ANNUAL REPORT

Dear Member,

We are pleased to present the 65 Annual Report and Audited Accounts of Chartered Accountants Association, Ahmedabadth

for the year ended on 31 March, 2016.st

1. EXECUTIVE COMMITTEE:

64 Annual General Meeting of the Association was held on 2 May, 2015 wherein four office bearers and nineth nd

Executive Committee members were declared elected unanimously. Immediate Past President, CA. Shailesh C.Shah was the ex-officio member of the Committee. CA. Ajit C. Shah, CA. Durgesh V. Buch and CA. Bipin M Shahwere co-opted on the Executive Committee at the first executive committee meeting. We express our gratitude toImmediate Past President and co-opted members for their valuable suggestions and contribution throughout theyear. During the year seven meetings of the Executive Committee were held. The details of attendance of themembers are given in Annexure I.

2. YEAR IN RETROSPECT:

As the year started we worked on the slogan to guide our team throughout the year. After long deliberations, wearrived at a consensus on TURN, TRANSFORM, TRANSCEND. The slogan has been our guiding star throughout theyear. The thought behind the slogan was that the Indian economy in general and our Profession in particular arepassing through a transition which was not clear a few years back.

The changes that are taking place are long term in nature and we as prominent economic professionals should beready, not only to adopt change but to lead it. And for that we need to take a turn from the straight road that we havebeen travelling on. And during the year our team has been on the job to transform the Association from a staid,demure organisation to a more vibrant and dynamic body, capable of leading the change that is upon us, andtransform the environment in which we operate to make it more member friendly.

3. EDUCATIONAL AND OTHER PROGRAMMES:

a) Journal:

The Journal of the Association is its prime asset that not just allows communication with the members but alsomakes available all latest developments concerning profession on the desk of every member. The JournalCommittee laid much emphasis on improving the quality and contents of the Journal apart from its timelypublication and delivery to the members. Columns on Service Tax, VAT and International Taxation were importantparts of the journal during the year. The columns like MananaM and Crossword Contest generated a lot ofinterest of the members apart from enhancing the quality of the Journal. We have requested all the members toopt for E Copy of the Journal to save on paper and printing cost. Many members have accepted the initiative andwe appreciate their contribution towards the environment and the Association. The journal is also regularlyuploaded on the website for easy and anytime availability.

b) Residential Refresher Course:

42 Residential Refresher Course was held at Devigarh by Lebua, Udaipur which is a heritage property. The RRCnd

was held from 1 August, 2015 to 4 August, 2015. This year, 44 members and 34 spouses of the membersst th

attended the Course. To encourage young member’s participation for RRC, this year children of members werealso allowed to join RRC. 14 Children of members were also present at the event. The Residential RefresherCourse Committee had put its best efforts to ensure a beautiful combination of intense study and recreation atthe RRC.

In addition to the above RRC, 2 International Residential Refresher Course was also held at Bali, Indonesiand

from 15 December to 22 December 2015. There was a participation of 40 members and their family members.th nd

The participants had a wonderful learning and recreation time at the RRC.

c) Intens ive Study Courses in a Class Room Style Learning

The Association organised one Intensive Study Course for its young members. The course was designed in amanner that the young members are educated and groomed in all the areas of Professional Practice. An interactivesession with CA C.R Sharedalal and CA Sunil H Talati was also made a part of this Study Course. In thissession the young members had an interactive discussion with the two legends of the Profession.

d) Publication

During the year, the Publication Committee brought out two publications. The first in the order was “Basics ofIncome tax Act for Doctors” which was published in the month of September. We were successful in sellingmore than 30,000 copies of this Publication.

The second Publication was “A Handbook on Search, Seizure & Settlement”, which was published in the monthof December.

Both the publications were distributed free of cost to all the members of the Association.

e) Budget Meeting

Two Budget Meetings were organized during this year. The first was organized jointly with Ahmedabad Branch ofWIRC of ICAI and AGFTC on 2 March 2016 with Dr. Girish Ahuja and CA Ashok Batra as speakers. Thend

second meeting was held on 4 March, 2016, Senior Advocate Shri Saurabh N. Soparkar explained the technicalth

aspects of the Finance Bill 2016.

f) Information and Technology

The Information and Technology committee had been very active. All the Journals and information with regard toevery event, notifications and latest judgments were regularly posted on the website of the Association.

Social networking sites like facebook and twitter are more prevalent amongst the young brigade of CharteredAccountants and students. All the activities of the Association are regularly posted on the page and that hasdefinitely attracted new members adding to the membership strength.

g) Entertainment Events

Jashn E Qawall i

An entertainment programme called Jashn E Qawalli was organized on 18 August, 2015, which was enjoyed byth

all the members present at the venue. We had an active participation of more than 600 members for this event.

h) Diwali Get Together:

Diwali Get together cum dinner was arranged on 19 November, 2015 at Rajwadu, Near Jivraj Tolnaka, Malavth

Talav, Ahmedabad. 421 persons including members and their family members attended the get together. Overthe years, Diwali Get Together has been a fine medium for fellowship and to exchange New Year Greet ingsamongst the fraternity of Chartered Accountants. To continue the patronage of our members, all the memberswho attended the get together were given a souvenir which was well appreciated by all the members.

i ) Cr icket Matches & Tournament

The Association has always encouraged sports. During the year, four matches were played by the Association.Due to increased participation by all members, instead of the regular one cricket match between President XI v/s Secretary XI, this year we played two cricket matches, President XI v/s Secretary XI and Vice President XI V/s Secretary XI. The third match was played against Baroda Branch of WIRC of ICAI and the fourth match wasplayed with The Gujarat Sales Tax Bar Association. The team of the Association was victorious in both thematches.

In continuation with last year, a tennis ball tournament was also organized this year on 30 January, 2016. Theth

T-10 Tennis Ball Cricket Tournament gave the opportunity where senior members participated with young members.The tournament was a fun filled event nicely worked out by the Sports Committee.

j) Subcommittees’ Programmes:

Different programmes on contemporary topics were organized during the year by Study Circle cum Brain TrustCommittee of the Association. During the year six programmes were held during the year. Details of all theprogrammes are given in .Annexure II and Annexure III

k) Representations:

During the year, the Legal and Representation Committee proactively took the matters concerning members andtax payers at large and made various representations at different platforms as detailed hereunder:

- Representation to Hon. Finance Minister, CBDT Chairman and Director General of Income tax (Systems)with respect to Delay in notification of ITR Forms for the AY 2015-2016 and request for early release ofscheme and forms on 30 June 2015.th

- Representation to Hon. Finance Minister & CBDT Chairman for extension of due date for filing of return ofincome tax for AY 2015-2016 due to delay in notification of ITR forms & release of schema on e-filing on 12August, 2015.

- Representation for non initiation of Penalty U/s. 272A(1)(c) due to rally & curfew in Gujarat to Pr. ChiefCommissioner of Income tax, Gujarat on 27 August, 2015th

- Representation to Hon. Finance Minister & CBDT Chairman for extension of due date for filing of return ofincome tax and tax audit report for AY 2015-2016 due to widespread violence and curfew in the state ofGujarat on 28 August, 2015th

- Representation to Law Minister, Govt. of Gujarat for issues relating to administration of Gujarat Public TrustAct 1950 & Societies Registration Act.

- Pre-budget memorandum sent to Chairman CBDT and Finance Minister for budget presented on 29.02.2016

- Representation to Principal CCIT (CCA), Ahmedabad for displaying the timings & services of Aayakar SevaKendra (ASK) in public domain on the website of Income tax Department as well as at front desk of variousASK counters.

4 FINANCE AND ACCOUNTS:

During the financial year there was a surplus of income over expenditure of Rs. 7.01 Lacs after providing depreciationof Rs. 0.26 Lac. Surplus has been made possible due to constant watch, control over expenses by all the officebearers of the Association.

The Executive Committee has recommended appropriations of the surplus of Income over Expenditure for the year2015-16 as under:-

5 MEMBERSHIP:

Membership Committee had put an aggressive effort to enroll new members. During the year, 60 new members wereenrolled, (35 ordinary and 25 life members), out of which 17 members have opted for membership of Mutual BenefitScheme. Further, 26 ordinary members became life members. The names of 24 members were deleted on accountof non payment of annual fees, 10 members were cancelled on account of death of the member and 2 were cancelledon request. At the year end, the total strength of members was 1413. (705 ordinary members and 708 life members)

AUDITORS' REPORT

To The Members,Chartered Accountants Association, Ahmedabad

We have audited the annexed Balance Sheet as at 31 March 2016 and Income & Expenditure Account for the year endedst

on that date of CHARTERED ACCOUNTANTS ASSOCIATION, AHMEDABAD – Registration NO.F/6950/ AHMEDABADwith the Books of Account and vouchers relating thereto. These financial statements are the responsibility of the Association’smanagement. Our responsibility is to express an opinion on these financial statements based on our audit.

We have conducted our audit in accordance with auditing standards generally accepted in India. Those standards requirethat we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free ofmaterial misstatement. An audit includes examining on a test basis, evidence supporting the amounts and disclosures inthe financial statements. An audit also includes assessing the accounting principles used and significant estimates madeby management as well as by evaluating the overall financial presentation. We believe that our audit provides a reasonablebasis of our opinion. Further to our comments we report that:

1. The accounts are maintained regularly and in accordance with the provisions of the Act and the Rules;

2. Receipts and disbursements are properly and correctly shown in the accounts;

3. The Cash balance and vouchers are in the custody of the Manager on the date of the audit and are in agreement withaccounts;

4. All Books, Deeds, Accounts, Vouchers and Other Documents and records required by us were Produced before us;

5. All the necessary information required by us has been furnished to us by Hon. Secretaries, whenever called upon;

6. No property or funds of the Association were applied for any objects or purpose other than the objects or purpose ofthe Trust;

7. There are no amounts which are outstanding for more than one year;

8. No tenders were invited for repairs or construction as no repairs or construction involving expenditure exceeding Rs.5000/- was carried out during the year;

9. The Association has not invested its fund contrary to the provisions of section 35 of the Bombay Public Trust Act,1950;

10. The Association does not own any immovable property; hence the question of alienation thereof contrary to theprovisions of Section 36 of the Bombay Public Trust Act, 1950 does not arise;

11. We further report that the accounts are maintained on cash basis, subject to note no. A(1) & A(2) of Schedule J.

SCHEDULE - J : SIGNIFICANT ACCOUNTING POLICIES AND NOTES FORMING PART OF ACCOUNTS

(A) SIGNIFICANT ACCOUNTING POLICIES :

1 Method of Accounting :

The Accounts are prepared on cash basis except for Membership Fees and Subscription received in advance forwhich reference is invited to Para No. 2 about Revenue Recognition.

2 Revenue Recognition :

The Membership Fees and Subscription are accounted on receipt basis. However, the fees of subsequent yearsreceived in advance are shown as liability. Interest income is accounted on receipt basis.

3 Life Membership Fees and Entrance Fees :

Life Membership Fees and Entrance Fees received are credited to Corpus Fund.

Income From Earmarked Funds :

(i) Interest earned on Investments of Earmarked Funds are credited to the respective Fund Accounts.

(ii) The excess of expenditure over allocation of interest to Earmarked funds relating to medals, if any, isdebited to Income & Expenditure Account.

5 Fixed Assets and Depreciation :

(a) The Fixed Assets other than Assets received as Donation are stated at their historical cost (i.e. the cost oftheir acquisition less accumulated depreciation). The Assets received as donation are stated at their fairmarket value on the date of receipt less accumulated depreciation.

(b) The Depreciation is provided on written down value method at the following rates.

i) Library Books 20%ii) Furniture and Fixtures 10%

iii) Air Conditioners, Television,Telephone, LCD Projector and Oven 15%

iv) Computer and Printer (new) 60%v) Web ERP System 60%

In case of assets put to use for less than 180 days, depreciation is charged at 50% of the normal rates.(c) Amounts equivalent to amortisation on WEB ERP System & Air Conditioner are transferred to Income &

Expenditure Account from Infrastructure Fund.6 Investments :

Inventories :

(B) NOTES ON ACCOUNTS :

There is no Inventory at the end of the year.

1. Figures of the previous year have been regrouped or rearranged wherever necessary.
