SchoolYear2019-2020: DearStudentandParent/Guardian: ThemajorgoaloftheLibertyCountySchoolSystemistoprovideallstudentswithanopportunitytolearn.Therefore,schoolofficialshavearesponsibilitytoprovidethebestinstructionpossiblewhilealsopromotinganenvironmentthatisconducivetolearning.Ifstudentsaretomastertheskillsandobjectivesrequiredofthem,theymustbeabletoworkinaclimatethatissafeandfreeofdistractionsanddisturbances.Parentsareencouragedtomaintaincontactwiththeirchild’steacherthroughouttheschoolyear. ThisStudentInformationandCodeofConductBooklethasbeenadoptedforstudentsingradespre-kindergartenthroughtwelvetoensurethatschoolsmaintaintheproperlearningenvironment.Thecodeisdesignedtoprotecttherightsofallstudentsandtopreventtheinfringementofthoserightsbyothers.BystudyingtheCodeofConduct,studentsandparents/guardianswillknowwhattypeofbehaviorisexpectedofallstudentsandwillbeawareoftheconsequencesthataccompanyunacceptablebehavior.ParentsandstudentsarerequestedtosigntheformlocatedinthefrontofthishandbookindicatingtheyhavereadtheCodeofConduct,andthisformshouldbereturnedtothestudent’shomeroomteacher. Schoolofficialsencourageallstudentsandtheirparents/guardianstobecomefamiliarwiththevariouspolicies,rules,andregulationsoftheschoolsystemandtocooperatewiththeschoolasitworkstomaintaintheproperlearningenvironmentforitsstudents.StudentCodesofConductshallbeavailableineachschoolandclassroom.ThisCodeofConductisintendedasaguideforrules,regulations,andproceduresaffectingtheLibertyCountySchoolSystem.BoardofEducationpolicy,legalsanctions,orstatedepartmentofeducationpolicywouldsupersederegulationswithintheLibertyCountyCodeofConduct.Further,parents/guardiansareencouragedtoestablishandmaintainopenlinesofcommunicationbetweentheschoolandhome.Thiscanbeaccomplishedbyprovidingacurrentaddressandphonenumbers(workandhome),schedulingconferenceswithteachersperiodicallytodiscussstudentprogress,attendingopenhouseandParent/TeacherOrganizationmeetingsattheschoolwheneverpossible,andtalkingtoyourchilddailyabouthis/heractivitiesatschool.Finally,weencourageparents/guardianstosupporttheschool’seffortstoprovideaqualityeducation.Whenyouhaveaconcern,telephoneorvisittheschooltodiscussthematterwiththeteacheroradministrator.Byworkingtogether,wecanachieveourcommongoal-asafe,orderlyschool,andaqualityeducationforallstudents. TITLEIPARENTINVOLVEMENTPLANTheLibertyCountySchoolSystemrecognizesthatgreaterfamilyinvolvementiscrucialifourstudentsaretolearnmore,toachievehigheracademicstandardsandtosucceedinaworldthatmightotherwisepassthemby.ItshallbetheintentofallparentinvolvementactivitiesinLibertyCountySchoolstoencourageandsupporttheeffortsofhome,schoolandcommunityinimprovingtheeducationalopportunitiesofallchildren.TheLibertyCountySchoolSystemencouragestheparticipationofparentsinregular,two-way,andmeaningfulcommunicationinvolvingstudentacademiclearningandotherschoolactivities,toincludeensuringthatparents:

A. Playanintegralroleinassistingtheirchild’slearning.

B. Areencouragedtobeactivelyinvolvedintheirchild’seducation.

C. Arefullpartnersintheirchild’seducationandareincluded,asappropriate,indecision-makingandonadvisorycommitteestoassistintheeducationoftheirchild.

PARENTALINVOLVEMENTANDCONFERENCESThisCodeofConductisbasedontheexpectationthatparents,guardians,teachers,andschooladministratorswillworktogethertoimproveandenhancestudentbehaviorandacademicperformanceandwillcommunicatefreelytheirconcernsabout,andactionsinresponseto,studentbehaviorthatdetractsfromthelearningenvironment.AtschoolandDistrictlevel,parentsareprovidedopportunitiesindevelopingandupdatingthestudentCodeofConduct.ParentsandstudentsshouldcontacttheprincipaloftheschoolifspecificquestionsariserelatedtotheCodeofConduct. Georgialawallowsalocalboardofeducationtopetitionthejuvenilecourttorequireaparenttoattendaschoolconference.Ifthecourtfindsthattheparentorguardianhaswillfullyandunreasonablyfailedtoattendaconferencerequestedbytheprincipal,thecourtmayordertheparentorguardiantoattendsuchaconference,ordertheparentorguardiantoparticipateinsuchprogramsorsuchtreatmentasthecourtdeemsappropriatetoimprovethestudent’sbehavior,orboth.PROFESSIONALQUALIFICATIONSOFCLASSROOMTEACHERSANDPARAPROFESSIONALSIn compliance with the requirements of the Every Students Succeeds Act, the Liberty County School System would like to inform you that you may request information about the professional qualifications of your student’s teacher(s) and/ or paraprofessional(s). The following information may be requested:

Whetherthestudent’steacher—(a) hasmetStatequalificationandlicensingcriteriafor

thegradelevelsandsubjectareasinwhichtheteacherprovidesinstruction;

(b) isteachingunderemergencyorotherprovisionalstatusthroughwhichStatequalificationorlicensingcriteriahavebeenwaived;and

(c) isteachinginthefieldofdisciplineofthecertificationoftheteacher.

Whetherthechildisprovidedservicesbyparaprofessionalsand,ifso,theirqualifications.Parentsmaycontacttheschoolprincipalforthisinformation.PROTECTIONOFPUPILRIGHTSAMENDMENT(PPRA)NOTICETOPARENTS/GUARDIANSANDELIGIBLESTUDENTSOFRIGHTS (1)Parentsandeligiblestudents(18orolderoremancipatedminors)shallbenotifiedatthebeginningoftheschoolyearoftheapproximatedatesduringtheschoolyearwhenanyoftheactivitieslistedbelowareexpectedtobescheduled.TheBoardofEducationhasdevelopedandadoptedpolicies,inconjunctionwithparents,regardingtheactivitiesdescribedinparagraph1.InaccordancewithBoardpolicies,priorwrittenconsentmustbeobtainedfromparentsbeforestudentsarerequiredtosubmittoanysurveythatcontainsquestionsaboutoneormoreoftheareaslistedinsubparagraph(1)(A)andthatisfundedinwholeorinpartbytheU.S.DepartmentofEducation.Youhavetherighttoinspectanysurveyorinstrumentusedinthecollectionofinformationundersubparagraphs(1)(A)and(1)(B)beforetheinstrumentisadministeredordistributedtoastudentandtooptyourstudentoutofparticipationinanyactivitiesdescribedinparagraph(1)inaccordancewithregulationsdevelopedbytheSuperintendent. behavior; 5. Criticalappraisalsofotherindividualswithwhom

respondentshaveclosefamilyrelationships; 6. Legallyrecognizedprivilegedoranalogous

relationships,suchasthoseoflawyers,physicians,andministers;

7. Religiouspractices,affiliations,orbeliefsofthestudentorstudent’sparent;or




8. Income(otherthanthatrequiredbylawtodetermineeligibilityforparticipationinaprogramorforreceivingfinancialassistanceundersuchprogram),withoutpriorwrittenconsentoftheparentoreligiblestudent.

(B) Activitiesinvolvingthecollection,disclosure,oruse

ofpersonalinformationcollectedfromstudentsforthepurposeofmarketingorforsellingthatinformation(orotherwiseprovidingthatinformationtoothersforthatpurpose).

(C) Anynon-emergency,invasivephysicalexamination

orscreeningthatisrequiredasaconditionofattendance,administeredbytheschoolandscheduledbytheschoolinadvance,andnotnecessarytoprotecttheimmediatehealthandsafetyofthestudent,orofotherstudents.

(2)Youmay,uponrequest,inspectanyinstructionalmaterialusedaspartoftheeducationalcurriculumforyourstudent. (3)Theschoolisrequiredbyfederallawtogivethisnoticetoparents.However,theschooldoesnothavescheduledanysuchactivitiesasaredescribedinparagraph1.Ifanysuchactivitiesareinitiatedduringtheschoolyear,youwillbenotifiedaccordinglyandwillbeaffordedalltherightsasdescribedherein. TheFamilyEducationalRightsandPrivacyAct(FERPA)affordsparentsandstudents18yearsofageandover(labeledaseligiblestudents)certainrightswithrespecttothestudent’seducationrecords.Theserightsare: 1.Therighttoinspectandreviewthestudent’seducationrecordswithin45daysofthedaythedistrictreceivesarequestforaccess. Parentsoreligiblestudentsshouldsubmittotheschoolprincipalawrittenrequestthatidentifiestherecord(s)theywishtoinspect.Theprincipalwillmakearrangementsforaccessandnotifytheparentoreligiblestudentofthetimeandplacewheretherecordsmaybeinspected.

2.Therighttorequesttheamendmentofthestudent’seducationrecordsthattheparentoreligiblestudentbelievesareinaccurateormisleading. ParentsoreligiblestudentsmayasktheLibertyCountySchoolDistricttoamendarecordthattheybelieveisinaccurateormisleading.Theyshouldwritetheschoolprincipal,clearlyidentifythepartoftherecordtheywantchanged,andspecifywhyitisinaccurateormisleading. Ifthedistrictdecidesnottoamendtherecordasrequestedbytheparentoreligiblestudent,thedistrictwillnotifytheparentoreligiblestudentofthedecisionandadvisehim/heroftherighttoahearingregardingtherequestforamendment.Additionalinformationregardingthehearingprocedureswillbeprovidedtotheparentoreligiblestudentwhennotifiedoftherighttoahearing. 3.Therighttoconsenttodisclosuresofpersonallyidentifiableinformation(PII)containedinthestudent’seducationrecords,excepttotheextentthatFERPAauthorizesdisclosurewithoutconsent. Oneexception,whichpermitsdisclosurewithoutconsent,isdisclosuretoschoolofficialswithlegitimateeducationalinterests.Aschoolofficialisapersonemployedbythedistrictasanadministrator,supervisor,instructor,orsupportstaffmember(includinghealthormedicalstaffandlawenforcementunitpersonnel);apersonservingontheschoolboard;apersonorcompanywithwhomthedistricthascontractedtoperformaspecialtask(suchasanattorney,auditor,medicalconsultant,therapist,oronlineeducationalservicesprovider);acontractor,consultant,volunteer,orotherpartytowhomtheschooldistricthasoutsourcedservices,suchaselectronicdatastorage;aparentorstudentservingonanofficialcommittee,suchasadisciplinaryorgrievancecommittee,orassistinganotherschoolofficialinperforminghisorhertasks.TheDistrictallowsschoolofficialstoaccessonlystudentrecordsinwhichtheyhavealegitimateeducationalinterest.SchoolofficialsremainundertheDistrict’scontrolwithregardtotheuseandmaintenanceofPII,whichmaybeusedonlyforthepurposeforwhichdisclosurewasmade,andcannotbereleasedtootherpartieswithoutauthorization. Aschoolofficialhasalegitimateeducationalinterestiftheofficialneedstoreviewaneducationrecordinordertofulfillhisorherprofessionalresponsibility. Uponrequest,thedistrictdiscloseseducationalrecordswithoutconsenttoofficialsofanotherschooldistrictinwhichastudentseeksorintendstoenroll. 4.LibertyCountyBoardofEducationdesignatesthefollowinginformationasdirectoryinformation.Unlessaparentoreligiblestudentmakesawrittenrequestwithinten(10)daysofenrollmenttotheprincipaloftheschoolwhere




thestudentisenrolledthatsuchinformationnotbedesignateddirectoryinformation,suchinformationwillnotbeconsideredconfidentialandwillbedisclosedtoindividuals,agenciesandorganizationsthatrequesttheinformation.

a. student’sname,address,andtelephonenumber;

b. student’sparticipationinclubsandsports; c. weightandheightofstudentifheorsheisa

memberofanathleticteam; d. datesofattendanceatLibertyCounty

Schools;and e. awardsreceivedduringthetimeenrolledin

LibertyCountySchools. OneoftheprovisionsoftheEveryStudentSucceedsAct(ESSA)isthatlocalschoolsystemsmustprovidetomilitaryrecruitersoraninstitutionofhigherlearning,uponrequest,thenames,addressesandtelephonenumbersofhighschoolstudents.Ahighschoolstudentortheparentmayrequestthattheinformationnotbereleasedwithoutparentconsent.Thelegislationfurtherprovidesthatschoolsmustnotifyparentsoftheoptiontorequestthatthehighschoolnotreleasesuchinformationandtheschoolmustcomplywithanyrequest. Ifyoudonotwishforyourstudent’sinformationtobeprovidedtomilitaryrecruitersorpostsecondaryinstitutions,youmaynotify,inwriting,thehighschoolthatyourchildattendswithinten(10)daysofstudentenrollment.Otherwise,wewillprovidesuchinformationtoarequestingmilitaryrecruiterorpostsecondaryschoolwithoutfurthernoticetoyou. 5.Youarealsonotifiedthatfromtimetotimestudentsmaybephotographed,videotaped,orinterviewedbythenewsmediaatschoolorsomeschoolactivityorevent;unlessyou,asaparent/guardianobjectinwritingtotheprincipaltoyourstudentbeingphotographed,videotapedorinterviewed.Youmustnotifytheprincipalofyourobjectionwithinten(10)daysofstudentenrollment.Theprincipalwilltakereasonablestepstocontrolthemedia’saccesstostudents.However,yoursubmissionofawrittenobjectiondoesnotconstituteaguaranteethatyourstudentwillnotbeinterviewedincircumstanceswhicharenotwithintheknowledgeorcontroloftheprincipal. 6.YouhavetherighttofileacomplaintwiththeU.S.DepartmentofEducationconcerningallegedfailuresbytheDistricttocomplywiththerequirementsofFERPA.ThenameandaddressoftheOfficethatadministersFERPAis:

TheLibertyCountySchoolSystembelievesthatstudentsshouldlearninasafeenvironment.Inordertoensurethesafetyofeveryone,metaldetectors,searches,cameras,andothermeansmaybeusedintheschoolbuilding,onbuses,intheparkinglots,anyplaceontheschoolproperty,andallschool-sponsoredactivities.

VISITORSINSCHOOLS

TheLibertyCountyBoardofEducationwelcomesvisitorstoourschools.Inanefforttoprovideasafelearningenvironmentwiththeutmostprotectionforstudents,staff,andtheintegrityofthelearningprocess,theBoardhasestablishedthefollowingguidelinesandexpectationsforallvisitorstoschoolsintheLibertyCountySchoolSystem.GeneralRequirementsIndividualsarewelcometovisitdistrict'sschoolsprovidedtheprincipalordesigneeapprovesthepurposeofthevisit.Parentsandvisitorsareexpectedtomaintaincooperativeandpositiverelationshipswithstaff.Theprincipalordesigneemaygrantpermissiontovisitathis/herdiscretion.Visitorsmustsigninattheschoolofficeandobtainauthorizationtovisitanypartoftheschool.Failuretofollowthisproceduremayresultintheinvolvementoflawenforcementofficials. Parents/guardiansdesiringtohaveaconferencewithateacherareencouragedtoscheduletheirvisitsbeforeorafterinstructionalhours.Parent-teacherconferencesarenotpermissibleattimeswhenteachersareresponsiblefordeliveringinstructionandsupervisingstudents.Onlyparentsorlegalguardiansareauthorizedtosetupparentconferenceswithschoolpersonnel. ClassroomVisits/ObservationsInordertoensurethesafetyandconfidentialityofstudents,classroomvisitsarelimitedtoparentsorlegalguardiansofstudentsenrolledattheschoolandthosepersonsinvitedbytheDistrictorschoolpersonnelforofficialbusiness.Visitorrequeststomeetwithspecificpersonnelwillrequirenoticeatleast24hoursinadvance.Theschoolprincipalorhis/herdesigneemustapproveallvisitationsandarrangeadateandtimeforthevisittotakeplace. Theprincipalmayalsoarrangeforaschoolemployeetoescorttheparent/guardiantotheclassroom.Asnecessitydictates,the

escortmaybeaskedtoremainintheclassroomthroughouttheobservation.Onlyparentsorlegalguardiansareallowedtovisitandobserveinclassroomswheretheparent’s/guardian’schildisinattendance.Toaccommodateandprovideequitytoallvisitors,whilemaintainingtheintegrityoftheinstructionalprogram,classroomvisitsandobservationsarelimitedtoonceeverynineweeksatamaximumof30minutespervisit.Underspecialcircumstancesanduponagreementbetweentheparent,teacherandtheprincipal,additionalvisitsmaybescheduledasneeded.Parents/guardiansmaycontacttheIDEA/504Coordinator,Mrs.MindyYanzetich,at876-3108foradditionalinformationregardingfederalregulations.Schoolactivitiesplannedforspecialoccasionsduringtheschooldayandafterhourswhereparentsandcommunityresidentsareinvitedarenotincludedunderthisrequirement.Duringclassroomvisitsandobservations,cellphoneuseisnotpermissible.Cellphonesaretoremaininthesilentpositionatalltimesduringschoolvisits. OtherConsiderationsSchoolprincipalsarechargedwiththecontrolofschoolbuildingsandgroundsundertheirjurisdictionandsupervision.Theprincipalhastherightandobligationtoenforcevisitationpoliciesandallpracticableeffortsshouldbemadetoexcludenon-authorizedindividualsfromschoolproperty.Allstaffmembersareauthorizedandrequiredtoverifyvisitorshavereceivedofficeclearance.UnauthorizedvisitationstoschoolpremisesmayconstitutetrespassingandmaysubjectviolatorstocriminalprosecutionunderthelawsoftheStateofGeorgia.Priorauthorizationshallnotapplytolawenforcementofficers,firefighters,emergencymedicaltechniciansorparamedicsoranypublicsafetyoremergencymanagementofficialsintheperformanceofanemergencycall.Parents/guardiansmayescortPre-KandKindergartenstudentstoclassthroughthefirstfullweekofschool.Otherelementarystudents(grades1-5)maybeescortedtoclassthefirstdayofschool.Visitorsmakingauthorizeddeliveriestotheschoolandotherpersonsauthorizedonastudent’spick-uplistmayberequiredtopresentaphotoID.




ENROLLMENTAsnewfamiliesmoveintoLibertyCounty,parentsorguardiansregistertheirchildrenonlineatwww.liberty.k12.ga.us.Forinitialregistration,parentsorguardiansshouldhavethefollowingitemstoexpeditetheprocess:

(d)Localschoolsuperintendentsinthecaseofprivateschools,theDepartmentofEducationinthecaseofhomestudyprograms,andvisitingteachersandattendanceofficersinthecaseofpublicschoolsshallhaveauthorityanditshallbetheirdutytofileproceedingsincourttoenforcethissubpart.TheDepartmentofEducationshallcoordinatewithlocalschoolsuperintendentswithrespecttoattendancerecordsandnotificationforstudentsinhomestudyprograms. (e)Anunemancipatedminorwhoisolderthantheageofmandatoryattendanceasrequiredinsubsection(a)ofthisCodesectionwhohasnotcompletedallrequirementsforahighschooldiplomawhowishestowithdrawfromschoolshallhavethewrittenpermissionofhisorherparentorlegalguardianpriortowithdrawing.Priortoacceptingsuchpermission,theschoolprincipalordesigneeshallconveneaconferencewiththechildandparentorlegalguardianwithintwoschooldaysofreceivingnoticeoftheintentofthechildtowithdrawfromschool.Theprincipalordesigneeshallmakeareasonableattempttosharewiththestudentandparentorguardiantheeducationaloptionsavailable,includingtheopportunitytopursueageneraleducationaldevelopment(GED)diplomaandtheconsequencesofnothavingearneda




highschooldiploma,includinglowerlifetimeearnings,fewerjobsforwhichthestudentwillbequalified,andtheinabilitytoavailoneselfofhighereducationalopportunities.Everylocalboardofeducationshalladoptapolicyontheprocessofvoluntarywithdrawalofunemancipatedminorswhoareolderthanthemandatoryattendanceage.ThepolicyshallbefiledwiththeDepartmentofEducationnolaterthanJanuary1,2007.TheDepartmentofEducationshallprovideannuallytoalllocalschoolsuperintendentsmodelformsfortheparentorguardiansignaturerequirementcontainedinthissubsectionandupdatedinformationfromreliablesourcesrelatingtotheconsequencesofwithdrawingfromschoolwithoutcompletingallrequirementsforahighschooldiploma.Suchformshallincludeinformationrelatingtotheopportunitytopursueageneraleducationaldevelopment(GED)diplomaandtheconsequencesofnothavingearnedahighschooldiploma,includinglowerlifetimeearnings,fewerjobsforwhichthestudentwillbequalified,andtheinabilitytoavailoneselfofhighereducationalopportunities.Eachlocalschoolsuperintendentshallprovidesuchformsandinformationtoallofitsprincipalsofschoolsservinggradessixthroughtwelvefortheprincipalstouseduringtherequiredconferencewiththechildandparentorlegalguardian.ATTENDANCEPOLICYSTUDENTSPK-GRADE12: Astudentmaynotbeabsentfromschoolorfromanyclassorschoolfunctionduringrequiredschoolhoursexceptfor:

1. personalillnessandwhenattendanceinschoolwouldendangerhis/herhealthorthehealthofothers;

2. aseriousillnessordeathinhis/herimmediatefamilythatnecessitatesabsencefromschool;

3. amandatebyorderofgovernmentalagencies,includingpre-inductionphysicalexaminationsforserviceinthearmedforces,orbyacourtorder;

4. arecognizedreligiousholiday; 5. conditionsthatrenderattendanceimpossibleor

hazardoustothestudent’shealthorsafety; 6. registeringtovoteorvotingforaperiodnotto

exceedoneday; 7. medical,dental,orlegalappointmentsthatcannotbe

scheduledoutsideschoolhours; 8. attendanceataschool-sponsoredfunctionapproved

bytheprincipal; 9. servingasaPageoftheGeorgiaGeneralAssembly

(20-2-692)(Inthissituation,studentswillbecountedpresentinthesamemannerasafieldtrip.);

10. attendingcourtproceedingsrelatedtothestudent’sfostercare;or

11. anyotherabsencenotexplicitlydefinedinLCSSpolicyJB-StudentAttendancebutdeemedtohavemeritbasedoncircumstancesasdeterminedbytheSuperintendentofSchoolsorhis/herdesignee.

Excusesforabsencesshallbefurnishedinwriting,shallbesignedbythestudent’sparentorguardianandshall

specificallystatethereasonfortheabsence.Allexcusesshallbedatedandbroughttotheschoolwithinthree(3)daysafterthestudent’sabsence.Allexcuseswillbeevaluatedbytheprincipaloradesigneetodetermineiftheabsenceisexcusedorunexcused.Astudentmaybeabsentfromschoolwiththeparent’spermissionbutforareasonnotapprovedbytheschool.Inthiscase,thestudenthasan“unexcusedabsence.”Aschoolsocialworkerwillbenotifiedwhenastudentaccumulatesfive(5)unexcusedabsences,tardies,orearlysign-outsattheschool. Ifastudent’sparentorlegalguardianisinmilitaryserviceinthearmedforcesoftheUnitedStatesortheNationalGuard,andthatparentorlegalguardianhasbeencalledtodutyfororisonleavefromoverseasdeploymenttoacombatzoneorcombatsupportposting,thestudentwillbeallowedupto5excusedabsencesduringtheschoolyeartovisitwithhisorherparentorlegalguardianwhohasbeencalledtoduty,isonleavefromorhasimmediatelyreturnedfromdeploymenttoacombatsupportposting.Thestudentmustsubmitappropriatemilitarygeneratedwrittendocumentation,suchasablanketorderorforR&R,aleaveform,(DA31).TheLibertyCountySchoolSystemencouragesstudentstosubmitthedocumentationpriortotheabsencesoccurring.However,inorderfortheabsencetobeexcused,thedocumentationmustbereceivednolaterthanthe3rdschooldayafterthestudent’sreturntoschool.Anydaysusedinexcessof5daysforthispurposewillbeunexcusedandthestudentwillnotbeallowedtomakeupmissedworkand/ortestsforcredit. AstudentwhoseparentorlegalguardianiscurrentlyservingorpreviouslyservedonactivedutyinthearmedforcesoftheUnitedStates,intheReservesofthearmedforcesoftheUnitedStatesonextendedactiveduty,orintheNationalGuardonextendedactivedutymaybegrantedexcusedabsences,uptoamaximumoffiveschooldaysperschoolyear,nottoexceedtwoschoolyears,forthedayordaysmissedfromschooltoattendmilitaryaffairssponsoredevents,providedthestudentprovidesdocumentationpriortotheabsence(s).ATTENDANCECOMMITTEE AstudentshallnotbeabsentfromschoolorfromanyclassorotherrequiredschoolactivityunlesswithpriorwrittenpermissionoftheprincipalordesigneeexceptforillnessorotherreasonsshownintheAttendancesection.Nostudentshallencourage,urgeorcounselotherstudentstoviolatethispolicy. EachschoolwillestablishanAttendanceCommittee,whichisastandingcommitteecomposedoffivemembersappointedbytheprincipalandchairedbyanadministrator.Theteamisresponsibleformonitoringstudentabsencestoreducetruancy,tardies,andearlycheckouts.Whenastudenthasaccumulatedfiveunexcusedabsences,theteamwillmeettoreviewtheattendanceissueandcreateanattendanceplanwiththeparent.




Intheinterestofimprovedstudentperformance,schoolsafety,areductioninstudentdisruptions,andimprovedstudentselfesteem,theLibertyCountyBoardofEducationhasenactedamandatoryuniformdresscodepolicyforallstudentsinkindergartenthroughgradetwelve.Schooladministratorswillberesponsibleformakingthefinaldeterminationastowhetherastudent’sattireorappearanceisinconflictwiththewrittenprocedures. Thefollowingclothingstylesandcolorswillbeconsideredappropriate:

1. Solidnavyorkhakipants,skirts,jumperswithapprovedtops,uniformdresseswithsleeves,skorts(skirtswithshorts),andshortsareallowed.Shorts,skirts,jumpers,dressesandskortsmustnotbemorethanthreeinchesabovethetopofthekneecap.

2. Onlysolidwhiteornavypoloshirtswillbeallowed.Blousesandbuttondownshirtsarenolongerallowed.Oneadditionalcolorhasbeenchosenbyeachschool.

7. Piercedearringsarepermissiblewhenwornintheearlobesasdesigned.Otherbodypiercingsarenotpermittedtobevisibleatschool.Studentsmaynotwearatschoolitemssuchasnoserings,nosepins,tonguerings,tonguepins,oranyjewelrytoaccessorizefacialorbodypiercings;

8. Chains,walletchains,andspikedjewelryarenotallowedoncampusoratschoolrelatedactivities;

9. Onlytights,hose,leggings,orsocksmaybewornunderuniforms.

DressDownDays Schooladministratorswillbeabletoallow“DressDownDays”occasionallyasamotivatororreward.DressonthesedaysshouldfollowtheLibertyCountyDressPolicyfordressdowndaysaslistedintheCodeofConduct.Schooladministratorswillalsohavetheauthoritytoallowgroupstomodifytheirdressongivendaystoallowforspecialprogramsand/orsituations.Thiscouldincludecheerleaders,sportsteams,BoyScouts,GirlScouts,etc.




LibertyCountyElementaryDressCodeRequirementsforDressDownDays

1. Shoesmustbewornatalltimesforhealthandsafetyreasons.Thefollowingarenotpermitted:shoeswhichdamagethecarpetorfloors,bedroomshoes,flipflops,shoeswithwheels,Crocs,orshoeswithheelsover1½inchinheight;

3. Haltertops,midriffs,muscleshirts,netshirts,cutaways,pajamas,loungingpants,clothingwithwordsacrosstheseat,oranygarmentthatshowsthestomachorwaistlineinthebackarenotpermitted;

4. Sleevelesstopsmusthaveastrapofatleasttwo(2)inchesinwidthacrosstheshoulders.Revealingnecklinesarenotpermitted;

5. Sheergarmentswornastheprimarygarmentsarenotpermitted;

CHRONICDISCIPLINARYPROBLEMS“Chronicdisciplinaryproblemstudent”meansastudentwhoexhibitsapatternofbehavioralcharacteristicswhichinterferewiththelearningprocessofstudentsaroundhimorherandwhicharelikelytorecur.StudentswhoexhibitconsistentpatternsofmisconductthatinterfereswiththerightsofotherstolearnwillbeidentifiedasChronicDisciplinaryProblemStudents.Localboardpoliciesshallrequirethefilingofadisciplinereferralbyateacherdocumentingastudent’sviolationofthestudentcodeofconductwhichrepeatedlyorsubstantiallyinterfereswiththeteacher’sabilitytocommunicateeffectivelywiththestudentsinhisorherclassorwiththeabilityofsuchstudent’sclassmatestolearnwithinoneschooldayofthemostrecentoccurrenceofsuchbehavior.Thedisciplinereferralshallbefiledwiththeprincipalorprincipal’sdesignee,shallnotexceedonepage,andshalldescribethebehavior.Theprincipalorprincipal’sdesigneeshall,withinonedayofreceivingsuchreport,sendtothestudent’sparentsorguardiansacopyofthereferral,andinformationregardinghowtheprincipalorhis/herdesigneemaybecontacted.Theprincipalorhis/herdesigneeshallsendwrittennotificationtotheteacherandtothestudent’sparentsorguardiansofthestudentsupportservicesbeingutilizedorthedisciplinaryactiontakenwithinoneschooldayandshall

OFFENSESANDDISCIPLINARYACTIONS Moststudentscometoschooltolearn.Theyobservetherulesthathavebeenestablishedtoassurethattheirschoolsaresafeandorderly.Weareproudoftheseyoungmenandwomen.ThissectionoftheCodeofConductexplainswhatwillhappentotheverysmallpercentageofstudentswhochoosenottocomplywithschoolrules. Certainformsofmisconductanddisobedienceofschoolrulesandboardpolicybystudentsmakeitnecessaryforadministratorstotakedisciplinaryaction.Disciplinaryactionisintendedtocorrectorchangestudents’behaviorandhelpthemtobecomemoreproductivemembersoftheschoolcommunity. Thestandardsforstudentbehaviorapplytoallschoolsandruleswhethertheyareenrolledattheschooloronthecampusasvisitorsorparticipantsinactivities.Thestandardsforstudentbehaviorapplyduringschoolhours,atcampusesthathousegradesPK-12intheLibertyCountySchoolSystem.Studentswillbedisciplinedaccordingtotheseschool-sponsoredactivities,onschoolbuses,andatschoolbusstops.Theyaredesignedtocreatetheexpectationthatstudentswillbehavethemselvesinsuchawaysoasto

facilitatealearningenvironmentforthemselvesandotherstudents,respecteachotherandschooldistrictemployees,obeystudentbehaviorpoliciesadoptedbythelocalboardofeducation,andobeystudentbehaviorrulesestablishedbyindividualschools. Weapons - It is the policy of the Liberty County Board of Education that a student shall not possess, use, handle or transmit any object that reasonably can be considered a weapon on property or in a building owned or leased by a school district, at a school function, or on a bus or other transportation provided by the school district. Weapons may include,butarenotlimitedto:

● Any handgun, firearm, rifle, shotgun or similar weapon; any explosive compound or incendiary device; or any other dangerous weapon as defined in O.C.G.A. 16-11-121, including a rocket launcher,bazooka,recoillessrifle,mortar,orhandgrenade.

● Anyhazardousobject,includinganydirk,bowieknife,switchbladeknife,ballisticknife,anyotherknifehavingabladeoftwoormoreinches,straight-edgerazor,razorblade,springstick,knuckles,whethermadefrommetal,thermoplastic,wood,orothersimilarmaterial,blackjack,anybatclub,orotherbludgeon-typeweapon,oranyflailinginstrumentconsistingoftwoormorerigidpartsconnectedinsuchamannerastoallowthemtoswingfreely,whichmaybeknownasanunchahka,nunchuck,nanchaku,shuriken,orfightingchain,oranydisc,orwhateverconfiguration,havingatleasttwopointsorpointedbladeswhichisdesignedtobethrownorpropelledandwhichmaybeknownasathrowingstarororientaldart,oranyinstrumentoflikekind,anynonlethalairgun,andanystungunortaser.Suchtermshallnotincludeanyoftheseinstrumentsusedforclassroomworkauthorizedbyteacher.

● Major offenses including, but not limited to, drugs and weapon offensescanleadtoschoolsbeingnamedasanUnsafeSchool.

WillfulandpersistentviolationofthestudentCodeofConduct

AnyactclassifiedasafelonyunderthelawsofthestateofGeorgiaoranyactcommittedbyajuvenilewhich,ifcommittedbyanadult,wouldbeafelony

Anysuspendedstudentisnotallowedonanycountyschoolcampusoractivityforanyreasonduringthetermofthesuspension.Thisincludesextra-curricularactivities.Anysuspendedstudentwhoisoncampusorpresentatanyschoolsponsoredfunctionwithinthecountyduringthetermofthesuspensionissubjecttocriminaltrespassingandmaybeturnedovertotheauthorities.




NostudentmaybesuspendedorexpelledfromschoolwithoutdueprocessoflawasdefinedbypolicyJCEBoftheLibertyCountyBoardofEducation.EachlocalboardofeducationshallobserveGeorgialawindevelopingandimplementingdisciplinaryhearingsheldbyadisciplinaryhearingofficer,disciplinarypanel,ordisciplinarytribunalincludingtheabilitytohonordisciplinaryordersofprivateschoolsandotherpublicschools/schoolsystems.Forthepurposeofconductingcertainstudentdisciplinehearings,asdefinedbelow,renderingadecisionandimposingpunishment,theBoardofEducationherebyadoptsthefollowingprocedures1. TheSuperintendentshallconveneahearinginthe

followingcases:a) Whereastudenthascommittedanalleged

assaultorbatteryuponateacher,otherschoolofficialoremployee,ifsuchteacherorotherschoolofficialoremployeesorequests;

b) Whereastudenthasviolatedanyschoolorsystemruleorengagedinanyotheractofmisconductorinsubordinationforwhichthestudent'sprincipalrecommendsasuspensionorexpulsionlongerthantenschooldays.

2. TheBoardofEducationherebydesignatesitsadministrativestafftoserveasmembersofhearingtribunalsbutalsoallowstheSuperintendenttosecuretheservicesofahearingofficer.WhentheprincipalofaschoolorhisorherdesigneerefersastudenttotheSuperintendentorhisorherdesigneeforahearingasdescribedinparagraph1a,theSuperintendentorhisstaffshallchoosethreeofthesememberstoserveasthehearingtribunal.Nomemberofthehearingtribunalshallbeamemberofthestaffattheschoolwhichthestudentattends.Forcasesdescribedinparagraph1.b.,atribunalhearingofficerisauthorizedtoconductthehearing,renderadecision,andimposepunishment.

3. WheneveraprincipalorhisorherdesigneerefersastudentdisciplinemattertotheSuperintendentorhisorherdesignee,theSuperintendentorhisorherdesigneeshallsendaletterbyregularorcertifiedmailtothestudentandhisorherparentsorguardianscontainingastatementofthetime,placeandnatureofthehearing,ashortandplainstatementofthemattersassertedandchargesagainstthestudent,alistofpotentialwitnesses,astatementsettingforththerightofthestudenttopresentevidence,cross-examinewitnessesandberepresentedbylegalcounsel.TheBoardofEducationwillprovidethestudentandhis/herparentsorguardianswithsubpoenastocompeltheattendanceofwitnesses,ifrequestedbythestudentandparents,andifthetestimonyofthewitnessesisnecessarytothestudent’sdefense.Thehearingmustbeheldnolaterthantenschooldaysafterthebeginningofthesuspensionunlesstheschoolsystemandparentsorguardiansmutuallyagreetoanextension.

4. Theschoolprincipalorhisorherdesigneeshallberesponsibleforpresentingevidenceinsupportofthechargesagainstthestudentandallpartiesshallbeaffordedanopportunitytopresentandrespondtoevidenceandtoexamineandcross-examinewitnessesonanyandallissues.Anyteacherwhoiscalledasawitnessbytheschoolsystemshallbegivennoticenolaterthanthreedayspriortothehearing.Thehearingtribunal/officershallhavemadeaverbatimelectronicorwrittenrecordofthehearing.Thisrecordshallbeavailabletoallpartiesbutthecostoftranscribingsuchrecordshallbebornebythepartyrequestingthetranscript.

5. Thehearingtribunal/officershallrenderadecisionfindingwhetherthestudentcommittedtheoffenseand,ifso,theappropriatepunishment.Thedecisionofthehearingtribunal/officershallbebasedsolelyontheevidencereceivedatthehearing,includinganyevidencepresentedbyeitherpartyrelevanttotheappropriatepunishmenttobeimposed.Thehearingtribunal/officershallrenderadecisioninwritingwithintendaysofthecloseoftherecordandshallfurnishacopyofthedecisiontothestudent,hisorherparentsorlegalguardians,theprincipalorhisorherdesigneeandtheSuperintendent.Thedecisionofthehearingtribunal/officershallbefinalandshallconstitutethedecisionoftheBoardofEducationunlesseitherpartyshouldappealthedecisiontotheBoardofEducation.InanycasewherethetribunalfindsthatthestudenthascommittedanactofphysicalviolenceasthattermisusedinO.C.G.A.20-2-751.6,anyrecommendationofthetribunalastowhenandwhetherthestudentmayreturntoschoolinaccordancewiththecodesectionshallconstitutethedecisionoftheBoardofEducationunlessthereshouldbeanappealofthedecisiontotheBoard.

6. Intheeventastudentorhis/herparentdoesnotwishtocontestthecharge(s)ofviolation(s)ofthedisciplinerulesoftheschool'scodeofconductforwhichatribunalhasbeenrequested,thestudentandparentmayvoluntarilyaccepttheconsequencesprescribedbytheschoolbysigningaWaiverofDisciplinaryTribunalHearingform.Suchwaivershallspecifytheruleviolation,thedateanddescriptionoftheincident,theprescribedconsequences,andanagreementtowaivetheopportunitytoparticipateinatribunalhearing,presentevidence,crossexaminewitnesses,andberepresentedbyanattorney.Thedecisiontowaivethetribunalshallbefinalandcannotbeappealedbytheschoolorfamily.Thewaivermustbesignedbythestudent,aparent,aschooladministratorandadistrictleveladministratorfromthesuperintendent'soffice,whoshallactashearingofficerwithauthoritytoapprovethedisciplinaryconsequencessetforthinthewaiver.

7. Anypartymayappealthedecisionofthehearingtribunal/officertotheBoardofEducationbyfilingwiththeSuperintendentawrittennoticeofappealwithin




twentydaysfromthedatethedecisionisrendered.Suchnoticeofappealshallsetforththedecisionofthehearingtribunal/officerandthebasisoftheappeal.Anydecisionofthehearingtribunal/officernotappealedinthismannershallbefinal.TheSuperintendentmaysuspendthedisciplinaryactionimposedbythehearingtribunalpendingtheoutcomeoftheappeal

TheBoardofEducationshallreviewtherecordofthehearingbeforethehearingtribunal/officer,thedecisionofthehearingtribunal/officerandthenoticeofappealandshallrenderitsdecisioninwritingwithintendaysfromthedateitreceivesthenoticeofappeal.ThedecisionoftheBoardofEducationshallbebasedsolelyontherecordbeforethehearingtribunal/officerandtheBoardshallnotconsideranyotherevidenceinrulingontheappeal.TheBoardmayfindthefactstobedifferentthanthosefoundbythehearingtribunal/officerandtheBoardmaychangethepunishment,inaccordancewithstatelaw.AnydecisionofthelocalBoardmaybeappealedtotheStateBoardofEducationbyfilinganappeal,inwriting,withinthirty(30)daysafterthelocalBoardrendersitsdecision.

9. AnystudentsubjecttoadisciplinaryhearingwhowithdrawsfromtheSchoolSystempriortothehearingmustappearbeforeaDisciplinaryHearingTribunaltodeterminethestudent'seligibilitytoreturntotheSchoolSystemintheeventthestudenteverseekstoreturntothesystem.Alternatively,theschooldistrictmay,initsdiscretion,proceedwiththetribunalinaccordancewithboardpolicydespitethestudent'swithdrawalfromschool.

DISCIPLINARYTRIBUNALTRAININGEachlocalboardofeducationshallmakeavailabletoallQualifiedStudentDisciplineHearingOfficersandDisciplinaryTribunalorPanelMemberstheinitialandongoingtribunaltrainingcoursepriortotheindividual(s)servinginsuchcapacity.Thelocalboardofeducationshallensureinitiallytrainedstudentdisciplinehearingofficersanddisciplinarytribunalorpanelmembersundergocontinuingeducationsoastocontinuetoserveinsuchcapacity.




TRANSPORTATIONGUIDELINES

TheLibertyCountyBoardofEducationrecognizesthefactthatridingapublicschoolbusisaprivilegeofferedtoitsstudents.Safelytransportingourstudentsistheprimaryobjective.Whenstudentsfailtofollowguidelinesinplacetoassurethatallstudentsaretransportedsafely,busprivilegescanbewithheld.StudentswhorideaLibertyCountySchoolSystembusmustridethesamebusforthemorningandtheafternoonroutesandwillbepickedupanddroppedoffatdesignatedstops. StudentsPK-12:

1. Studentsmusttreatthebusasanextensionoftheclassroom/schoolandthebusdrivershouldbeextendedthesameobedience,respect,andcourtesyastheclassroomteacher.

2. Studentsmustsitinassignedseats,ifassigned,andfollowthesamepolicies,rules,andregulationsrequiredontheschoolcampus.Studentsshouldremainseatedexceptwhenenteringorexitingthebus.

3. Nothingshouldbeplacedintheaisle(includingfeet)oratthefrontofthebusonthefloor.

4. Studentsmuststayclearofandmustnottamperwiththeemergencydoororanyotheremergencyequipment.

5. Anyitemnotpermittedatschoolisalsonotallowedonthebus.

6. Eatinganddrinkingonthebusareprohibited. 7. Allpartsofthebody(neck,arms,etc.)shouldstay

insidethebus. ViolationofbusrulesandregulationsmaybecauseforsuspensionfromanyLibertyCountyschoolbusforaperiodoftimeuptotheremainderoftheschoolyear.MisbehaviormayalsoresultinthesamerangeofconsequencesofviolationsasoutlinedinthisCodeofConduct. Anypersonwhocommitstheoffenseofbatteryagainstateacherorotherschoolpersonnel,engagedintheperformanceofofficialdutiesorwhileonschoolpropertyshall,uponconvictionthereof,bepunishedbyimprisonmentfornotlessthanonenormorethanfiveyearsorafineofnotmorethan$10,000orboth.“Schoolproperty’shallincludepublicschoolbusesandpublicschoolbusstopsasdesignatedbylocalschoolboardsofeducation. Studentsshallbeprohibitedfromactsofphysicalassaultorbatteryofotherpersonsontheschoolbus,bullying,verbalassaultofotherpersonsontheschoolbus,disrespectfulconducttowardtheschoolbusdriverorotherpersonsontheschoolbus,andotherunrulybehavior.

BusContract:Schoolbuscontractswillbedevelopedforstudentswhoengageinbullying,physicalassaultorbatteryonthebus.Parentswillberequiredtomeetwithschooladministrationforthepurposeofdevelopingtheschoolbuscontract. Studentsmaynotusemirrors,lasers,flashcameras,lightsandanyothertypeofreflectivedeviceontheschoolbusthatmightinterferewiththeschoolbusdriver’soperationofthebus.Studentsshallbeprohibitedfromusinganyelectronicdevicesduringtheoperationofaschoolbus,includingbutnotlimitedtocellphones;audibleradios,tapeorcompactdiscplayerswithoutheadphones;gamesystems;oranyotherelectronicdeviceinamannerthatmightinterferewiththeschoolbuscommunicationsequipmentortheschoolbusdriver’soperationoftheschoolbus. NON-VIOLENTBUSREFERRALS:ELEMENTARY/MIDDLESCHOOL(PK-Grade8)Studentswillreceivethefollowingconsequencesforreceivingnon-violentbusreferrals. FirstWrittenReferral Studentisgivenaverbal

VIOLENTBUSREFERRALS 1.Weapon Astudentshallnotpossess,use,handleortransmitanyobjectonaschoolbusorothertransportationprovidedbytheschooldistrictthatcanbeconsideredaweaponasdefinedbyO.C.G.A.16-11-121(p.37).Thestudentwillbesuspendedfromschoolandthusthebusforten(10)days.Atribunalorwaiverisrequiredforthisoffense.TheadministratormustnotifytheSuperintendentandmustalsonotifytheDivisionofExceptionalLearningifastudentwithanIEPisinvolved.Whenatribunalisrequested,theadministratorwillmakearecommendationconcerningtheadditionallengthofsuspensionfromthebus.Disciplinemayrangefromthestudentbeingsuspendedfromthebusfortheremainderoftheschoolyeartothestudentbeingpermanentlysuspendedfromthebus.Chargeswillbefiledwiththeappropriatelawenforcementagencyifapplicable.

2.Assault/Threats/Intimidation (Assaultisdefinedasanattemptorthreattodoviolencetoanother.) Anystudentwhoassaults,threatensorusesintimidationtoschoolpersonnel,otherstudents,orlawenforcementmaybesuspendedfromschoolandthusthebusforuptoten(10)days.Thepossibilityofarequestforatribunalwillalsobeconsidered.Whenatribunalisrequestedtheadministratorwillmakearecommendationconcerningtheadditionallengthofsuspensionfromthebus.Disciplinemayrangefromthestudentbeingsuspendedfromthebusfortheremainderoftheschoolyeartothestudentbeingpermanentlysuspendedfromthebus.Chargeswillbefiledwiththeappropriatelawenforcementagencyifapplicable. 3.Battery(Batteryisdefinedasanunlawfulattackonanotherpersonbybeating,wounding,ortouchinginanoffensivemanner.) 4.Fights FirstFightReferralAnystudentwhofightsonthebusmaybesuspendedfromschoolforuptoten(10)daysandwillreceiveuptoten(10)dayssuspensionfromthebusuponreturntoschool.Lawenforcementwillbecalledifthedriverisunabletostopthefightand/orgaincontrolofthesituation.Chargeswillbefiledwiththeappropriatelawenforcementagencyifapplicable. SecondFightReferral–Studentswillbesuspendedfromschoolforuptoten(10)daysandeachwillbesuspendedfromthebusfortheremainderoftheschoolyear.Lawenforcementwillbecalledifthedriverisunabletostopthefightand/orgaincontrolofthesituation.Chargeswillbefiledwiththeappropriatelawenforcementagencyifapplicable.




TheLibertyCountySchoolSystemoperatesitsownalternativeeducationprogram,TheHorizonsLearningCenter.ThemissionofHorizonsistoprovideeligiblestudentsingrades6-12withtheopportunitytoexperienceacademicsuccess.ThethreeavenuesofHorizons,Decisions,Discovery,andDestinations,aredesignedtoservestudentsinneedofacademic,socialandemotionalsupport.

DECISIONS

IfastudentisfoundtohavecommittedaLevelIVoffense(Ex:drugs,weapons,extremeviolence),he/sheissubjecttoatribunalhearingorgiventheoptiontosignatribunalwaiver.IfLCSSfindsthestudentisinviolationoftheLevelIVoffense,thedistrictmayrecommendthestudentattendsalternativeeducationthroughtheDecisionsAvenue.

Theremaybeinstanceswhereaschoolprincipalrecommendsanalternativeeducationplacementforastudentduetochronicdisciplinaryissues.

DISCOVERY

Discoverywillservestudentswhoareeligibletoremainintheirregularclassroomsbutaremorelikelytosucceedinanon-traditionaleducationalsetting.Thisavenueisdesignedtomeettheneedsofstudentswhomaybemoresuccessfulinasmallerenvironmentthatprovidessupportandmotivationfortheirindividualacademicachievements.MiddleschoolorhighschoolstudentswhoareoneortwogradelevelsbehindmaybecandidatesforcreditrecoverythroughtheDiscoveryAvenue.

StudentsmayexittheDiscoveryprogramuponsuccessfulcompletionofthecourseworkand/orhavesatisfiedrequirementsforgraduation.Studentsmayalsobedismissedfromtheprogramandrequiredtoattendthehome-basedschoolduetolackofeffortincompletingrequiredcourseworkatHorizons.

DESTINATIONS

Destinationsisdesignedtoservestudentswhohavebeenassignedasecondlongtermsuspensionbyaschooladministrator.Ifastudenthasbeenfoundtohavecommittedanoffensethatrequiresasecondlongtermoutofschoolsuspension(5ormoreschooldays)he/shewillberequiredtoattendDestinationsinlieuofoutofschoolsuspension.Thehome-basedschoolwillprovideacademiccourseworkforthestudenttocompleteduringtheassignmentatHorizons.Staffmembersatthecenterwillprovidecounselingondecision-making,self-esteembuilding,andsocialandemotionalsupport.

ThereferralandapplicationprocessforentryintooneoftheavenuesatHorizonsisinitiatedatthehome-basedschool.

SPECIALEDUCATION

SpecialEducationstudentshavethesameresponsibilityofgoodcitizenshipasdoallmembersoftheschoolcommunity.Itisexpectedthatallspecialeducationstudentswillabidebythestandardsofconductrequiredofotherstudents. GeorgiaStateBoardofEducationRule160-4-2-.31Hospital/Homebound(HHB)ServicesHospital/Homebound(HHB)servicesaredesignedtoprovidecontinuityofeducationalservicesbetweentheclassroomandhomeorhospitalforstudentsinGeorgiapublicschoolswhosemedicalneeds,eitherphysicalorpsychiatric,donotallowthemtoattendschoolforalimitedperiodoftime.HHBinstructionmaybeusedtosupplementtheclassroomprogramforstudentswithhealthimpairmentswhoseconditionsmayinterferewithregularschoolattendance(e.g.,studentsreceivingdialysisorradiation/chemotherapyorstudentswithotherserioushealthconditions).StudentsmustbeenrolledinapublicschoolinGeorgiainordertoreceiveHHBservices.

HHBservicesarenotintendedtosupplantregularschoolservicesandarebydesigntemporary.Thestudentmustanticipatebeingabsentfromschoolforaminimumoftenconsecutiveorintermittentschooldaysduetoamedicalorpsychiatriccondition.Thestudent’sinabilitytoattendschoolformedicalorpsychiatricreasonsmustbecertifiedbythelicensedphysicianorlicensedpsychiatristwhoiscurrentlytreatingthestudentforthediagnosispresented.Parents/guardiansmaycontacttheschoolprincipal ortheStudentServicesDepartmentattheBoardofEducationat368-2053formoreinformationonHHBservices.




PARTICIPATIONINGRADUATION InordertoparticipateintheofficialSpringhighschoolgraduationexercisesintheLibertyCountySchoolSystem,studentsmusthave:(1)successfullycompletedalltheirrequiredcourseworkforaHighSchoolDiplomaoraSpecialEducationDiploma(CertificateofCompletion)asthosecredentialsaredefinedintheStateBoardofEducation’sgraduationruleasapplicabletotheyearthestudententered9thgradeand(2)completedallstateassessmentrequirements.




MEDICATIONPOLICY

Schooldistrictemployeeswilladministeronlythosemedicationsthatareessentialmaintenanceoranti-convulsivetypedrugs,whichmustbeadministeredatspecificallydesignatedtimesandarerequiredforstudentstofunctioninschool.

Allmedicationsmustbetakenbytheparentorguardiantotheschoolnurseimmediatelyuponarrivalatschoolandmustbeinoriginalpharmaceuticalcontainers,clearlylabeledastothenameofthestudent,thenameofthemedications,theappropriatedosage,andtimesfordosage.Thestudentmusthavetakenatleastonedoseofthemedication24hourspriortothemedicationbeingadministeredbyaschooldistrictemployee. Astudentforwhomtheschoolhasonfilesupportingmedicaldocumentationmaycarryatalltimeswithparental/guardianpermissioninhalersforasthma,auto-injectableepinephrine(epipens)forallergicreactionsandglucagonfordiabetes.Studentsauthorizedtoself-administersuchmedicationsshallbeinstructednottopermitanyotherstudenttohandle,possess,orotherwiseattempttousehis/hermedicationandshallbeinformedthatviolationsofsuchinstructionswillbedealtwithinaccordancewiththestudentcodeofconduct.

Inorderforthestudenttocarryandself-administersuchmedications,theparent/guardianmustcompletetherequiredschoolformswhichincludeawrittenstatementfromalicensedphysicianconfirmingthatthestudentisabletoself-administerthemedicationandwrittenpermissionfromtheparent/guardianforthenurseordesignatedemployeetoconsultwiththedoctorregardinganyquestionsthatmayariseconcerningthemedication.Suchpermissionshallreleasetheschooldistrictanditsemployeesandagentsfromcivilliabilityiftheself-administeringstudentsuffersanadversereactionasaresultofself-administrationofsuchmedication.Parentsareencouragedtoprovidetotheschoolsduplicatemedicationandsuppliesintheeventastudentisunabletoself-administerorfailstobringthemedicationorequipmenttoschool. Highschoolstudentsmaypossesssingleusedosageofoverthecountermedicationfortheirownpersonaluseifitisnotsold,conveyed,ortransferredtoanyotherindividual. Anypossessionofprescriptionoroverthecountermedicationbyastudentnotinaccordancewiththeseguidelineswillbeconsideredaviolationoftheschooldistrict’sdrugpolicyandshallbesubjecttothedisciplinesetforthinthestudentcodeofconduct.

Upbraidingisanyabusiveordisrespectfulbehaviordirectedtoaschoolemployee. Violenceistheintenttocauseharmtopersonorpropertythroughtheuseofextremephysicalforce.Thisistoincludeintentionallymakingphysicalcontactofaninsultingorprovokingnaturewiththepersonofanotherorwhichcausesphysicalharmtoanotherunlesssuchphysicalcontactsorphysicalharmswereindefenseofhimselforherself.

WaiverofRighttoAttendStudentDisciplinaryTribunalallowsparentstherighttosignawaiverthatstatesthattheydonotelecttoattendatribunalhearingbecausetheydonotwishtocontestguilt.Intheeventaparentorstudentdoesnotattendthehearing,itwillproceedasscheduled. Weaponsmayinclude,butarenotlimitedto,anyhandgun,firearm,rifle,shotgunorsimilarweapon;anyexplosivecompoundorincendiarydevice;oranyotherdangerousweaponasdefinedinO.C.G.A.16-11-121,includingarocketlauncher,bazooka,recoillessrifle,mortar,orhandgrenade.Hazardousobjectsincludeanydirk,bowieknife,switchbladeknife,ballisticknife,anyotherknifehavingabladeoftwoormoreinches,straight-edgerazor,razorblade,springstick,knuckles,whethermadefrommetal,thermoplastic,wood,orothersimilarmaterial,blackjack,anybatclub,orotherbludgeon-typeweapon,oranyflailinginstrumentconsistingoftwoormorerigidpartsconnectedinsuchamannerastoallowthemtoswingfreely,whichmaybeknownasanunchahka,nunchuck,nunchaku,shuriken,orfightingchain,oranydisc,orwhateverconfiguration,havingatleasttwopointsorpointedbladeswhichisdesignedtobethrownorpropelledandwhichmaybeknownasathrowingstarororientaldart,oranyinstrumentoflikekind,anynonlethalairgun,andanystungunortaser.Suchtermshallnotincludeanyoftheseinstrumentsusedforclassroomworkauthorizedbytheteacher.




AppendixABoardPolicyJCDAGBULLYING

TheBoardofEducationbelievesthatallstudentscanlearnbetterinasafeschoolenvironment.Behaviorthatinfringesonthesafetyofstudentswillnotbetolerated.Bullying,asthetermisdefinedinGeorgialaw,ofastudentbyanotherstudentisstrictlyprohibited.SuchprohibitionshallbeincludedintheStudentCodeofConductforallschoolswithintheschoolsystem. Bullyingisdefinedasanactthatis:

1. Anywillfulattemptorthreattoinflictinjuryonanotherperson,whenaccompaniedbyanapparentpresentabilitytodoso;

2. Anyintentionaldisplayofforcesuchaswouldgivethevictimreasontofearorexpectimmediatebodilyharm;or

3. Anyintentionalwritten,verbal,orphysicalact,whichareasonablepersonwouldperceiveasbeingintendedto

threaten,harass,orintimidate,that:

a. CausesanotherpersonsubstantialphysicalharmwithinthemeaningofCodeSection16-5-23.1orvisiblebodilyharmassuchtermisdefinedinCodeSection16-5-23.1;

b. Hastheeffectofsubstantiallyinterferingwithastudent’seducation;

c. Issosevere,persistent,orpervasivethatitcreatesanintimidatingorthreateningeducationalenvironment;

d. Hastheeffectofsubstantiallydisruptingtheorderlyoperationoftheschool. Thetermappliestoactswhichoccuronschoolproperty,onschoolvehicles,atdesignatedschoolbusstops,orat

schoolrelatedfunctionsoractivitiesorbyuseofdataorsoftwarethatisaccessedthroughacomputer,computersystem,computernetwork,orotherelectronictechnologyofalocalschoolsystem.Thetermalsoappliestoactsofcyberbullyingwhichoccurthroughtheuseofelectroniccommunication,whetherornotelectronicactoriginatedonschoolpropertyorwithschoolequipment,iftheelectroniccommunication(1)isdirectedspecificallyatstudentsorschoolpersonnel,(2)ismaliciouslyintendedforthepurposeofthreateningthesafetyofthosespecifiedorsubstantiallydisruptingtheorderlyoperationoftheschool,and(3)createsareasonablefearofharmtothestudents’orschoolpersonnel’spersonorpropertyorhasahighlikelihoodofsucceedinginthatpurpose.ForpurposesofthisCodeSection,electroniccommunicationincludes,butisnotlimitedto,anytransferofsigns,signals,writings,images,sounds,dataorintelligenceofanynaturetransmittedinwholeorinpartbyawire,radio,electromagnetic,photoelectronicorphotoopticalsystem.

Proceduresmaybedevelopedateachschoolencouragingateacherorotherschoolemployee,student,parent,guardian,orotherpersonwhohascontrolorchargeofastudent,eitheranonymouslyorintheperson’sname,attheperson’soption,toreportorotherwiseprovideinformationonbullyingactivity.Anyteacherorotherschoolemployeewho,intheexerciseofhisorherpersonaljudgmentanddiscretion,believesheorshehasreliableinformationthatwouldleadareasonablepersontosuspectthatsomeoneisatargetofbullyingisencouragedtoimmediatelyreportittotheschoolprincipal.Anyreportwillbeappropriatelyinvestigatedbytheadministrationbasedonthenatureofthecomplaintinatimelymannertodeterminewhetherbullyinghasoccurred,whetherthereareotherproceduresrelatedtoillegalharassmentordiscriminationthatshouldbeimplementedandwhatotherstepsshouldbetaken.Anyreportofretaliationforreportingbullyingwillalsobeinvestigatedandaddressedascalledforinthispolicyandinaccordancewithschoolprocedures.

Actsofbullyingshallbepunishedbyarangeofconsequencesthroughtheprogressivedisciplineprocess,asstatedintheCodeofConduct.However,uponafindingbythedisciplinaryhearingofficer,panelortribunalthatastudentingrades6-12hascommittedtheoffenseofbullyingforthethirdtimeinaschoolyear,thestudentshallbeassignedtoanalternativeschool.

Uponfindingbyaschooladministratorthatastudenthascommittedanactofbullyingorisavictimofbullying,theadministratorordesigneeshallnotifytheparent,guardian,orotherpersonhavingcontrolorchargeofthestudentbytelephonecallorthroughwrittennotice,whichmaybedoneelectronically.

Studentsandparentswillbenotifiedoftheprohibitionagainstbullyingandthepenaltiesforviolatingtheprohibitionbypostinginformationateachschoolandbyincludingsuchinformationinthestudent/parenthandbooks.




APPENDIXB StudentReportingofActsofSexualAbuseorSexualMisconduct PursuanttoGeorgiaCode20-2-751.7,theProfessionalStandardsCommissionhasestablishedthefollowingstatemandatedprocessforstudentstofollowinreportinginstancesofallegedinappropriatebehaviorbyateacher,administrator,orotherschoolemployeetowardastudentwhichshallnotprohibittheabilityofastudenttoreporttheincidenttolawenforcementauthorities.

(a) Anystudent(orparentorfriendofastudent)whohasbeenthevictimofanactofsexualabuseorsexualmisconductbyateacher,administratororotherschoolsystememployeeisurgedtomakeanoralreportoftheacttoanyteacher,counselor,oradministratorathis/herschool.

(b) Anyteacher,counselororadministratorreceivingareportofsexualabuseorsexualmisconductofastudentbyateacher,administratororotheremployeeshallmakeanoralreportoftheincidentimmediatelybytelephoneorotherwisetotheschoolprincipalorprincipal’sdesignee,andshallsubmitawrittenreportoftheincidenttotheprincipalorprincipal’sdesigneewithin24hours.Iftheprincipalisthepersonaccusedofthesexualabuseorsexualmisconduct,theoralandwrittenreportsshouldbemadetothesuperintendentorthesuperintendent’sdesignee.

(c) Anyschoolprincipalorprincipal’sdesigneereceivingareportofsexualabuseasdefinedinO.C.G.A.19-7-5shallmakeanoralreportimmediately,butinnocaselaterthan24hoursfromthetimethereisreasonablecausetobelieveachildhasbeenabused.Thereportshouldbemadebytelephoneandfollowedbyawrittenreport,ifrequested,toachildwelfareagencyprovidingprotectiveservices,asdesignatedbytheDepartmentofHumanResources,orintheabsenceofsuchagency,toanappropriatepoliceauthorityordistrictattorney.

(d) Reportsofactsofsexualmisconductagainstastudentbyateacher,administratororotheremployeenotcoveredbyO.C.G.A.19-7-5or20-2-1184shallbeinvestigatedimmediatelybyschoolorsystempersonnel.Iftheinvestigationoftheallegationofsexualmisconductindicatesareasonablecausetobelievethatthereportofsexualmisconductisvalid,theschoolprincipalorprincipal’sdesigneeshallmakeanimmediatewrittenreporttothesuperintendentandtheProfessionalStandardsCommissionEthicsDivision.

Demonstra� ng Subject Area Competency (“Tes� ng-Out”)

Summary of State Board of Educa� on Rule 160-5-1-.15

1. Students are able to demonstrate subject area competency (“test-out”) for any course for which there is an associated EOC and earn credit for the course through that process. Students who reach the Dis� nguished Learner achievement level will have reached the required threshold for the awarding of course credit. 2. Students who are currently enrolled, or who have previously been enrolled, in a higher-level course may not a� empt to earn credit by tes� ng out. For example, a student taking AP Physics may not earn credit for Physical Science through this process. 3. Students may earn no more than three units of credit by demonstra� ng subject area competency in this fashion. 4. The administra� on of all EOCs for this purpose must adhere to the system’s local EOC tes� ng calendar. 5. Students must meet the following eligibility requirements to exercise this op� on: a. Not currently or previously enrolled in the course; b. Not a� empted to demonstrate subject are competency for the course in the past; c. Have earned a grade of B or be� er in the most recent course that is the same content area of the course for which the student is a� emp� ng the EOC; d. Received a teacher recommenda� on from the teacher of the most recent course in the same content area (or, if not available, a teacher in the same content area with knowledge of the student’s academic achievement) for which the student is a� emp� ng the EOC; and e. Received parent/guardian permission if the student is less than 18 years of age. 6. The test-out op� on should not be exercised for students without delibera� on and clear evidence of the likelihood of student success both on the test itself and in future coursework/endeavors. Students who do not meet the eligibility criteria above must not be assessed for this purpose. 7. The fee to a� empt to demonstrate subject area competency is $50.00. a.
