BOISE COUNTY -- On Thursday, August 6, 2020, at 1:48 p.m., Idaho State Police investigated a fatality crash northbound on SH21 at mile marker 78, north of Lowman.

Timothy R. Blair, 63, of West Valley, UT, was driv-ing southbound on SH21 on a

2017 Harley Davidson motor-cycle. Debiann J. Jenkins, 63, of Syracuse, UT was driving northbound in a 2011 Hyundai Tucson. Blair crossed the cen-ter line and struck Jenkins.

Blair was ejected from his motorcycle and succumbed to his injuries at the scene. He was wearing a helmet. Jen-kins, along with two juvenile passengers, were all wearing seatbelts.

Next of kin has been noti-fied.

The lanes were blocked for approximately four hours.

This crash is under investi-gation by the Idaho State Po-lice.

BOISE COUNTY SHERIFF’S OFFICE -- Elaine Sanchez, 39, of Garden City was driving along Arrowrock Road when the vehicle ran off the road at mile post 19.5, plunging approxi-mately 200 feet down the embankment, stopping just short of the water’s edge. She was not wearing a seat belt and was ejected from the vehicle as it rolled several times down the embank-ment. Office of Highway Safety Announces Statewide Seat Belt Enforcement

BOISE COUNTY -- Tak-ing three seconds to buckle up before driving or riding in a vehicle could mean the differ-ence between life and death.

That's why the Office of Highway Safety is partnering with local law enforcement agencies to patrol for those not using safety restraints across Idaho. The mobilization will run from July 25-Aug. 7, 2020.

"Our goal is to have every-one buckle up, every time," said John Tomlinson, Office of Highway Safety manager. Seat belts are proven to be the most effective safety feature ever introduced for vehicles. They cut in half the likelihood of fatal and serious injuries from traffic crashes.

Safety restraints are not op-tional. Idaho law requires that everyone in a vehicle be prop-erly restrained. In the last five years, from 2015-2019, 56% of vehicle occupants killed in Idaho were not restrained and 1,207 unrestrained vehicle oc-cupants were critically injured in traffic crashes.

"This mobilization effort isn't just about handing out citations," said Tomlinson. These efforts are to keep driv-ers and passengers safe. When you choose not to wear your seat belt, or when you allow your passengers to ride with you unrestrained, you increase the risk of serious injury or death.

According to the National Highway Traffic Safety Ad-ministration (NHTSA), sever-al misconceptions about safety restraints still persist.

Vehicle type: there seems to be a misconception among those who drive and ride in pickup trucks that their large vehicles will protect them bet-ter than other vehicles would in a crash. The numbers say oth-erwise: 59% of pickup truck occupants who were killed in 2018 were not buckled. That's compared to 42% of passenger car occupants who were not wearing seat belts when they were killed. Regardless of ve-

hicle type, seat belt use is the single most effective way to stay alive in a crash.

Seating position: too many people wrongly believe they are safe in the back seat un-restrained. Of front-seat pas-senger occupants killed in crashes in 2018, 46% were un-restrained, while 56% of those killed in back seats were unre-strained.

Rural versus urban loca-tions: people who live in rural areas might believe that their crash exposure is lower, but in 2018, there were 12,068 passenger vehicle fatalities in rural locations, compared to 10,330 fatalities in urban loca-tions. Out of those fatalities, 49% of those killed in the ru-ral locations were not wearing their seat belts, compared to 45% in urban locations.

"No matter where you live, what you drive, or where you sit, make buckling up a habit," said Tomlinson.

close to homes near the end of Bunch Drive on Saturday, August 8th, which started at about 5:30 pm and continued until around midnight. Residents in the area were concerned that they did not receive official notification about the fire. Only a few people who “signed up” through Boise County’s website received a notification. You can sign up at boi-secounty.us under the Sheriff’s page by clicking on AlertSense to prop-erly identify your home’s location and associated phone number(s).

“I don’t know if I received a notification because I signed up a while ago and the list may have been discarded. But I definitely always want to be notified of any significant issue affecting our home, even if it’s unlikely to actually affect us,” said Pam Sprague, a neighborhood resident.

Should there be a need to evacuate, the community tries to have some awareness of their neighbors, locals explaining that one person had lost their eyesight, another had a family with young children, and there was a resident with serious mobility issues. Even in the best of circumstances, there will be those who need extra help.

BOISE COUNTY -- The U.S. Army Corps of Engineers and the Bureau of Reclamation will begin lowering the pool elevation of Lucky Peak Res-ervoir on Monday, August 17. The lowering of Lucky Peak Reservoir follows a typical end of season reservoir drawdown for irrigation as experienced in prior years. Lucky Peak Res-ervoir pool began lowering on August 14 in 2018 and on Au-gust 18 in 2019.

Currently, the Boise River System reservoirs are at 73 per-cent of capacity. Near normal to slightly above normal car-

ryover is projected in the Boise River System reservoirs at the end of the irrigation season.

BOISE COUNTY -- Thurs-day, August 6, 2020, Respond-ers awoke to radio traffic be-tween Idaho Department of Lands (IDL) and Boise Dis-patch as they managed a light-ning-caused fire on the back-side of Bogus Basin, near the Pine Creek Campground. State crews had deployed to Shaefer Butte, late at night on Wednes-day, the night of the storm, in anticipation of having to re-spond to predicted dry light-ning. This strategy had paid

off, as Incident Commander (IC) Bryan Durkin and his crew had an early start on getting the Shafer Fire under control.

Meanwhile, Clear Creek Volunteer Fire Department (CCVFD) firefighter Marvin Jennings had spotted another plume of smoke near the North Fork of Clear Creek, and shut-tled crew and incident com-mand up to the remote fire. This would be called the Bogus Fire, with IDL Fire Warden Casper Urbanek as the IC. As quickly as available, air support was dispatched to the area, and helicopter pilots located two more lightning strikes; one be-

tween the Bogus Fire and Sha-fer Fire, up near the headwaters of North Fork Clear Creek and South Fork Clear Creek. This was called the Clear Fire.

The fourth fire was spotted when CCVFD firefighter Kim Slayton saw smoke approxi-mately 1.5 miles southwest of Warm Springs Summit. An-other CCVFD firefighter, Dave Walker, was first on-scene, quickly followed by Assistant Chief Steve Moore, who would be the IC. Due to state resourc-es already being busy fighting the previous three fires, a retar-dant drop was immediately dis-patched to the Milk Fire, which stopped much of its progres-sion. A handful of volunteers responded shortly after, includ-ing some that just happened to be working from home due to recent events. The local crew hiked 1/4-mile into the steep terrain with hand tools and dug a control line around the fire. A state engine crew, headed up by Gus Swearingen, arrived later to help finish up the line, assist with chainsaw work, and even-tually take over the incident. Once the line was complete, an unusually long hose-lay was deployed to completely put out all remaining signs of fire, and save air resources for the truly remote areas.

Lightning strikes in the Boise County area on August 6th started several fires. One fire began in Horseshoe Bend, southwest of Hawley Moun-tain, and has been dubbed the Pumpkin fire due to its prox-imity to Pumpkin Creek Road. Windy conditions and steep terrain are responsible for the fire spreading to just over 400 acres as of August 10th, mostly due to spot fires caused by fly-ing embers. The fire is being fought with air tankers, heli-copters, and ground support firefighters.

According to the Idaho De-partment of Lands Fire infor-mation, the steep terrain has “limited the use of dozers and crews are building handlines and installing hose lays to cor-ral the spots and contain the fire.”

Both hotshots and smoke-jumpers together with the hand crews are building fire lines and are being backed up by aviation assets.

Fortunately, no structures have been lost and none are cur-rently threatened by the Pump-kin Fire but Idaho Department of Lands will continue to ac-cess the situation and maintain contingency planning.

A regional Type 3 Incident Management Team took over management of the fire on Sunday morning. The team initiated an Incident Command Post which they established at the Idaho City Airstrip. Type 3 Incident Management teams are multi-agency/multi-juris-dictional teams that are formed

for longer term incidents. They typically consist of ten to twenty trained members who manage major incidents that will require local and state re-sources. The control of the fire is a combined effort of the U.S. Forest Service, the Idaho Department of Lands, and the Bureau of Land Management.

As of Monday, more than 300 crew members were working the fire incident. While winds were expected on Sunday, high-er than normal humidity should bring the temperatures down through Wednesday. Forest Service Road 374 is temporar-ily closed at the 307 junction to all except fire personnel. The fire was approximately ten per-cent contained on Monday eve-ning. Those that are planning on recreating in the area are be-ing asked to stay off of roads west of Placerville.

As of Tuesday evening: [ac-cording to Regional Incident Management Team - Great Ba-sin] The Pumpkin Fire remains at 432 acres burned. There are pockets of the interior still hot and helicopters are provid-ing water drops to these areas. There are also professional tim-ber fellers removing hazardous trees so that firefighters can work safely. Dozers are being used along the Quartzburg Rd. 343 to improve accessability to the fire, which is located 7.5 miles northeast of Horseshoe Bend and 8 miles southeast of Garden Valley. No structures were immediately threatened. Hawley Mountain Road 374 is temporarily closed at the 307 junction.

Horseshoe Bend Volunteer Fire was reported as a "grass fire" at 2am on August 6th. This turned out to be a much bigger fire.
