NOTICE INVITING TENDER

Dear Sir,

PRE-QUALIFICATION OF ELECTRO-MECHANICAL CONSULTANTS FOR RE-ENGINEERING OF

ELECTRICAL SYSTEM, AIR-CONDITIONING OF FLOORS, CCTV, ACCESS CONTROL, F IRE ALARM

SYSTEM, BMS SYSTEM AT CENTRAL OFFICE, MUMBAI

The Bank intends to appoint a reputed Electro-Mechanical consulting firm based in Mumbai for

undertaking the work of Re-engineering of Electrical Distribution System, Air-conditioning of 

Floors, CCTV, Access Control, Fire Alarm System and Integrating it with BMS System at Central

Office, Mumbai. For undertaking the above work, Bank intends to engage the services of 

expert in the said field.

It is requested to inspect the site and submit your offer for providing Consultancy Services for

the aforesaid work in two-bid system (Pre-qualification & Price Bid) as per enclosed format

Annexure- I: Pre-qualification Bid and Annexure-II: Price Bid.

Scope of Work: -

The Banks Central Office Building is located at Nariman Point, which is a working office with1200 Staff. The Building was constructed in 1972 and the Electrical system installed is more

than 38 years old. The Consultant selected shall study the entire electrical system and

implement new system as per latest standards applicable for high rise building with all safety

measures / gadgets such as CCTV, Access Control, Fire alarm system and monitoring &

controlling through Building Management System.

Scope of work includes designing, planning, estimation, preparing tender documents, scrutiny

of tenders, supervision during execution, certification of bill, getting approval from Municipal

authorities / Central Electricity Authority (CEA) and other statutory authorities, etc.

During execution of the work, appointed agency will provide graduate Engineer having 5 years

work experience on full time basis for day to day supervision and co-ordination of work at site.

Details of work:

The Bank Central Office is situated at Union Bank Bhavan, 239, Vidhan Bhavan Marg, Nariman

Point, Mumbai - 400 021. Bank intends to take the following work as under: -

1. Re-engineering of Entire Electrical Distribution System.

2. Air-conditioning of Balance Floors.3. CCTV

4. Access Control.

5. Fire Alarm System

6. Building Management System.

The Project Consultant to be appointed shall provide professional services by properly studying

and identifying the Main Electrical System to be provided (HT/LT side), Electrical Distribution

on the floors for lighting, power (AC) and computer work stations, Emergency Supply system,

type of air-conditioning system, Provision of CCTV for monitoring floors and critical areas,

Access Control System, Fire Alarm System on all floors with best suited Building Management

System to record & monitor the system.

Procedure:

Based on the details of the services, the Consultant will have to submit his credentials as per

Annexure-I along with relevant documents for pre-qualification for the subject work and quote

professional fee for the subject assignment as per Annexure-II. It may please be noted that the

Bank will not be paying out-of-pocket expenses towards obtaining approval of plans from

municipal authorities / other authorities.

The offer should be submitted in two bid system wherein Envelop 1 to be superscribed as "Pre-

qualification for Appointment of Consultant for Central Office Electro-Mechanical Work" 

consisting of Bio-data, credentials, documents etc and envelop 2 to be superscribed as “Price

Bid for Appointment of Consultant for Central Office Electro-Mechanical Work” consisting of

1. General Information

The Banks Central Office Building is located at Nariman Point, which is a working office with

based in Mumbai to study the entire electrical system and implement new system as per latest

System at Central Office, Mumbai.

2. Duties / scope of work expected from the Project Consultant

2.1 Proper studying and identifying existing electrical load, additional load, projecting future

load, Calculating Demand, Additional load requirement and accordingly design of 

Electrical Distribution System at HT/LT side as per latest Electrical Standards and

applicable for High Rise Buildings, Systematic design of electrical load distribution on

Floors for Power, lighting, Computer Workstations, Selection of lighting fixtures complying

to energy saving norms, centralized and distributed lighting control measures, Emergency

Supply system (as per latest electrical standards for high rise buildings), air-conditioning

system suitable to the floors and energy saving features, CCTV for all floors and critical

areas, Access control, Fire Alarm System and suitable Building management system for

controlling & monitoring the entire system installed. To arrange & liason with BEST for

additional load sanctioned for the premises as per new design.

2.2 Taking the instructions from Bank, visiting the sites, preparing sketch design, Single

line diagrams, General Arrangement of Equipments, which shall be in accordance

with local governing codes / standards, regulations, etc. (including carrying out

necessary revisions till the sketch designs are finally approved by the Bank), making

approximate estimate of cost by cubic measurements, square meter or otherwise

and preparing reports on the scheme so as to enable the Bank to take a decision on

the sketch designs.

2.3 Submitting a proper PERTCHART / Bar Chart incorporating all the activities required

for the completion of the project well in time i.e. preparation of working drawings,

detailed drawings, SLDs, Estimates, BOQ, Tender Documents, calling tender, etc. The

programme should also include various stages of services to be provided by the Project

Consultant.

2.4 Submitting required drawings to the Municipality, CEA and other local authorities and

obtaining their approval.

2.5 Preparing working drawings, electrical load calculations, projected load list, working

load list, Demand calculation, critical load list and drawings for Main LT Room, Floor

distribution for lighting, power & computer workstations, Emergency Supply System,

CCTV on floors and critical area, Access control system, Fire alarm system, electrical

installations, telephone installations, furnishing plans, cross sections, etc., detailed

estimates and all such other particulars as may be necessary for preparation of bill of 

quantities.

2.6 Preparing pre-qualification documents and carrying out scrutiny for calling tenders.

2.7 Preparing detailed tender documents for various trades complete with articles of 

agreement, special conditions, conditions of contract, specification, bill of quantities,

including detailed analysis of rates based on market rates, time and progress charts,

etc.

2.8 Preparing tender notices for issue by Bank for inviting tenders from prequalified / short

listed parties on behalf of Bank, as the case may be for all trades and submitting

assessment reports thereon, together with recommendations specifying abnormally

high and low rated items, comparative statements, justification for acceptance of

contract. Preparing contract documents for all trades and getting them executed by

the concerned contractors.

2.9 The assessment report shall be based on proper analysis of rates with constants from

an approved Standard Hand Book and market rates of materials and labour for major

items of works costing about 90% of the estimated cost of the work.

2.10 All commercial conditions shall be evaluated in financial terms instead of merely

saying whether a condition may be accepted or not.

2.11 When conditions are not susceptible of evaluation, the alternative procedure of calling

all the tenderers for negotiation and asking them to submit a final bid based on the

terms and conditions acceptable to the Bank may be adopted.

2.12 Preparing for the use of the Bank, the contractor and site staff, 4 copies of contract

documents for all trades including all drawings, specifications and other particulars.

Preparing such further details and drawings as are necessary for proper execution of 

the works.

2.13 Assuming full responsibility for supervision and proper execution of all works by

General and Specialist Contractors who are engaged from time to time, including

control over quantities during the execution to restrict variation, if any, to the

minimum.

2.14 No deviations or substitutions should be authorized by the Consultant without working

out the financial implication, of any, to the contractor and obtaining approval of the

Bank. However, where time does not permit and where it is expedient, the Consultant

may take decisions on behalf of the Bank, the total cost of the item/deviation of which

should not exceed Rs.5,000/-. This deviation shall be got subsequently ratified from

the Bank duly justifying his action at the earliest.

2.15 Working out the theoretical requirement and actual consumption any other material

specified for each bill.

2.16 Deploy a full time Site Engineer for supervision of proposed work.

2.17 Checking measurements of works at site. Checking contractor’s bills, issuing periodical

certificates for payments and passing and certifying accounts, so as to enable the Bank

to make payments to the contractors and adjustments of all accounts between the

contractors and the Bank. Consultants shall assume full responsibility for all

measurements certified by them. It shall be mandatory on the part of the Consultant

to check the measurements of various items to the extent of 100% of each item of work

claimed, in each running bill.

2.18 The Consultant to issue certificate of payment as under:

Certified that the various items of work claimed in this _______ running bill / final bill

by the contractors _______ have been completed to the extent claimed and at

appropriate rates and that the items are in accordance with and fully conforming to

the standard / prescribed specifications and drawings. We further certify that we havechecked the measurements to the extent of 100% of each item claimed in this bill.

Hence the bill is recommended for payment of Rs.________.

2.19 The Consultant shall endorse the above certification in the relevant Measurements

Books also.

2.20 The Consultant shall certify after test / commissioning / final inspection and check as

the case may be, the completion of the work and / or satisfactory functioning of the

system in services and utilities, as the case may be.

2.21 Submitting a detailed account of steel, cement and any other material that the

employer may specify and certifying the quantities utilized in the works.

2.22 Obtaining completion certificate and securing permission of Municipality, CEA and such

other authority for the electrical installation through the concerned contractors and

assisting in obtaining refund of deposit, if any, made by the Bank to the Municipality or

any such other authority. For the Electrical work wherever permission is required from

Municipal, CEA / other authorities, the same shall be arranged by the Consultant

through the concerned contractors. The liasoning expenses for obtaining the

permission shall be borne by the Consultant / consultant. The Bank will pay deposit /

scrutiny fee.

2.23 Appearing on behalf of the Bank before the municipal Assessor or such other authorities

in connection with the settlement of the rate able value of the building and tendering

advice in the matter to the employer.

2.24 On completion of the project, prepare “as made” completion drawings of electrical

and other services along with a brief report on the project and submitting 4 copies of 

the same for the records of the Bank. A soft copy of the drawings as well as tender

document shall also be submitted to the Bank.

2.25 Further, the Consultant shall verify and confirm that identification marks are made on

all service installations/cables/wiring, etc. for easy identifications to carry out

maintenance jobs.

2.26 The Consultants shall be wholly responsible for the successful completion of the

project in all respects consistent with safety and structural stability from the inception

upto the handing over for occupation to the Bank.

2.27 The Consultants shall assist the Bank in all arbitration proceedings between the

contractors and the Bank and also defend the Bank in such proceedings.

2.28 The Consultant shall furnish one complete set of structural designs, calculations and

structural drawings for the Bank’s record.

2.29 Any other services connected with the works usually and normally rendered by the

Consultants, but, not referred to herein above.

2.30 The Consultant / Consultant shall also assist the Bank in inspection and replying to the

queries raised by vigilance / audit authorities.

2.31 The supervising staff deployed by the Consultant / consultant shall maintain following

registers on daily basis i.e. Daily Progress Report, Site Order Book, Material testing

record, High Value Material Receipt Register, Hindrance Register, etc.

2.32 The Consultant / Consultant should conduct site meetings on weekly basis to be

attended by the Bank / contractor’s representative.

2.33 Any other services connected with the works usually and normally rendered by the

Consultants but not referred to herein above.

2.34 In case it is established that due to fault of the Consultant /Consultant, the Bank has to

pay any extra amount due to over-run of the project, over measurements – faulty

description of tender item or any other lapse on the part of the Consultant / consultant

necessary recovery may be effected from the Consultant’s /Consultant’s fee as per

provision of section 73 of Indian Contract Act 1872 under Section 30 of Consultants Act

1972 (Central Act No.20 of 1972), besides Bank’s taking recourse to proceed against the

Consultant / Consultant for recovery of the extra amount incurred by the Bank. The

Consultant’s liability may be however limited to 10 % of the fees paid to him.

2.35 In the event of any dispute, difference or question arising out of or touching or

concerning assignment given to you at any of the field office, the same shall bereferred, at the option of either party, to the arbitration of a sole Arbitrator mutually

agreed upon and in default of such agreement both the parties shall appoint one

arbitrator each and both the arbitrators shall appoint one presiding arbitrator (umpire).

All the arbitrators shall be the Fellows of the Indian Institute of Consultants or the

Institution of Engineers (India). The said arbitration proceeding shall be under the

provision of the Indian Arbitration and Conciliation Act, 1996 together with any

statutory modifications thereof. The award of the arbitrator(s) or umpire, as the case

may be, shall be final and binding upon the parties.

2.36 The Consultant shall take proper care in estimating the quantity of work required and

shall not increase quantum of work after acceptance of contractor’s bid. The

professional fee to be paid to the Consultant shall be restricted to a maximum of 110%

fee on the value of accepted tender.

2.37 The Consultant shall not be recommending mobilization advance to any of the

contracting agency. In case if the advance is to be paid, the same shall carry interest

at the rate of PLR and again submission of Bank Guarantee for equal amount from the

Prime Bank.

2.38 Under no circumstance you will be submitting recommendations of contract other than

lowest.

stamped stating “we accept all the terms and conditions in toto”. You are requested

to visit our office to verify your address / telephone number and also submit

acceptance copy to enable us to utilizing the services as and when required.

3. Project Management Services

The Consultant shall deploy qualified Engineer preferably graduate with 5 years

experience / Diploma holder with 8 years experience at site as full time basis to

discharge following functions broadly.

3.1 Responsibilities of Site Engineer: The site engineer is responsible for the following:

i) Obtaining working drawings of the project stage by stage from the Consultants andimplementing the same after getting them approved by the Competent Authority.

ii) Ensuring that details are made available at site before the need for them arises.

iii) Ensuring that the competent authority approves samples of materials for workmanship

and finishes and of fittings and that their display and safe custody at site are arranged.

iv) Ensuring that the contractor observed laws pertaining to labour and wages paid are not

less than the minimum stipulated.

v) Ensuring that the contractor has taken out the requisite insurance policies to cover

workmen under the Workmen's Compensation Act, loss/damage caused by accidental

collapse / fire / earthquake (as applicable) to partially constructed work, materials

and plant at site and against claims (third parties) for injury / damage.

vi) Ensuring that the work progresses smoothly bottlenecks anticipated and effectively

removed with the aim of successfully completing the project within the time schedule.

vii) Assisting the general building contractor or an appropriate work agency in establishing

contact with the Local Authorities viz. Municipal, Electric Supply, Central Electricity

Authority etc., to facilitate early availability of electricity connections (as the case

may be) at the time of their actual need.

viii) Ensuring that decisions on various aspects in connection with site works are obtained

from the Competent Authority well in advance of the actual commencement of the

items of work by the contractor including any addition to or alteration of, substitution

to or deletion of or any item or part thereof with or without the incidence of extra

items.

ix) Ensuring that instructions received verbally or in writing from the Competent Authority

are properly complied with. It shall also be seen that verbal instructions given by

visiting officers are confirmed in writing by the concerned officers.

x) Ensuring that floors under construction are not overloaded with stacks of material or

plant.

xi) Ensuring that holes for anchors / conduits / pipes are left in masonry or concrete atappropriate time and anchors / conduits / pipes are embedded or built in as required.

xii) Ensuring that partially installed work is cased in or protected from damage.

xiii) Keeping the Bank informed of the site events once a fortnight.

xiv) Maintaining good and healthy relations with and between the various contractors /

agencies working at site.

xv) Ensuring that the contractors do not feel that the site staff of the Bank is unjust and

unreasonable.

xvi) Ensuring that all operations are carried out with complete safety to life and property.

xvii) Maintaining safe custody of site records and office equipment.

3.2 Duties of Site Engineer: The duties of Site Engineer are as follows:

i) To make a thorough study of contract documents, drawings and other details so as to

bring out ambiguities / discrepancies between them and to obtain clarification from

the Competent Authority well in time to avoid delays.

ii) To render a certificate to the Competent Authority to the effect that he has studied

the contract documents, drawings and specifications.

iii) To approve the centre-line layout of building pegged out on site by the contractor and

the benches for ground floor and other levels.

iv) To take charge of objects of value and antiquity found on site or in excavations,

immediately, after their discovery, to hold them in safe custody and to hand them over

to the Competent Authority of the Bank for further action.

vi) To ensure that the quality of materials and workmanship as laid down in the contract is

maintained and the accuracy of dimensions shown on drawings is attained in the

execution.

vii) To watch the validity of the building permission issued by the Local Authority and to

ensure that the revalidation, if necessary, is obtained well in time.

ix) To maintain the under noted records at the site of work, in addition to normal routine

requirements of an office:

a) Daily Progress Record.

b) Work Site Order Book.

c) Instruction by Bank's Officers.

d) Costly Material Register.

e) Test Registers of other materials / fittings, fixtures, equipments as stipulated

in the tender.

f) Register of Drawings and Working Details.

g) Log Book of Defects.

h) The Site Engineer should maintain a Hindrance Register giving details of 

commencement and removal of each hindrance.

i) Dismantled Materials Account Register.

j) Supply and consumption registers of scarce / costly materials.

k) To record measurements of completed work jointly with the contractor and to

process them in running account bills.

l) To receive running account bills from the contractor and to forward them after

checking, to the Competent Authority with his comments and recommendations

and accompanied by all supporting documents.

m) To submit to the Competent Authority the Progress Report fortnightly.

n) To watch that the concerned contract does not lapse for want extension of 

time. Therefore, to keep it alive and in operation from point of consideration

that "Time is the essence of contract".

o) To ensure that progress on every contract is in accordance with the appropriate

stage of its Time and Progress Chart.

p) To prevent contractor from proceeding with any work on which the contractor

has got intentions of raising claims of extra / deviated items, until the

Competent Authority approves the work to continue.

q) To receive the Final Bill from the contractor, to check it, and forward it with

his comments and recommendations to the Competent Authority with all the

supporting documents duly attached.

r) To submit the final summary of costs for the project to the Competent

Authority.s) To submit to the Competent Authority authentic information on and the under

noted records pertaining to the completed work in order to enable the

Competent authority to finalise them in the due course:

1. Record i.e. as completed drawings.

2. Record of Standard Measurements for periodical services.

3.  Inventory of fittings and fixtures.

x) To hand over to the Competent Authority a "first draft" of "A Note of Comprehensive

Information to the User", containing detailed instructions on how to use and maintain the

completed building to the best advantage of the Bank.

Appointment of Consultant / Consultant for the proposed work of Air-Conditioning

at Staff Canteen, 2nd Floor, Central Office

We have gone through the duty list as furnished by the Bank and we have understood

requirement of the works. We are interested in undertaking the subject work on the following

terms:

work done (excluding readymade items not designed by us).

Note:

1.  The total fees payable is subject to ceiling of 110% of the worked out on the

accepted tender cost.

2. The professional charges shall be inclusive of 

-  Getting approval from the local authority and no out-of-pocket expenses

will be paid by the Bank for the approval of plans. However, expenses

towards development charges and printing / stationery charges for

preparation of tender document will be paid as per actual upon production

of receipt of the bill.

-  Consultant will have to visit Office as and when called.

-  Consultant to visit site once in a week or more when the construction workis in progress.

The total fee quoted is inclusive of all visit charges and Bank will not be paying

separately on this account.

I am aware that the Bank will not be paying me out of pocket expenses towards getting

approval of plans from Municipal authorities, Central Electricity Authority and no expenses will

be paid towards visiting the site. We understand that principal Consultant will visit the site on

weekly basis while the work is in progress. Failure for not visiting the site an amount of 

Rs.5,000/- per visit will be recovered by the Bank as penalty from fees payable.
