Highlights of Sixth Pay Commission

1. Revised pay to be effective from Jan 1, 2006.

2. Minimum salary at entry level PB-1 to be Rs 6,600 per month (Rs. 4860 as pay on

the pay band plus Rs. 1800 as grade pay), and a maximum of Rs 80,000 per

month. The maximum to minimum ratio is 1:12.

3. Total number of grades reduced to 20 against the prevailing 35.

4. The rate of annual increment increased from 2.5 per cent to 3 per cent.

5. Performance linked incentive scheme to be introduced.

6. Four distinct running pay bands being recommended , one running band each for all

categories of employees in groups ‘B’ and ‘C’ with 2 running pay bands for Group

A posts.

7. 5 day work week to continue; offices to be closed only on 3 national holidays; all

other gazetted holidays to be abolished and adjusted in restricted holidays.

8. Cabinet secretary and secretaries to be kept in distinct pay scales at Rs 90,000 and

Rs 80,000 a month, respectively.

9. Defence Forces given running pay bands and grade pay on par with those

recommended for civilians.

10. In the defense sector, it approved at least three assured promotions for all defense

forces personnel and civilian employees under the modified Assured Career

Progression scheme.

11. Civilians would get this after 10, 20 and 30 years of service, defence forces jawans

would be promoted under ACP after 8, 16 and 24 years.

12. Existing rate of most of the allowances to be doubled both on case of Defence

forces as well as civilians forces.

13. All allowances to automatically increased by 25% on DA going up by 50%.

14. CCA to be subsumed in Transport Allowances and rate of this allowances to be

increased by 4 times. Employees living in campus will also be eligible for Transport

Allowances.

15. Travel entitlements to be paid on actuals.

16. New government employees & new pensioners to be compulsory covered by

medical insurance scheme and it is optional for central government employees &

pensioners.

17. Pension to be paid at 50% of the average emoluments/last pay drawn (whichever is

more beneficial).

18. In case of government employees dying in harness, family pension to be paid at

enhanced rates for a period of 10 years.

19. Enhanced pay scales Nurses, Teacher, Forest Guards and Postman with whom

common citizen has most frequent interaction.

20. Maternity leave would of 6 months.

21. The salaries of Brigadiers will be in Pay Band 4 (Rs 39,200-67,000) as against the

suggested pay band 3 (Rs 15,600 - 39,100) previously.

Government employees shall remain unchanged.
