring crops and managing the mineralsexplortaticn, avoiding adverse impactS onenvironment and higher danger of land slides;planting and rationally exploiting forests.

- Installing early-warning and conununications

systems to hamlets and villages; building works toprevent and combat land slides and flash floods;

widening clearance spans of bridges and culverts onroads to ensure flood drainage, building systems ofreservoirs to combat floods and droughts.

- Intensifying international cooperation on naturaldisaster warning and forecasts, on search, rescue andsalvage with bordering countries.

elOn sea

Natural disaster prevention and fighting on seashall follow the principle of "active prevention andfighting", ensuring safety for humans and vessels,tapping resources for development of marineeconomy, focussing on the following solutions:

- Building systems for management of vesselsuperauug UII sea, particularly Ilshing vessels aml

fishermen on sea before and during the natural

disasters.

- Building information and communicationsystems transmitting natural disaster warnings andforecasts to vessels and works on sea. Building upprofessional sea search, rescue and salvage forces,raising the salvage and rescue capacity for part-timeforces of fishermen on ships and boats.

- Intensifying cooperation with regional countriesand territories on warnings, forecasts, information and

communication, search and rescue, creatingconditions for vessels to shelter against storms,rationally and safely tapping marine resources.

V. ACTIONPLAN

To focus on directing the implementation of thetarget programs from now till 2020 as follows:

- The program on upgrading of dike systems,renovation and upgrading of under-dike culverts,solidification of dike surface to grade 3 or higher.

VI. ASSESSMENT OF STRATEGYIMPLEMENTATION

Theassessmentof strategyimplementation coversthe followingcontents:

- Systems of legal documents, mechanisms andpoliciesrelatedto natural disasterprevention, fightingand reduction.

- Natural disaster-forecasting and -warningcapacity.

- Natural disaster prevention and fightingorganizational structures at all levels (four levels).

- Searchandrescuecapacityof full-rime and part­time forces.

- Incorporation of naturaldisasterpreventionandfighting contents into socio-economic developmentmaster plans and specific projects of ministries,branchesand localities.

- Education and propagationto raise communityawareness ofnaturaldisasterprevention, fightingandreduction.

- Community participation in the formulation oflegal documents, plannings aud plans as well as the

management and supervision of implementation ofprograms and projects in localities.

- Natural disuster self preventing and -coping

capability.

- Sustainable development of each region, eachlocalityin face of impactsofnatural disasters.

Article 2.- Organization of implementation

Prevention and Fighting Steering Committee shallact as agencies responsible for organizing theimplementation of the national strategy on naturaldisaster prevention, fighting andreduction till 2020:

- Guiding, inspecting and urging theimplementationof the strategyby ministries,branchesand localities; acting as national bodies to contactinternational organizations in this domain.

- Based on the lists of schemes and projectsspecified in Appendix I to this Decision (not printedherein), formulating specific action programs and

plans, clearly identifying priority contents anddefining tasks for ministries, branches and localities.

- Organizing the inspection. examination andassessment of the implementation of the strategybyministries,branchesand localities;makingannualandfive-year reviews and assessment of theImplementationand proposmg to the Prime Ministeradjusted contents and solutions in the strategy.

2. Ministries, branches and localities shall,according to their assigned functions and tasks,effectively materialize the strategy's contents,objectives, tasks and solutions related to theirrespective ministries, branches CIT localities

3.TheMinistry ofPlanning andInvestment shallassume the prime responsibility for, and coordinatewith the Ministry of Finance, the Ministry ofAgriculture and Rural Development, the CentralStann andFlood Prevention and Fighting SteeringCommittee, theNationalSearch, Rescueand SalvageComnnttee and concerned ministries and branchesin, balancingand allocatingannual investmentcapitalunder the State Budget Law and other aid capitalsources for efficient realization of the strategy.

4. People's Committees, storm and floodprevention and fighting committees, and search,rescue and salvation committees of provinces or

centrally run cities shall direct authorities andbranches in their respective localities in realizing thestrategy's contents, attaching importance to thefulfillment of plans on renovation and constructionof local natural disaster prevention, fighting andreduction works, organizing natural disaster

prevention,fightingandreductionforcesand workingout plans to protect people; at the same time,incorporate natural disaster prevention, fighting andreduction contents into local socio-economicdevelopment plans; annually report onimplementation results to the MinistryofAgricultureand Rural Development and the Central Storm andFlood Prevention and Fighting Steering Committee.

Article3.-This Decision takes effect 15 days afteritspublication in"CONG BAO."

Article 4.· Ministers, heads of ministerial-levelagencies,heads ofgovernment-attached ~encies. andpresidents of provincial/municipal People'sCommittees shallimplement this Dccisjee.
