Dear Participant, On behalf of the Global Healthcare User Group, it is my great pleasure to welcome you to the 15th Global GS1 Healthcare Conference. We would like to sincerely thank the Food & Health Bureau (HKSAR), Hong Kong Hospital Authority and GS1 Hong Kong for hosting this conference in this beautiful global metropolis and in this remarkable Head Office of HKHA. The conference promises a truly diverse programme, with more than 20 international speakers addressing the latest regulatory and industry developments in healthcare supply chain management, automatic identification, traceability and electronic product catalogues. Security, traceability and efficiency in healthcare are currently at the forefront of government regulations and industry concerns around the world. GS1 Healthcare aims for the industry-wide and worldwide implementation of global supply chain standards in healthcare as key enabler for patient safety and efficiency improvements. In addition to the wide variety of presentations, the conference will also provide you the opportunity to leverage a unique neutral and international platform and to network and benchmark with other stakeholders from around the world. The work group sessions will allow you to get a better understanding of existing and developing standards, as well as contribute to the standards development process. Work Groups AIDC Application Standards Work Group The Automatic Identification & Data Capture (AIDC) Application Standards work group is developing global standards for the automatic identification and data capture for Healthcare products at all packaging levels. The work team has already developed GTIN Allocation Rules for Healthcare, defined data requirements (including serialisation) and carrier requirements for automatic identification. The AIDC Application Standards for small instruments have also been approved; Phase 1 (covering about 80% of Healthcare products) is currently being finalised. Traceability in Healthcare Work Group The Traceability in Healthcare work group is developing a suite of global standards to enable full actionable visibility of all pharmaceuticals and medical devices from point-of-production to point-of-use, which can be used globally. The Global Traceability Standard for Healthcare (GTSH) Issue 1.0.0 was approved and published in February 2009 and provides a process standard describing the traceability process independent from the choice of enabling technologies, defining minimum requirements for all stakeholders, organisations and countries and the corresponding GS1 Standards to be used in combination with information management tools. The GTSH Implementation Guide was published in April 2009. A work team is now further developing a suite of Global Standards that enable Traceability in Healthcare (including process standard(s) and technical standards) by mid-2010. Healthcare Data Synchronisation & Product Classification Work Group The Healthcare Data Synchronisation work group is developing a global standard to enable healthcare stakeholders to leverage the GS1 Global Data Synchronisation Network (GDSN), ensuring accurate and consistent data exchange between all supply chain partners. A global GDSN Pilot was successfully completed in 2008 showing that the GDSN infrastructure is in place to enable cross-border data synchronisation. A Global GDSN Implementation Initiative was successfully launched in May 2009. The GDSN Extension for Healthcare is planned to be created by Q3 2009. A long term recommendation for product classification is also being developed. Public Policy Work Team The Public Policy work team provides leadership in the conduct and interaction with global public policy makers / government authorities to influence the movement towards harmonisation of product identification requirements in alignment with GS1 Global Standards. The work team also provides a forum for open exchange of information between end-user members on global public policy developments, monitors the global landscape of laws, regulations, directives, etc., around the topics of healthcare product identification, data synchronisation and traceability, and establishes a framework and repository of global regulations and directives related to Healthcare Product identification as a reference for membership.

H1N1 Influenza

Protect yourself and others from catching influenza A(H1N1) Recommendations by the World Health Organisation

The main route of transmission of the new influenza A(H1N1) virus seems to be similar to seasonal influenza, via droplets that are expelled by speaking, sneezing or coughing. You can prevent getting infected by avoiding close contact with people who show influenza-like symptoms (trying to maintain a distance of about 1 metre if possible) and taking the following measures:

- avoid touching your mouth and nose; - clean hands thoroughly with soap and water, or cleanse them with an alcohol-

based hand rub on a regular basis (especially if touching the mouth and nose, or surfaces that are potentially contaminated);

- avoid close contact with people who might be ill; - reduce the time spent in crowded settings if possible; - improve airflow in your living space by opening windows; - practise good health habits including adequate sleep, eating nutritious food, and

keeping physically active. If you are not sick you do not have to wear a mask. If you feel unwell, have high fever, cough or sore throat:

- keep away from work, school or crowds; - rest and take plenty of fluids; - cover your nose and mouth when coughing and sneezing and, if using tissues,

make sure you dispose of them carefully. Clean your hands immediately after with soap and water or cleanse them with an alcohol-based hand rub;

- if you do not have a tissue close by when you cough or sneeze, cover your mouth as much as possible with the crook of your elbow;

- use a mask to help you contain the spread of droplets when you are around others, but be sure to do so correctly;

Only a medical practitioner and local health authority can confirm a case of influenza A(H1N1).

Keynote Speakers

Sandra LEE is Permanent Secretary for Health, Food & Health Bureau, Government Secretariat of the Government of the Hong Kong Special Administrative Region. Ms Lee joined the Hong Kong Government in 1974 and was appointed to the Administrative Service in 1979. Over the years, Ms. Lee has worked in a number of policy and resource bureau, departments and overseas offices. More recently, Ms. Lee was Permanent Secretary for Economic Development from 2002 to 2006, and Permanent Secretary for Health and Welfare from May 2006 to June 2007. As Permanent Secretary for Health, Ms Lee’s portfolio covers policies on medical and health services, healthcare financing, development of primary healthcare and public Chinese medicine outpatient services, health promotion and prevention of communicable and non-communicable diseases, anti-smoking and tobacco control, etc. She oversees the co-ordination of Government’s response to major health incidents and disease outbreaks. She is a member of the Hong Kong Hospital Authority Board and oversees the work of the Department of Health.

Raymond WONG is Head of the Business Support Services at the Hong Kong Hospital Authority Head Office. He is the Senior Executive in charge of procurement, support services and biomedical engineering services and a facility planner in the Hospital Authority. He is presently steering the development and implementation of corporate improvements in procurement and supplies logistics support, together with ERP technology and system applications in supply chain operations. Previously, Mr. Wong was the General Manager of Queen Mary Hospital between 1991 and 2001. In this role, he implemented numerous strategic and operational improvements in modernising procurement, information technology, facility management and ancillary support services. Amongst his current major interests in community services and voluntary work, Mr. Wong is the Chairman of the Society for Promotion of Hospice Care, Member of Board of Governors of the Institute for Health Policy and Systems Research and a volunteer of the Phoenix Clubhouse for psychiatric patients in Hong Kong. He received his M.Sc. degree in Public Sector Management with PSM Prize Award from Aston Business School.

(Joe) PLEASANT is Chief Information Officer and Senior Vice President of Premier, Inc., the largest healthcare alliance in the United States, with an estimated annual purchasing volume in excess of $25 billion and more than 200 Healthcare systems that own or operate some 850 institutions. Premier also has affiliations with another 900 hospitals. Prior to being appointed to his current position, Mr. Pleasant served as Chief Administrative Officer of SunHealth, Inc., one of Premier’s predecessor organisations. In his current position as CIO, Mr. Pleasant oversees Premier’s information systems infrastructure that includes legacy, enterprise, and web enabled offerings. Mr. Pleasant is past Chairman and a founding member of the Coalition for Healthcare eStandards (CHeS), a fellow member of HIMSS, and a founding member of CHIME. Mr. Pleasant is involved in national efforts to improve the Healthcare supply chain and serves on Board of Directors of both the National Alliance for Healthcare Information Technology (NAHIT) and GS1 and is a member of the Health Industry Distributors Association’s Supply Chain Advisory Council. A cum laude graduate of N.C. State University in Engineering, Mr. Pleasant holds a Masters of Business Administration degree from the University of North Carolina.

Chris ADCOCK is President Healthcare, GS1 Global Office. Mr Adcock has held a series of senior management positions in Europe for The Gillette Company, a global market leader in several consumer product categories. His most recent position was as General Manager of the Nordic Region for The Gillette Company. Mr Adcock’s career to date has included extensive experience in international markets, working within Europe, East Africa and the Middle East. Since September 2004 Mr. Adcock has led the global activities of EPCglobal during a period of rapid development and international expansion as companies around the world have worked to take advantage of this exciting and new enabling technology. Between 2001 and 2004 he held the position of Chairman of the AIM Trade and Industry Committee (AIM is the association of branded goods manufacturers in Europe). Mr. Adcock holds a Master of Business Administration degree from Cranfield University in the United Kingdom.

Cumhur ÇEKEN is Vice President of TC Health Co Ltd, Turkey. Prior to joining TC Health, Mr. Çeken has been President of the Medical Device Importers and Manufacturers Association of Turkey, and still serves as Member of the Board. Mr. Çeken has chaired the Core Group C of the HUAP project tasked to develop the Turkish Medical Device Databank.

S. C. CHIANG is Senior Pharmacist, Chief Pharmacist' Office, Hong Kong Hospital Authority. Ms. Chiang has been working in Hong Kong in the public organisation of the hospital services for more than 25 years. She has in depth experience and thorough knowledge about the operation of the healthcare service delivery in the public sector as well as the development of pharmacy service in Hong Kong. Her work achievement is particularly pronounced in the area of IT systems where she oversees the operation and development work on all the computerised pharmacy management system in the public hospital pharmacies as well as the Medication Order Entry System for use by clinicians, pharmacies in the out patients service in public hospitals. Her greatest challenge now is to have the Medication Order Entry system developed and implemented for use by physicians as well as nurses for the in-patient service and to take charge of the recent initiative on supply chain modernisation for the pharmaceutical products in the public hospitals. Ms. Chiang graduated with Bachelor of Pharmacy Degree from the University of Bradford, England. She has also obtained a Master Degree in Health Administration from the University of New South Wales, Australia. She is also a Fellow of both the Hong Kong and Australian College of Health Service Executives.

Chai CHUAH is the Chief Executive of the Hutt Valley District Health Board in New Zealand; a position held since August 2002. From 1990, Mr. Chuah was with the Canterbury DHB in a variety of roles ranging from General Manager of Finance and Information Systems and Logistics to Acting Chief Executive for seven months during 2001. Originally from Malaysia, Mr Chuah graduated from Canterbury University and is a member of the New Zealand Institute of Chartered Accountants. Mr. Chuah chairs a range of national and regional committees. They include the 21 DHBs CEO Information Group, National Steering Committee for the implementing the Quality Improvement Committee programmes, Central Region Technical Advisory Services and Central Region Services Development Initiative Services Committee. He is a member of the DHB CEOs Executive and was a member of the Ministry of Health National Capital Committee. He chaired the national steering committee charged with the development of the 2005 New Zealand Health Information Strategy. In January 2009 Chai was appointed as a member of the Ministerial Health Sector Review.

Jay CROWLEY is Senior Advisor for Patient Safety in FDA's Centre for Devices and Radiological Health. Mr. Crowley is interested in developing new methods and techniques to identify, analyse, and understand problems occurring from medical device use within the healthcare environment. He has been working at FDA for nearly 20 years in a variety of positions. Mr. Crowley holds degrees in Risk Analysis and Engineering.

Frédérique FREMONT is Organisation Engineer, C.H.I Robert Ballanger Hospital, France. Prior to joining Robert Ballanger Hospital, Mrs. Frémont has worked for more than 10 years in healthcare consulting. She was Senior Manager in Ernst & Young Healthcare department responsible for creating and developing the non medical process optimisation (pharmacy, radiology, laboratory departments, surgery rooms, out-patient clinics, emergency wards,…), supply chain management and information technology development. Mrs. Frémont graduated from ESSEC in 1990 with a specialisation in supply chain management after working for 10 years at Renault. She is a member of Cologh (Hospital group member of the French Logistic Association) and of GS1 Healthcare France. She is also member of the Global Leadership Team of GS1 Healthcare.

Prof. Yanjie GAO is Deputy Director of Department of Information Technology for Healthcare, Ministry of Health China. Prof. Gao is chairman of the hospital statistics information professional committee of the Chinese hospital association and Vice-President of the Chinese medicine information society. She has been engaged in promoting the work of the National Health Information Management for more than 20 years. She has presided and framed the envelopment planning of Chinese health information system and was responsible for health management information systems and card technology. She had been responsible for many national scientific and technological projects and major projects. Prof. Gao was selected Top 10 Excellent Woman in IT application of China and received the John Nuveen Centre scholar award, University of Illinois, U.S.A.

Ged HALSTEAD is Chief Information Officer, CH2, Australia. He has over 20 years experience implementing ERP systems for a broad range of industries in Australia and the United States. Mr. Halstead has spent 12 years in the IT consulting space, principally engaged as a project manager and practice leader. He has 10 years in the healthcare industry delivering solutions for global leading brands in both medical devices companies here and abroad, and to medical services companies and pharmaceutical manufacturers in Melbourne, Sydney and Auckland. Other industry sectors in which Mr. Halstead has implemented financial, distribution and warehouse systems are petro-chemical, print media, grocery wholesale and frozen foods.

Christian HAY is Senior Partner, Medinorma, Switzerland. Mr. Hay currently consults GS1 Switzerland and GS1 Global Office on healthcare related matters. Educated as a lawyer, he has worked for the pharmaceutical branch since mid of 1980s in various positions. He has been involved since the early stages in GS1 standard deployment in the Swiss healthcare.

Stephen JOHNSTON is Head of National Infrastructure Services at NEHTA (National eHealth Transiation Authorities), Australia, responsible for leading the important Health Identifiers and Security Programs. Mr. Johnston is a Senior ICT Management Executive, with over 25 years experience in the Delivery of IT and Complex Business Services in mission critical environments for Global, Commercial, Government and Educational Organisations. His previous roles include General Manager of Partnerships and Transformation at BT Openreach, IT Service & Delivery Director at General Dynamics (UK) Ltd and Senior ICT Service & Programme Director for the British Army. Mr. Johnston was awarded an MBE in the Queen’s Birthday Honours List for his contribution to NATO operations.

Neil LAWRENCE is AIDC Manager, Technology Office, NHS Connecting for Health, U.K. He came into the healthcare sector after a successful career in the financial services industry, after overseeing the NPfIT’ S pathology messaging work he took lead of the AIDC programme in 2007 shortly after "Coding for Success" was published. After driving the adoption of AIDC technologies in over 200 trusts, he continues to strive for the adoption, implementation and furtherment of the standards and its many associated benefits within the NHS.

Anna LIN joined GS1 Hong Kong as Chief Executive in 1989. In this capacity, Mrs. Lin is responsible for the management and development of the Association and leads the organisation in driving the industry adoption of global supply chain standards and technologies. Mrs. Lin represents GS1 Hong Kong in numerous international and local committees including Efficient Consumer Response (ECR) Asia Council, Hong Kong Logistics Development Council (LOGSCOUNCIL), Digital 21 Strategy Advisory Committee, Task Force on Facilitating the Adoption of Wireless and Mobile Services and Technology of the HKSAR, Li & Fung Institute of Supply Chain Management & Logistics as well as Trade Development Council’s Logistics Services Advisory Committee. She also sits on the Board of Directors of the Logistics & Supply Chain Management Enabling Technology R&D Centre (LSCM R&D Centre), the Digital Trade & Transportation Network (DTTNCo). She is also the Vice-chairman of Hong Kong Public Key Infrastructure (PKI) Forum. Prior to joining GS1 Hong Kong, Mrs. Lin worked for a UK-based Hong Kong apparel group where she held the position of Business Planning Manager. Mrs. Lin holds an MBA degree in Strategic Management from the Birmingham University of UK.

Feargal McGROARTY is Project Manager, IMS Department, St James's Hospital, Ireland. A Medical Laboratory Scientist (MLS) by profession Feargal has over 20 years experience in Laboratory Haematology, Coagulation and Blood Transfusion. He headed up a large routine diagnostic Haematology laboratory, and has a particular interest in Laboratory Information Systems (LIS) and laboratory automation. In his present role he is responsible for managing the multi faceted initiative that combines a number of strands including the use of Bar Code technology, an Electronic Patient Record (EPR) along with a cold chain delivery service to provide integrated patient management processes which is the first of its kind. Mr. McGroarty holds a Fellowship in Haematology from the Institute of Biomedical Science along with a Diploma in Management and Employee Relations from the National College of Ireland (NCI).

Ken NOBBS has been with the Australian National E-Health Transition Authority (NEHTA) since August 2005 as the Project Lead for the Supply Chain initiative, one of twelve initiatives around e-health being delivered by NEHTA. Mr. Nobbs was previously with Deloitte as a management consultant for 4 years, managing a team to deliver the Recommendations for National IM&ICT Enablers in the Health Sector Supply Chain report for NEHTA in December 2004. He has broad health experience spanning over 10 years working within the pharmaceutical and medical device industry. Mr. Nobbs has a Bachelor of Business in Applied Economics, a Master of Business Administration and a Graduate Certificate in Health Economics.

Dr. Takao ORII, Director of Pharmacy, Kanto Medical Centre NTT EC. He has been engaged in a wide variety of research activities in the field of pharmaceutical information standardisation, including medicinal information system for hospitals, collaborative system between a hospital and regional pharmacies and patient information sharing system. Dr. Orii is known as an active member of various associations, including the Pharmaceutical Society of Japan, the Japanese Association of Medical Informatics, and the Japanese Society for Pharmacoepidemiology. Dr. Orii completed his doctorate of pharmacology at Tokyo University.

Prof. Mustafa ÖZMEN is Deputy Chief Executive Officer, Hacettepe University Hospitals, Turkey and Professor of Radiology, Abdominal Radiology and Non-vascular Interventional Radiology Sections, Department of Radiology, Hacettepe University, School of Medicine. Prof. Özmen is also Member of the National Ethic Committee and of the National Committee for Medical Devices, and Project Coordinator for National Health Insurance. Prof. Özmen is President of the Turkish Society of Medical Informatics and Board Member of the Turkish Society of Medical Ultrasonography.

Dr. Kiyohito TANAKA is Vice-Director of the department of Gastroenterology and Project Manager of hospital distribution in Kyoto Second Red Cross Hospital (K2RC). He leads four projects: optimization of purchasing for medical materials project, safety management for injection and infusion, business improvement for operation room and sterilization centre, and business support for endoscopic centre.

John Michael (Mike) WALLACE is Director, Global Standards & Serialization at Abbott Laboratories. Mr. Wallace’s role is to implement the adoption of global product and customer identification standards, as well as to develop a global approach to serialization for Abbott. This will allow the corporation to cost effectively meet the growing and evolving customer and regulatory requirements. Mr. Wallace is also chair of the Abbott Laboratories RFID working group. For the past eight years, he has consulted with a cross section of groups across Abbott and the supply chain for healthcare and consumer packaged goods to prepare to implement these emerging standards and technologies. He has been with Abbott Laboratories since 1987. Prior to 1987 he spent nine years with Eli Lilly in a variety of assignments. Mr. Wallace is Co-Chair of the global GS1 Healthcare user group. Mr. Wallace received his BA in Biochemistry in 1977 and an MS in Chemical Engineering in 1978, both from the University of Virginia.

Liang YAN was the Director of International and Legal Affairs of the Shanghai Municipal Food and Drug Administration (SH-FDA). He is now a senior advisor of the SH-FDA. He has designed the UDI system in recent years for tracking implantable device in Shanghai. In 1989, he chaired a group for drafting China's first medical devices regulations. Afterwards, he continued to contribute in the China’s regulation project on Medical Device Registration, Classification Rules, and Medical Devices Recall. He was the medical device registration chief in SH-FDA more than 10 years, and he was also chief project organiser for China’s first whole body CT and ultrasound diagnostic set in the 80's.
