The Town Of Ridgecrest Water System is currently in violation of themaximum contaminant level (MCL) for total trihalomethanes as set forthby the State [PartXII of the Louisiana State Sanitary Code (LAC 51:XII)]and the Federal Primary Drinking Water Regulations (40 CFR P art 141).

The United States Environmental Protection Agency (EPA) and theLouisiana Department of Health and Hospitals (LDHH) set drinking waterstandards and requires the disinfection of drinking water. Where disinfec-tion is used in the treatment of drinking water ,disinfectants combine withnaturally occurring organic and inorganic matter present matter presentin water to form chemicals called disinfection byproducts (DBPs).EPAand LDHH set standards for controlling the levels of disinfectants andDBPs in drinking water, including trihalomethanes (THMs) and haloaceticacid (HAAs). Some people who drink water containing THMs in excessof the MCL over many years may experience problems with their liver,kidneys, or central nervous system, and may have an increased risk ofgetting cancer.

In December 1998, EPA set enforceable drinking water standards forTTHMs at 80 parts per billion (PPB) and for HAA5 AT 60 parts per billion(ppb) to reduce the risk of cancer or other adverse health effects. Com-pliance with the TTHMS and HAA5 standard for public water systemsserving less than 10,000 individuals initially became effective and en-forceable January 1, 2004. Compliance with the TTHMs standard is de-termined by calculating a locational running annual average (LRAA) ofquarterly TTHMs sample results. Compliance calculations performed forthe second quarter of 2015 show that the system’s current TTHMs LRAAis 87 ppb at DBP02-119 Cottonwood Drive; thus, the system is currentlyin violation of the TTHMs standard.

Please share this information with all the other people who drink thiswater, especially those who may not have received this notice directly(for example, people in apartments, nursing homes, schools and busi-nesses). You can do this by posting this notice in a public place or distrib-uting copies by hand or mail.

This is not an emergency. If it had been, you would have been notifiedimmediately. EPA and LDHH do not consider this violation to have anyserious adverse health effects on human health as a result of short-termexposure; however, continued long-term exposure to TTHMs level abovethe standard (e.g., 20 years of exposure) has the potential to have seri-

ous adverse effects on human health.

REGULAR TOWN MINUTES

JUNE 9, 2015 @ 7PM

Mayor Bobby R. Sheppard, Sr. opened the meeting at 7pmwith Alderwoman Bolyer giving the invocation followed by the Pledge ofAllegiance.

Those present were: Alderman Larry Lawrence, AlderwomanMitzi Bolyer, Alderman Robert Maples, Alderwoman Darlene Humphries,Alderwoman Jamie Harrison, Mayor Bobby R. Sheppard, and AssistantTown Clerk Nicole Jones.

Those absent were: Town Clerk Dorothy Gatlin-BrixeyAlso present: Tangela Sheppard, Cindy Halford

Approval for May Minutes were approved by a motion fromAlderman Lawrence and seconded by Alderwoman Harrison.

Public Comment period was addressed by Resident CindyHalford asking if the Town was going to perform the mosquito sprayingthis year. Mayor Sheppard responded that we would start spraying thisweek.

Approval for April Financials from accountant’s office wereapproved on a motion by Alderman Lawrence and seconded by Alder-woman Bolyer.

The clerk’s office May financials were discussed and then ap-proved by a motion from Alderman Lawrence and seconded by Alder-woman Humphries.

Alderwoman Bolyer asked if the softeners were fixed at thewater plant. Mayor Sheppard responded that according to Mike fromJCP, the water softeners are operating as they should be.

Under New Business, Mayor Sheppard started the discussionabout the sheriff’s department possibly helping the Town of Ridgecrestclean up the road ways. We really need the garbage picked up along Vi-dalia drive and Ferriday drive he said. The agreement between the Townof Ridgecrest and the Sherriff’s department was that when they are outcleaning on the highway by the Town, they will come through thoseareas and clean the ditches out regarding the trash. At the entrance ofthe Town of Ridgecrest, the police jury came along those areas andsprayed the weeds, and in regards to a complaint that a tree was block-ing the view going out of Ferriday drive, the mayor cut it down himself.Further discussion was held by the board.

With no other business before the board, the meeting wasadjourned at 7:15pm on a motion from Alderwoman Bolyer and a secondby Alderman Lawrence.

Also, under new business the Mayor explained that the Townhad purchased a new bushhog because of the older one was getting re-ally bad, and a new one was a necessity to continue operating efficiently.The board was in agreement.

At 7:10pm, the board went into executive session regardingbudget on a motion made by Alderwoman Humphries and seconded byAlderman Lawrence.

The executive session concluded at 7:32pm on a motion fromAlderman Lawrence and seconded by Alderman Maples.

With no other business before the board, the meeting wasadjourned at 7:33pm on a motion from Alderwoman Humphries and asecond by Alderman Maples.

Discussed the Awards Banquet that L.R.W.A. is having forthe members that have been nominated. Concordia Parish Sewer Dis-trict #1 has been nominated for Sewer System of 2015 JMorth. The Con-vention is in the Lake Charles Civic Center July 14th -17t Our Three menwill be taking operator certification tests on Friday July 17th.

Whereas, the Concordia Parish Police Jury has been warded a FY 2014Louisiana Community Development Block Grant to upgrade the Concor-dia Parish Sewer District #1's sewer collection and sewer treatment facili-ties.

Be it resolved, The Concordia Parish Sewer District #1 desires to enterinto an intergovernmental Cooperative Agreement to transfer ownershipof the project from the Concordia Parish Police Jury, and by doing so willoperate and maintain said project in accordance with the terms and geo-graphical boundaries as specified in the application by LCDBG Program;

Now Therefore be it resolved, that the President is authorized to sign aIntergovernmental Cooperative Agreement with the Concordia ParishPolice Jury.

Whereas, the Concordia Parish Police Jury desires to submit a FY2016-FY 2017 LCDBG Application for a public facilities grant for the ConcordiaParish Sewer District #1.

Whereas, The Concordia Parish Police Jury will receive one(1) additionalpoint if the administrative fees are paid from local funds.

Now therefore be it resolved, the Concordia Parish Sewer District hasagreed to pay the administrative fees for the FY 2016-FY2017 LCDBGapplication, if FUNDED;

The above RESOLUTION was adopted at the July 28,2015 meeting andthe vote was recorded as follows; YEAS 4 ABSENT 1

The need for a crew-cab truck discussed. The existing 2010single-cab truck has already had major repairs and could be traded in.Tabled.
