CEO CORNER

Welcome back to another CEO Corner with the cold and wet weather this week bringing the much-welcomed rainfall to the crops. A few wise old farmers regularly tell me that the best crops are made with good rainfall in August and September, so let’s hope these events continue for the next few months.

August generally brings the beloved rates notices for land owners within the Shire. This is major source of income for Council which enable us to continue to successfully deliver the core business activities and services of the Shire. Throughout COVID-19, there has been some ongoing commentary within the media with how Shires should and will determine rate values for 2020-21. The following is a basic overview of how Council has determined these rate values for the upcoming financial year.

Each year, during the budget planning and adoption process, the Council considers the rate charge to be applied against each property valuation. After consideration of the current economic climate, the Council made the decision to not increase the rate in the dollar charge, effectively leaving rates at 2019 values. The minimum rate will also remain at the 2019 value. Each year Landgate send Council the valuation roll for UV (farmland) properties. To calculate rates, the rate in the dollar charge determined by Council is applied against the

valuation of a property. The 2020 roll valuation increased by 2 million so while it was Council’s intention to not increase rates for 2020, there will be a handful of ratepayers who will see an increase in their rates which directly relates to a valuation increase of their property. Conversely, some rate payers

will experience a decrease in rates. We have seen the valuation changes affect the West ward of the Shire and this is largely to do with recent sales of farmland. The GRV roll has not been updated so GRV (town) rates remain at the same value for 2020.

CEO CORNER

This week the AGM of the local VBFB was held on Wednesday 5th August at Pingaring as well as a LEMC Meeting at the Shire office earlier in the day. Thanks to members of the VBFB who have continued to undertake controlled burns around Jilakin Rock Reserve the past two weekends, as well as other bush areas around the Kulin townsite.

The Works Crew have continued to be busy the past few weeks completing their maintenance grading program. They have progressed from east to west in the southern portion of the Shire. With good rainfall helping to make conditions ideal, hopefully, these works will be finalised over the coming months and the crew can then get stuck into their capital works program. One of the first capital projects to commence will be Yealering Road, where the first few kilometres will be widened out to a 7m seal width. Yealering Road services many rate payers and landholders in the western areas of the Shire and upgrading this road to a wider seal width will provide safer conditions for heavy vehicles. This project is funded via Regional Road Group funds, which were approved at last week’s Wheatbelt South RRG Meeting.

Taryn and myself have been busy finalising applications for both the Local Roads and Community Infrastructure Program as well as the Drought Communities Program. Whilst this funding is guaranteed,

they have still required the Shire to provide specific details regarding individual project scope and budgets to determine their eligibility. Hopefully these applications are reviewed and approved in the next month and works can commence pronto on delivering this $1.5M worth of projects. Next week we are also submitting the Community Sport and Recreation Facilities Funding application as well, this will combine with funding from Council and Cultivating Kulin and go towards developing an All Ages Activity Precinct, which is certainly an exciting project for kids, youth and their parents alike.

Cassi and the team are also in the process of finalising our Long-Term Financial Plan and Asset Management Plan. Hopefully these will be ready to present to Council for endorsement at the August Council Meeting.

As you can see, Shire staff and Council always seem to be busy working with and for the community to keep it progressing. Until next time, safe travels.

REVIEW OF LOCAL LAWSCouncil proposes to make a new local law; the Shire of Kulin Standing Orders Local Law 2020 which will provide for the conduct of meetings. Community consultation will be undertaken prior to the adoption of the proposed new Local Laws.

DISPOSITION OF PROPERTY As no submissions were received during the mandatory advertising period, Council agreed to accept the offer of $35,000 made by G & S Jenks for the purchase of 23 Bull St, Kulin.

PINGARING TANK PROPOSED REVESTING ARRANGEMENTS Council agreed a number of the Water Corporations re-vesting arrangement conditions but will undertake further negotiations regarding sharing costs 50:50 associated with surveying requirements.

ROE TOURISM ASSOCIATION MEMORANDUM OF UNDERSTANDING Council agreed to adopt the MOU for the period 1 July 2020 – 30 June 2023 (with a requested amendment). The MOU provides Roe Tourism with certainty on funding and the ability to undertake marketing and promotional campaigns.

ANNUAL BUDGET ADOPTION Council adopted the 2020/2021 budget in accordance with the Local Government Act 1995. The rate in the dollar and minimum rate

POLICY REVIEW HR1 DRUGS & ALCOHOL An amended policy was adopted which reinforces the Shire’s commitment to providing a safe, healthy and productive workplace for all employees and contractors.

WA FARMERS FEDERATION – REQUEST TO WAIVE FRC HIRE FEES It was agreed to waive the costs (excluding kitchen hire) associated with a meeting being held at the Freebairn Recreation Centre on Monday 24 August 2020.

ALL AGES PRECINCT & AQUATIC CENTRE MASTER PLAN Council endorsed the concept idea’s which will be provided to the consultant and staff will now proceed with the grant submission.

The 26th July was great weather for golfing – sunny with no wind. We played a stableford event, we have our yearly long drive on No: 12, so Garrick out drove Jordon and put his name on it, some good scores came in and some not so good. The winner for the day was Milesy with 38 points and Chris was runner up on a count back.

Last Sunday, the 2nd August, was the Captain’s Choice Day, so we mixed it up with the ladies and played Canadian Foursomes. To make it interesting, I decided that you could only use 4 clubs to play with. It was another glorious sunny day. Hooch had a massive drive on 12, but not on the fairway - he wasn’t able to scrub Garrick’s name out. Winners for the day by 1/4 of a stroke was Lex Cook and Phil, Robert and Rach were a close second.

SUPER EASY GREEN PASTA SAUCE!

1. Cook pasta according to packet

2. In a blender add kale, spinach, broccoli, garlic, fresh herbs (whatever you have growing), olive oil, one egg and a little bit of water

A nature walk is an excellent way to stimulate your child’s appreciation for the natural world. Nature walks excite all the senses; sight, sound, smell and touch and sometimes taste, if they decide to have a little nibble on some foliage!

Encourage your child to look for different coloured leaves, flowers, birds, insects. Listen for the sounds the insects, birds or other animals are making. Smell the leaves and flowers. Touch the rocks, bark, leaves, flowers and mud! Easy, free, educational fun!

The CRC will be holding a ‘Step into Spring’ wellbeing workshop. It will be run by our local Change facilitator, Maureen Gillbard. The workshops will focus on improving physical, emotional and mental wellbeing using a variety of interactive tools and techniques.

The WA Visitor Centre of Western Australia have launched their 2020 Wildflower Tracker, showing visitors where wildflowers are blooming across the entire state: https://www.wavisitorcentre.com.au/wildflowers   As you will notice from the screen shot above, there’s currently no ‘pink flower’ symbols indicating any wildflower sightings around Kulin. In an effort to boost visitors to Kulin during wildflower season, let’s get behind this free campaign by submitting any sightings and photos of our beautiful wildflower/ bush

Raeline Smith and her husband recently visited Kulin for a few days. They were pleasantly surprised to see how many wildflowers are out earlier than expected.

Before they left Kulin, they popped in to the CRC to share Raeline’s spectacular wildlife photos with us, which she took around Kulin, all within close proximity to town.

People came from as far as Albany, Donnybrook, Capel and Dunsborough to see our orchids. Quite a few from Perth, are young new members of the WANOSCG and just came for Sunday. Everyone was amazed and delighted to see over 20 species flowering as well as fruit of the autumn ones plus leaves and buds of later species.

Saturday was spent at Kulin. Even though you can see most from the driveway it took 3 hours again for the 1km Macrocarpa Trail.

Sunday was Corrigin: an easy wander along the drive into the cemetery, then tiptoeing in mallee woodlands through colonies of snail orchids and other green ones.

Despite hundreds on the road verge at Dilling they were diving into the scrub. The dense tamma thickets on the quartz sands did not daunt them and proved to be the most colourful and diverse site.

Cameras were queuing for the absolutely stunning flowers. The wispy spider orchids are opening and causing confusion as to which they are.

The greenhoods, snails and shells will change to the colourful spider orchids from now on.

The colourful groundcovers and shrubs fend for themselves at no cost and no maintenance. Coastal people are amazed at what is here and especially enjoy talking with country people.

Even though we had no power, we managed with the good old gas stove. We will continue having our tea/coffee and scones mornings on the first Saturday of each month.

The funds raised will be used for the restoration of our building. So far, we have refurbished the kitchen, replaced the WC, and had new front windows installed, as well as a back fly screen door, and new fly screens on all windows. When Spring comes along, we hope to have enough money for a new floor in the main hall.

HINTS FOR THE HOME

CLEANING WINDOWSTo clean windows, mirrors, and lamp glasses, wipe over with a damp newspaper and dry and polish with a dry newspaper. A little rubbing is needed, but a brilliant polish is the result.

To clean windows quickly, rub dust off, then dip a clean soft rag in methylated spirits and rub thoroughly over the glass. Finally, polish with a duster. By this method, windows are cleaned better and quicker.Taken from the CWA Cook Book, which will be available at Kulin market day.

Preparation Time 15 Minutes Cooking Time 1 Hour

A frittata is the Italian version of a filled omelette, the main difference being that it is oven-backed while an omelette is cooked on top of the stove.

INGREDIENTS2 medium potatoes (400g). Peeled, cut into 1cm slices1 medium sweet potato, (400g). Peeled cut into 1cm slices10 eggs½ cup (125g) cream1 cup (80g) coarsely grated cheddar cheese50g baby rocket leaves2 tablespoons thinly sliced fresh basil.

METHOD1. Preheat oven to a moderate temperature. 2. Oil and line deep 19cm square cake pan.3. Boil, steam or microwave potato and sweet potato, separately, until just tender. Drain.4. Meanwhile, whisk eggs, cream and both cheese in large jug.5. Layer potato slices in cake pan; top with rocket, then sweet potato slices, then basil. Carefully pour egg mixture over vegetables in pan. 6. Bake frittata covered in moderate oven 45 minutes. Remove from oven; stand frittata in pan for 5 minutes before slicing into triangles.
